:00:28. > :00:31.of Wales Hospital in Bridgend finds itself at the centre of a storm

:00:32. > :00:36.about how the NHS cares for elderly people. An independent review found

:00:37. > :00:40.serious failings there and at Neath Port Talbot Hospital. Tonight the

:00:41. > :00:43.First Minister and the Health Minister have apologised to the

:00:44. > :00:45.families of patients, and ordered a Wales-wide inspection of elderly

:00:46. > :01:05.people's care in hospital. The government cannot hide behind

:01:06. > :01:10.this report. All of these families claim to have a story about bad

:01:11. > :01:15.care. Today we were with them when they saw for the first time one of

:01:16. > :01:23.the most damning reports on care standards in Wales. With them is

:01:24. > :01:37.Gareth Williams. A BBC Wales investigation last summer showed his

:01:38. > :01:41.mother was the big Tim of serious neglect. She was sedated against her

:01:42. > :01:51.wishes. The health board apologised, but ever since Mr Williams has led a

:01:52. > :01:57.campaign about poor care for the elderly. It is a public disgrace.

:01:58. > :02:05.There must be a public enquiry and in the interim, there must be the

:02:06. > :02:14.removal of the chief executive and the management team. I took up this

:02:15. > :02:20.office in 2013. Serious concerns have been taught to my attention and

:02:21. > :02:27.I have moved quickly to make changes. The team of independent

:02:28. > :02:33.expert spent months talking to patients and their families at Neath

:02:34. > :02:39.Port Talbot Hospital and Princess of Wales Hospital. Some patients were

:02:40. > :02:50.not getting the loop, medication and help they needed. -- the food. There

:02:51. > :03:00.were allegations of older people being told to go to the toilet where

:03:01. > :03:04.they laid in bed. Staff knowingly tolerated hazardous practices.

:03:05. > :03:09.Sometimes medication was recorded as being given when it wasn't. The

:03:10. > :03:15.report says that managers were distracted trying to cut costs at

:03:16. > :03:23.the expense of quality and patient safety. Questions were also raised

:03:24. > :03:31.about the Welsh Inspectorate not picking up some of the issues. Both

:03:32. > :03:37.the health board and the government say they accept the recommendations.

:03:38. > :03:42.The health minister said checks will be held within months at all Welsh

:03:43. > :03:49.hospitals. As from today I will give health board and NHS trusts in Wales

:03:50. > :03:52.a four week period to absorb the findings of the report and satisfy

:03:53. > :03:56.themselves that such departures from basic professional standards are not

:03:57. > :04:02.present in their organisation. Immediately after that, each

:04:03. > :04:12.hospital in Wales will be visited by a small group of independent

:04:13. > :04:22.experts. But this people's findings contains ominous echoes of the mid

:04:23. > :04:27.Staffordshire scandal. If it smells like a Mid Staffs crisis, it is time

:04:28. > :04:34.for a public enquiry into health care in Wales. In Mid Staffs, the

:04:35. > :04:43.English health service had no idea it had a problem on that scale.

:04:44. > :04:46.Whereas here, by the time we reviewed the situation, the health

:04:47. > :04:56.board new there were robins and were trying to improve them. The report

:04:57. > :05:01.does give some hope. Hopefully things will be turned around, but

:05:02. > :05:03.with ten nurses suspended from duty and police investigation is

:05:04. > :05:10.ongoing, these families are still concerned. They consider themselves

:05:11. > :05:13.to be big tins of a care system that did not care enough.

:05:14. > :05:16.Intensive care services for babies in North Wales are to be centralised

:05:17. > :05:19.at Ysbyty Glan Clwyd in Bodelwyddan. The Welsh Government's announcement

:05:20. > :05:21.follows an independent review, which also considered Wrexham Maelor

:05:22. > :05:24.Hospital as the sole location for intensive care for babies. Babies

:05:25. > :05:35.needing the highest care level will go to Arrowe Park Hospital on the

:05:36. > :05:40.Wirral. It is important because it means now we can move forwards to

:05:41. > :05:45.plan neonatal services for the whole of North Wales. It also ends a

