:00:18. > :00:22.Good evening. A miner working at the Gleision Colliery has been
:00:23. > :00:25.describing his dramatic escape when the pit flooded, killing four of his
:00:26. > :00:29.colleagues. David Wyatt described how he'd been pinned down by the
:00:30. > :00:44.volume of water - but managed to frantically crawl to safety. Nick
:00:45. > :00:48.Palit reports. The 15th of September 2011 and rescuers work frantically
:00:49. > :00:51.at the Gleision mine hoping to save the lives of four men trapped
:00:52. > :00:54.underground. But their efforts were in vain. David Powell, Gary Jenkins,
:00:55. > :00:57.Philip Hill and Charles Breslin all drowned, after 650,000 tonnes of
:00:58. > :01:02.water poured into the area where they were working 275 metres into
:01:03. > :01:07.the mountain. Prior to the flooding, explosives had been used to break
:01:08. > :01:10.coal away from the seam. The company which own the mine and the mine
:01:11. > :01:14.manager were charged with manslaughter. Today at Swansea Crown
:01:15. > :01:18.Court, miner David Wyatt described what happened on the day the tragedy
:01:19. > :01:22.unfolded. Mr Wyatt, who'd been working at the pit since March 2010,
:01:23. > :01:27.said it was his job to load coal onto the conveyor belt, or Panzer.
:01:28. > :01:30.He described how he'd been at his station about ten yards away from
:01:31. > :01:33.fellow miner Garry Jenkins working in cramped conditions with a roof
:01:34. > :01:48.height of just two foot six inches in places. He said suddenly there
:01:49. > :01:51.was a noise like a jet engine, like whooshing. Close to tears, he said
:01:52. > :01:57.how he jumped onto the conveyor belt. I crawled, I crawled he said.
:01:58. > :02:01.There was no sign of Gary, no light. He told the court he could
:02:02. > :02:04.hear the noise behind in getting louder and louder and then it pinned
:02:05. > :02:09.me against the wall. He described how he rolled over the conveyor belt
:02:10. > :02:12.and managed to get 40 or 50 yards up the main drift until exhaustion
:02:13. > :02:18.forced him to stop. He said the water stopped four yards behind him.
:02:19. > :02:22.If it had still been living, I probably wouldn't be here, he told
:02:23. > :02:26.the jury. As he tried to crawl out of the mine he screamed at colleague
:02:27. > :02:30.Nigel Evans who was in front of him to get out quickly. This map, which
:02:31. > :02:33.was shown in court, shows the size and complexity of the Gleision
:02:34. > :02:38.Colliery. This is where the men would enter the mine. At the bottom
:02:39. > :02:42.of the main drift is what's called Heading one or H1. This is where
:02:43. > :02:45.Gary Jenkins' body was later found. This is where the three other men
:02:46. > :02:48.breached old workings, releasing enough water to fill an Olympic size
:02:49. > :02:53.swimming pool. Experts estimate the flood water was travelling at speeds
:02:54. > :02:58.of up to 21 miles per hour. Mine manager Malcolm Fyfield just escaped
:02:59. > :03:01.in time. Today the first police inspector on the scene described how
:03:02. > :03:10.Mr Fyfield exited the mine dishevelled, soaking wet and with a
:03:11. > :03:13.gash on his head. Mr Fyfield denies four charges of manslaughter through
:03:14. > :03:15.gross negligence and the mine operators, MNS Mining, deny four
:03:16. > :03:27.counts of corporate manslaughter. The trial continues. The Office of
:03:28. > :03:30.the Information Commissioner has confirmed it's investigating after a
:03:31. > :03:33.data breach affecting at least three Welsh councils. Rhondda Cynon Taf
:03:34. > :03:37.says details from the full Electoral Role were accidentally released in
:03:38. > :03:39.March, due to a computer error. -- electoral roll. Caerphilly and
:03:40. > :03:42.Torfaen councils have admitted they've been affected by the same
:03:43. > :03:47.glitch. All the local authorities say they have taken action to try to
:03:48. > :03:50.fix the errors. The Labour Assembly Member for the Cynon Valley,
:03:51. > :03:53.Christine Chapman, has announced she'll be standing down at the next
:03:54. > :03:57.election in two years. Ms Chapman has represented the seat since 1999.
:03:58. > :04:06.She twice served in the Welsh Government. Wales' three national
:04:07. > :04:09.parks should be stripped of their planning powers as a first step
:04:10. > :04:12.towards abolishing them altogether. That's the call from the Farmers'
:04:13. > :04:17.Union of Wales. It claims the parks are anti-farming and anti-business.
