:00:11. > :00:13.health service. There are longer waiting times here, but there's no

:00:14. > :00:23.evidence Wales lags behind the rest of the UK. It seems quite likely

:00:24. > :00:26.that cutting the budget has had an impact on waiting times and it is

:00:27. > :00:31.what you would expect. As money gets tight, people may have to wait a bit

:00:32. > :00:35.longer. At the Welsh Tory Conference - a double attack on the NHS here.

:00:36. > :00:39.The Prime Minister says Offa's Dyke is becoming "the line between life

:00:40. > :00:42.and death". Also tonight. 200 new jobs in Wrexham, as a financial

:00:43. > :00:49.services company doubles its workforce.

:00:50. > :00:52.In tonight's sport, a new European rugby tournament - now can the

:00:53. > :00:55.regions and the WRU agree a new working relationship? Cardiff City

:00:56. > :00:58.sack a member of staff, after reports their team was leaked to

:00:59. > :01:02.Crystal Palace before Saturday's Premier League defeat.

:01:03. > :01:10.And a first glimpse of the dragon for the new Welsh World War One

:01:11. > :01:17.memorial in Flanders. Good evening.

:01:18. > :01:25.Cutting NHS funding in Wales may be responsible for longer waiting

:01:26. > :01:28.times. That's according to research by the Nuffield Trust and the Health

:01:29. > :01:33.Foundation, which has compared the health service across the UK. But it

:01:34. > :01:37.also suggests that there is no evidence to show the Welsh NHS, on

:01:38. > :01:45.the whole, is "lagging behind" any other part of the country. It comes

:01:46. > :01:49.as the Prime Minster launched his strongest attack yet on the NHS in

:01:50. > :01:56.Wales. More on that in a moment, but first here's our health

:01:57. > :02:01.correspondent, Owain Clarke. What seems to be a simple question

:02:02. > :02:04.can sometimes take a long time to answer. Six academics worked for

:02:05. > :02:09.more than two years trying to figure out whether Wales, Scotland, England

:02:10. > :02:15.or Northern Ireland had the best performing health service. What is

:02:16. > :02:19.clear from the study is that on lots of health targets that measure time,

:02:20. > :02:23.such as ambulance response times and the amount of time patients have to

:02:24. > :02:26.wait for common hospital procedures, the NHS in Wales is

:02:27. > :02:32.struggling to keep up with other countries in the UK. Pinto 2009,

:02:33. > :02:38.waiting times in Wales for things like hip, knee coronary artery

:02:39. > :02:41.bypass surgery improved a lot. The gap narrowed between Wales and the

:02:42. > :02:48.rest of the UK. But since then, they have deteriorated and lengthened

:02:49. > :02:53.again. By 2013, a Welsh patient needing a new hip or knee on average

:02:54. > :02:59.had to wait 100 days longer than someone in Scotland or England.

:03:00. > :03:06.Peter Bishop knows what that is like. He spent more than a year

:03:07. > :03:10.waiting for his hip replacement. He told me he would get the fixed as

:03:11. > :03:20.soon as possible. I did not see him again for nine months. There was a

:03:21. > :03:25.long waiting list. I basically just had to take my time. Why are Wales

:03:26. > :03:29.patients waiting so much longer? We cannot be certain why that is

:03:30. > :03:34.happening but one point is very clear, Wales was the only one of the

:03:35. > :03:38.four countries that cut its expenditure on health in 2010 for

:03:39. > :03:43.three years. One of the things you would expect from that kind of

:03:44. > :03:47.action is that waiting times would lengthen. If the Welsh Government

:03:48. > :03:53.had an opportunity to wind the clock back, would it change that decision?

:03:54. > :03:59.And is the fact its recently decided to pump hundreds of millions of

:04:00. > :04:04.pounds into the health budget in a way an admission that it made a

:04:05. > :04:06.mistake? A decision was taken at the start of this assembly term to make

:04:07. > :04:14.sure that we protected the social services side over the last ten

:04:15. > :04:17.years, we have succeeded in reducing the number of people delayed in a

:04:18. > :04:22.hospital bed when they do not need to be there. Those figures are now

:04:23. > :04:28.at an all-time low. But some of the findings arm more encouraging.

:04:29. > :04:32.Preventable deaths are lower than in Scotland, Northern Ireland and the

:04:33. > :04:36.north-east of England, which has a similar demographic to Wales. Welsh

:04:37. > :04:41.patients are the most satisfied with the way the NHS is run. But they are

:04:42. > :04:45.the least happy about their experiences of staying in hospital.

