:00:22. > :00:39.Good evening. There are calls for a nursing home in Powys to be

:00:40. > :00:42.investigated after an elderly resident was verbally abused and

:00:43. > :00:48.neglected. The poor treatment of Veronica Teal came to light after

:00:49. > :00:51.her family put a camera in her room. They've told this programme that

:00:52. > :00:54.they're horrified at their mother's treatment at the home owned by the

:00:55. > :00:57.Pentecostal Hope Church. India Pollock has this exclusive report.

:00:58. > :01:01.This is 72-year-old Veronica Teal, her picture taken last week in a new

:01:02. > :01:04.nursing home. Compare it to a few months ago, lying in her bed

:01:05. > :01:08.sobbing. She was living in Newtown, her family installed a camera in her

:01:09. > :01:26.room because they were worried. What they found shocked them.

:01:27. > :01:39.It is horrible. I tried to block it. I did not watch as much. It broke my

:01:40. > :01:43.heart. It is my mum. I wouldn't treat anyone like that and my mum

:01:44. > :01:50.has never been treated like that, which adds to my naivete. Veronica

:01:51. > :01:53.Teal had a stroke 20 years ago, she cannot use her legs and can only use

:01:54. > :02:02.one arm. She also has difficulty with her speech. In November last

:02:03. > :02:05.year, Mrs Teal and her family decided she needed full-time care.

:02:06. > :02:12.Her daughter chose this nursing home because it was church-run,

:02:13. > :02:15.independent and purpose-built. While she can understand everything, she

:02:16. > :02:19.cannot always respond the way she would like. Her care plan says she

:02:20. > :02:23.will only use one word. Using yes and no answers but not always

:02:24. > :02:26.appropriately. The plan says everyone working with her needs to

:02:27. > :02:34.give her time and assistance to respond. Mrs Teal's son gave me the

:02:35. > :02:37.footage and I have watched 168 hours of it. What I have seen is

:02:38. > :02:40.distressing and far from the dignified care you would expect for

:02:41. > :02:42.your loved ones. On one occasion she was left for 26 hours without her

:02:43. > :02:52.catheter bag being emptied. Her care plan also says she needs

:02:53. > :03:31.encouragement to eat. I spoke to the manager of the home

:03:32. > :03:35.and Reverend Alan Hewitt, the chair of Trustees and pastor of the

:03:36. > :03:43.church. They declined my request for an interview but gave me a

:03:44. > :03:46.statement. The trustees regret an isolated incident of verbal abuse

:03:47. > :03:49.was brought to their attention. The member of staff involved has been

:03:50. > :03:52.disciplined and is undergoing further training. The trustees are

:03:53. > :04:00.confident the residents continue to receive excellent care. Social

:04:01. > :04:03.services says it has been investigating and will share the

:04:04. > :04:06.outcome of the investigation tomorrow. I saw Veronica Teal last

:04:07. > :04:12.week, she is much happier and has settled into her new home.

:04:13. > :04:16.It is his number one priority and a real game changer, that's how a new

:04:17. > :04:28.flagship policy has been described by the education minister, Huw

:04:29. > :04:31.Lewis. Schools Challenge Cymru will cost ?20 million a year and aims to

:04:32. > :04:34.raise standards in under performing schools. Similar schemes have been

:04:35. > :04:36.running successfully in London and Manchester for nearly a decade.

:04:37. > :04:40.Here's our Education Correspondent, Arwyn Jones. Too many schools in

:04:41. > :04:50.Wales don't measure up. Many in our poorer areas are set to get a boost.

:04:51. > :04:54.Here at Willows in Cardiff they have seen an improvement in their results

:04:55. > :04:57.over the past two years and as part as Schools Challenge Cymru, they

:04:58. > :05:01.will get extra help. They will draw up a plan looking at the school's

:05:02. > :05:11.weaknesses and needs. All the support they need will be paid for

:05:12. > :05:15.out of the ?20 million fund. I would expect for the challenge adviser to

:05:16. > :05:19.be aware of the fact that as a headteacher, we know the school and

:05:20. > :05:22.we know where the gaps are with our pupils. We know what to do to make

:05:23. > :05:26.those gaps appropriate and ensure we are held to account for putting

:05:27. > :05:29.those gaps right. In February I visited schools in London who have

:05:30. > :05:32.been part of a similar scheme launched ten years ago. It was a

:05:33. > :05:43.huge success and enabled schools to build on what they had. They did

:05:44. > :05:46.bring in consultants and experts who worked alongside my teachers to get

:05:47. > :05:49.them to focus on the things that were critical, to develop the

:05:50. > :05:52.teaching so the learning of the children improved. The scheme in

:05:53. > :05:55.London was funded for nine years, which is less than what has been

:05:56. > :05:59.promised by the education minister here. I can guarantee that this

:06:00. > :06:05.programme will be here for the next two years. We will have to evaluate

:06:06. > :06:10.it, and I would like us to move on to a second phase of Schools

:06:11. > :06:13.Challenge Cymru. But those involved say it is not about money, but

:06:14. > :06:17.making sure the schools work together. After criticisms of the

:06:18. > :06:21.Welsh government for lacking strategy, the hope now is that this

:06:22. > :06:27.policy will stay the course. I really sense there is a hunger for

:06:28. > :06:32.this, most importantly in the schools themselves. Teachers and

:06:33. > :06:36.head teachers want to know there is a policy to get behind. I'm hoping

:06:37. > :06:39.this will signal that that is what is in place now. The Welsh

:06:40. > :06:43.government has been criticised for its handling of education. The idea

:06:44. > :06:46.here is, by raising the standards of our most challenging schools, they

:06:47. > :06:51.will raise the standards for everyone.

:06:52. > :06:56.Three people have been stabbed at a house in Caerphilly. It's thought

:06:57. > :07:00.three men forced their way in to the home in Lansbury Park last night and

:07:01. > :07:03.attacked a woman and two men, who are all in their twenties. They were

:07:04. > :07:06.treated in hospital for stab wounds. One of the men is in a serious but

:07:07. > :07:09.stable condition. There's been a significant increase

:07:10. > :07:13.in cases of the sexually transmitted disease syphilis in north Wales. In

:07:14. > :07:16.the last year, 39 cases were reported to Public Health Wales.

:07:17. > :07:27.Normally there are around seven. The rise was first seen on Anglesey but

:07:28. > :07:30.has now spread across the region. Labour has launched its campaign for

:07:31. > :07:34.the European elections with a set of key pledges. The party urged voters

:07:35. > :07:37.to send a message to the UK government about the cost of living,

:07:38. > :07:43.and to reject the UK Independence Party. Rugby, and it was last-minute
