:00:35. > :00:45.Wales problems and they deserve a South Wales solution.

:00:49. > :00:50.places for three-year-olds, win their latest battle at the

:00:51. > :00:59.Concerns Wales is being left behind when it comes to learning

:01:00. > :01:12.The possibilities across the curriculum of using technology

:01:13. > :01:16.effectively are immense and my only worry is that perhaps we are not

:01:17. > :01:18.moving forward at the rate of pace that other countries on our

:01:19. > :01:22.And it's been on an epic journey so far, covering 118,000 miles -

:01:23. > :01:32.it's been high and low visiting, 70 nations - tomorrow the Queen's

:01:33. > :01:39.It's taken three years but controversial plans to

:01:40. > :01:42.centralise some specialist hospital services at five sites in

:01:43. > :01:50.It comes after a patients' watchdog decided it would not ask the Health

:01:51. > :01:55.It HAD opposed plans that would see consultant led care for mothers

:01:56. > :01:58.and children - along with specialist A - moved from the Royal

:01:59. > :02:06.Our health correspondent Owain Clarke has more.

:02:07. > :02:12.How do you deliver better care for over 1 million people living in

:02:13. > :02:16.South Wales? That's the question up for debate for almost three years.

:02:17. > :02:20.It's here in a fairly anonymous building in the middle of a Merthyr

:02:21. > :02:24.business park that the final go-ahead was given to redraw the map

:02:25. > :02:31.of specialist hospital services. Members of the patients watchdog met

:02:32. > :02:35.to decide whether to ask the health minister to change plans to move

:02:36. > :02:40.care like consultant led accident and emergency and care for mothers,

:02:41. > :02:45.babies and children from the Royal Glamorgan Hospital in Llantrisant.

:02:46. > :02:49.In the end, by nine votes to three, they decided not to.

:02:50. > :02:54.It was a difficult decision and it wasn't a unanimous decision. A lot

:02:55. > :02:58.of tough and Frank arguments. I think what we recognised above all

:02:59. > :03:03.else is these are South Wales problems and they deserve a South

:03:04. > :03:08.Wales solution. It started in January 2012 when medical

:03:09. > :03:11.professionals started working together to draw up plans.

:03:12. > :03:18.Wind forward to May last year and six options were slimmed down to

:03:19. > :03:22.four. An eight-week public consultation was launched with an

:03:23. > :03:25.overwhelming response. In February this year, bosses decided to stick

:03:26. > :03:31.with their preferred model, meaning the Royal Glamorgan would miss out.

:03:32. > :03:34.The health board responsible for that hospital decided to veto

:03:35. > :03:40.elements of the plan but in March, it fell in line after being given

:03:41. > :03:43.assurances that as much babycare as possible would remain vocal and the

:03:44. > :03:47.hospital but become a centre of excellence for diagnostic services

:03:48. > :03:50.and care for the elderly. The only hope left for campaigners was that

:03:51. > :03:55.the local patients watchdog would decide to appeal to the health

:03:56. > :04:00.minister. Now that won't happen. If they remove the full accident and

:04:01. > :04:05.emergency service from the Royal Glamorgan, that will mean that many

:04:06. > :04:13.people will not choose to go, as the board want them to go, to Bridgend

:04:14. > :04:18.or Merthyr, they will go to Cardiff. The Welsh government says it is

:04:19. > :04:22.pleased the changes can be delivered and says it will lead to better care

:04:23. > :04:26.across South Wales. The map of specialist health care in South

:04:27. > :04:27.Wales can now be redrawn but not everybody is convinced patients will

:04:28. > :04:29.benefit. Where does this now leave health

:04:30. > :04:39.reorganisation across Wales? Plans for North Wales are now pretty

:04:40. > :04:45.complete after the first minister made a decision on locating care at

:04:46. > :04:49.Glan Clwyd hospital. In West Wales, changes are underway but some

:04:50. > :04:57.campaigners are pinning their hopes on a forthcoming judicial reviews,

:04:58. > :05:01.such as decisions to change urgent care in Llanelli. South Wales is the

:05:02. > :05:03.last part of the jigsaw but what is common to these plans is how

:05:04. > :05:09.difficult and controversial they have been to implement in the midst

:05:10. > :05:13.of public outcry. On the one hand you have those that argue the NHS

:05:14. > :05:20.can't stand still. It was designed in the 1950s and has to respond in

:05:21. > :05:26.the 21st-century. On the other hand you have campaigners and opposition

:05:27. > :05:31.parties that say some of these changes could have been avoided if

:05:32. > :05:33.the NHS had been properly resourced. What's clear is there is more of

:05:34. > :05:36.this to come. Thank you.

