:00:19. > :00:26.Good evening. A woman from Newport has been arrested on suspicion of
:00:27. > :00:29.the attempted murder of two children. A seven-year-old boy and a
:00:30. > :00:32.16-month-old baby girl were taken to hospital with knife wounds following
:00:33. > :00:41.an incident this morning. Jordan Davies reports.

:01:00. > :01:03.children, a seven-year-old boy and a 16-month-old baby girl. Both
:01:04. > :01:09.suffered knife wounds in the incident, and a knife was removed
:01:10. > :01:16.from the scene. We went straight up the back garden to look, and there
:01:17. > :01:21.were police could cars, ambulances, that's all I could see. There were
:01:22. > :01:25.loads here. And then we saw two young children being carried out.
:01:26. > :01:28.Was it obvious they had been injured? The way they were running
:01:29. > :01:32.out with some, that was what was more frightening. They just ran out
:01:33. > :01:38.with the children wrapped up in blankets. Neighbours say that the
:01:39. > :01:45.woman arrested is the mother of the children, a connection and confirmed
:01:46. > :01:52.by the police. -- a connection not confirmed by police. Apparently her
:01:53. > :01:56.hands were behind her back and she was put into a police car. Children
:01:57. > :02:03.are now being treated at the Royal Gwent Hospital, where they are said
:02:04. > :02:06.to be in a stable condition. A 27-year-old woman, also being
:02:07. > :02:11.treated for knife wounds, has now been released, and police say they
:02:12. > :02:15.will speak to her. This is a tragic but isolated
:02:16. > :02:18.incident, and I would like to ensure residents of Newport that we're not
:02:19. > :02:23.give anyone else in connection with this case at this time. I have put
:02:24. > :02:27.additional offices in the area to support local communities, and our
:02:28. > :02:32.thoughts and wishes are with the family of the children at this
:02:33. > :02:35.difficult time. Officers will now continue to search
:02:36. > :02:38.the flat and find out more about those involved to determine why and
:02:39. > :02:42.how this happened. New ways of measuring how the NHS in
:02:43. > :02:46.Wales performs when it comes to caring for patients with cancer are
:02:47. > :02:49.to be trialled. The Welsh government says they will give a better picture
:02:50. > :02:51.of whether patients receive timely care. Opposition parties have
:02:52. > :02:54.accused the government of scrapping targets it cannot meet.
:02:55. > :02:59.A man will appear in court tomorrow charged with the murder of a
:03:00. > :03:03.21-year-old woman from Caerleon. Jessica Watkins' body was found in
:03:04. > :03:08.the Brynglas area of Newport on Monday. A post-mortem is due to take

:03:12. > :03:14.A judge has described the way serving prisoners were able use
:03:15. > :03:20.mobile phones to run drug operations from behind bars as staggering.

:03:25. > :03:25.their part in conspiring to traffic cocaine and mephedrone into south
:03:26. > :03:38.Wales. Cemlyn Davies reports. Five men who admitted conspiring to
:03:39. > :03:44.supply cocaine in the South Wales area between October 2012 and April
:03:45. > :03:49.2013. And today, they were sentenced for their part in what the judge
:03:50. > :03:56.described as an evil and highly lucrative trade. The Class A drug
:03:57. > :03:59.was brought from Bristol and delivered either to Pugh's home
:04:00. > :04:02.address in Port Talbot or to his parents' house nearby. The
:04:03. > :04:05.deliveries were organised by Mathew Roberts, who was an inmate first at
:04:06. > :04:11.HMP Leyhill in Gloucestershire and then at Prescoed in Monmouthshire.
