:01:18. > :01:24.Good evening. Patients are being let down by an out of hours service in

:01:25. > :01:28.Cardiff and the Vale of Glamorgan that is not fit for purpose. A

:01:29. > :01:32.patient watchdog says standards set for treating out of hours calls are

:01:33. > :01:37.not being met and in some instances patients have waited more than five

:01:38. > :01:41.hours. Cardiff and Vale University Health Board say there's been a

:01:42. > :01:49.significant rise in demand and a review is underway. Nick Palit

:01:50. > :01:52.reports. Beti George and her partner David

:01:59. > :02:02.But a week ago, David, who has Alzheimers, became extremely unwell.

:02:03. > :02:07.Beti feared he may have suffered a mini-stroke. She called the out of

:02:08. > :02:10.hours service and eventually they offered to send an ambulance.

:02:11. > :02:14.However, as it was a Saturday night, she was reluctant to take him to

:02:15. > :02:23.A, wanting a doctor to call at the house. After seven hours of repeated

:02:24. > :02:30.calls she gave up. I was told that these urgent cases have -- had been

:02:31. > :02:37.overwhelming them that day and I said maybe a suspected stroke would

:02:38. > :02:44.be regarded as urgent. They said a doctor would be out but nobody

:02:45. > :02:50.turned up so I rang back again. I was distressed, I suppose, to put it

:02:51. > :02:56.mildly. No matter where you live in Wales, the standards are the same.

:02:57. > :02:58.90% of calls should be triaged or medically assessed within 20

:02:59. > :03:02.minutes. That's only been achieved once in Cardiff and the Vale Health

:03:03. > :03:07.Board since 2013. Some patients had to wait even longer. One had to wait

:03:08. > :03:10.for more than five hours. The patient watchdog claims the current

:03:11. > :03:20.system isn't working and is putting a strain on A as a result.

:03:21. > :03:28.Consistently we are looking at the reports and the urgent calls are

:03:29. > :03:34.consistently in the red. Patients are waiting far too long. They are

:03:35. > :03:45.waiting far too long to be seen by a health care professional. But 75% of

:03:46. > :03:49.calls were answered within sex -- 60 seconds and life-threatening calls

:03:50. > :03:52.were dealt with in five minutes. Dr Charlotte Jones is chair of the

:03:53. > :03:55.General Practitioners Committee in Wales and says the problem with out

:03:56. > :03:58.of hours services isn't just confined to Cardiff and the Vale.

:03:59. > :04:02.There has been a gross underfunding of the out of hours services across

:04:03. > :04:06.Wales since 2004. The health board allocations have risen but in that

:04:07. > :04:11.time there has only been a small uplift in the funding to out of

:04:12. > :04:15.hours services which has impacted on the services they can provide. We

:04:16. > :04:19.have ever increasing demand from patients as well. Last month, there

:04:20. > :04:22.were more than 11,000 calls to the out of hours service in Cardiff and

:04:23. > :04:26.Vale. They say 86% of the urgent calls were dealt with in 30 minutes.

:04:27. > :04:31.And of the most urgent cases, 81% had a home visit within the hour.

:04:32. > :04:35.But that's no comfort to Beti. She's still fearful that if David is taken

:04:36. > :04:40.ill again, they'll have no choice but to wait for hours in an already

:04:41. > :04:43.busy casualty department. Nick Palit reporting from Cardiff.

:04:44. > :04:47.And in Pembrokeshire, the care received by a well-known businessman

:04:48. > :04:49.has been criticised at an inquest in Milford. 82-year-old Malcolm Green

:04:50. > :04:59.died following routine cancer surgery in 2012. Abigail Neal

:05:00. > :05:05.listened to the evidence. Malcolm Green was a fit and active

:05:06. > :05:12.businessmen who at 82 still worked for the family run car dealership in

:05:13. > :05:15.Haverfordwest. In 2012 he was diagnosed with colon cancer and

:05:16. > :05:19.admitted to Withybush Hospital the surgery. But following the

:05:20. > :05:25.operation, Mr Green developed convocations. Internal bleeding that

:05:26. > :05:32.was not initially picked up on. He was treated but it was too late and

:05:33. > :05:35.he died a few days later. His sons have investigated the care of their

:05:36. > :05:39.father received and discovered lengthy delays in his treatment. On

:05:40. > :05:47.the 26th of June, Malcolm Green underwent the operation to remove a

:05:48. > :05:49.tumour in his colon. By the next day they were indications of a problem.

:05:50. > :05:54.His blood fresher had dropped diffidently. But the cause was only

:05:55. > :05:58.identified as internal bleeding by ten o'clock and although his

:05:59. > :06:01.condition was critical a second operation to stem the blood loss did

:06:02. > :06:08.not take place until three hours later. The surgeon in charge of his

:06:09. > :06:15.care was questioned about his movements that day and why he had

:06:16. > :06:20.not operated sooner. The surgeon had seen Mr Green briefly after his

:06:21. > :06:25.operation but he confirmed he had not examine him or been informed

:06:26. > :06:29.about the drop in blood pressure. He went on to run a cancer clinical

:06:30. > :06:35.outpatients at the hospital and was phoned three times to be told that

:06:36. > :06:39.he was unwell and his day period -- condition was deteriorating. The

:06:40. > :06:46.health board has apologised to Mr Green's family. They say an internal

:06:47. > :06:50.investigation has been carried out an action is taken to ensure these

:06:51. > :06:53.failings do not happen again. The inquest continues.

