:00:22. > :00:26.That was the message today from the First Minister Carwyn Jones

:00:27. > :00:30.as he published his annual progress report which looks at how well areas

:00:31. > :00:32.such as health, education and the economy are performing.

:00:33. > :00:35.He insisted progress is being made on the economy and public services.

:00:36. > :00:45.But opposition parties claim that targets are constantly being missed.

:00:46. > :00:50.This is the third report of its kind published by the Welsh government

:00:51. > :00:53.but it comes at a time when its record is under more scrutiny than

:00:54. > :00:57.ever before, with high-profile properties in health and education.

:00:58. > :01:02.While launching the Welsh government's annual progress report

:01:03. > :01:07.containing 335 indicators, Carwyn Jones said Wales was moving forward,

:01:08. > :01:10.despite tough times. The people of Wales do not deserve

:01:11. > :01:14.to be told their country is bottom of the pile time after time. To

:01:15. > :01:17.those who wish to talk our country down I say the indicators we are

:01:18. > :01:20.publishing today are clear evidence that the Welsh are commonly and

:01:21. > :01:26.Welsh public services are moving forward despite tough times.

:01:27. > :01:31.Health is the most sensitive area, the recent damning review into

:01:32. > :01:35.standards of care in hospitals was the latest in a series of problems

:01:36. > :01:40.affecting the NHS. Two-day's report said hundreds of billions of pounds

:01:41. > :01:43.extra was being spent over the lifetime of this assembly, and that

:01:44. > :01:48.the Welsh government was bearing down on waiting lists.

:01:49. > :01:51.It is not a rosy picture at all, First Minister. It shows your

:01:52. > :01:56.government is not delivering on health outcomes here in Wales

:01:57. > :01:59.ambulance response times, cancer targets, are being constantly

:02:00. > :02:05.missed. Above all my colleagues to the left and many colleagues are

:02:06. > :02:08.dealing with closures of hospitals and services downgrades across the

:02:09. > :02:11.whole of Wales will stop the Welsh government focused more than

:02:12. > :02:13.anything on its record on the economy.

:02:14. > :02:18.And in particular the scheme to deal with youth unemployment on the jobs

:02:19. > :02:21.growth Wales. The Welsh government says the scheme is created more than

:02:22. > :02:27.13,000 temporary jobs for six team to 24-year-olds since it was

:02:28. > :02:31.launched in 2012. -- 16. Just under 10,000 have been filled the minister

:02:32. > :02:36.say that is because the recruitment process is ongoing. Of those who

:02:37. > :02:40.started the six-month scheme, more than 20% left early. Opposition

:02:41. > :02:44.parties claim the scheme fails to target some of those young people

:02:45. > :02:50.most at need, and that proper rates are too high.

:02:51. > :02:52.Half of those who begin the six-month jobs growth Wales

:02:53. > :02:57.programme complete and find employment. How will we ensure more

:02:58. > :03:02.people can find employment at the end of that six-month programme? And

:03:03. > :03:07.outside the programme how will that situation be improved?

:03:08. > :03:13.Away from the economy on education since this time last year Wales has

:03:14. > :03:16.slipped further behind in the education league rankings. The

:03:17. > :03:19.report says ministers are relentlessly focused on driving up

:03:20. > :03:24.standards, and that pupils from deprived backgrounds are performing

:03:25. > :03:30.more strongly. It failed to impress the Liberal Democrats.

:03:31. > :03:33.The latest annual report published in January says standards of

:03:34. > :03:38.education in Wales has not improved in the main and I wonder how the

:03:39. > :03:43.First Minister reconciles his narrative in his document, with the

:03:44. > :03:47.Chief Inspector of schools that only a number of months ago was able to

:03:48. > :03:51.make that statement? All in all the huge amount of data

:03:52. > :03:54.on the delivery of public services in Wales, but what everybody wants

:03:55. > :03:55.to know is whether it will lead to an improvement in the same

:03:56. > :04:04.services. Two people from the Swansea area are

:04:05. > :04:07.critically ill in hospital Public Health Wales say they are

:04:08. > :04:11.treating three adults in all and are carrying out lab tests to see

:04:12. > :04:14.whether the drug was contaminated. Plans to build

:04:15. > :04:16.a wind turbine opposite Dylan Thomas's boathouse in Laugharne have

:04:17. > :04:19.been approved, against the advice Campaigners had protested claiming

:04:20. > :04:23.the turbine would spoil the view. Carmarthenshire County Councillors

:04:24. > :04:42.say the move is consistent with Malcolm Fifield managed to escape it

:04:43. > :04:50.said he still suffers from the after-effect of the tragedy.

:04:51. > :04:55.The flood at the colliery left the scene of devastation in its wake, it

:04:56. > :05:00.has also led to the death of four colliers. Gary Jenkins, Philip

:05:01. > :05:05.Hill, David Powell and Charles Breslin all drowned after 650,000

:05:06. > :05:09.gallons of water filled the area where they were working. A number of

:05:10. > :05:13.the men's relatives sat in the public gallery of Court one is the

:05:14. > :05:20.man in charge that day continued to give evidence.

:05:21. > :05:24.His wife and brother were also in court as they have been throughout

:05:25. > :05:27.this trial. They sat and listened intently as the father of two told

:05:28. > :05:30.the jury he has to take medication and attend weekly hospital

:05:31. > :05:35.appointments because he suffers from severe post-traumatic stress

:05:36. > :05:43.disorder, as a result of being underground when the zest to happen.

:05:44. > :05:47.-- disaster. Certain words can act as triggers reminding him of the

:05:48. > :05:52.experience, sometimes to the extent that he feels he is back in that

:05:53. > :05:56.environment. The prosecution claimed he failed to take adequate steps to

:05:57. > :06:02.check for the presence of water, as he and his colleagues mind towards

:06:03. > :06:08.old workings here. But he says he won't down this walkway to inspect

:09:04. > :09:06.west later in the afternoon and hopefully it will brighten up in

:09:07. > :09:11.parts of the South and West. Temperatures below average. Tomorrow

:09:12. > :09:21.evening and overnight, a few showers, it will rain in the North.