:05:37. > :05:39.Parents campaigning against cuts to nursery provision in Rhondda Cynon

:05:40. > :05:42.in Rhondda Cynon Taf have won the latest stage of their battle

:05:43. > :05:45.London. They'd sought a judicial review into the council's decision

:05:46. > :05:48.They'd sought a judicial review into the council's decision to

:05:49. > :05:51.plans would've meant children start full school days after they turn

:05:52. > :06:03.Eleena Powell has a full-time place at nursery at Trallwng

:06:04. > :06:07.But she would have lost it next April under plans by

:06:08. > :06:11.For her father, a county councillor, relief tonight that those plans have

:06:12. > :06:22.My wife, like a lot of other women in the area would not have been able

:06:23. > :06:27.to continue into work because they would not have had the opportunity

:06:28. > :06:31.to go part-time while the child is in school. A massive impact on

:06:32. > :06:35.families and single parent families in Rhondda Cynon Taf because it is

:06:36. > :06:39.removing a wage. That come from the High Court and

:06:40. > :06:42.campaigners say it is an important victory.

:06:43. > :06:44.It's understood the council acted unlawfully -

:06:45. > :06:47.it breached its statutory duties in the way it reached its decision,

:06:48. > :06:59.We are just normal parents that felt like the council had done something

:07:00. > :07:01.unlawful and we are trying to make sure they don't rush something

:07:02. > :07:07.through they shouldn't be doing. This is not just a victory for us,

:07:08. > :07:12.it is a victory for other things in Rhondda Cynon Taf and to say to

:07:13. > :07:13.people that you can change things and challenge the council because we

:07:14. > :07:15.have done it and succeeded. And she's not

:07:16. > :07:18.the only one unhappy with the council's plans - many took to the

:07:19. > :07:21.streets in protest last November. Cuts to nursery services would have

:07:22. > :07:24.saved the council ?4.5m - part of plans to save ?56 million

:07:25. > :07:30.over the next four years. The council says has no alternative

:07:31. > :07:33.other than to make significant It says officers will now consider

:07:34. > :07:40.the detail of this judgement. Today's news has been welcomed

:07:41. > :07:44.by parents but the council could appeal the

:07:45. > :07:47.judgement so their long fight over BBC Wales can reveal that senior

:07:48. > :07:56.advisors to the Welsh Government have concerns we're being left

:07:57. > :07:59.behind when it comes to In September, every state school

:08:09. > :08:21.Arwyn Jones. The Welsh government wants a digital

:08:22. > :08:26.economy, a knowledge economy based on developing the latest technology

:08:27. > :08:32.and it is seen as a big growth area which could create thousands of

:08:33. > :08:36.jobs. Here at Saint Peters Church of England primary School in Bristol,

:08:37. > :08:41.pupils are preparing for big changes. As of September, there will

:08:42. > :08:45.be a new curriculum with far greater emphasis on competing and

:08:46. > :08:50.programming, learning more about how computers work and to make computers

:08:51. > :08:53.do things. They are going to develop

:08:54. > :09:01.problem-solving skills and they will also develop logic skills.

:09:02. > :09:05.The technology has certainly moved on an awful lot over the last few

:09:06. > :09:11.years. The latest tablet computers aren't just toys, they are important

:09:12. > :09:17.educational tools. The danger is while the technology has moved on

:09:18. > :09:22.leaps and bounds, the curriculum in Wales hasn't. Some schools in Wales

:09:23. > :09:26.are making great use of technology. The school in Swansea teaches pupils

:09:27. > :09:30.about computer programming and coding. The headteacher here is a

:09:31. > :09:34.former adviser to the Welsh government and has left his job to

:09:35. > :09:37.set up a company advising schools on digital learning.