:04:12. > :04:15.They're both open prisons. The court heard he was given a mobile phone to
:04:16. > :04:19.use on temporary release, but he was found to be using several handsets
:04:20. > :04:22.to arrange the drug trafficking. Open prisons are already under
:04:23. > :04:27.scrutiny following the escape of Michael Wheatley from a low-security
:04:28. > :04:31.jail in Kent. The so-called Skull Cracker has now been found. Today's
:04:32. > :04:40.case at Swansea Crown Court has raised further concerns about the
:04:41. > :04:44.way open prisons are run. It is completely unacceptable that people
:04:45. > :04:46.in an open prison are able to carry out a large drug dealing operation,
:04:47. > :04:50.and the Government are looking into this at the moment. There has been a
:04:51. > :04:54.problem with open prisons for years, and there always will be,
:04:55. > :05:07.because they are there as a halfway house between a standard prison and
:05:08. > :05:10.the real world. Two other men, including Richard
:05:11. > :05:13.Saltmarsh, were also sentenced today for conspiring to supply mephedrone,
:05:14. > :05:16.or meow meow, to be distributed in south Wales. Saltmarsh was an inmate
:05:17. > :05:20.at a Category B prison in Warwickshire at the time, and he was
:05:21. > :05:23.using three mobile phones illegally to make deals with Mathew Roberts
:05:24. > :05:27.and others from behind bars. The judge said the way he was able to
:05:28. > :05:30.access the phones was staggering and "beggars belief".
:05:31. > :05:34.Sentencing the seven men to a total of more than 30 years in prison for

:05:46. > :05:52.A woman who worked on her parents' farm for little or no pay has won
:05:53. > :05:54.her fight for a stake in their ?7 million estate. 45-year-old Eirian
:05:55. > :05:57.Davies was repeatedly told she would inherit most of the farm near
:05:58. > :06:01.Whitland in Carmarthenshire. But her parents Tegwyn and Mary Davies put
:06:02. > :06:05.it in trust for all three of their daughters and tried to evict her
:06:06. > :06:07.after a row. The Court of Appeal ruled she was due a share of the
:06:08. > :06:11.business. It's a big tourist destination and a
:06:12. > :06:14.picture-postcard scene, but for the past 20 years Llin Padarn at the
:06:15. > :06:17.foot of Snowdon has also been the scene for a legal battle about
:06:18. > :06:20.pollution. Today the legal representatives on behalf of local
:06:21. > :06:38.anglers who use the lake are claiming a victory. The lake is
:06:39. > :06:45.quiet, but beneath the quiet lies a problem. The authorities will have
:06:46. > :06:53.to look again at a possible reduction in a number of rare Arctic
:06:54. > :06:57.fish. The government should be directing people like natural
:06:58. > :07:01.resources Wales to get rid of all the sewerage, pipe it to a new
:07:02. > :07:08.modern works. I know it will cost a lot of money. Lots of work has been
:07:09. > :07:12.done in the last five years. Last year, natural resources Wales
:07:13. > :07:17.released 5000 young fish into the lake. And at the same time, they
:07:18. > :07:24.regulated any sewage reaching the lake. We have asked Welsh water to
:07:25. > :07:32.look into an investigate where this is happening, and it has become
:07:33. > :07:37.apparent that some companies may be working not in line with the current
:07:38. > :07:43.conditions. Does that show that the regulation is not doing its job? The
:07:44. > :07:48.sewerage network system is complicated and the pipes are
:07:49. > :07:51.underground. They operate during extreme weather conditions. This
:07:52. > :07:56.case reveals that of the four discharge pipes, this one was
:07:57. > :08:04.supposed to be used only during an emergency. In fact, it was used
:08:05. > :08:08.after heavy rainfall as well. Welsh water has invested two and a half
:08:09. > :08:14.million pounds on improving the local sewerage system, but will need
:08:15. > :08:18.to amend the permit on this pipe. The discharges into the lake are the
:08:19. > :08:22.high standard. We know that now, because it has been designated as
:08:23. > :08:29.Wales's first inland bathing water. So the quality is very good. But in
:08:30. > :08:36.very wet weather, we do have to operate, and storm water does find
:08:37. > :08:39.its way into the lake. Tougher sanctions could be imposed, while
:08:40. > :08:43.the water company says it is working on finding a long-term answer to
:08:44. > :08:46.Ealing with sewage in the area. Swansea City have confirmed that
:08:47. > :08:50.Garry Monk will be their manager on a permanent basis. The former Swans
:08:51. > :08:52.captain has been given a three-year contract, reward for steering them
:08:53. > :08:57.clear of relegation this season. Ashleigh Crowter reports.
