:00:00. > 3:59:59a Champions League place. That's all from us. On Newsnight on

:00:00. > :00:22.BBC2 in a few Good evening. Patients are being let

:00:23. > :00:26.down by an out of hours service in Cardiff and the Vale of Glamorgan

:00:27. > :00:29.that is not fit for purpose. A patient watchdog says, standards set

:00:30. > :00:33.for treating out of hours calls are not being met and in some instances

:00:34. > :00:40.patients have waited more than five hours. Cardiff and Vale University

:00:41. > :00:45.Health Board say, there's been a significant rise in demand and a

:00:46. > :00:57.review is underway. Nick Palit reports. Betty and her partner enjoy

:00:58. > :01:02.the Easter sunshine in their Cardiff garden. A week ago, David who has

:01:03. > :01:07.Alzheimer's became unwell. Betty feared he may have suffered a mini

:01:08. > :01:11.stroke and called the out of hours service and eventually they offer to

:01:12. > :01:17.send an ambulance. As it was a Saturday night, she was reluctant to

:01:18. > :01:25.take into A and wanted a doctor to call at the house. After many hours,

:01:26. > :01:30.she gave up. I was told the urgent cases had been overwhelming them. I

:01:31. > :01:40.thought maybe a stroke would be regarded as urgent. These had a

:01:41. > :01:47.doctor would be out. Nine o'clock and nobody turned up so I rang back

:01:48. > :01:54.again. I was distressed, I suppose. No matter where you live, the

:01:55. > :01:57.standards are the same. 90% of call should be assessed within 20 minutes

:01:58. > :02:02.and that has only been achieved once in Cardiff and the Vale health

:02:03. > :02:07.board. Some patients had to wait even longer with one having to wait

:02:08. > :02:11.for more than five hours. The patient watchdog claims the current

:02:12. > :02:22.system is not working and it is putting a strain on A as a result.

:02:23. > :02:29.Patients are waiting far too long. It is not all bad news. 75% of calls

:02:30. > :02:34.were answered within 60 seconds and 100% of life-threatening calls were

:02:35. > :02:37.dealt with in five minutes. Charlotte Jones is chair of the

:02:38. > :02:48.general practitioners committee in Wales and said the problem isn't

:02:49. > :02:52.just confined to Cardiff and Wales. The health board allocations have

:02:53. > :02:57.risen but in that time has only been a small uplift in the funding to the

:02:58. > :03:04.out of hours services. Last month there were over 11,000 out of hours

:03:05. > :03:10.calls. They say 86% were dealt with in 30 minutes and most of the urgent

:03:11. > :03:15.cases, 81%, had a home visit within the hour. That is of no comfort to

:03:16. > :03:19.Betty who is still fearful that if David is taken ill again, they will

:03:20. > :03:24.have no choice but to wait in an already busy casualties Department.

:03:25. > :03:27.Nick Palit reporting from Cardiff. And in Pembrokeshire, the care

:03:28. > :03:30.received by a well-known businessman has been criticised at an inquest in

:03:31. > :03:33.Milford. 82-year-old Malcolm Green died following routine cancer

:03:34. > :03:43.surgery in 2012. Abigail Neal listened to the evidence. Malcolm

:03:44. > :03:48.Green was a fit and active businessman who at 82 still works

:03:49. > :03:53.for the family run dealership in Haverfordwest. In 2012, he was

:03:54. > :03:57.diagnosed with colon cancer and admitted to hospital for surgery.

:03:58. > :04:02.Following the operation, he developed complications. Internal

:04:03. > :04:09.bleeding was not initially picked up on. He was treated but it was too

:04:10. > :04:15.late and he died a few days later. His sons have investigated the care

:04:16. > :04:24.their father received and discovered lengthy delays. On the 26 -- in

:04:25. > :04:29.June, he went for an operation to remove the Joomla! There were later

:04:30. > :04:35.early indications of a problem as his blood pressure had dropped.

:04:36. > :04:39.Internal bleeding was identified at 10am and although his condition was

:04:40. > :04:46.critical, is decadent -- a second operation did not place -- take

:04:47. > :04:49.place until three hours later. The surgeon was questioned about his

:04:50. > :04:56.movements that day and why he had not operated sooner. He said he saw

:04:57. > :05:02.Mr Green after his operation and had been told he was in pain but

:05:03. > :05:07.confirmed he hadn't examined him or was he informed about the drop in

:05:08. > :05:10.blood pressure. He went on to run a cancer clinic 's was phoned three

:05:11. > :05:16.times to be told that Mr Green was unwell and his condition was

:05:17. > :05:21.deteriorating. The health board have apologised to the family for what

:05:22. > :05:26.they term avoidable and unacceptable delays. They say an internal

:05:27. > :05:31.investigation has been carried out and actions taken to ensure these

:05:32. > :05:34.failings do not happen again. Two of Wales' best young sailors

:05:35. > :05:38.have been cleared of all wrongdoing, after a boat crash in Cardiff Bay in

:05:39. > :05:42.2010 which left a schoolgirl brain damaged. Eleni Morris and Nia Jones

:05:43. > :05:46.were 17 at the time and had represented Great Britain. They'd

:05:47. > :05:50.been cleared of failing to travel at a safe speed, failing to keep a

:05:51. > :05:54.proper look out, and of piloting the boats without lights.

