:00:25. > :00:29.have been accused of jeopardising the well being of their clients. In

:00:30. > :00:32.recent weeks, services have been handed over to new companies, but

:00:33. > :00:37.the outgoing staff have been blamed for disrupting the handover by

:00:38. > :00:40.removing care plans and changing key codes on homes to block access. They

:00:41. > :00:46.say that they have done nothing wrong.

:00:47. > :00:51.He does not consider himself to be vulnerable but Tony Ferris from

:00:52. > :00:55.Welshpool is one of more than a thousand people in Paris to meet a

:00:56. > :00:59.carer at home. The former paratrooper lost his legs as a

:01:00. > :01:03.result of diabetes. He says the council's decision to replace carers

:01:04. > :01:07.with new companies has been chaotic. When we are in this position, you

:01:08. > :01:13.need to the guarantee of the service. And it does not feel like

:01:14. > :01:18.it is there at the moment. The more annoying thing is that no one seems

:01:19. > :01:23.to really care. But the council has accused the minority of outgoing

:01:24. > :01:29.carers of standing in the way of carers. We have had hoists discharge

:01:30. > :01:35.overnight so that when you carers come in, they cannot be used. We

:01:36. > :01:41.have had paperwork not been transferred. Gladys runs TLC, which

:01:42. > :01:45.until last month, provided home care for around 150 in the county. The

:01:46. > :01:48.agency missed out on the contract from the council but denies

:01:49. > :01:53.allegations that staff were deliberately jeopardising the

:01:54. > :01:59.handover. They were my family when I was looking after them. My clients,

:02:00. > :02:04.look at them as if they were my family. There is no way that I would

:02:05. > :02:08.do anything to jeopardise that. And they do not think other agencies

:02:09. > :02:13.would either. Mid Wales home care decided not to renew its contract

:02:14. > :02:16.and so has been forced to close down its office. Staff say the decision

:02:17. > :02:21.to streamline the service could cause problems. I do not think a

:02:22. > :02:25.tender recess is the best way to procure care. I think you're better

:02:26. > :02:29.off keeping reliable people in the game. And possibly negotiating lower

:02:30. > :02:34.rates or trying to make an economy or efficiency saving. Care workers

:02:35. > :02:40.cannot imagine the transfer to new employers with the same terms and

:02:41. > :02:43.conditions. This is under a scheme that has been successful in parts of

:02:44. > :02:50.Paris at the council has struggled to recruit staff elsewhere. We had a

:02:51. > :02:55.90% continuity in terms of carers. I cannot say that those statistics

:02:56. > :03:00.apply to this second tranche. The statistics are still being compiled

:03:01. > :03:03.and it is concerning but we are doing all we can to ensure that

:03:04. > :03:08.those who are vulnerable and in need are being cared for. The companies

:03:09. > :03:11.which have taken over from care say that they have used agency and

:03:12. > :03:16.relief workers to meet the shortfall as well as local staff with more

:03:17. > :03:19.already recruited. The council contacted the police about the

:03:20. > :03:24.allegations, but the force says it will take no action. The outgoing

:03:25. > :03:28.firms have thanked their former customers and staff for their hard

:03:29. > :03:32.work and dedication. An expert witness has told a jury in

:03:33. > :03:36.the collation manslaughter trial that it is probable that was not any

:03:37. > :03:40.water behind the coalface on the morning before and inrush killed

:03:41. > :03:44.four men at the mine. The evidence supports the manager's claim that

:03:45. > :03:49.the was no water in the area when he inspected it. The mine operators

:03:50. > :03:53.deny manslaughter charges. A hearing has been told that three

:03:54. > :03:57.soldiers died from overheating during a training exercise on the

:03:58. > :04:01.Brecon Beacons. Craig Roberts, Edward Maher and James Dunsby died

:04:02. > :04:05.after SAS selection training last July. A decision on whether to

:04:06. > :04:08.prosecute two members of the Armed Forces for manslaughter is expected

:04:09. > :04:11.to be made before the end of the month.

:04:12. > :04:18.A couple killed in a car crash on Saturday have been named as Raquel

:04:19. > :04:21.Davies, 23, and Lee Jenkins, 25. They leave behind a nine-week-old

:04:22. > :04:26.son. They were both passengers in a BMW which left the road. A

:04:27. > :04:31.20-year-old man is in custody after being arrested on suspicion of

:04:32. > :04:35.causing death by dangerous driving. Less than half of people in Wales

:04:36. > :04:41.realise the NHS is run by the Welsh government. According to a poll

:04:42. > :04:44.commissioned by BBC Wales. 48% new Welsh ministers were in charge but

:04:45. > :04:49.43% thought it was the UK government's job. The poll was

:04:50. > :04:55.carried out by I see and research to mark 15 years since the Queen opened

:04:56. > :05:03.the assembly. -- ICH Research.

