:01:37. > :01:40.her extended family at an accident black spot near Aberystwyth.
:01:41. > :01:44.Holly Hind, from Llanidloes, was a passenger in a car when it
:01:45. > :01:50.collided with a tanker on the A44 close to Llangurig yesterday.
:01:51. > :02:02.Scene not unimaginable carnage. These fixed issue with the aftermath
:02:03. > :02:09.of the crash with a car crashed beneath the tanker. Emergency crews
:02:10. > :02:16.including two ambulances raced to it. A lady knocked my door and asked
:02:17. > :02:22.to use the telephone and if I could ring for the emergency services
:02:23. > :02:28.because there was a very, very bad accident down the road about a mile
:02:29. > :02:31.from here. I did that of course. This evening, police are trying to
:02:32. > :02:39.piece together what happened and what anybody who can help to come
:02:40. > :02:44.forward. The collision occurred approximately at five to three in
:02:45. > :02:48.the afternoon. The Ford focus was travelling east, the transit van was
:02:49. > :02:50.travelling behind it and the tanker was coming in the opposite
:02:51. > :02:56.direction. Our thoughts and sympathies are with the families at
:02:57. > :03:01.this difficult time. Next of kin are being kept informed and are being
:03:02. > :03:04.supported. This stretch of the A44 between Llangurig on a mistress was
:03:05. > :03:09.closed for several hours before opening this morning. It was
:03:10. > :03:13.identified in European road safety report last October as the highest
:03:14. > :03:20.risk road in Wales, one of the worst in Britain. Winding corners make it
:03:21. > :03:23.especially hazardous. It is now claimed for more lives despite calls
:03:24. > :03:28.for the Welsh Government to do more to improve safety on the trunk road.
:03:29. > :03:34.Whenever we get in touch there has never been in fatalities. How many
:03:35. > :03:47.fatalities due need? I use imagine one fatalities enough. -- the
:03:48. > :03:53.feathers have been named as Margaret Keogh, John Keogh and Alison Hind.
:03:54. > :03:57.Her 18-month-old daughter, Holly Hind, is being treated in Cardiff
:03:58. > :04:03.with her father at her side. Friends and neighbours in Llanidloes have
:04:04. > :04:12.been shattered by the tragedy. Three of them were my neighbours. I don't
:04:13. > :04:18.think half the estate has slept. Martyn Pugh was that a good
:04:19. > :04:25.neighbour. Dreadful. He was a lovely boy. Lovely nature. So quiet. I'm
:04:26. > :04:31.absolutely horrified. We had a close community and the thought of four
:04:32. > :04:36.people being taken just like that overnight is a great blow and we all
:04:37. > :04:40.feel it's because we care for each other and we have very, very close.
:04:41. > :04:45.Both publicly and behind the closed doors of the quiet street people are
:04:46. > :04:51.offering their condolences and whatever comfort they can. Though
:04:52. > :04:55.saddened, few are surprised the A44 has added to its grim toll.
:04:56. > :04:59.People in the Towner understandably and obviously deeply upset about
:05:00. > :05:06.what has happened. Of course. I spent the day he and

:06:08. > :06:12.Holly Hind was rescued from the wreckage, taken by air ambulance to
:06:13. > :06:17.the University Hospital of Wales. We understand her father is at her
:06:18. > :06:22.bedside this evening. People in this area are praying for her to pull
:06:23. > :06:26.through. That might be some limit of hope to come from this terrible
:06:27. > :06:29.tragedy which has rocked the small place of four very special people
:06:30. > :06:31.who were close to many people 's hearts here. It's a dominates their
:06:32. > :06:33.thoughts over the next few days. To get more Welsh students
:06:34. > :06:36.into top universities like Oxford and Cambridge,

:07:15. > :07:18.Wales applied to Oxford with 84 getting in. Last year, the numbers
:07:19. > :07:24.applying had gone up with fewer would accept it. It means around 17%
:07:25. > :07:30.of Welsh pupils who tried got in. In England, the figure is 23%. Today
:07:31. > :07:37.this month Oxford graduate and Torfaen MP said more support. He

:08:13. > :08:15.straight as they might think. Looking back, here members have
:08:16. > :08:21.overwhelming it can be to make that application. The initial fine point,
:08:22. > :08:25.it was daunting. It wasn't until I did the research I realised I could
:08:26. > :08:32.afford it financially and I do have the entry requirements. I felt a lot
:08:33. > :08:36.better about it. How exactly would the 12 hubs work with Mike these
:08:37. > :08:39.pupils already benefits from a similar scheme that has been running
:08:40. > :08:45.there for several years. Once a week we will meet up and we will practice

:08:57. > :09:01.thinking. But how easy will it be to replicate that scheme across Wales