:09:38. > :09:40.The possibilities across the curriculum of using technology

:09:41. > :09:45.effectively, developing combination of thinking, with coding, are

:09:46. > :09:50.immense. I only worry is that perhaps we are not moving forward at

:09:51. > :09:58.the rate other countries on our doorstep.

:09:59. > :10:03.In some ways, Wales is at the four forefront. The fear is that unless

:10:04. > :10:07.we can keep up with the rest, it could cost jobs here.

:10:08. > :10:11.There could be people coming from outside Wales into Wales who have

:10:12. > :10:16.got the competencies and skills to be able to fill jobs in Wales, which

:10:17. > :10:23.in reality should actually be filled by people in Wales.

:10:24. > :10:29.Last year, the Welsh government commissioned a review to look at how

:10:30. > :10:31.we teach IT in schools. It has made a number of recommendations but its

:10:32. > :10:35.author feels frustrated that instead of being implement it, they will

:10:36. > :10:41.feed into another broader review of the curriculum which went report

:10:42. > :10:46.back until the end of the year. This is a global issue, it is not just

:10:47. > :10:51.about saying we are supporting priority sectors for the economy,

:10:52. > :10:56.building skills and also it is broader societal skills, digital

:10:57. > :10:58.skills to be functioning citizens in the UK.

:10:59. > :11:03.The education minister did kind and offer to be interviewed but a

:11:04. > :11:08.spokesperson said it recognises the importance of digital literacy in

:11:09. > :11:11.Wales, that it isn't being marginalised but mainstreamed. Back

:11:12. > :11:16.in Swansea and the latest task is to set music to a video of a rocket

:11:17. > :11:18.launch. Digital education is an area that could take off with many

:11:19. > :11:22.opportunities for pupils and creating jobs but with the

:11:23. > :11:24.opportunities come the dangers of being left behind.

:11:25. > :11:26.140 jobs have been saved at factory in Flintshire

:11:27. > :11:30.Last month, Creative Foods announced its site in

:11:31. > :11:34.But an agreement has been reached to sell

:11:35. > :11:39.David Wood Baking is due to take over in June.

:11:40. > :11:42.An MP says she's asking the Attorney General to review

:11:43. > :11:45.the sentence handed down to a man from Wrexham who admitted

:11:46. > :11:50.downloading hundreds of thousands of indecent images of children.

:11:51. > :11:52.At Mold Crown Court Dennis Igo was given

:11:53. > :11:57.The judge said he was a low risk and that there were quite exceptional

:11:58. > :12:06.Igo was told he'd have to attend an internet sex offenders programme.

:12:07. > :12:12.They would have been absolutely no problem for the judge to have

:12:13. > :12:14.awarded a custodial sentence in this case and he should have done. I

:12:15. > :12:19.think the judge has got it totally wrong and that is why I -- why I

:12:20. > :12:25.will be writing to the edge any general. I think it is a case of

:12:26. > :12:27.justice for the families of those young people who were used.

:12:52. > :12:53.Welsh Government's decision to appoint a former Director of Nursing

:12:54. > :12:56.at a troubled health board, to a role advising

:12:57. > :13:01.Victoria Franklin worked at the Abertawe Bro Morgannwg University

:13:02. > :13:06.Last week, an independent report on care given to elderly patients

:13:07. > :13:10.at two hospitals run by the ABMU Board found a series of failings.

:13:11. > :13:14.Our political reporter, Paul Martin, has more.

:13:15. > :13:21.This report ordered by health Minister last year after relatives

:13:22. > :13:36.In said in many cases care fell way below what was acceptable, there was

:13:37. > :13:45.poor professional behaviour and a lack of suitably qualified staff.

:13:46. > :13:47.And before the review was ordered last

:13:48. > :13:51.year three nurses from the Princess of Wales Hospital were arrested and

:13:52. > :13:57.bailed on suspicion of neglect after claims notes had been falsified.

:13:58. > :13:59.Other nurses have been suspended from duty

:14:00. > :14:02.And what do we know about Victoria Franklin?

