:00:30. > :00:32.she was taken back home by officers, and attacked minutes later.

:00:33. > :00:41.Charmaine Lewis was left for dead by her partner.

:00:42. > :00:45.She called the police a number of times, but their response to her

:00:46. > :00:49.plight, she says, left her at the mercy of a man who was already

:00:50. > :00:56.She met Christopher veal after he'd been released from prison.

:00:57. > :01:01.They had a baby boy together, but she says she did not know he was

:01:02. > :01:10.She was living in these Cardiff flats when she first reported him,

:01:11. > :01:13.he threatened her again and again she sought help from the police.

:01:14. > :01:17.I waited for three hours for the police to come to me because

:01:18. > :01:24.Eventually they did come and it was a great big police van and they put

:01:25. > :01:38.My partner kept on phoning me when I was at the police station.

:01:39. > :01:42.The officer said what's his name and his phone number and he phoned

:01:43. > :01:45.my partner, Chris Veal, and said, "Can you stop phoning Charmaine?

:01:53. > :01:59.Chris was coming up the lift and at the time I was kneeling down

:02:00. > :02:06.and changing my little boy's bum and my front door came crashing in.

:02:07. > :02:15.What followed was an horrendous attack with a claw hammer.

:02:36. > :02:38.three complaints about the way the police responded to her case.

:02:39. > :02:42.The MP who helped her bring her complaints says things must change.

:02:43. > :02:48.This is a pivotal report in terms of the recommendations and the emphasis

:02:49. > :02:55.on training. I think we have to see it as such. We also have to see that

:02:56. > :02:59.we have a very inspiring women in Charmaine, who is not out to get

:03:00. > :03:03.anyone. She just wants something that rights and for her sake and

:03:04. > :03:04.anyone who has experienced a domestic file and is, it is crucial

:03:05. > :03:13.that we do that. This evening, South Wales Police

:03:14. > :03:16.said the force was sincerely sorry for failing to provied the care

:03:17. > :03:19.and protection Charmaine needed. And is working incredibly hard

:03:22. > :03:25.an inquiry into whether the Environment Minister has

:03:26. > :03:27.broken government rules. Alun Davies lobbied in favour

:03:28. > :03:29.of a multi-mullion pound The inquiry will look into

:03:30. > :03:34.whether his actions as the local Assembly Member for Blaenau Gwent,

:03:35. > :03:36.have come into conflict with Here's our

:03:37. > :03:47.Political Editor Nick Servini. The plan is to turn is hundreds of

:03:48. > :03:54.acres of more land into something like this. -- to turn hundreds. At a

:03:55. > :03:58.cost of more than ?209, it is one of the most ambitious proposals ever

:03:59. > :04:10.seen in the valleys. Many locals are in favour as is the assembly member.

:04:11. > :04:17.The question is, as he broken the rules and supporting it because he

:04:18. > :04:21.oversees the body which plays a crucial role in the planning

:04:22. > :04:21.process? The body initially objected to the racing circuit because of the

:04:22. > :04:25.impact on the environment. And then in August, it said the developers

:04:26. > :04:28.had come forward with new information to allay many of the

:04:29. > :04:31.concerns it had. But before the change of heart, it emerged that

:04:32. > :04:38.Alan Davies wrote to the organisation in his capacity as the

:04:39. > :04:44.local am. In an e-mail in June he wrote that he was disappointed with

:04:45. > :04:48.the approach that they had taken. He says he felt that an RW would be

:04:49. > :04:50.taking a different approach to planning matters and would be

:04:51. > :04:54.seeking to adopt a positive approach. It goes on to say that he

:04:55. > :04:57.was very anxious that the development goes ahead and does so

:04:58. > :05:02.in a way that enhances the community.

:05:03. > :05:07.In first ministers questions, Carwyn Jones was asked repeatedly about

:05:08. > :05:12.whether the new about the e-mail. Could you confirm whether your

:05:13. > :05:17.advice was sought as the ministerial code sets out, by the minister

:05:18. > :05:23.before he gauged in contact with national resources Wales on this

:05:24. > :05:28.specific matter? No, but the code says that applies to coolly to a

:05:29. > :05:32.decision taking Minister and he is not that Minister in this instance.

