:01:03. > :01:05.they are diverging so quickly, that it is time for the Welsh government
:01:06. > :01:10.to take responsibility for pay and conditions of teachers in Wales.
:01:11. > :01:14.Michael Gove's decision to develop a system where there is more local
:01:15. > :01:18.power, more powerful schools to decide on the pay of individual
:01:19. > :01:23.teachers, is a great threat to teachers in Wales. Last month, a
:01:24. > :01:28.report by the Silk Commission recommended that pay and conditions
:01:29. > :01:32.of teachers should be devolved to Cardiff Bay. That had not been the
:01:33. > :01:36.preferred option by ministers, but there are now signs that the stance
:01:37. > :01:45.of the Welsh government is softening. I hope consensual talks
:01:46. > :01:50.can begin about how that kind of situation could be best constructed.
:01:51. > :01:53.But most teaching unions are opposing the recommendation. At its
:01:54. > :01:57.annual conference in Brighton town today, the NUT said Wales cannot
:01:58. > :02:02.afford its own national framework for teachers, and its members would
:02:03. > :02:05.lose out Robbie inevitably, teachers in Wales would be getting paid
:02:06. > :02:10.less. We are a low paid economy, at the end of the day. We would see a
:02:11. > :02:12.drift of experienced teachers across the border into England. Many in the
:02:13. > :02:18.profession believe strikes like these could be avoided if they wish
:02:19. > :02:21.to want -- if the Welsh government could take control of these
:02:22. > :02:26.decisions. But many more argue that this would come at a cost which in
:02:27. > :02:29.Wales we simply cannot afford. The Fire Service is urging people to
:02:30. > :02:33.report grass fires after they received 100 calls in one day this
:02:34. > :02:40.week. They have tackled at least 480 since the start of April. It has
:02:41. > :02:45.cost the service ?850,000 in south Wales so far this year. Rugby, and