:05:04. > :05:07.1999 and Wales sets off on its path towards devolution when the Queen

:05:08. > :05:10.opened the assembly. Subsequent opinion polls and a second

:05:11. > :05:15.devolution referendum three years ago suggested that we have got used

:05:16. > :05:19.to the institution. But the poll today raises questions about our

:05:20. > :05:23.attitudes towards devolution. 34% felt that it had improved the way

:05:24. > :05:28.that Wales is governed and 46% said that it had not made much

:05:29. > :05:34.difference. 48% new that Welsh ministers were responsible for the

:05:35. > :05:38.NHS but 43% wrongly thought that the UK government was in charge. 31%

:05:39. > :05:45.thought that South East Wales had seen the greatest benefits. 4% said

:05:46. > :05:48.North Wales and 1% mid Wales. Many people in Cardiff Bay would be

:05:49. > :05:54.disappointed that you do not see better figures for understanding of

:05:55. > :05:58.devolution. And part of that maybe the nature of the devolution

:05:59. > :06:04.settlement. It is not particularly easy for many people to understand

:06:05. > :06:08.it. Do people in Swansea feel that devolution has been good for them?

:06:09. > :06:15.The capital gets the lions share. The same with London. There's not

:06:16. > :06:22.much we can about it. There was a lot of shops closing down. It is not

:06:23. > :06:25.good. A little time like this, I do not think we get as much as the

:06:26. > :06:28.bigger cities. There is room for improvement. Bitter rows between the

:06:29. > :06:35.Welsh and UK government over the health service have generated

:06:36. > :06:37.headlines here but this poll deals widespread misunderstanding about

:06:38. > :06:46.which of the governments runs the NHS and other services.

:06:47. > :06:50.And tomorrow night, the next in our series marking 15 years of

:06:51. > :06:55.devolution. Tomorrow, I'll be looking at the

:06:56. > :06:59.economy of the north-east of thing in. Quite similar to Wales in many

:07:00. > :07:05.ways but without its own government. I be asking, what has 15 years of

:07:06. > :07:12.devolution meant for the Welsh economy? -- I will be asking.

:07:13. > :07:15.630 PM, more from Sarah. Rugby, and Wales are about to kick

:07:16. > :07:21.off their summer tour of South Africa. They have a warm up match

:07:22. > :07:24.tomorrow night. The first test is looming on Saturday and Warren

:07:25. > :07:28.Gatland insists that the game is a chance for players to press for a

:07:29. > :07:34.test place. Dan Lydiate will captain the side.

:07:35. > :07:45.Cardiff City have announced that their Chief Executive has stepped

:07:46. > :07:54.down from his role after 18 months. Derek, it is looking quite mixed.

:07:55. > :07:58.Yes. The air is unstable which means heavy showers. I can promised some

:07:59. > :08:01.sunshine as well tomorrow. It may be dried when you live at the moment

:08:02. > :08:05.but showers will spread across the country overnight. Some of those

:08:06. > :08:14.will be on the heavy side. You may hear thunder. A muggy night with

:08:15. > :08:18.lowest temperatures of 13 Celsius. Tomorrow morning, showers first

:08:19. > :08:21.thing clearing away. It will brighten up in the sun will come

:08:22. > :08:24.out. But there are more showers on the way. Across the rest of the UK,

:08:25. > :08:31.a mixture of sunny spells and showers. Quite a few showers for

:08:32. > :08:34.Scotland and Northern Ireland. A few showers breaking out across northern

:08:35. > :08:37.England and the Midlands and if you cotton those, it could be heavy with

:08:38. > :08:40.the risk of hail and thunder. The best of the weather in the

:08:41. > :08:46.south-east for East Anglia at Southern counties of England and

:08:47. > :08:51.London. Dry with lovely sunshine. Fresher than today. 26 in Essex. But

:08:52. > :08:57.the high tomorrow will be around 22 in London. Nearer 17 in Glasgow.

:08:58. > :09:01.Quite breezy in the south-west. Feeling fresher. In Wales tomorrow

:09:02. > :09:07.afternoon, you will be dodging showers. If you are lucky, you will

:09:08. > :09:10.miss them and stay dry. There will be some sunshine between the

:09:11. > :09:14.showers. Feeling fresher than today with more of a breeze from the south

:09:15. > :09:19.and south-west. A high of 19. Scattered showers tomorrow evening

:09:20. > :09:22.will slowly fade. If you like showers around overnight but most

:09:23. > :09:28.places becoming dry. Wednesday will be more settled. Generally dry with

:09:29. > :09:37.the odd light shower. Breaks in the cloud, lighter winds. On Thursday,

:09:38. > :09:40.we have high pressure. It is looking very promising for Thursday and

:09:41. > :09:45.Friday. Dry with sunny spells, light winds and warming up as well. It is

:09:46. > :09:54.looking largely dry for the weekend. That is all from me. Good night.

:09:55. > :09:56.And that is Wales Today. We will be back with updates from 6:25am. For

:09:57. > :09:59.now, good night.
