:00:31. > :00:33.Government's response to it, and the system of inspecting the Welsh NHS.

:00:34. > :00:35.Plaid Cymru claim Wales-wide spot-checks announced yesterday are

:00:36. > :00:41.simply a re-hash of a plan introduced three years ago. And the

:00:42. > :00:43.Older People's Commissioner has called into question the

:00:44. > :00:46.effectiveness of Health Inspectorate Wales, after it raised no serious

:00:47. > :00:50.concerns during an inspection of the Princess of Wales Hospital in 2012.

:00:51. > :00:59.Here's our Health Correspondent, Owain Clarke. Yesterday we joined

:01:00. > :01:02.the families who claimed the loved ones have been the victims of the

:01:03. > :01:06.care system that didn't care enough. As they read one of the most damning

:01:07. > :01:12.assessment ever of standards of care in Wales. Talks about the further

:01:13. > :01:16.independent investigation in one year. Yet it shows problems over

:01:17. > :01:23.several years. It is not going to address the real concerns. It seems

:01:24. > :01:27.to pinpoint to some elderly care, but if somebody had lost a loved one

:01:28. > :01:32.that should never have died that day, they should be included in this

:01:33. > :01:35.report. The Welsh Government and health board issued an unreserved

:01:36. > :01:39.apology to those affected by the failings at the Princess of Wales

:01:40. > :01:44.Hospital in Bridgend and Neath Port Talbot Hospital. The Health Minister

:01:45. > :01:49.went further. Each district general hospital in Wales will be visited by

:01:50. > :01:53.a small group of independent experts, overseen from outside Wales

:01:54. > :01:57.by Sir Ian Carruthers and Professor Andrews. They will carry out spot

:01:58. > :02:01.checks on the care of older people. But there are claims denied that the

:02:02. > :02:05.announcement was remarkably similar to the Welsh Government's response

:02:06. > :02:11.to another damning assessment of elderly care in hospitals three

:02:12. > :02:15.years ago, in 2011. The then older People's commission claimed some

:02:16. > :02:19.elderly patients had been degraded and humiliated. The Welsh

:02:20. > :02:25.Government's response back then was to introduce spot checks. Yesterday

:02:26. > :02:29.we had a rehashed, re-spotcheck policy. But if it had been properly

:02:30. > :02:34.in place since 2011, as was announced at the time, then some of

:02:35. > :02:39.the issues that we've been hearing of in this report may not ever have

:02:40. > :02:43.happened in the hospitals in Wales. The difference this time, according

:02:44. > :02:48.to the Welsh Government, is that the new spot checks will be targeted in

:02:49. > :02:52.four specific areas, hydration, medication, night-time sedation and

:02:53. > :02:56.continence care. This time there will be held by night-time

:02:57. > :02:59.Inspectorate Wales, instead by a team hand-picked by the Welsh

:03:00. > :03:05.Government. However, spot checks will be started by themselves six

:03:06. > :03:09.months later. The question is, has the Inspectorate been sidelined

:03:10. > :03:12.question mark it was certainly criticised in the review yesterday

:03:13. > :03:16.which claimed, concerns must be raised about the effectiveness of

:03:17. > :03:20.health care Inspectorate Wales, who seem to love last visited two years

:03:21. > :03:26.ago and not seen or reported on what would have been at the time highly

:03:27. > :03:32.visible issues of poor practice. I think at any point where failures of

:03:33. > :03:35.the magnitude that have been highlighted in the Andrews report

:03:36. > :03:40.have been missed, I think we all have to take responsibility for

:03:41. > :03:44.looking back and thinking about how we may possibly have been able to

:03:45. > :03:49.identify and make a difference earlier in the process. So at a time

:03:50. > :03:54.when standards of care are under the spotlight like never before, the

:03:55. > :03:57.question is, is the body responsible for upholding them itself up to the

:03:58. > :04:01.job? The latest official figures show the number of people out of

:04:02. > :04:03.work in Wales fell by 5000 in the three months to March. The

:04:04. > :04:07.unemployment rate here has stabilised remaining at 6.8%, which

:04:08. > :04:11.is now the same as in the UK as a whole. Wales is one of only two

:04:12. > :04:14.areas where the number of people in or looking for work has fallen,

:04:15. > :04:17.compared with the same period last year Seven pupils from Pembroke

:04:18. > :04:20.Comprehensive School needed hospital treatment today after experimenting

:04:21. > :04:24.with what's believed to be a legal high. Police and the air ambulance

:04:25. > :04:33.were called after a group of young people became unwell. None are

:04:34. > :04:38.thought to be in a life threatening condition. A court has heard how the

:04:39. > :04:41.accident in which a car crashed outside a school, hitting five

:04:42. > :04:45.children and a lollipop lady, may have happened after the drivers

:04:46. > :04:47.flip-flops got under the pedals. 62-year-old Robert Bell denies

:04:48. > :04:50.driving without due care and attention and says he can't remember

:04:51. > :05:04.the crash, which happened last year at Rhoose in the Vale of Glamorgan.

