:00:20. > :00:24.After four hours of debate, only four club representatives voted

:00:25. > :00:31.A strong turnout and a fitting venue, a theatre where all

:00:32. > :00:36.the drama gripping Welsh rugby was played out to cheers and heckles.

:00:37. > :00:40.All the main acts were there, WRU, regions, rank and file clubs

:00:41. > :00:45.and the man who forced the EGM in the first place, David Moffett.

:00:46. > :00:48.In the four hour meeting there were some heated exchanges

:00:49. > :00:53.It was the proposed changes to the league structure that provoked the

:00:54. > :00:57.biggest outburst as clubs complained of a lack of communication

:00:58. > :01:03.Here, a victory of sorts as the WRU promised to ballot clubs on whether

:01:04. > :01:08.As was very carefully outlined at the start,

:01:09. > :01:12.there was a communication process which began in 2012 particularly

:01:13. > :01:16.It obviously didn't work so we have to improve that.

:01:17. > :01:18.There was no appetite for all out mutiny.

:01:19. > :01:22.Moffett's push for a vote of no confidence overwhelmingly rejected.

:01:23. > :01:28.462 opposed, 18 abstained and just four were in favour.

:01:29. > :01:31.It is an overwhelming message of support for the WRU.

:01:32. > :01:35.That said, we have got to continue and improve and get better,

:01:36. > :01:40.Moffett spoke several times challenging the Union management

:01:41. > :01:43.But he was shouted down by the floor.

:01:44. > :01:50.I managed to show the clubs they if they're upset about something

:01:51. > :01:55.they can call on EGM, they should not be cowed by the WRU.

:01:56. > :01:58.They should listen to what Gerald Davies had to say

:01:59. > :02:03.and nothing of what the chief executive had to say in the end.

:02:04. > :02:07.Because he was at his flowery best, didn't actually, I don't think,

:02:08. > :02:11.took any responsibility for why it has been called.

:02:12. > :02:13.At the end there was a rousing speech by the Welsh

:02:14. > :02:16.legend, Gerald Davies, now on the Union board who said

:02:17. > :02:19.Welsh rugby had been tarnished by this whole episode and it needed to

:02:20. > :02:25.Above all else, he said, the Union had learned a painful lesson,

:02:26. > :02:30.it needs to do a better job of communicating and listening to the

:02:31. > :02:38.Council leaders should take the lead in reforming local government

:02:39. > :02:42.and should be trusted to drive any possible mergers,

:02:43. > :02:44.that's according to the Shadow Welsh Secretary, Owen Smith.

:02:45. > :02:48.In January, a Welsh Government commission recommended the number

:02:49. > :02:52.of councils should be cut from 22 to 12 or fewer.

:02:53. > :02:55.First Minister Carwyn Jones has said councils can't remain

:02:56. > :03:02.as they are and change is inevitable.

:03:03. > :03:09.Ultimately, this has to be something that is collaborative. It has to be

:03:10. > :03:12.not something that is imposed from above, it has to be driven by local

:03:13. > :03:18.government itself because that is the way in which we will end up with

:03:19. > :03:22.a low -- best fit between local services and local people. I'm

:03:23. > :03:30.saying to local government leaders, it is up to you.

:03:31. > :03:33.The Labour MP for Swansea West, whose constituency is home to

:03:34. > :03:35.the most overcrowded prison in Wales and England, has called on

:03:36. > :03:40.Swansea prison has 204 more prisoners than it should.

:03:41. > :03:42.Geraint Davies said prison overcrowding was putting inmates,

:03:43. > :03:49.Nearly two-thirds of Welsh voters believe a Yes vote

:03:50. > :03:53.for Scottish independence should not change the way Wales is governed

:03:54. > :03:59.61% thought a Yes vote should make no difference while 17% said it

:04:00. > :04:01.should lead to more powers for the National Assembly.
