:00:27. > :00:32.put forward by the Welsh Government. There would also be a minimum price

:00:33. > :00:35.for alcohol. The Health Minister says it's part of a radical package

:00:36. > :00:38.of proposals to improve public health - but critics claim the move

:00:39. > :00:45.to restrict e-cigarette use could be misguided. Here's our health

:00:46. > :00:54.correspondent Owain Clarke. Enduring a puff over a cup, but do not be

:00:55. > :00:57.fooled, this cafe is not breaking the smoking ban because this is not

:00:58. > :01:03.smoke, this is vapour, and these are electronic cigarettes. E-cigarettes

:01:04. > :01:08.come in all different shapes and sizes, and the idea is that by

:01:09. > :01:14.inhaling vapour, people can get their fix of nicotine, but they are

:01:15. > :01:19.not exposed to the toxins or poisons present in normal cigarette smoke.

:01:20. > :01:27.It is a business that is growing rapidly, so what is the appeal? I

:01:28. > :01:34.smoked about 20 a day. Since I started these, 15 months ago, I have

:01:35. > :01:39.not smoked one cigarette. If the Welsh government had its way, this

:01:40. > :01:47.place would have to close. Why? It argues that e-cigarettes normalises

:01:48. > :01:50.smoking, and claims research from the USA says more young people are

:01:51. > :01:59.trying them and could move on to real cigarette. It also argues the

:02:00. > :02:03.evidence is limited of the health impact on the user and the

:02:04. > :02:10.second-hand smoke is omitted. A number of studies show that people

:02:11. > :02:14.are using them as effective aid to quit smoking. The studies that are

:02:15. > :02:18.available do not suggest that e-cigarettes are being used as a

:02:19. > :02:23.gateway, where you start using e-cigarettes and then end up using

:02:24. > :02:27.tobacco. Welsh government also wants to introduce food standards in

:02:28. > :02:32.nurseries and care homes, force councils to open a public toilet,

:02:33. > :02:37.and introduce a register of tattooed parlours and tobacco sellers. It

:02:38. > :02:45.also wants to follow Scotland's lead and introduce a minimum price for

:02:46. > :02:49.alcohol at 50p a unit. Launching his proposals at the home of Welsh rugby

:02:50. > :02:53.today, the Health Minister admitted he is likely to face a challenge

:02:54. > :02:58.from the drink industry but he could also face a bigger hurdle. The UK

:02:59. > :03:03.Government has said that he does not have the power to set a minimum

:03:04. > :03:08.price in the first place. I am sure there will be a pushback from the

:03:09. > :03:10.alcohol industry as there has been in Scotland and we cannot

:03:11. > :03:13.necessarily prevent others from wanting to challenge our powers

:03:14. > :03:20.through the courts. The UK Government? Well, you could describe

:03:21. > :03:25.the UK Government as being trigger-happy in wanting to do

:03:26. > :03:30.that. We are confident of our ground and we will defend it vigorously. In

:03:31. > :03:35.the end, the Health Minister argues that improving people's health is

:03:36. > :03:45.one of the most powerful things that a government can do but here, they

:03:46. > :03:48.argue that the new law have the opposite effect. Clamping down on

:03:49. > :03:53.e-cigarettes could stigmatise the very people trying to turn their

:03:54. > :03:56.backs on tobacco. Hundreds of workers at the former Visteon car

:03:57. > :03:59.parts factory in Swansea are being offered compensation after the value

:04:00. > :04:03.of their pensions was slashed. The Ford motor company - which formerly

:04:04. > :04:06.owned Visteon - and the union Unite said they had agreed a settlement.

:04:07. > :04:09.It follows years of campaigning by the pensioners and local politicians

:04:10. > :04:10.who took their case to Parliament today. David Cornock reports An

:04:11. > :04:21.inquest this is a moral victory and hope we

:04:22. > :04:25.get news. I have is open to a few of you and we have our fingers crossed.