:06:54. > :06:57.Two of Wales' best young sailors have been cleared of all wrongdoing

:06:58. > :07:01.after a boat crash in Cardiff Bay in 2010 which left a schoolgirl brain

:07:02. > :07:04.damaged. Eleni Morris and Nia Jones were 17 at the time and had

:07:05. > :07:08.represented Great Britain. They've been cleared of failing to travel at

:07:09. > :07:12.a safe speed, failing to keep a proper look out and of piloting the

:07:13. > :07:16.boats without lights. A man's been arrested in Newport on

:07:17. > :07:19.suspicion of firearms and drugs offences. The 34-year-old was taken

:07:20. > :07:23.into custody after police believed explosives were being stored in a

:07:24. > :07:27.house in the west of the city. Bomb disposal experts later said the

:07:28. > :07:29.object found was safe. The man is being questioned on suspicion of

:07:30. > :07:37.possessing a firearm and cannabis production.

:07:38. > :07:40.The inquest into the sudden death of a teenage boy in Swansea has been

:07:41. > :07:42.opened and adjourned. The 15-year-old, named locally as James

:07:43. > :07:46.Lock, was found at Hendrefoilan Student Village last week. The death

:07:47. > :07:53.of the teenager, who was a pupil at nearby Olchfa Comprehensive School,

:07:54. > :07:56.is being treated as unexplained. "Nothing short of disgraceful".

:07:57. > :07:59.That's how one Welsh MP has described raids on Asian restaurants

:08:00. > :08:03.by immigration officers looking for illegal workers. Nia Griffith says

:08:04. > :08:09.restaurant owners feel they're being unfairly targeted and subjected to

:08:10. > :08:13.heavy handed tactics. The Home Office says the statistics show its

:08:14. > :08:20.raids are warranted and successful. Cemlyn Davies reports.

:08:21. > :08:26.Enforcement officers raid a premises in Swansea in search of illegal

:08:27. > :08:36.workers. This was one of 665 such visits in Wales last year. 379

:08:37. > :08:39.people were arrested. The Home Office says the figures show its

:08:40. > :08:49.methods work but critics say this approach is heavy handed and unfair.

:08:50. > :08:53.This Indian restaurant in Llanelli was last raided about a year ago.

:08:54. > :08:56.The manager told us no illegal workers were found but the business

:08:57. > :09:07.still suffered because of the way enforcement visits are carried out.

:09:08. > :09:12.They rush into the premises without showing a warrant. They go to the

:09:13. > :09:21.kitchen and drag all the staff into one line. They close the doors and

:09:22. > :09:27.stop us serving any customers or taking a new -- orders. The MP for

:09:28. > :09:30.Llanelli recently led a Westminster Hall debate where she described the

:09:31. > :09:33.way some restaurant owners have been treated as "disgraceful". Several

:09:34. > :09:39.other Welsh MPs also expressed their concerns. It is the way the

:09:40. > :09:42.enforcement officers have been disrupting these restaurants,

:09:43. > :09:46.frightening customers at the busiest times like a Friday night and

:09:47. > :09:53.conducting interviews with staff in the front window. There are ways of

:09:54. > :09:59.doing things which afford more dignity to the restaurant owners.

:10:00. > :10:02.The owner of this restaurant says he understands the enforcement officers

:10:03. > :10:05.have a job to do but because reputation is so important to a

:10:06. > :10:08.business like this one, he'd like them to act with more discretion,

:10:09. > :10:11.perhaps by visiting the restaurant when it's less busy or by conducting

:10:12. > :10:15.interviews away from customers. The Home Office says its visits are

:10:16. > :10:18.based on the intelligence they have and they're "timed to maximise their

:10:19. > :10:22.effectiveness". Safety issues must also be considered and so interviews

:10:23. > :10:28.can't be conducted in the kitchen for example. The simple message from

:10:29. > :10:32.the Home Office is that the best way for any business to avoid scenes

:10:33. > :10:38.like these is to make sure it isn't employing any illegal workers.

:10:39. > :10:42.House prices in Wales are on the rise. They're up 5.3% compared to

:10:43. > :10:45.last year. Across the UK, house prices are accelerating and selling

:10:46. > :10:50.for more than their pre-recession peak in 2008. The Office for

:10:51. > :10:57.National Statistics, who released the figures, says first time buyers

:10:58. > :11:00.are some of the hardest hit. Walkers and climbers are being urged

:11:01. > :11:03.to avoid Snowdonia's highest peaks during the Easter holidays unless

:11:04. > :11:06.they are properly equipped. Thousands of visitors are expected

:11:07. > :11:10.there, attracted by warmer weather and longer days. Mountain rescuers

:11:11. > :11:13.have said there are plenty of alternative routes. They warn the

:11:14. > :11:24.weather in the mountains can still change suddenly and without warning.