:04:46. > :04:51.Not every aspect of health care was stuck -- was covered in this study.

:04:52. > :05:02.In other aspects, the Welsh element argues it is ahead of the pack.

:05:03. > :05:07.51-year-old Fiona Bailey from Cardiff was told last year she had

:05:08. > :05:12.less cancer. It took less than two weeks for her to see a specialist.

:05:13. > :05:21.Everybody has been very efficient. And very professional. And very

:05:22. > :05:23.kind. I was diagnosed in October and everything has moved so swiftly

:05:24. > :05:28.since then. I have not had to wait for any treatment dates. But the

:05:29. > :05:33.study suggests of the four countries can boast that their health service

:05:34. > :05:38.runs like clockwork. Each generally speaking is improving at a similar

:05:39. > :05:41.pace and it claims there is no evidence that any nation is either

:05:42. > :05:47.surging ahead or lagging behind the others. But in Llangollen today, the

:05:48. > :05:55.Prime Minister and the Health Secretary renewed their attacks on

:05:56. > :06:04.Welsh Labour 's health record. There are calls for them to apologise to

:06:05. > :06:07.staff. His utterly unfounded assertion has been that somehow in

:06:08. > :06:12.Wales things are uniquely bad, that everything is fine in his own

:06:13. > :06:14.backyard and that things are awful here. This report tells you that is

:06:15. > :06:17.absolutely not the case. The Assembly's Health Minister

:06:18. > :06:20.ending that report. And attacks on the NHS here have dominated the

:06:21. > :06:22.opening day of the Welsh Conservatives party conference in

:06:23. > :06:25.Llangollen, the Prime Minister described Offa's Dyke as the line

:06:26. > :06:35.between life and death. Our political editor Nick Servini is

:06:36. > :06:38.there. The conservatives call it the

:06:39. > :06:44.compare and contrast strategy. Labour call it the Tory war on

:06:45. > :06:48.Wales. Whatever you call it, it got ratcheted up today. Even quite a

:06:49. > :06:52.provocative political gesture, the English Secretary of State for

:06:53. > :06:57.health Jeremy Hunt was one of the first main speakers at the

:06:58. > :07:00.conference. He described the Welsh Government 's attitude to mortality

:07:01. > :07:05.rates in the wake of the hospital scandal at the Mid Staffs hospital

:07:06. > :07:11.trust is morally indefensible. There was obviously a lot about -- a lot

:07:12. > :07:15.of talk about health but it did not entirely dominate proceedings. There

:07:16. > :07:21.was a lot of talk about jobs, as the Conservatives try to take ownership

:07:22. > :07:24.of the economic recovery. These are the kind of people the

:07:25. > :07:29.Prime Minister thinks have the right ambition for Wales. In his address

:07:30. > :07:34.to the party faithful in Llangollen, ambition was his favourite word. He

:07:35. > :07:38.used it 18 times. Most of what he said was about the economy. His main

:07:39. > :07:45.claim was Wales is not only sharing in the recovery, but reading it.

:07:46. > :07:47.Wales has in the past year seen a faster increase in implement than

:07:48. > :07:52.any other part of the United Kingdom. Faster than London, faster

:07:53. > :07:57.than the south-east, the UK capital for jobs growth is right here in

:07:58. > :08:04.Wales. But is because we have a serious long-term economic and

:08:05. > :08:07.unbacked plan is working. He tried to balance the positive with the

:08:08. > :08:10.negative but the criticism when it came about the Welsh Government 's

:08:11. > :08:14.stewardship of the NHS was further than he had gone before. Patients

:08:15. > :08:19.are waiting weeks and weeks for vital heart scans, one in seven

:08:20. > :08:25.people in Wales is on an NHS waiting list. We have a Cancer Drugs Fund

:08:26. > :08:30.inning and but not here. And I tell you, when Offa's Dyke becomes the

:08:31. > :08:36.line between life and death we are witnessing a national scandal.

:08:37. > :08:39.Earlier, the man who runs the NHS in England Jeremy Hunt, came with a

:08:40. > :08:51.message that the NHS year was sleepwalking into a Mid Staffs, this

:08:52. > :08:59.was the hospital scandal in England where they were in a broth avoidable

:09:00. > :09:04.deaths. We have had in England over the last year a very comfortable and

:09:05. > :09:12.difficult transparency revolution where we have said in our NHS, where

:09:13. > :09:20.things are going wrong, we will deal with them -- uncomfortable. Someone

:09:21. > :09:26.in the party are uncomfortable that the strategy is too negative.