:08:58. > :09:02.His accent is more London than Landore, but after ten years at the
:09:03. > :09:05.club, no-one doubts that Garry Monk is Swansea through and through. And
:09:06. > :09:09.after captaining the club in every division, and a brief spell standing
:09:10. > :09:11.in as head coach, the club's hierarchy have now placed their
:09:12. > :09:16.trust in their former central defender. Keeping Swansea in the top
:09:17. > :09:20.flight was the task set for him after former manager Michael Laudrup
:09:21. > :09:24.was sacked in February. And after he did it with two games to spare, he
:09:25. > :09:28.was always the main name in the frame to be the Dane's permanent
:09:29. > :09:31.sucessor. Chairman Huw Jenkins told the club's own website that the
:09:32. > :09:35.board had unanimously agreed that the timing was right for Monk to be
:09:36. > :09:38.offered the job on a permanent basis. He said they'd been impressed
:09:39. > :09:42.with his work rate and commitment since taking over and how he adapted
:09:43. > :09:50.in very difficult circumstances to secure the points needed to remain
:09:51. > :09:53.in the top flight. In the last decade, Swansea have had a knack of
:09:54. > :09:58.finding the best bright young managers. Just look at where Brendan
:09:59. > :10:05.Rodgers and Roberto Martinez I now. And Monk is a long serving player,
:10:06. > :10:07.full of the ethics of the club, things that the board here are keen
:10:08. > :10:10.to preserve. And the decision has also been
:10:11. > :10:16.well-received by the club's supporters. I thought perhaps they
:10:17. > :10:20.should have a bigger name in, but we should give him a chance. He has
:10:21. > :10:25.kept as in the division. He is the backbone of the club and he will be
:10:26. > :10:27.good. He has managed to keep Swansea in the Premier League, said he is
:10:28. > :10:29.definitely the right man for the job.
:10:30. > :10:32.As the youngest manager in the Premier League, and the father of
:10:33. > :10:36.newborn twins, Garry Monk has certainly got his hands full this
:10:37. > :10:39.summer. A key goal will be to hang on to sought-after stars like
:10:40. > :10:44.striker Wilfried Bony as he prepares for his first full season in charge.
:10:45. > :10:48.Cricket. Solid batting on the final day of their Championship match saw
:10:49. > :10:50.Glamorgan secure a draw at home against Worcestershire. Glamorgan
:10:51. > :10:54.finished on 229 for seven. Will Bragg hit an unbeaten 91.
:10:55. > :11:01.Tributes were paid today to the author Leslie Thomas, who's died at
:11:02. > :11:03.the age of 83. He was brought up in Newport and is best known for his
:11:04. > :11:07.comic novel The Virgin Soldiers. Time for the weather, and Derek is
:11:08. > :11:17.here. It doesn't feel much like spring at
:11:18. > :11:21.the moment, and there is more unsettled weather to come over the
:11:22. > :11:25.next couple of days. More rain on the way tomorrow, but I can promise
:11:26. > :11:30.use and sunshine on Friday. At the moment it may be dried, one or two
:11:31. > :11:34.showers, but it won't last. More rain will spread across most of the
:11:35. > :11:39.country during the early hours. Lowest temperatures, 7-11 Celsius.
:11:40. > :11:43.It looks like an umbrella will come in handy tomorrow morning. Heavy
:11:44. > :11:50.rain in places, accompanied by low cloud and hill fog. Across the rest
:11:51. > :11:53.of the UK, a dry and bright start for north-east England, otherwise
:11:54. > :11:58.cloudy with rain spreading across. Some heavy rain in places, too. For
:11:59. > :12:05.Scotland, brighter with sunshine and scattered heavy showers and a risk
:12:06. > :12:09.of thunder. At three o'clock in the afternoon, some heavy rain for part
:12:10. > :12:13.of Wales, but this will gradually clear, leaving a drier and brighter
:12:14. > :12:19.end to the afternoon and a dry evening. Into Friday, a breezy day
:12:20. > :12:28.with a mixture of sunshine and showers. Some of the showers heavy
:12:29. > :12:30.with the risk of hail and thunder. Into the weekend, we have an area of
:12:31. > :12:39.low pressure tracking across Ireland. That means a spell of
:12:40. > :12:43.inclement weather. Blustery winds, strong on the coast, not much better
:12:44. > :12:46.on Sunday. Further showers, longer spells of rain and feeling cool. Not
:12:47. > :12:56.barbecue weather this weekend. We will keep the umbrella handy! We
:12:57. > :13:01.are back at 6.25 in the morning. The Wales Report is next. Good night.
