:00:22. > :00:23.investigation by the Independent Police Complaints Commission

:00:24. > :00:27.following the conviction of Lostprophets singer Ian Watkins last

:00:28. > :00:32.year. Watkins was jailed for 29 years for a string of child sex

:00:33. > :00:35.offences. The IPCC investigation is looking at whether police could have

:00:36. > :00:38.acted sooner to stop his offending and whether his celebrity status

:00:39. > :00:48.delayed his being brought to justice. Caroline Evans reports.

:00:49. > :00:53.His offences were so shocking, prosecutors said they were among the

:00:54. > :00:59.worst ever dealt with by our courts. Ian Watkins was the front man of

:01:00. > :01:02.once labelled the biggest rock band in the UK. Now questions are being

:01:03. > :01:06.asked over whether his celebrity status affected the way he was

:01:07. > :01:10.investigated by police. When allegations were brought to them.

:01:11. > :01:15.The former head of the child exportation and online protection

:01:16. > :01:19.Centre says it almost certainly did. -- child exploitation. There is

:01:20. > :01:24.almost a tendency, human nature being what it is, to believe, I am

:01:25. > :01:30.told by this person or his team that he receives lots of, kind of,

:01:31. > :01:37.allegations by people who are upset with him, fixated with him, who feel

:01:38. > :01:43.they have somehow been slighted by him. The key is for professional

:01:44. > :01:46.police officers to see beyond that. Ian Watkins was back home in

:01:47. > :01:50.Pontypridd when he was arrested by police, but that was in December

:01:51. > :01:57.2012 and concerns had been raised before then. This woman, who

:01:58. > :02:01.describes herself as his former lover, went public claiming

:02:02. > :02:11.information he gave to -- she gave to police in 2008 would have helped

:02:12. > :02:20.but it was ignored. She has since been arrested with spreading

:02:21. > :02:24.indecent images of children but the police says the decision to charge

:02:25. > :02:28.her is not related. A detective sergeant has been under

:02:29. > :02:33.investigation since last year. The IPCC said it has now widened its

:02:34. > :02:36.enquiry and has issued notices of gross misconduct are six more

:02:37. > :02:42.offices, one of a detective constable from South Wales police.

:02:43. > :02:45.In response, the force has issued a statement saying they have

:02:46. > :02:50.undertaken a full review of the sequence of events which led to the

:02:51. > :02:52.arrest of Ian Watkins. They say they were identifying issues of concern

:02:53. > :02:57.and referring them to the IPCC themselves. Officers from two other

:02:58. > :03:02.forces are also under investigation, one sergeant and two

:03:03. > :03:05.constables from South Yorkshire, and eight sergeant and constable from

:03:06. > :03:10.Bedfordshire. Ian Watkins is currently seeking leave to appeal

:03:11. > :03:12.against the length of sentence. Meanwhile, an international

:03:13. > :03:16.investigation into crimes spanning Europe and the US continues.

:03:17. > :03:19.Up to 120 jobs are under threat at an electrical components company at

:03:20. > :03:21.its site in Swansea. Morgan Advanced Materials currently employs around

:03:22. > :03:26.220 people there, supplying products for motors and generators and the

:03:27. > :03:32.renewable energy sector. A period of consultation has begun.

:03:33. > :03:35.In Pembroke Dock half of the staff facing redundancy at a boat building

:03:36. > :03:39.company have been told their jobs have been saved. 66 workers were

:03:40. > :03:43.facing the cut, but a buyer has now been found for part of Mustang

:03:44. > :03:46.Marine which will save 30 jobs. And a consultation period on

:03:47. > :03:51.compulsory redundancies at a Milford Haven oil refinery has officially

:03:52. > :03:54.ended. The 45-day consultation was started by the United States owner

:03:55. > :03:59.of Murco, Murphy Oil, after a potential sale of the plant fell

:04:00. > :04:02.through. The current head of Murphy's UK operations, Tom

:04:03. > :04:07.McKinlay, is on leave of absence to put together a management buyout

:04:10. > :04:12.criticised a Cardiff school for continuing to pay deputy headteacher

:04:13. > :04:17.Gareth Williams after he pleaded guilty to voyeurism against

:04:18. > :04:21.children. Williams was jailed for five years earlier this week, but he

:04:22. > :04:24.is still being paid as Deputy Headteacher of Ysgol Gyfun Glantaf.