:05:05. > :05:07.It was just before 9am, as children were pouring into Rhoose primary

:05:08. > :05:11.school that the accident happened last June. Five children and three

:05:12. > :05:16.women were injured one of them a lollipop lady, Karen Williams. She

:05:17. > :05:21.later received an award for her actions trying to protect the

:05:22. > :05:26.children. 62-year-old Robert Bell denies driving without due care and

:05:27. > :05:31.attention. Today he told the court how he could recall nothing of the

:05:32. > :05:34.accident. Fighting back the tears, he said the first thing he

:05:35. > :05:38.remembered was hanging upside down in the car. When he got out and saw

:05:39. > :05:45.the scene he said he thought he'd killed three people. Some witnesses

:05:46. > :05:49.that day said he'd been driving the Audi convertible along the road

:05:50. > :05:53.outside the school when it appeared to speed up, beer across the road

:05:54. > :06:00.and hit bollards before flipping over. Karen Williams said she saw Mr

:06:01. > :06:04.Bell, eyes wide open, gripping the wheel as the car came to water. But

:06:05. > :06:10.another witness said he was coughing and his eyes were closed. His lawyer

:06:11. > :06:15.told the court he was on medication which caused coughing. But the

:06:16. > :06:19.prosecution lawyer put it to him that the flip-flops he'd been

:06:20. > :06:22.wearing had ended up under the pedals and that could have caused

:06:23. > :06:29.the accident. Mr Bell said he thought they'd come off as he tried

:06:30. > :06:31.to free himself. Tomorrow the court will hear expert medical evidence

:06:32. > :06:34.from two doctors. It's emerged the Olympic hurdler Colin Jackson is

:06:35. > :06:37.involved in running a company that's invested millions of pounds in the

:06:38. > :06:41.same tax avoidance scheme as Take That. Revenue Customs is expected

:06:42. > :06:47.to pursue those involved to get the money that should have been paid in

:06:48. > :06:52.taxation. Mr Jackson has been unavailable for comment. Councillors

:06:53. > :06:57.have voted in favour of closing an arts centre and museum in the South

:06:58. > :07:01.Wales valleys. The Muni Arts Centre, in Pontypridd and the Cynon Valley

:07:02. > :07:04.Museum in Aberdare will both shut as part of Rhondda Cynon Taf Council's

:07:05. > :07:10.plans to cut ?70 million over the next four years. Cricket, and

:07:11. > :07:18.Glamorgan have been beaten for the first time this season. They went

:07:19. > :07:21.down to Hampshire on the final day of their Championship match in

:07:22. > :07:24.Southampton. Glamorgan were bowled out for 187 in their second innings,

:07:25. > :07:30.setting the home side a slender target, which they reached with six

:07:31. > :07:34.wickets to spare. The streets of Pembroke Dock were taken over today

:07:35. > :07:39.for a parade to mark 200 years since the town was founded. In honour of

:07:40. > :07:44.their proud naval history, Pembrokeshire's adopted ship, HMS

:07:45. > :07:54.Pembroke, called in to visit and inspire hundreds of children.

:08:46. > :08:48.afternoon it's looking nice and dry. Sunny on some of the coasts, more

:08:49. > :08:52.cloud inland. Quite warm, a high of 20 Celsius in Monmouthshire.

:08:53. > :08:56.Somewhat cooler on some of the coasts with refreshing sea breezes.

:08:57. > :09:00.It's fine tomorrow evening and staying dry overnight. Mist and fog

:09:01. > :09:05.patches forming. We could see some sea fog on some Irish Sea coasts and

:09:06. > :09:09.around Cardigan Bay. Friday shows a lovely area of high pressure over

:09:10. > :09:14.the UK. That's the reason for the dry and settled weather. Friday

:09:15. > :09:19.looks driver most of us, mist and fog patches will lift. Some sunshine

:09:20. > :09:22.and cloud, maybe a couple of cheeky shower is breaking out in Powys. The

:09:23. > :09:26.temperature in the Wrexham and Flintshire area could reach 22

:09:27. > :09:30.Celsius, making it the warmest day of the year so far. As for the

:09:31. > :09:37.weekend, I think Saturday looks the best day, the warmest day of the

:09:38. > :09:41.weekend. Sunday, turning increasingly cloudy, maybe a few

:09:42. > :09:44.showers later in the day. But all in all some nice weather over the next

:09:45. > :09:51.few days into the weekend. Enjoy it while it lasts.