:09:27. > :09:32.Very strong words today. Where do things go from here?

:09:33. > :09:35.It is a good question. I think it is worth reflecting on the language

:09:36. > :09:39.that David Cameron used and to talk about Offa's Dyke is the line

:09:40. > :09:48.between life and death, pretty startling imagery and it was not

:09:49. > :09:53.only that line. And fluid got a standing ovation at the conference

:09:54. > :10:05.on the opening day at the conference. Labour are keen to point

:10:06. > :10:08.out that Offa's Dyke is close to the border. Making the point it is not

:10:09. > :10:15.as simple as they would betray it. One other thing I can reveal is that

:10:16. > :10:20.Carwyn Jones has written privately to David Cameron saying that

:10:21. > :10:25.political knock-about is all well and good but he believes these

:10:26. > :10:29.attacks have gone beyond the pale because they destabilise the Welsh

:10:30. > :10:36.NHS. I understand the response from Downing Street has been very robust.

:10:37. > :10:39.What we have seen, this is the last of the Welsh medical conferences.

:10:40. > :10:44.What the leaders are saying publicly is being mirrored in correspondence

:10:45. > :10:46.between the Welsh Government and the UK Government at West Mr -- Welsh

:10:47. > :10:54.political conferences. A task force has been set up to try

:10:55. > :10:57.and prevent the closure of the Murco oil refinery in Milford Haven, and

:10:58. > :11:00.protect 400 jobs. It comes after a proposed ?300 million buy-out from

:11:01. > :11:04.an investment firm broke down last week. Lord Bourne, who is heading up

:11:05. > :11:09.the talks, says they have already received a number of expressions of

:11:10. > :11:13.interest. There are lots of those bits to go

:11:14. > :11:15.through to see what expressions of interest we can follow-up, bearing

:11:16. > :11:22.in mind that we have an excellent workforce. Well-trained,

:11:23. > :11:26.well-qualified. You would expect massive interest and there is. We

:11:27. > :11:29.want to look at those. If we are not able to protect those jobs, and I

:11:30. > :11:32.hope that we are, we have to consider retraining packages. A

:11:33. > :11:36.teenager who suffered severe hand injuries in an explosion at his home

:11:37. > :11:37.in Wiston, in Pembrokeshire, hoped to join the Army, according to

:11:38. > :11:40.neighbours. 19-year-old Jordan Smith was

:11:41. > :11:44.airlifted to hospital where it's feared he will lose the use of both

:11:45. > :11:47.hands. An army bomb disposal team, which has now left, were called and

:11:48. > :11:50.police have been searching the property. Four nearby homes were

:11:51. > :11:52.evacuated, but the road has now re-opened.

:11:53. > :11:55.Police are continuing to investigate the sudden death of a teenage boy in

:11:56. > :11:58.Swansea. The 15-year-old, named locally as James Lock, was found at

:11:59. > :12:01.Hendrefoilan Student Village yesterday morning. The death of the

:12:02. > :12:07.teenager, who was a pupil at nearby Olchfa Comprehensive School, is

:12:08. > :12:09.being treated as unexplained. When you think of the world's

:12:10. > :12:13.financial capitals, Wrexham may not be the first place that comes to

:12:14. > :12:16.mind, but a banking industry company based there has announced plans to

:12:17. > :12:19.create 200 jobs - doubling its workforce. Avox provides research

:12:20. > :12:25.and information to banks and other financial institutions. Matthew

:12:26. > :12:28.Richards has more. London, New York, Tokyo and now

:12:29. > :12:31.Wrexham. Avox is helping the financial sector to become a more

:12:32. > :12:36.stable place following the banking crisis. It employs 220 people now,

:12:37. > :12:39.but will double that number by 2016 proving its service is in demand. It

:12:40. > :12:42.trawls the world's websites on behalf of banks for up to date

:12:43. > :12:55.information on its corporate customers to help them meet new

:12:56. > :12:58.banking regulations. We are a number of years on from the financial

:12:59. > :13:03.crisis. The banks are starting to do more business. But they still have

:13:04. > :13:06.these regulatory reforms and reporting obligations and that will

