:00:30. > :00:32.bridge building with the Welsh Government in the row over the

:00:33. > :00:38.multi-million pound bill to electrify the Valleys network. The

:00:39. > :00:43.First Minister says the UK government is going back on an

:00:44. > :00:48.earlier commitment to foot the bill. Nick Clegg disagrees. I really do

:00:49. > :00:51.think it is rather cynical of the First Minister now to turn around

:00:52. > :00:55.and somehow claim that promises were made to cover the expense of that

:00:56. > :00:58.electrification. It was clearly, unambiguously, and explicitly stated

:00:59. > :01:02.that this would be something where the UK Government would play a role,

:01:03. > :01:05.not least in the electrification of the main line, but that the finance

:01:06. > :01:12.of the Valley lines would be a devolved matter. When he addressed

:01:13. > :01:15.the party, the centrepiece of his speech was a pledge to support the

:01:16. > :01:17.recommendations of the Silk Commission to transfer from

:01:18. > :01:24.Westminster to Cardiff Bay powers over policing and some parts of

:01:25. > :01:27.criminal justice. Just as the Silk Commission has recommended, I want

:01:28. > :01:30.us to fight the next election proposing that we take on the

:01:31. > :01:38.recommendations of the Silk Commission to give you the tools you

:01:39. > :01:41.need to get on with the job. As he tries to stop disaffected Lib Dem

:01:42. > :01:44.voters supporting Labour, Nick Clegg has pushed safe Lib Dem themes -

:01:45. > :01:55.saving Europe, raising the income tax threshold and, of course, giving

:01:56. > :01:58.more powers to the Welsh Government. -- staying in Europe. With the

:01:59. > :02:01.European and general elections on the horizon, party activists admit

:02:02. > :02:04.the fact that they're now in government could make campaigning

:02:05. > :02:08.tough. It's a hundred years since we've had mid-term blues to worry

:02:09. > :02:11.about. It hasn't made it easy, to be honest. When I go door-knocking

:02:12. > :02:15.people say, "You're in coalition with the Tories". The party knows

:02:16. > :02:19.its part in a coalition with the Tories may make it unpopular with

:02:20. > :02:24.some. Its job in Newport this weekend is to persuade voters it's

:02:25. > :02:28.made a positive difference. Around 200 people took part in a

:02:29. > :02:31.march in Cardiff this afternoon in protest against the so called

:02:32. > :02:35."bedroom tax", one year after it was introduced. Social-housing tenants

:02:36. > :02:39.who have spare bedrooms have seen their housing-benefit payments cut.

:02:40. > :02:44.The protesters included MPs, assembly members and senior clergy.

:02:45. > :02:48.The UK Government says the new system is fairer.

:02:49. > :02:52.The MP for Llanelli has raised concerns over plans to build a plant

:02:53. > :02:57.in Cwmgwili that will dispose of household waste using very high

:02:58. > :03:00.temperatures. Nia Griffith says people who live near the proposed

:03:01. > :03:03.site in Carmarthenshire are worried about possible emissions. But the

:03:04. > :03:07.developer, Clean Power Properties, says it's not proposing an

:03:08. > :03:12.incinerator but a plant which uses a process called pyrolysis. This

:03:13. > :03:17.breaks down waste material using high temperatures.

:03:18. > :03:20.Football - and it's been another disappointing day for our Premier

:03:21. > :03:24.League clubs. Cardiff City's fight for survival seems even more

:03:25. > :03:28.desperate. They lost 3-0 at home to Crystal Palace. Swansea City lost
