:00:18. > :00:20.of no confidence at an extraordinary general meeting prompted by its

:00:21. > :00:24.former chief executive, David Moffett. After four hours of debate,

:00:25. > :00:36.only four club representatives voted to oust the current management. Ian

:00:37. > :00:42.Hunt reports. A strong turnout and a fitting venue. A theatre where all

:00:43. > :00:47.the drama gripping Welsh rugby was played out to cheers and heckles.

:00:48. > :00:53.All the ranks were there and the man who forced the AGM in the first

:00:54. > :00:59.place. In the four-hour meeting there were some heated exchanges as

:01:00. > :01:05.nine key issues were debated. It was the proposed changes to the league

:01:06. > :01:15.structure which caused the biggest outrage. There was a promise of a

:01:16. > :01:23.ballot of clubs. There was a communication process that began in

:01:24. > :01:30.2012. It did not work, we can improve that. There was no appetite

:01:31. > :01:38.for all-out mutiny. The vote of no confidence was overwhelmingly

:01:39. > :01:45.rejected. An overwhelming message of support, that said, we have to

:01:46. > :01:52.continue, improve and get better. David Moffett challenged several

:01:53. > :02:00.times but was shouted down from the floor. I managed to show the clubs

:02:01. > :02:14.if they were upset about something they could call an AGM, they should

:02:15. > :02:24.not be code by the union. -- code. -- cowed. At the end there was a

:02:25. > :02:30.rousing speech from Gerald Davies, now on the union board. He said they

:02:31. > :02:40.now needed to restore their dignity and reputation. Council leaders

:02:41. > :02:43.should take the lead in reforming local government and should be

:02:44. > :02:47.trusted to drive any possible mergers, that's according to the

:02:48. > :02:50.Shadow Welsh Secretary Owen Smith. In January, a Welsh Government

:02:51. > :02:54.commission recommended the number of councils should be cut from 22 to 12

:02:55. > :02:57.or fewer. First Minister Carwyn Jones has said councils can't remain

:02:58. > :03:08.as they are and change is inevitable. Ultimately, this has to

:03:09. > :03:14.be something collaborative, not something imposed from above. It has

:03:15. > :03:20.to be driven from local government itself. That is the way we will end

:03:21. > :03:26.up with the best fit between local services and local people. I am

:03:27. > :03:31.saying to local government leaders, it is up to you. The Labour MP for

:03:32. > :03:35.Swansea West, whose constituency is home to the most overcrowded prison

:03:36. > :03:38.in Wales and England, has called on the Justice Secretary to step down.

:03:39. > :03:40.Swansea prison has 204 more prisoners than it should. Geraint

:03:41. > :03:43.Davies said prison overcrowding was putting inmates, staff and the

:03:44. > :03:47.public at risk. The Chief Inspector Of Prisons has attacked plans to see

:03:48. > :03:50.dozens of full jails take more inmates. It's not clear yet whether

:03:51. > :03:53.vaccinating badgers in West Wales is helping bring down TB-infection

:03:54. > :03:56.rates in cattle, that's according to the chief vet. A Welsh Government

:03:57. > :03:59.vaccination programme is in its third year, mainly centred on north

:04:00. > :04:02.Pembrokeshire. Christianne Glossop says it's too early to say whether

:04:03. > :04:16.the vaccination programme is having "an additional benefit". There has

:04:17. > :04:22.been a reduction in TB across the whole of Wales in the last 12 months

:04:23. > :04:28.compared to the previous 12 months. Right now we have no evidence the

:04:29. > :04:32.vaccination programme in badgers is delivering an additional benefit and

:04:33. > :04:35.we would not expect to see any evidence at this stage either.

:04:36. > :04:38.Nearly two-thirds of Welsh voters believe a 'Yes' vote for Scottish

:04:39. > :04:42.independence should not change the way Wales is governed, according to

:04:43. > :04:45.a poll for BBC Wales. 61% thought a 'Yes' vote should make no

:04:46. > :04:49.difference, while 17% said it should lead to more powers for the National

:04:50. > :04:53.Assembly. 14% said if Scotland votes 'Yes' then Wales should do the same.