:13:07. > :13:10.continue. After a year of job losses in Wrexham at companies like Sharp,

:13:11. > :13:13.First Milk and Kelloggs this is a bit of good news for local graduates

:13:14. > :13:19.looking for a way into the financial sector. To see that they are

:13:20. > :13:23.expanding, doubling, from North Wales in particular, Wrexham, it is

:13:24. > :13:27.not thought of as a financial hub, but the recession has been hard for

:13:28. > :13:31.people so to see so many jobs with such opportunities and the potential

:13:32. > :13:34.to work your way up the ladder is really encouraging. From humble

:13:35. > :13:37.beginnings, Avox now deals with the world's biggest financial firms

:13:38. > :13:40.aiming to give them information they can bank on.

:13:41. > :13:43.Anyway, these jobs are something positive to come out of the

:13:44. > :13:46.financial crisis. The extra regulation now in place means that

:13:47. > :13:51.companies like Avox have to work that much harder to do the homework

:13:52. > :13:54.for the banks, making all of our money that much safer.

:14:33. > :14:39.starting line-up was leaked to Crystal Palace before last Saturday

:14:40. > :14:41.'s defeat. Ole Gunnar Solskjaer has categorically denied any players

:14:42. > :14:45.were involved. Here's our sports reporter Ashleigh Crowter. Cardiff

:14:46. > :14:49.season just goes from bad to worse. The defeat to Crystal Palace was a

:14:50. > :14:55.disaster. It has been a chaotic season on and off the pitch. But

:14:56. > :14:58.Cardiff City now feel their opponents had an unfair advantage.

:15:01. > :15:06.Crystal Palace were given the Cardiff team line-up a day in

:16:06. > :16:08.broken. Cardiff have just five matches left

:16:09. > :16:14.to pull off what would be a miracle escape from relegation. They are

:16:15. > :16:18.away at Southampton tomorrow. Swansea travel to title contenders

:16:19. > :16:21.Chelsea on Sunday. They are competing for the league. They are

:16:22. > :16:25.in the semifinals of the Champions League. They are one of the

:16:26. > :16:29.strongest squads in the league. One of the best managers in the world.

:20:32. > :20:34.Cardiff University was delayed at the last minute after questions were

:20:35. > :20:38.raised over why a Nobel Prize holder was not offered a second term in the

:20:39. > :20:41.post. It's believed the current Chancellor, Professor Martin Evans,

:20:42. > :20:45.should have been asked to stay on for a further five years before

:20:46. > :20:46.offering it to the TV star. Matt Murray reports.

:21:25. > :21:28.Chancellor, Sir Martin Evans, should have been asked to stay in the post

:21:33. > :21:37.students leaving lectures today it seemed an embarrassing situation all

:21:38. > :21:46.round. They just cancelled at the last minute. I do not think we have

:21:47. > :21:53.heard what happened. They should be able to organise to their chancellor

:21:54. > :21:56.is for the University. The university has said that the

:21:57. > :21:59.reputations of both Griff Rhys Jones and Professor Martin Evans were not

:22:00. > :22:02.in question, describing them both as valued friends and supporters of

:22:03. > :22:05.Cardiff University, while the comedians office declined to

:22:06. > :22:09.comment. Now for the past 15 months, we've

:22:10. > :22:15.been keeping you up to date with plans for a new Welsh, World War One

:22:16. > :22:19.memorial in Flanders. And today we can show you, for the first time, a

:22:20. > :22:23.full size model of the dragon which will top the monument. It's been

:22:24. > :22:28.made at a foundry in Llanrhaedr ym Mochnant in Powys. From there Roger

:23:42. > :23:46.one, fantastic. The stones are, it is built, and now we are looking

:23:47. > :23:52.forward to putting the two together. It is gone to be a real honour for

:23:53. > :23:57.me to see it. I have been out of Belgium to see the stone standing

:23:58. > :24:01.ten feet tall, to have this out on top of it will be such an honour.

:24:02. > :24:04.Much of the work now is down to the fine arts foundry. Experts in their

:24:05. > :24:10.field. No strangers to prestige projects. They will turn the clay

:24:11. > :24:13.model into a bronze. As stunning as this looks, this is not even halfway

:24:14. > :24:18.there yet. Moulds will have to be made before

:24:19. > :24:19.the bronze is poured. But they are certain it will be ready for

:24:20. > :24:28.unveiling in August. How's it looking for the weekend,