:04:25. > :04:33.Cardiff Council say appropriate action can be taken, now that

:04:34. > :04:38.sentencing has concluded. Absolutely shocked by it. I mean, most people

:04:39. > :04:43.would be totally bewildered that someone, after being found guilty,

:04:44. > :04:47.because we are all innocent until proven guilty, it continued to being

:04:48. > :04:50.paid by the public purse. It needs radical action to address the

:04:51. > :04:54.situation because I am sure this is not a one-off, and when so much

:04:55. > :04:57.money has been wasted out of the system not being spent on textbooks

:04:58. > :05:00.and classrooms, we need to make sure we cancel this out.

:05:01. > :05:03.And in Flintshire, a deputy head teacher who was convicted of fraud

:05:04. > :05:06.last year, has been struck off by the General Teaching Council for

:05:07. > :05:08.Wales for unprofessional conduct. The hearing was told that

:05:09. > :05:11.50-year-old Gwawr Ceiriog kept more than ?1,000 given by children for

:05:12. > :05:15.uniforms and fundraising at Denbigh High School. She was described as

:05:16. > :05:19.someone who happy to take advantage of her pupils, colleagues, friends

:05:20. > :05:22.and family. An investigation is underway at a

:05:23. > :05:26.dairy farm in Carmarthenshire after the sudden death of around 70

:05:27. > :05:29.cattle. Testing on the carcasses suggest they died from botulism, a

:05:30. > :05:38.disease found in birds that can contaminate animal feed. Abigal Neal

:05:39. > :05:44.reports. Botulism, the disease is caused by a

:05:45. > :05:53.bacterium, most often found in birds. Topics are usually because

:05:54. > :05:57.the livestock is come into contact with chicken, but the farmer does

:05:58. > :06:02.not believe it is the case. We have thought that the botulism was from a

:06:03. > :06:08.decayed animal which was picked up in some silage we made. We are not

:06:09. > :06:13.sure what kind of animal it was, but probably, it could have been a dying

:06:14. > :06:18.badger with TB, or a fox or it is quite common again in some areas

:06:19. > :06:25.with botulin outbreaks of poultry. The head of cattle numbers 2000 --

:06:26. > :06:29.herd of cattle numbers 2000 and it would have been a hard economic

:06:30. > :06:36.blow. They are worth up to ?2000 each, and then it is the replacement

:06:37. > :06:39.of milk, and the replacement of the cattle, they are not easy to find,

:06:40. > :06:44.you could have to import them. And some cattle might have been treated

:06:45. > :06:48.with medication and if that is the case, possibly, the milk from those

:06:49. > :06:53.cattle will have been withdrawn. I'm not sold on for human consumption.

:06:54. > :06:58.-- and not sold on. It is a tremendous lost. The investigation

:06:59. > :07:02.is yet to reveal what has happened at this farm in Carmarthen but

:07:03. > :07:05.suspected silage has been removed and the affected cattle restocked.

:07:06. > :07:10.A disease affecting larch trees has spread to ten new sites in Wales.

:07:11. > :07:14.40,000 new trees will have to be felled with helicopters being used

:07:15. > :07:17.to track the spread of the fungus. Two million trees have already been

:07:18. > :07:20.felled and officials say they're alarmed at its spread. Wales has

:07:21. > :07:30.been affected more than any other country in Europe. This quite often

:07:31. > :07:35.is able to effect a number of species and then can have a big

:07:36. > :07:38.impact over time, and that is part of the story. Part of the reason why

:07:39. > :07:43.we are trying to reduce the spread as much as possible. Over the last

:07:44. > :07:48.four years, it has spread increasingly quickly. Increasing

:07:49. > :07:52.year on year. So far, it has showed a decrease this year but we are not

:07:53. > :07:56.check -- counting our chickens yet, it is very early in the season.

:08:43. > :08:46.There are two areas of low pressure in charge, this one and one to the

:08:47. > :08:51.East of Scotland. Wherever you are in the UK tomorrow, you will see

:08:52. > :08:54.some showers. The best of the dry weather is southern part of England

:08:55. > :08:59.and the south-east, that is where we are expecting the highest

:09:00. > :09:02.temperatures tomorrow. Back here in Wales, heavy showers will continue

:09:03. > :09:05.to come and go throughout the day but some brightness further south

:09:06. > :09:10.and across parts of North Wales as well either end of the day. Top

:09:11. > :09:13.temperatures 16 degrees in Cardiff. Strengthening winds, on higher

:09:14. > :09:19.ground, the usual places, and along the coast. Tomorrow night, things

:09:20. > :09:23.will fizzle out, the rain will clear and it will become dry for a time

:09:24. > :09:30.before more showers make their way into south-west Wales. Overnight

:09:31. > :09:32.lows, nine or ten. Friday will see spells of dry and bright weather as

:09:33. > :09:40.well, but showers will come and go throughout the day, especially

:09:41. > :09:43.across mid Wales and South Wales. Temperatures are bit disappointing