:05:46. > :05:51.period of uncertainty or our hard-working staff and also the

:05:52. > :05:54.population of North Wales. A judge at Mold Crown Court has

:05:55. > :05:58.jailed a scout master for 12 years for a series of sex offences against

:05:59. > :06:01.young teenagers in the late 1960s and '70s. Martyn Tucker, who's 68

:06:02. > :06:04.and from Chester, had admitted the offences. The court heard the scout

:06:05. > :06:08.movement knew of the allegations, but didn't tell the police. Some of

:06:09. > :06:14.the sexual assaults took place on outdoor activity trips in

:06:15. > :06:18.Denbighshire and Flintshire. A mines inspector has told the jury

:06:19. > :06:21.at the Gleision trial that he wasn't notified of any plans to make

:06:22. > :06:25.contact with a disused part of the mine, contrary to industry

:06:26. > :06:29.regulations. Four men drowned at the Swansea Valley pit nearly three

:06:30. > :06:32.years ago. Under cross examination, Tony Forster said he held the mine

:06:33. > :06:36.manager Malcolm Fyfield in high regard. Mr Fyfield denies four

:06:37. > :06:39.counts of manslaughter through gross negligence and the mine operators

:06:40. > :06:46.deny four counts of corporate manslaughter.

:06:47. > :06:49.A charity which gives grants to low income families with disabled or

:06:50. > :06:53.seriously ill children has told BBC Wales it's had to stop allocating

:06:54. > :06:58.money in Wales because of a delay in its funding. The Family Fund

:06:59. > :07:03.normally receives around ?2.6 million a year from the Welsh

:07:04. > :07:06.Government. But it hasn't been told yet whether it will get any money

:07:07. > :07:10.this year. The Government has admitted the delay is not desirable,

:07:11. > :07:21.but says a decision will be made very soon. We have over 550 families

:07:22. > :07:28.waiting for grants from the fund. They are waiting for support with

:07:29. > :07:33.items such as cookers, bedding, fridge freezers. We cannot help them

:07:34. > :07:37.because of the delay in receiving funding from the Welsh government.

:07:38. > :07:40.Some community groups say they're having problems getting energy

:07:41. > :07:44.projects built because there's too much red tape. In a bid to find new

:07:45. > :07:47.sources of income, many are turning to small hydro-electric, wind and

:07:48. > :07:49.solar schemes to generate money by selling power to the National Grid.

:07:50. > :08:05.Our environment correspondent Iolo ap Dafydd reports from Snowdonia.

:08:06. > :08:09.Villages here have formed a regeneration company which turned

:08:10. > :08:15.this old mill into a community centre. It now has planning

:08:16. > :08:20.permission for a hydrophilic trick scheme in the hills nearby. It would

:08:21. > :08:25.generate power for the National Grid and an income for the benefit of the

:08:26. > :08:41.local communities. But the process has been slow. I certainly think it

:08:42. > :08:45.is far too bureaucratic. We are the first community that has had to

:08:46. > :08:53.negotiate with the likes of The National Trust. They been

:08:54. > :09:06.overcautious. In an area of high rainfall, income can be generated

:09:07. > :09:12.from hydroelectricity. The proposal to extract water from a nearby river

:09:13. > :09:16.here was refused and a private scheme was approved on the grounds

:09:17. > :09:23.that it had slightly less environmental impact. It cost us

:09:24. > :09:28.?28,000 to get to the point of getting the licence. It was at that

:09:29. > :09:41.weight they said it had been allocated to another company. After

:09:42. > :09:46.all the reports, it was ridiculous. There will be two new

:09:47. > :09:56.hydroelectricity electricity schemes on this farm. It has cost ?1.6

:09:57. > :10:06.million, but it will pay for itself in seven years. If you only build

:10:07. > :10:16.one hydro, it is not to be taken lightly. It it was easy everyone

:10:17. > :10:19.will be doing it. Smaller community rejects, despite the good intentions

:10:20. > :10:27.of the authorities, are slowly becoming less affordable as cuts in

:10:28. > :10:41.the grants to produce sustainable energy are being reduced.

:10:42. > :10:45.Rugby, and it's been three years since he last played for Wales, but
