:00:21. > :00:24.services at five sites in South Wales will go ahead. It comes after

:00:25. > :00:28.a patients' watchdog decided it would not ask the Health Minister to

:00:29. > :00:37.review the proposals. Our health correspondent Owain Clarke has more.

:00:38. > :00:40.How do you deliver better care for over a million people living in

:00:41. > :00:45.south Wales is a question that has been up for debate for almost three

:00:46. > :00:48.years. It is here at a fairly anonymous building in the middle of

:00:49. > :00:55.a business park that the final go-ahead was given to redraw the map

:00:56. > :00:59.of specialist hospital services. Members of the Cwm Taf watchdog met

:01:00. > :01:05.to decide whether to ask the health minister to change plans to move

:01:06. > :01:10.care my consultant led ANC -- A from the Royal Glamorgan Hospital.

:01:11. > :01:16.In the event, by nine votes to three they decided not to. It was a very

:01:17. > :01:21.difficult decision. The decision of the council was not unanimous. A lot

:01:44. > :01:48.options were slimmed down to four. In eight-week public officials

:01:49. > :01:51.launched with an overwhelming response. By February this year,

:01:52. > :01:56.bosses decided to stick with their preferred model meaning the Royal

:01:57. > :01:59.Glamorgan Hospital would lose out. But amidst much local opposition the

:02:00. > :02:03.health board responsible for that hospital decided to veto elements of

:02:04. > :02:07.the plan. But in March, the health board fell in line after being given

:02:08. > :02:13.assurances that is much babycare would remain local. It would be a

:02:14. > :02:17.centre of excellence for bike gnostic services. The only have hope

:02:18. > :02:22.left for campaigners want the local patients that what that local

:02:23. > :02:29.patient watchdog would appeal to the health minister. Now, that will not

:02:30. > :02:31.happen. If they remove the full A service from Royal Glamorgan

:02:32. > :02:35.Hospital that'll mean many people will not choose to go as the board

:02:36. > :02:39.want them to go either to Bridgend or Merthyr, they will go down to

:02:40. > :02:43.Cardiff. I don't think Cardiff will be able to cope. The Welsh

:02:44. > :02:48.Government says it is pleased the changes will be delivered. It argues

:02:49. > :02:52.it will need -- lead to better care across South Wales. The map of some

:02:53. > :02:56.specialist health care in South Wales can now be redrawn. But not

:02:57. > :02:58.everybody is convinced patients will benefit.

:02:59. > :03:01.Parents campaigning against cuts to nursery provision in Rhondda Cynon

:03:02. > :03:04.Taf have won the latest stage of their battle at the High Court in

:03:05. > :03:07.London. They'd sought a judicial review into the council's decision

:03:08. > :03:13.to withdraw full-time nursery places for three year olds. You're going to

:03:14. > :03:16.cut the corners off are you? Elena Powell has a full-time place in

:03:17. > :03:21.nursery at Trallwng Infants School in Pontypridd. But she would have

:03:22. > :03:26.lost it last September under plans by Rhondda Cynon Taf. For her

:03:27. > :03:31.father, a councillor, relief that those plans have been stopped in the

:03:32. > :03:35.High Court. My wife, like a lot of other women

:03:36. > :03:39.in Rhondda Cynon Taf would not have been able to continue back into work

:03:40. > :03:42.because they wouldn't have had the opportunity to go part-time for the

:03:43. > :03:45.small amount of time which the child is in school. Massive impact on

:03:46. > :03:49.families and single parents in Rhondda Cynon Taf because it's going

:03:50. > :03:53.to be removing a wage coming into the house. Back home from the High

:03:54. > :03:56.Court and campaigners say it's an important victory. It's understood

:03:57. > :03:59.the council acted unlawfully, it breached its statutory duties in the

:04:00. > :04:07.way it reached its decision failing to consider key issues. We're just

:04:08. > :04:10.normal parents really that felt that the council had done something

:04:11. > :04:16.unlawful and were trying to rush through something that they

:04:17. > :04:20.shouldn't be doing. Really, this isn't just a victory for us but a

:04:21. > :04:24.victory in other things in RCT as well and to say to other people,

:04:25. > :04:31.yes, you can change things, you can challenge the council because we've

:04:32. > :04:35.done it and we've succeeded. And she's not the only one unhappy

:04:36. > :04:39.with the council's plans. Many took to the streets in protest last

:04:40. > :04:45.November. Cuts to nursery services would have saved the council here

:04:46. > :04:51.?4.5 million. They're part of plans to save ?56 million over the next

:04:52. > :04:54.four years. The council says it has no alternative other than make

:04:55. > :04:59.significant reductions to services. It says officers will now consider

:05:00. > :05:02.the detail of this judgement. Today's news has been welcomed by

:05:03. > :05:06.parents but the council could appeal the judgement so their long fight

:05:07. > :05:11.over nursery places may not be over yet.

