:01:03. > :01:07.made an unannounced visit to the home in December. They say they

:01:08. > :01:13.found residents looking unclean and unkept. The place was dirty and in

:01:14. > :01:20.places smelt strongly of you are in. We've been told that -- strongly of

:01:21. > :01:24.urine. There is concern that insufficient progress has been made.

:01:25. > :01:31.Amber House faces enforcement action which could lead to closure. In a

:01:32. > :01:36.statement the home's owner owners concede they face a challenging

:01:37. > :01:40.period. They say they've taken every step within their means to respond

:01:41. > :01:45.positively to the last care standards report. The priority, they

:01:46. > :01:50.say the health and wellbeing of the people they look after. Conwy

:01:51. > :01:57.Council says it is reviewing whether residents need to be moved. North

:01:58. > :01:59.Wales Police says it's studying the report's content.

:02:00. > :02:05.It's been described as the biggest international event ever to be held

:02:06. > :02:10.in Wales. NATO summit will get under way in just over 100 days in

:02:11. > :02:13.Newport. Earlier there were criticism that Wales wasn't doing

:02:14. > :02:18.enough to capitalise. Plans are under way to hold a major business

:02:19. > :02:24.conference to try to cash in. They were usually involved in a war

:02:25. > :02:27.of words these days, but peace broke out among the First Minister today

:02:28. > :02:32.and the Welsh Secretary David Jones on a battleship. The Welsh and UK

:02:33. > :02:37.Governments insist they've put acrimony aside for the good of the

:02:38. > :02:42.NATO summit. Two men used the visit to HMS Dragon in Cardiff to set out

:02:43. > :02:46.some of the plans but details are sketchy abuse security. The big

:02:47. > :02:50.focus will be a business summit organised by both governments, to be

:02:51. > :02:55.held somewhere in Wales a matter of weeks after the political summit. We

:02:56. > :02:58.must understand that this is by far the biggest international event ever

:02:59. > :03:03.held in Wales. So the focus of world attention will be upon Wales for the

:03:04. > :03:07.duration of the summit. As I say, what we want to do is capitalise on

:03:08. > :03:11.that economically. We are looking to having a business summit to follow

:03:12. > :03:15.it. That I think is a huge opportunity for Wales to benefit.

:03:16. > :03:18.This ship is here for the freedom to which the city this weekend but it

:03:19. > :03:22.is the kind of thing that could happen in September, when Wales sees

:03:23. > :03:27.its biggest ever security operation. The profile of this event will be

:03:28. > :03:31.huge, a gathering of world leaders, including Barack Obama and the

:03:32. > :03:36.stakes will be high. Top of the agenda the current stand-off between

:03:37. > :03:41.Russia and the West over Ukraine. Earlier in the week senior managers

:03:42. > :03:48.of the Celtic Manor resort, where the summit will be held, told MPs

:03:49. > :03:51.they felt more should be done down in preparation. The First Minister

:03:52. > :03:55.has got to say to the Prime Minister we are 100 days to go, we've got

:03:56. > :03:59.nothing nailed down in terms of outreach programmes, how are we

:04:00. > :04:02.going to benefit, so who is going to make this decision? The First

:04:03. > :04:06.Minister says work is being done behind the scenes which can't be

:04:07. > :04:09.made public yet. But he believes there'll be lasting benefits from

:04:10. > :04:13.the event. With so many people coming, they

:04:14. > :04:18.will stay here, they will take back their memories of Wales. We need to

:04:19. > :04:21.target investors in terms of them look at Waless in the future

:04:22. > :04:26.there'll be a lot of trafficking coming into the airport. We'll see

:04:27. > :04:32.what needs to be done to ensure the airport can move people out quickly.

:04:33. > :04:35.A bigger known is if there'll be community-based events like this

:04:36. > :04:42.when the Obamas went to a local school in Northern Ireland for the

:06:49. > :06:55.Wales. A week in a self-catering apartment in Pontins Prestatyn for a

:06:56. > :07:00.family of four currently costs ?945 in mid August. By mid September,

:07:01. > :07:08.once the schools have gone back, that price goes down to ?236.

:07:09. > :07:13.Although the Welsh Government allows councils to authorise ten days off

:07:14. > :07:17.per pupil per year, those absences count against the school when it

:07:18. > :07:22.comes to banding. In England, time off is only granted in exceptional

:07:23. > :07:26.circumstances. And there's been a big increase in parents being fined.

:07:27. > :07:30.I think where the frustration is in the Welsh system is there's the idea

:07:31. > :07:35.that there's the flexibility, that teachers do have the discretion to

:07:36. > :07:41.grant absences, but in reality they don't have that discretion. It is a

:07:42. > :07:44.bit disingenuous. I believe that all absence a bad for the children and

:07:45. > :07:49.therefore those authorities that are now saying that they won't tolerate

:07:50. > :07:53.any absence are going down the right track. Alan says that with the girls

:07:54. > :07:57.approaching secondary school age, he and his wife probably won't take

:07:58. > :08:00.them away during school time again. It seems lots of families will be

:08:01. > :08:10.weighing up a similar decision. The spell of fine weather isn't over

:08:11. > :08:14.yet. Today was the warmest day of the

:08:15. > :08:18.year so far, with temperatures reaching 21 Celsius in Usk in

:08:19. > :08:22.Monmouthshire. The fine weather will continue for the next few days.
