:00:29. > :00:33.worked. Swansea Crown Court was shown a police interview with

:00:34. > :00:37.Malcolm Fyfield on the day he was arrested. Four men drowned in the

:00:38. > :00:40.disaster at the Gleision mine nearly three years ago. Mr Fifield and the

:00:41. > :00:45.owners, MNS Mining, deny manslaughter charges. Cemlyn Davies

:00:46. > :00:52.was in court. A glimpse inside the Gleision

:00:53. > :00:56.Colliery. This hole in the coalface is where the water came flooding

:01:07. > :01:10.Charles Breslin all drowned in the disaster. Today, for the first time,

:01:11. > :01:14.the jury heard from the man accused of their manslaughter as a police

:01:15. > :01:18.interview with Malcolm Fyfield was shown in court. In it the mine

:01:19. > :01:24.manager described the scene underground after the men breached

:01:25. > :01:29.old workings with tragic consequences. Malcolm Fyfield told

:01:30. > :01:33.police the water was way out of control and it engulfed the men at

:01:34. > :01:38.the face. He said he jumped to one side and he saw his colleagues being

:01:39. > :01:43.swept past him. Mr Fifield said he held on as tight as he could to the

:01:44. > :01:47.side, but then he too was dragged into the flow. He said he found

:01:48. > :01:52.himself breathing in water and after that he just remembered seeing the

:01:53. > :01:57.phases of his family. At that point in the police interview Malcolm

:01:58. > :02:00.Fyfield broke down in tears. Malcolm Fyfield said he then tried to

:02:01. > :02:04.resuscitate two of the miners underground, but his efforts were in

:02:05. > :02:07.vain. And with the water still rising he escaped through old

:02:08. > :02:12.workings. Just over a month later this month, I Detective Sergeant

:02:13. > :02:19.Bruce Robertson well is police at the time, arrived at Malcolm

:02:20. > :02:21.Fyfield's house to arrest him. Hugh Griffiths told the court Malcolm

:02:22. > :02:25.Fyfield is extremely distressed and distraught when he was arrested. His

:02:26. > :02:30.head was bowed, he was physically shaking and he was sobbing. Asked if

:02:31. > :02:35.he had ever seen anybody react to being arrested in the same way, is

:02:36. > :02:41.to Griffiths replied, from memory now, no. Mr Fifield told police

:02:42. > :02:46.there was nothing to suggest that so much water was being held behind the

:02:47. > :02:49.coalface. He said he had previously inspected the other side and had

:02:50. > :02:54.only seen some pondering of water. Pre-drilling had only led to a

:02:55. > :02:58.minimal amount of water trickling through as well, he said. Malcolm

:02:59. > :03:02.Fyfield denies four counts of manslaughter through gross

:03:03. > :03:06.negligence and the mine operators deny four counts of corporate

:03:07. > :03:11.manslaughter. The trial continues. We often hear the way to ease

:03:12. > :03:16.pressure on Wales' hospitals is for Health Boards to focus on care in

:03:17. > :03:20.the community. But according to BBC Wales researched the number of beds

:03:21. > :03:25.in community hospitals has fallen by 20 part -- by 25% over the last five

:03:26. > :03:29.years. At the same time only one Health Board has met Welsh

:03:30. > :03:34.Government targets for an increase in the number of staff working in

:03:35. > :03:36.the community. Steffan Messenger reports.

:03:37. > :03:39.A hospital bed. Health care the traditional way. But for several

:03:40. > :03:44.years now Health Boards across Wales have been closing or partly closing

:03:45. > :03:48.some community hospitals to focus on a new way of working. It is part of

:03:49. > :03:53.a drive to bring specialist care into people's homes and GP

:03:54. > :03:57.surgeries. Here in Cardigan the last two inpatient wards closed last

:03:58. > :04:00.year. The local Health Board is working on plans to build a new

:04:01. > :04:06.health centre in the town. But what about the provision in the meantime?

:04:07. > :04:09.We know that bed blocking is that the problem for district hospitals

:04:10. > :04:14.because they lost the 12 beds they were able to release patients from

:04:15. > :04:18.there down to Cardigan. Most of patients are elderly. They are away

:04:19. > :04:22.from their community and it makes a difference. If we can keep the

:04:23. > :04:26.patient in his own community, like in Cardigan. The Health Board which

:04:27. > :04:30.runs Cardigan hospital insists no beds have been lost. Instead, they

:04:31. > :04:35.have been spread out across the community. But according to our

:04:36. > :04:39.research the number of beds in community hospitals across Wales has

:04:40. > :04:43.fallen by 25% over the last five years. Community care is not

:04:44. > :04:48.necessarily about institutions. It is about providing a package of care

:04:49. > :04:52.for patients near to where they live by making the professionals do the

:04:53. > :04:56.travelling. It can improve the quality of care for patients. But

:04:57. > :04:59.while some rural hospitals are closing, only one Health Board has

:05:00. > :05:04.met Welsh Government targets to increase the number of staff working

:05:05. > :05:08.in the community. According to a recent Wales audit office report.

:05:09. > :05:14.The figure was meant to rise by 10% in each part of Wales, between 2010

:05:15. > :05:20.and 2013. But only one Health Board managed to do that. Other Health

:05:21. > :05:25.Boards saw a reduction in the number of community nurses by 2012 and the

:05:26. > :05:29.audit office came to the number -- came to the conclusion the number of

:05:30. > :05:33.cross Wales may be insufficient. Opposition parties and charities say

:05:34. > :05:38.the shift towards community care needs to speed up. Against a

:05:39. > :05:42.background of an increasingly ageing population it is important we get

:05:43. > :05:48.the care that we provide for older people right. That we get it right

:05:49. > :05:50.from now, clearly we need to prioritise and we need to speed

:05:51. > :05:54.things up to make sure people can receive the care they want and need

:05:55. > :05:59.within their own communities. Health Boards have told us that many

:06:00. > :06:03.community-based services are already in place, working to improve care

:06:04. > :06:06.for patients. The Welsh Government is set to announce how a ?50 million

:06:07. > :06:12.fund to strengthen community-based care will be spent, tomorrow.