:05:33. > :05:39.As the leader of the opposition will know, I have asked the secretary to

:05:40. > :05:42.produce a report for me on the circumstances surrounding this

:05:43. > :05:46.issue. An RW sets tonight that discussions with Alan Davies were

:05:47. > :05:50.routine but the question is whether they were appropriate. The

:05:51. > :05:59.ministerial code, the rule book for government ministers, states:

:06:00. > :06:06.The future of the racetrack is still uncertain as work is yet to start.

:06:07. > :06:11.We should know about Alan Davies's future in around a fortnight.

:06:21. > :06:23.old John Reeder was pushed off his bike in a village outside Pontypool

:06:24. > :06:29.All schools in Wales will be legally responsible for ensuring teachers

:06:30. > :06:32.have access to training courses and a career progression plan.

:06:33. > :06:35.It comes after a major review of the school system warned the

:06:36. > :06:38.Welsh government did not do enough to support teachers in April.

:06:39. > :06:44.The Education Minister Huw Lewis hopes it will improve standards.

:06:45. > :06:47.BBC Cymru Wales has announced plans to build its new headquarters

:06:48. > :06:49.in the centre of Cardiff, replacing its current home

:06:50. > :06:55.It'll be located in front of the central station, with an area

:06:56. > :07:08.It's expected to be ready by 2018. We will have a centre where teams

:07:09. > :07:12.can collaborate more easily, where everything is visible. Importantly,

:07:13. > :07:16.a chance to be in a location where the public can see us face-to-face.

:07:17. > :07:19.Tens of thousands of people moving through that location every day.

:07:20. > :07:22.Plans for a solar farm near Wrexham Industrial estate have gone

:07:23. > :07:27.Developers say the 60 acre site would house enough solar panels,

:07:41. > :07:50.crossing the line in the second, with a final score of 34-12.

:07:51. > :07:57.I said to the guys in the changing room, to win any game in South

:07:58. > :08:03.Africa, you have to enjoy it because it is such a tough place to come and

:08:04. > :08:07.play rugby. Time for the weather forecast and there's plenty of

:08:08. > :08:10.sunshine about good news. The next few days are looking promising

:08:11. > :08:15.across Wales. It is going to feel warmer, and dryer. Settled

:08:16. > :08:20.conditions to come. But for now, it is not quite there. But the showers

:08:21. > :08:24.are spilling in from the West but overnight, they will become lighter

:08:25. > :08:28.with a bit of drizzle by tomorrow morning. Again, it is not a cold

:08:29. > :08:35.night. We expect temperatures to fall to 11 or 12 in towns and

:08:36. > :08:39.cities. Still breezy on the coast. Tomorrow morning, the best of the

:08:40. > :08:44.brightness across eastern parts. Along the South Wales coast, we

:08:45. > :08:49.could see drizzle. That will fizzle out and it will become dry across

:08:50. > :08:56.the country again. This is because this area of high pressure across

:08:57. > :08:59.the south of the UK. We are respecting sharers across Northern

:09:12. > :09:17.the day. The cloud will thin and break as the day continues with top

:09:18. > :09:21.temperatures of 19 or 20. Pushing into tomorrow night, the cloud will

:09:22. > :09:27.break overnight and we could see some mist and fog patches across

:09:28. > :09:31.temperature and Carmarthenshire. Thursday, shorts and T-shirts

:09:32. > :09:33.potentially at the Thursday, shorts and T-shirts

:09:34. > :09:38.potentially at ready the cos we will see more in the way of sunshine.

:09:39. > :09:44.High UV levels so take care if you are fair. And a high pollen count.

:09:45. > :09:47.But hopefully more sunshine. It is not everyday you get to show an

:09:48. > :09:47.outlook like this. It is pretty good.