:05:55. > :05:57.A man's been arrested in Newport on suspicion of firearms and drugs

:05:58. > :06:00.offences. The 34-year-old was taken into custody after police believed

:06:01. > :06:05.explosives were being stored in a house in the West of the city. Bomb

:06:06. > :06:10.disposal experts later said the object found was safe. The man is

:06:11. > :06:11.being questioned on suspicion of possessing a firearm and cannabis

:06:12. > :06:18.production. Many owners of Asian restaurants

:06:19. > :06:21.feel they're being unfairly targeted and subjected to heavy handed

:06:22. > :06:26.tactics by enforcement officers, looking for illegal workers.

:06:27. > :06:29.Llanelli MP, Nia Griffith says, the way raids are being carried out on

:06:30. > :06:36.the premises, can damage a business' reputation beyond repair. The Home

:06:37. > :06:38.Office says figures show its actions are successful and it makes no

:06:39. > :06:49.apology for enforcing immigration laws.

:06:50. > :06:52.The point is, it is the way the enforcement officers have been

:06:53. > :06:57.disrupting these restaurants, frightening customers at the busiest

:06:58. > :07:05.times and conducting interviews with staff in the front window. There are

:07:06. > :07:06.ways of doing things which bring courtesy and dignity to the

:07:07. > :07:09.restaurant owners. More beaches in Wales have been

:07:10. > :07:12.recognised for their excellent water quality with fewer failing to meet

:07:13. > :07:15.the minimum standard. The Marine Conservation Society says, 109 out

:07:16. > :07:20.our 152 beaches met the highest grade, that's 11 more than the

:07:21. > :07:23.previous year. Welsh swimmer Jazz Carlin claimed

:07:24. > :07:26.her second title of the British Championships in Glasgow tonight as

:07:27. > :07:32.she won the 400 metre freestyle having triumphed in the 800 metre

:07:33. > :07:38.freestyle on Monday night. Georgia Davies, meanwhile, was second in the

:07:39. > :07:41.50 metre backstroke final. Former Snooker World Champion Mark

:07:42. > :07:44.Williams and former runner up Matthew Stevens will both miss out

:07:45. > :07:49.on the World Championships at the Crucible this weekend. They both

:07:50. > :07:54.lost their final qualifying rounds tonight ten frames to eight.

:07:55. > :07:57.Meanwhile Jamie Jones also failed to make the tournament. But a better

:07:58. > :08:04.result for Dominic Dale who's through to the main draw. Let's take

:08:05. > :08:11.a look at the weather forecast for Wales Derek's got the forecast.

:08:12. > :08:21.The weather is on top form at the moment. There is dry weather to come

:08:22. > :08:26.and the sunglasses will come in handy. It is not quite so nice on

:08:27. > :08:31.Thursday. We have a clear sky tonight and it is another chilly

:08:32. > :08:39.night. Gardeners, watch out for frost on -- in the countryside. This

:08:40. > :08:46.front will bring some rain to Scotland and Northern Ireland. In

:08:47. > :08:50.Wales, it is another cracking day. There could be a few patches of

:08:51. > :08:57.cloud first thing but otherwise, it will be dry. Across the worst of the

:08:58. > :09:02.UK, much of England will be nice with a good deal of sunshine. Not

:09:03. > :09:13.dry everywhere. There is some rain to Scotland and Northern Ireland.

:09:14. > :09:16.Top temperature of 18 Celsius. Beautiful in Wales tomorrow

:09:17. > :09:28.afternoon and lots of strong sunshine. 17 Celsius in Wrexham.

:09:29. > :09:34.Tomorrow night, cloud is increasing. Elsewhere staying dry

:09:35. > :09:45.and four Monday Thursday, not quite so nice. Spots of light rain and

:09:46. > :09:51.drizzle drying out. For the Easter weekend, Saturday looks the best

:09:52. > :09:55.day. There is the sign of some rain which may turn up into bank holiday

:09:56. > :10:00.Monday. We are back from 6am tomorrow with

:10:01. > :10:02.the latest news, sports, traffic and weather. Thank you for watching,