:14:03. > :14:08.To be clear here, while Victoria Franklin was responsible

:14:09. > :14:11.for nursing care across the health board, she was NOT responsible

:14:12. > :14:15.And last week's report did not refer to her individually,

:14:16. > :14:20.it only made general criticism of the health board.

:14:21. > :14:23.Victoria Franklin left her role as ABMU Director of Nursing last summer

:14:24. > :14:27.and began her new role, working on the Welsh Government's review of

:14:28. > :14:35.The health minister has described her as a highly experienced

:14:36. > :14:40.health professional whose expertise is being utilised.

:14:41. > :14:43.And what reaction has there been to the appointment?

:14:44. > :14:48.The Welsh Liberal Democrats, and the Conservatives have told us the

:14:49. > :14:57.appointment raises serious questions about the Welsh Government.

:14:58. > :15:02.Either they didn't know what was going on in Neath Port Talbot

:15:03. > :15:06.Hospital and Bridgend hospital but all they did there what was going

:15:07. > :15:10.on, they had concerned about the quality of nursing care and yet

:15:11. > :15:13.despite that, they took the person responsible for that at board level

:15:14. > :15:15.and gave them a more senior job within Welsh government. Both of

:15:16. > :15:19.those scenarios are concerning. In response

:15:20. > :15:21.the Government has told us it doesn't comment on staffing matters

:15:22. > :15:24.and that its focus is on ensuring the standards it demands of the

:15:25. > :15:29.health service are being delivered. One in five patients in Welsh

:15:30. > :15:32.hospitals are diabetic and their That's according to the family

:15:33. > :15:37.of man who died as a result David Joseph's family have told

:15:38. > :15:42.BBC Wales that pledges made by Healthcare Inspectorate Wales

:15:43. > :15:48.haven't been kept. The inspectorate says it's making

:16:31. > :16:35.three months later, never having fully recovered.

:16:36. > :16:41.According to a new audit of diabetic care in hospitals, this case isn't

:16:42. > :16:48.an exception. Over a third of diabetic hospitals in Welsh

:16:49. > :16:54.hospitals experienced and error in medications.

:16:55. > :17:00.Glucose can have a good impact so if we know there is a problem and we

:17:01. > :17:05.have a good potential problem Solver for that, why aren't we implementing

:17:06. > :17:09.that across? In 2012, a BBC Wales programme told

:17:10. > :17:16.the story of the joseph family and the body who keeps an eye on the

:17:17. > :17:20.situation, health care Inspectorate Wales, said it would look at the

:17:36. > :17:39.care Inspectorate Wales says it is making changes to its inspection

:17:40. > :17:47.regime for diabetic care and it will share these with David joseph's

:17:48. > :17:50.family. Swansea city have reached an agreement with their former manager

:17:51. > :17:58.Michael Laudrup after sacking them with, -- sacking him. They say they

:17:59. > :18:00.won't make it public that they thank him for the work he has done.

:18:01. > :18:03.Now the Commonwealth Games Baton arrives in Wales tomorrow and will

:18:04. > :18:08.I'll hand you over to Claire Summers who's in Abertillery for us,

:18:14. > :18:20.the destinations the Queens Baton Relay will visit over the next week.

:18:21. > :18:22.177 baton bearers, from sport stars to celebrities and inspirational

:18:23. > :18:27.members of the community, will carry it through Wales.

:18:28. > :18:31.The oldest baton bearer is 82. He'll be here tomorrow.

:18:32. > :18:35.The youngest is nine. And they will carry the baton that

:18:36. > :18:38.contains a sealed, secret message inside written by the Queen.

:18:39. > :18:41.So let's have a look at its journey in Wales.

:18:42. > :18:47.It arrives at Cardiff airport in the morning and

:18:48. > :18:51.as you can see it's pretty nonstop after that - here are just some

:18:52. > :18:54.of the places on its route. More detail in just a minute.