:11:50. > :11:52.failing to meet the minimum standard. The Marine Conservation

:11:53. > :11:58.Society says 109 out our 152 beaches met the highest grade. That's 11

:11:59. > :12:00.more than the previous year. Our reporter, Matthew Richards, is at

:12:01. > :12:10.Llandudno's West Shore, which has risen from the worst rating to the

:12:11. > :12:15.best. The water quality is excellent that

:12:16. > :12:17.you have to take my word for it because the tide is out. Hundreds of

:12:18. > :12:25.people have been on the beach today. It is not as well-known as

:12:26. > :12:29.land did not's Northshore but it has something to shout about. The good

:12:30. > :12:33.figures are partly down to the weather we had last year. Less rain

:12:34. > :12:38.meant less pollution washing and overseas. For beaches in Wales

:12:39. > :12:43.failed to meet the minimum required standards. More stringent rules are

:12:44. > :12:48.coming in which mean they could have deterred beer -- bathing altogether.

:12:49. > :12:52.Wales has a coastline to be proud of but sometimes beneath the surface

:12:53. > :12:57.all is not that clear as it may seem. Aberaeron South is one of four

:12:58. > :13:01.large beaches which did not make the grade this year. From 2016 those who

:13:02. > :13:07.don't meet the standards will have to display signs warning against

:13:08. > :13:13.going into the water. It has put me off now you've told me that. It

:13:14. > :13:17.looks gorgeous on a day like this. I suppose you never know what's out

:13:18. > :13:25.there. What kind of pollution are we talking about? As a parent I would

:13:26. > :13:29.worry about my child going into the sea. It is beautiful with the

:13:30. > :13:35.surrounding countryside, it's lovely. But that is hope for the

:13:36. > :13:43.lowest ranking beaches. And did not's west shore this year has been

:13:44. > :13:49.rated excellent. Obviously it's going to be an converging. We have

:13:50. > :13:53.fantastic beaches on the west shore and people want to enjoy it. They

:13:54. > :14:05.won't enjoy it if the water quality isn't very good. The coast may have

:14:06. > :14:09.taken a battering in winter but good conditions last summer are the main

:14:10. > :14:15.reason for an improvement in what quality. When we get a lot of storm

:14:16. > :14:20.water it can bring sewage into the water from agricultural sources of

:14:21. > :14:32.farmland or maybe from sewage treatment. It is not just people who

:14:33. > :14:37.will benefit from cleaner coastlines. These grey seal pups are

:14:38. > :14:46.being released back into the sea near Llandudno after being rescued

:14:47. > :14:52.and rebuilt -- rehabilitated. The seals usually go in the water and

:14:53. > :14:59.then swim off gradually. We'll stay here for the next hour to make sure

:15:00. > :15:04.they are gone. Usually you can't see them within 20 minutes. The Marine

:15:05. > :15:09.conservation Society says we should vote with our feet by avoiding the

:15:10. > :15:14.beaches that don't coming -- up to scratch.

:15:15. > :15:19.At the moment it's up to us to find out what the water quality is of any

:15:20. > :15:23.particular beach we want to go to but the onus will now be back on the

:15:24. > :15:29.beach to display signs saying they have not met the sufficient

:15:39. > :15:52.its first major golf championship. But is all the investment worth it?

:15:59. > :16:01.message from the builders behind Newport 's new shopping centre. It's

:16:02. > :16:18.due to open next autumn after years in the planning and is expected to

:16:19. > :16:22.create 1000 jobs. It was supposed to be the first

:16:23. > :16:32.chapter in a fairy tale story for Newport. That is how the shopping

:16:33. > :16:36.centre was sold in this early promotional video which certainly

:16:37. > :16:41.didn't lack imagination. But unfortunately, this dragon could not

:16:42. > :16:56.deliver on his promise to breathe life back into the city centre. The

:16:57. > :17:00.plans were not dead and buried and the demolition of the imposing

:17:01. > :17:06.capital car park earlier this year for a new cheaper shopping centre,

:17:13. > :17:18.have a lot to do. We need to bring more retailers to the market but we

:17:19. > :17:22.are on track. This shot shows the scale of the task ahead. In the

:17:23. > :17:27.middle of the city centre, this mass of brown earth needs to be

:17:28. > :17:37.transformed into ?90 million worth of shops and restaurants by next

:17:38. > :17:41.year. But this has come at a price. Protest is eventually lost their

:23:00. > :23:05.Ireland had the ownership of that territory but Wales has done a great

:23:06. > :23:11.job with the Ryder Cup being here and these golf courses are great.

:23:12. > :23:13.Organisers hope the event will attract big crowds which will

:23:14. > :23:21.underline Wales' ambition to become a leading golfing destination.