:05:12. > :05:14.140 jobs have been saved at a factory in Flintshire which makes

:05:15. > :05:19.ready meals. Last month, Creative Foods announced its site in Flint

:05:20. > :05:22.might not be viable any more. But an agreement has been reached to sell

:05:23. > :05:25.the business to another company. David Wood Baking is due to take

:05:26. > :05:28.over in June. Elsewhere, 40 staff have been made

:05:29. > :05:31.redundant at a residential home for the elderly in Ceredigion that was

:05:32. > :05:37.closed in February over concerns about care standards. Awel Deg in

:05:38. > :05:41.Llandysul is due to reopen next year as a dementia care centre. The

:05:42. > :05:45.council has denied union claims that it had a "hidden agenda" to close

:05:46. > :05:47.the home and sell it off to the private sector. It says it's doing

:05:48. > :05:52."everything possible" to find alternative employment for staff.

:05:53. > :05:56.One in five patients in Welsh hospitals are diabetic and their

:05:57. > :06:00.care must be improved urgently. That's according to the family of a

:06:01. > :06:04.man who died as a result of failures in 2008. David Joseph's family have

:06:05. > :06:07.told BBC Wales that pledges made by Health Care Inspectorate Wales

:06:08. > :06:15.haven't been kept. The inspectorate says it's making changes to its

:06:16. > :06:19.inspection regime. It is an illness that affects

:06:20. > :06:24.hundreds and 70,000 people in Wales. Without proper care, diabetes

:06:25. > :06:29.can lead to serious side effects. Such as seizures, and consciousness

:06:30. > :06:34.and strokes. Amelia Bertram knows that all too well. She lost her

:06:35. > :06:38.father five years ago after staff at wrong place hospital in Aberystwyth

:06:39. > :06:47.failed to treat his diabetes prop -- properly . He suffered a

:06:48. > :06:52.catastrophic attack. He had a heart attack. This happened in an acute

:06:53. > :06:57.medical starting and he died three months later. That according to a

:06:58. > :07:01.new audit of diabetic care in hospitals this case isn't an

:07:02. > :07:05.exception. Over a five-day period last September more than a third of

:07:06. > :07:10.diabetic patients in Welsh hospitals experienced an error with their

:07:11. > :07:15.medication. There are solutions that hospitals can adopt such as glucose

:07:16. > :07:21.which can have a good impact. If we know that is a problem and we have a

:07:22. > :07:29.good potential solution for that why aren't we seeing that implemented?

:07:30. > :07:32.In 2012, BBC Wales's week in week out programme told the Joseph family

:07:33. > :07:39.story and the body that keeps an eye on wheels's hospital made promises

:07:40. > :07:42.things would change her stop but two years on it is said not enough is

:07:43. > :07:48.being done. When you go into hospital unit of -- you should feel

:07:49. > :07:52.you are safe or if you are the relative you should feel your

:07:53. > :07:56.relatives say. That is not the case. In Wales, it is appalling. Health

:07:57. > :08:02.Care Inspectorate Wales told that it is currently making changes to its

:08:03. > :08:09.inspection regime for diabetic care. It will be sharing these with baby

:08:12. > :08:14.Regional Rugby Wales has confirmed its received a further proposal from

:08:15. > :08:17.the Welsh Rugby Union over funding and the release of players for

:08:18. > :08:20.international duty. They say the latest service agreement will be

:08:23. > :08:25.38 days' time. Swansea City have reached a

:08:26. > :08:29.settlement with their former manager Michael Laudrup after sacking him in

:11:41. > :11:44.forecast but not as intense as Saturday. The best day of the

:11:45. > :11:51.weekend by far is Monday when we will look forward to something drier