:15:01. > :15:08.But can it be emulated by attracting companies to Wales? Clearly, the
:15:09. > :15:11.organisation coming out of London will be drawn towards Cardiff and
:15:12. > :15:16.the wood elsewhere. Although I know some of them are looking at Swansea
:15:17. > :15:20.and Newport will stop there is plenty of evidence that those based
:15:21. > :15:25.in Cardiff produced enough benefits across Wales. Canary Wharf is
:15:26. > :15:29.probably one of the most famous financial enterprise zones. It began
:15:30. > :15:33.being built just before Admiral established in Cardiff. It rivals
:15:34. > :15:37.the traditional ditty of London for banking and other financial
:15:38. > :15:40.services. Get the exact doubtful that the Welsh capital can attract
:15:41. > :15:46.many high-paid jobs away from London. A lot of skilled workers who
:15:47. > :15:51.have been there for many years won't want to move their families all the
:15:52. > :15:55.way from London to Cardiff. Another reason is a lot these companies
:15:56. > :16:00.clients are based in London and they won't want to travel all the way to
:16:01. > :16:05.Cardiff. Competing like -- with cities like Edinburgh and Manchester
:16:06. > :16:08.requires trained workforce. Cardiff and Vale College is launching
:16:09. > :16:14.apprenticeships in insurance and banking. This person is a
:16:15. > :16:22.17-year-old from Cardiff study business at the college it includes
:16:23. > :16:28.a paid internship with Barclays. It gives people outside Cardiff a good
:16:29. > :16:36.few on how things are here and things are improving. It'll give the
:16:37. > :16:40.reassurance that our paths they can take a stop Cardiff can learn
:16:41. > :16:44.lessons from what worked in Canary Wharf and companies can learn from
:16:45. > :16:47.what worked at Admiral. That may point the way to success of

:20:19. > :20:22.get into trouble. It can see it is low tide and want to walk over to
:20:23. > :20:26.the island. The thing is, the water can send very quickly here and then
:20:27. > :20:32.they get cut off and stranded. The only way off the island is to call
:20:33. > :20:35.the RNLI and be rescued. The RNLI have launched these traffic lights.
:20:36. > :20:38.At low tide Sully Island looks like a safe haven
:20:39. > :20:42.It is one of the most frequent causes
:20:43. > :20:45.of lifeboat launches from Penarth just two days ago this walker had to
:20:46. > :20:48.be rescued from the island after being left stranded by the tide.
:20:49. > :20:51.To help people like him, a new traffic light system is being
:20:52. > :20:54.introduced to warn people when they might be cut off.
:20:55. > :20:57.Nicola Davies from the RNLI has been wanting a system
:20:58. > :21:04.What we're trying to do with this sign is take the guesswork out
:21:05. > :21:06.of it and stop you crossing at the wrong times.
:21:07. > :21:11.When it is Amber you have 38 minutes left.
:21:12. > :21:15.The ideal time to go to Sully Island is when it is on green and it will
:21:16. > :21:18.stay on green for five hours and then it will come to its Amber
:21:19. > :21:22.stage, when it is going to close and when it is red, do not cross.
:21:23. > :21:26.As you can see the island is accessible and I could be there
:21:27. > :21:31.In a couple of hours time it is a totally different story.
:21:32. > :21:34.The island is cut off when the tide comes in
:21:35. > :21:40.Even with these warning signs it still catches people out.
:21:41. > :21:47.I remember being a kid and being told don't go over to Sully Island.
:21:48. > :21:50.I see people trying to come over with the riptide
:21:51. > :21:53.and people trying to go out to save them are in danger as well.
:21:54. > :21:57.It is very easy, I should imagine, to think that
:21:58. > :22:00.when the tide is out as far as it is it isn't coming in very quickly.
:22:01. > :22:03.But I now for a fact, having come over here regularly,
:22:04. > :22:08.The lights are linked to the tide gauge at Barry dock lifeboat station
:22:09. > :22:11.and is able to sense how quickly the water is coming in.
:22:12. > :22:15.That makes the decision on with correlated data
:22:16. > :22:18.which is the difference between the two sites, distance wise.
:22:19. > :22:21.When it reaches a threshold point which is the flood point, the
:22:22. > :22:25.information is sent to the display, the display decides what to do about
:22:26. > :22:29.that whether it is a green zone or a red zone or an amber zone.
:22:30. > :22:34.Sully Island is the first place in the UK to have such
:22:35. > :22:37.a warning system installed but at the moment it is a pilot project.

:22:42. > :22:54.As I said, it is low tide at the moment and people are starting to
:22:55. > :23:00.come off the beat. It has been low tide since around after school this
:23:01. > :23:05.afternoon. It is entering the danger zone out when people might be
:23:06. > :23:10.tempted to go over. These traffic lights will tell you if it is safe.
:23:11. > :23:17.It is saying now, it, it is safe to go over. That is also amber, that'll
:23:18. > :23:23.tell you how long you have got and green will tell you if you got a
:23:24. > :23:25.good few hours over there. The RNLI are hoping these traffic lights will