:04:18. > :04:21.Abigail Neal has more. Such beauty has a unique value. Sometimes that
:04:22. > :04:30.means development can be a thorny issue. Our three national parks in
:04:31. > :04:33.Brecon, Pembrokeshire and Snowdonia say what can and can't be built
:04:34. > :04:38.within their boundaries. Farmers want them to lose this power. There
:04:39. > :04:43.is an inconsistency in the way they operate. It is undemocratic and it
:04:44. > :04:46.tends to be more concerned with tourism and incomers than it is with
:04:47. > :04:51.the need of the population and agriculture. The Farmers' Union of
:04:52. > :04:58.Wales is calling for planning powers to be transferred to local
:04:59. > :05:01.authorities instead. There is some support from small businesses.
:05:02. > :05:05.Tyrone Williams has a storage yard within Pembrokeshire National Park.
:05:06. > :05:15.His planning permission has come with so many conditions. He says
:05:16. > :05:19.that he finds it unworkable. I can't come here after hours and there is
:05:20. > :05:23.no light available here. I have put lights up here but they do not
:05:24. > :05:26.comply. They are threatening to take me to court because I haven't
:05:27. > :05:29.complied with the conditions. Mr Williams has been helped by an
:05:30. > :05:34.architect who has taken on a number of disputes against the national
:05:35. > :05:38.parks. I have been a practitioner right across Wales for 50 years.
:05:39. > :05:46.There is a negative culture. It is as if we are in a museum. The
:05:47. > :05:49.national parks told me they were surprised by this attack because
:05:50. > :06:02.figures show they approve 85% of applications. Within the planning
:06:03. > :06:06.system and outside planning system, farmers tend to benefit quite a bit
:06:07. > :06:09.from the work of national park authorities so I am slightly
:06:10. > :06:11.surprised the Farmers' Union of Wales are taking decisions that
:06:12. > :06:14.might be detrimental. These complaints from farmers and small
:06:15. > :06:18.businesses are not new but they are coming at the time of change because
:06:19. > :06:21.the last government is consulting on a new draft planning bill. -- Welsh
:06:22. > :06:30.Government. One of the proposals is to reduce the number of planning
:06:31. > :06:32.authorities in Wales. A new online map is highlighting the risks of
:06:33. > :06:35.developing certain diseases, depending on where you live. The
:06:36. > :06:38.research from Imperial College London found people in Bridgend and
:06:39. > :06:42.Rhondda Cynon Taf are more at risk of lung cancer and kidney disease.
:06:43. > :06:43.Skin cancer was more of a risk in parts of Pembrokeshire, and heart

:07:20. > :07:24.The leader of Caerphilly Council is to retire. Harry Andrews has been in
:07:25. > :07:27.charge of the Labour-led administration for the past two
:07:28. > :07:31.years. Last year, he survived a vote of no confidence over a pay rise for
:07:32. > :07:34.Caerphilly's chief executive - an issue which led to a police
:07:35. > :07:38.investigation. Mr Andrews says he wants to spend more time with his
:07:39. > :07:46.family, and a new leader will be chosen next month. Rare notebooks
:07:47. > :07:49.and manuscripts belonging to Dylan Thomas have arrived at the National
:07:50. > :07:53.Library of Wales in Aberystwyth, from the University of Buffalo in
:07:54. > :07:56.New York. The loan also includes a series of rarely seen black and
:07:57. > :08:04.white photographs of the poet. They'll be shown at an exhibition to
:08:05. > :08:11.mark the centenary of his birth. Now the weather for the weekend. It is
:08:12. > :08:14.one of those changeable weekends where it is sunny at one point and
:08:15. > :08:20.then the next moment, we have showers. We have got some rain and
:08:21. > :08:26.showers, breezy at times, but then there will be some bright spells
:08:27. > :08:31.we have a weather front approaching from the south-west and gradually
:08:32. > :08:40.that and the brain will make its way north. Fairly mild, at around nine
:08:41. > :08:43.Celsius but then, we have a steep area of low pressure controlling the
:08:44. > :08:49.weather over the weekend, bringing with it some showers and blustery
:08:50. > :08:56.conditions. Posting tomorrow, that rain band across the Northeast all
:08:57. > :09:02.clear. Heinberg, it will be breezy. -- behind it it will be breezy. And
:09:03. > :09:11.those showers swelling around that the area of low pressure. Hi
:09:12. > :09:16.temperatures of pen-16 Celsius. Then the heavy showers continuing
:09:17. > :09:20.throughout. The north Coast will probably escape the worst of the
:09:21. > :09:24.showers. It will be drier and brighter for longer. The showers
:09:25. > :09:29.continuing into Saturday night. Not as heavy as they are during the
:09:30. > :09:37.daytime. Temperatures between 7-9 Celsius. On Sunday, more in the way
:09:38. > :09:42.of sunshine and showers. Not as breezy as Saturday. Fewer showers as
:09:43. > :09:49.we go into Monday and Tuesday, with more bright weather in the forecast.
:09:50. > :09:54.There is more news on our website. We will have an update for you at
:09:55. > :09:59.6:50pm tomorrow. From all of us here, have a great weekend.
