:02:09. > :02:19.their own. Would you use it? I would, yes. I am always on my phone

:02:20. > :02:28.and have to use 3G. Everybody needs broadband speeds. If you can't go on

:02:29. > :02:36.the computer, you can't find anything out now. Do you think you

:02:37. > :02:42.should be promoted more? Definitely. It aims to bring most of us access

:02:43. > :02:49.to superfast broadband by 2016. Of that, ?300,000 has been spent on

:02:50. > :02:56.marketing. Take-up in the area stands at 19%. When you look at the

:02:57. > :03:00.intervention areas, you will find take-up is higher than in the Prix

:03:01. > :03:06.early commercial centres. Where Welsh government has been in charge,

:03:07. > :03:13.there has been a higher level of take-up. Whether they take advantage

:03:14. > :03:16.of it is another matter. The company in charge of bringing in

:03:17. > :03:20.a new form of disability benefit has apologised to people who've had to

:03:21. > :03:23.wait for their assessments. MPs say people with cancer and other serious

:03:24. > :03:32.conditions are having to wait too long to be assessed for the Personal

:03:33. > :03:38.Independence Payment. It has been a tough few years for

:03:39. > :03:42.Jane. Diagnosed with bowel cancer in 2011, she has suffered side-effects

:03:43. > :03:47.from the chemotherapy meaning she can't go back to her old job. She

:03:48. > :03:53.used to receive Disability Living Allowance that has been waiting

:03:54. > :03:59.months to be assessed by the benefit replacing. You are fighting to keep

:04:00. > :04:09.yourself healthy and fit so you can cope and manage the next lot of

:04:10. > :04:17.treatment. You are also trying to manage the worry that you have about

:04:18. > :04:24.keeping a roof over your head. The payment is worth between 21 and ?138

:04:25. > :04:29.a week. 140,000 adults in Wales are being moved onto it by 2017. Under

:04:30. > :04:38.the new system, there are more face-to-face assessments and

:04:39. > :04:42.everybody's situation is being assessed. People are complaining

:04:43. > :04:48.that they are waiting too long to get an assessment. There are big

:04:49. > :04:54.problems. It is leaving vulnerable people, cancer sufferers without any

:04:55. > :05:00.financial support and it is a huge drain on the taxpayer because it is

:05:01. > :05:06.not being run efficiently. The minister responsible said he was

:05:07. > :05:10.responding to the concerns. There will be people who benefit from

:05:11. > :05:13.benefit and those that will not. What they need his decisions and we

:05:14. > :05:18.need to communicate with these people much better. We are

:05:19. > :05:24.introducing a text system so they will be better informed. The system

:05:25. > :05:35.is run by the private company, Capita. I would like to apologise to

:05:36. > :05:43.each and every of them. Those are taking longer than we envisaged. We

:05:44. > :05:48.are doubling our health professional workforce. We have twice as many

:05:49. > :05:53.health professionals and are taking these assessments. Jamie still

:05:54. > :05:57.waiting for her chance to prove she needs this benefit. The government

:05:58. > :06:00.says and on that has had to wait will have payments backdated.

:06:01. > :06:03.A jury's heard how one of Britain's most promising sailors was urged to

:06:04. > :06:06.go faster before their speedboat crashed leaving a schoolgirl brain

:06:07. > :06:09.damaged. Cardiff Crown Court heard how Nia Jones on the left