:04:26. > :04:30.Back to Westminster with a spring in their step. Workers who felt cheated

:04:31. > :04:35.out of their pensions when their employer Visteon when asked by the

:04:36. > :04:40.years ago. The owners deny any liability and the workers took legal

:04:41. > :04:45.action against Ford, the motoring giant. Among them was John who works

:04:46. > :04:49.at Visteon for nearly 50 years. In retirement he has thousands of

:04:50. > :04:54.pounds less a year to live on. I have 40% less on my pension and my

:04:55. > :05:00.standard of living has gone down considerably. What difference do you

:05:01. > :05:10.hope today's deal will make? I'm hoping to get compensation for money

:05:11. > :05:15.is lost. -- monies. He will not get back everything but the deal is said

:05:16. > :05:21.to be worth thousands of pounds. I think it is important that each

:05:22. > :05:26.pensioner understands how much money they will get from the deal. As I

:05:27. > :05:29.understand it, everybody will get something but if there is a court

:05:30. > :05:35.case not everybody will get a pay-out. It is for them to decide.

:05:36. > :05:39.Four years, the Visteon pensioners have travelled from Wales to

:05:40. > :05:45.Westminster to try and put political pressure on the Ford motor company.

:05:46. > :05:50.They hope the deal will mean they never have to come here again. The

:05:51. > :06:05.deal meets the approval of 95% of pensioners.

:06:06. > :06:09.An inquest into the death of a Newport teenager -- who went missing

:06:10. > :06:12.in December last year -- has been opened and adjourned. Nida Naseer's

:06:13. > :06:16.body was found at the city's Wetlands last week. The coroner said

:06:17. > :06:18.the cause of death has not yet been determined. Two teaching unions have

:06:19. > :06:21.asked that pupils be allowed to re-sit the controversial English

:06:22. > :06:25.Language GCSE this summer without any extra cost to their schools. A

:06:26. > :06:28.review by the Welsh Government found there were a number of reasons why

:06:29. > :06:31.thousands of pupils here received "unexpectedly low" grades but ruled

:06:32. > :06:35.out paying for re-sits. The Prime Minister has told MPs the state of

:06:36. > :06:39.the NHS in Wales "is a scandal". The claim is the latest twist in a row

:06:40. > :06:42.between the UK Government and the Labour-run Welsh government over the

:06:43. > :06:45.performance of the service in Wales. The Welsh Government said it was

:06:46. > :06:57."simply the latest chapter in the Tory war on Wales" by Mr Cameron's

:06:58. > :07:01.Conservatives. What is happening in our NHS in Wales is a scandal and is

:07:02. > :07:05.a scandal that is the responsibility of the Labour Party who are running

:07:06. > :07:09.the Welsh Assembly government. They made the decision to cut NHS

:07:10. > :07:17.spending by 8% in Wales and as a result they have not met the A

:07:18. > :07:20.target since 2009. I do not know why the leader of the opposition is

:07:21. > :07:24.laughing! It is not funny, the state of the NHS in Wales! The owner of

:07:25. > :07:27.Neath Rugby Club has been released on bail, after being arrested on

:07:28. > :07:32.suspicion of fraud and money laundering. Geraint Hawkes, who's 47

:07:33. > :07:35.and another man aged 44 were questioned as part of an ongoing

:07:36. > :07:38.fraud investigation. Police say the arrests were made at addresses in

:07:39. > :07:42.south Wales, including at Neath RFC. Both men have been bailed until

:07:43. > :07:44.September. Let's get the weather now and there's a fair bit of rain on

:08:35. > :08:37.will spread into the south and west of the country. Across the rest of

:08:38. > :08:43.the UK there will be rain and thunder. It is wet across the West

:08:44. > :08:46.Country, and the south and west of Wales. That rain spread in towards

:08:47. > :08:50.Northern Ireland. The best of the weather will be in the South East of

:08:51. > :08:55.England, dry and bright at 19 degrees in London. It will be quite

:08:56. > :09:02.hazy with some more of that nasty pollution. Eight dull and cold day

:09:03. > :09:11.in the north-east of England, eight degrees in Newcastle. -- a dull and

:09:12. > :09:15.cold day. The north coast of Wales, the far north-east, maybe some much

:09:16. > :09:21.drier but I would not rule out any heavy showers. A high of 11 to 15

:09:22. > :09:28.Celsius. Tomorrow evening and overnight, the rain moves North. A

:09:29. > :09:32.lot of low cloud, mist and hill fog. Into Friday, a better day in

:09:33. > :09:38.prospect, drier but with one or two showers. Feeling fresher with better

:09:39. > :09:43.air quality as well. The area is coming in from the Atlantic so it

:09:44. > :09:47.will be cleaner. As for the weekend, more rain on the way and the breeze

:09:48. > :09:54.is picking up as well. Not the best of whether this weekend but not a