:18:55. > :18:59.So tomorrow afternoon it'll be carried to this

:19:00. > :19:01.mining memorial site. An important landmark for the people

:19:02. > :19:12.that live in this community. In October last year, an epic

:19:13. > :19:17.journey began. The Queen's Baton Relay set off on a truly global

:19:18. > :19:20.voyage, travelling across 70 nations. Tomorrow it's Welsh

:19:21. > :19:25.adventure will begin in Cardiff, travelling through Ebbw Vale,

:19:26. > :19:32.Tredegar and finishing day one in Merthyr Tydfil. There will be many

:19:33. > :19:36.celebrations along the way but it's arrival will also be a time of

:19:37. > :19:44.reflection for one community. It is almost 54 years since the community

:19:45. > :19:49.of Six Bells changed forever. Joe worked at the colliery and was in

:19:50. > :19:54.bed after a night shift when he got news that there had been an

:19:55. > :19:58.explosion. 45 men lost their lives. I think it happened about ten

:19:59. > :20:03.o'clock in the morning. The thing I remember is the silence.

:20:04. > :20:07.Joe can see the miners Memorial from his back garden, a daily Memorial of

:20:08. > :20:10.what happened. He will carry the common wealth but an in memory of

:20:11. > :20:19.the men who lost their lives. Most of the men I knew personally.

:20:20. > :20:24.It is really a job to explain it but it will be emotional, very

:20:25. > :20:27.emotional, bringing back memories of those days. I'm nervous about doing

:20:28. > :20:32.it but I'm very pleased and doing it.

:20:33. > :20:35.On Sunday, the battle starts of in Llantrisant, popping into the Royal

:20:36. > :20:41.Mint and rounding off the day in Llandrindod Wells. A participation

:20:42. > :20:45.medal for athletes has already been made and on Sunday, a commemorative

:20:46. > :20:49.50p coin will come off the production line. Taking a break from

:20:50. > :20:57.his training and pushing the button will be this Welsh hurdler.

:20:58. > :21:01.I am 30 and if I had won the Commonwealth Games years ago, I

:21:02. > :21:05.wouldn't be competing at this age. It's unfinished business so it is

:21:06. > :21:09.the highest honour to compete for your country.

:21:10. > :21:13.It will bring back memories for Norman Richards. It was a lively

:21:14. > :21:19.pace. An up and coming athlete in 1958,

:21:20. > :21:24.Norman carried the latter one for the Empire games when they came to

:21:25. > :21:28.Wales. Then you had to be fit, running three miles before passing

:21:29. > :21:33.it on. On Sunday, Norman will carry it again with his grandchildren

:21:34. > :21:37.watching. He has very fond memories of the first time round. I heard

:21:38. > :21:39.somebody say, don't you dare drop it!

:21:40. > :21:45.People laughed. It was a bit of fun but I recognised it was my mother.

:21:46. > :21:51.It was a bit embarrassing as an 18-year-old being told that by your

:21:52. > :21:57.mother. It was a really wonderful experience. I'm just... I feel very

:21:58. > :22:03.privileged to be involved again. It seems almost a full circle to carry

:22:04. > :22:10.the bat on and then have gone on to represent Wales and now to carry it

:22:11. > :22:18.again. Quite unique. On Monday, they relay starts in the

:22:19. > :22:24.North, visiting the Eisteddfod. On Tuesday it will end the evening in

:22:25. > :22:26.Carmarthen. It will be blessed at Saint Davids Cathedral on Wednesday

:22:27. > :22:32.before heading along the West Wales coast. Can-year-old Lauren Balch

:22:33. > :22:37.will be having her moment in the spotlight when it arrives in her

:22:38. > :22:41.town. She runs an after-school sports club and was nominated

:22:42. > :22:47.because of her tireless energy in encouraging girls into sport.

:22:48. > :22:50.I thought maybe if they saw me doing the bat on relay they might think,

:22:51. > :22:57.it's not just the boys who do it. The girls can do it as well.

:22:58. > :23:02.On Thursday the torch will head up to the dizzy heights of Snowdon,

:23:03. > :23:06.ending the day in Carmarthen. It's ending journey will begin on Friday

:23:07. > :23:12.before the handing over ceremony. It has been a seven-month journey and

:23:13. > :23:19.will spend the next seven days in Wales. It is almost time for the

:23:20. > :23:23.games to begin. Let's talk to two at Llanberis, ready for their moment in
