:00:45. > :00:48.Hospital scandal. Its draft guidance, for hospitals in England,
:00:49. > :00:53.says patients could be at risk of harm if a nurse has to care for more
:00:54. > :00:59.than eight people at a time on a day shift. The Welsh Government says it
:01:00. > :01:02.will look at the guidance. The Royal College of Nursing in Wales believes
:01:03. > :01:07.legal minimum staffing levels should be introduced. If health boards
:01:08. > :01:11.delivered on the Chief Nursing Officer's letter last year there
:01:12. > :01:14.should be seven patients to one registered nurse on most wards in
:01:15. > :01:22.Wales during the daytime and eleven patients to one nurse at night time.
:01:23. > :01:25.There are simply not the resources within Wales to deliver, either
:01:26. > :01:33.financially or that number of nurses currently, and that causes us
:01:34. > :01:36.concern. The Welsh Government says it is firmly committed to ensuring
:01:37. > :01:39.safe and high quality care for patients in Wales. It says it has
:01:40. > :01:44.invested an extra ?10 million over the past year to employ more nurses.
:01:45. > :01:50.Health economists say the NICE guidance does carry weight. One has
:01:51. > :01:54.to treat these recommendations seriously and we have to put them in
:01:55. > :01:57.the right context if we want to make sure that we get a good,
:01:58. > :02:04.high-quality health service in Wales. This forms part of that
:02:05. > :02:07.particular plan going forward. The NICE guidance will now be consulted
:02:08. > :02:14.on before the final recommendations are made in the summer.
:02:15. > :02:18.Police are investigating a fire in a flat near Pontypridd, which has left
:02:19. > :02:21.a man in a critical condition in hospital. He was rescued by fire

:04:16. > :04:20.of 50 or 60 miles per hour. Overnight lows tonight, 7-9 Celsius.
:04:21. > :04:23.Heavy rain making its way across to the east overnight and tomorrow
:04:24. > :04:26.morning we could see up to 30 millimetres of rain. Then showers
:04:27. > :04:31.bunching together into longer periods of rain. But we could see
:04:32. > :04:35.some brightness tomorrow. Our top temperatures, 13 Celsius. The
