:00:38. > :00:48.This is how Glyndwr University sells itself to potential students,

:00:49. > :00:51.hoping to persuade them to study at one of its campuses across

:00:52. > :00:57.35% of the student population is from overseas.

:00:58. > :01:01.Since 2011, those applying for student visas need to pass tests

:01:02. > :01:05.to show they understand the required amount of English.

:01:06. > :01:09.But the Home Office and National Crime Agency say they've uncovered

:01:10. > :01:12.abuse of tests in some centres, which work on behalf of universities

:01:13. > :01:26.This undercover footage, from the BBC's Panorama programme,

:01:27. > :01:29.shows an in invigilator reading out the correct answers on a multiple

:01:30. > :01:34.Students sponsored by Glyndwr University - so far

:01:35. > :01:39.identified with invalid test results provided by ETS - number over 230,

:01:40. > :01:44.rising to over 350, if you add the scores counted as questionable.

:01:45. > :01:49.So I can tell the House that this morning the Home Office suspended

:01:50. > :02:00.the highly trusted sponsor status - that is the right to sponsor

:02:01. > :02:01.foreign students - of Glyndwr University.

:02:02. > :02:03.The Home Office says its heard evidence that some

:02:04. > :02:07.of those granted student visas go on to work illegally and never attend

:02:08. > :02:23.The university has to now convince the Government that it is a fit

:02:24. > :02:26.and proper university to be able to undertake this type

:02:27. > :02:31.The Home Office says Glyndwr will not be allowed to enrol any

:02:32. > :02:37.new overseas students while it's trusted status is suspended.

:02:38. > :02:40.Plans to devolve powers over income tax to Wales cleared the House

:02:41. > :02:45.of Commons tonight, in what was described as a major milestone.

:02:46. > :02:47.The Wales Bill also includes provision to increase the Welsh

:02:48. > :02:54.The First Minister, Carwyn Jones, and Foreign Secretary,

:02:55. > :02:57.William Hague, have hosted a dinner for foreign ministers

:02:58. > :03:00.in Brussels tonight, including US Secretary of State John Kerry.

:03:01. > :03:03.It's the last time alliance members will meet before the NATO summit

:03:04. > :03:12.in Newport, which Mr Jones says will be a boost for the country.

:03:13. > :03:19.It will mean people will come here. We want them to feel they have had a

:03:20. > :03:22.welcome, despite the difficult circumstances surrounding the

:03:23. > :03:27.summit. It will help in terms of projecting Wales abroad, bringing in

:03:28. > :03:34.investment and tourists. That is how we ensure it benefits Wales.

:03:35. > :03:37.The Welsh Government's new GCSE courses are not up to scratch -

:03:38. > :03:38.the verdict of independent, fee-paying schools in Wales.

:03:39. > :03:41.They say they'll opt instead to follow the courses set in England.

:03:42. > :03:43.The Welsh Independent Schools Council said it believed

:03:44. > :03:46.the Wales-specific courses "lack credibility and portability."

:03:47. > :03:48.The Welsh Government argues that its GCSEs will be credible and rigorous.

:03:49. > :03:57.Here's our education correspondent, Arwyn Jones.

:03:58. > :04:00.In September next year there are big changes on the way for GCSEs

:04:01. > :04:05.The qualifications will look very different to each other.

:04:06. > :04:07.Independent schools, like this one, offer a range

:04:08. > :04:14.These pupils are studying for an international baccalaureate.

:04:15. > :04:18.Around two-thirds of independent schools here offer Welsh

:04:19. > :04:20.qualifications at the moment, but when the changes come in next year,

:04:21. > :04:28.There are concerns about portability.

:04:29. > :04:31.There are concerns about the credibility of the Welsh

:04:32. > :04:36.In the end, our responsibility is to do the best for our students.

:04:37. > :04:39.It's not a question of opting for Wales or England,

:04:40. > :04:44.it's a question of, what's the best qualification for our pupils.

:04:45. > :04:46.These Year 9 pupils at a state school in Bangor will start

:04:47. > :04:54.There have been concerns about English language GCSEs following

:04:55. > :04:59.January's unexpectedly low results and the regrading of two years ago.

:05:00. > :05:02.The school says it is considering entering these pupils for two exams,

:05:03. > :05:08.the Wales-based qualification and the one set in England.

:05:09. > :05:11.At the moment we see taking English GCSEs are high-risks.

:05:12. > :05:16.But we have to do it because of the way school statistics are

:05:17. > :05:20.drawn up and, at the moment, we see that as a high-risk option.

:05:21. > :05:22.The Welsh Government insist its new qualifications will be

:05:23. > :05:29.I do fear that - given the Welsh Government's track record in

:05:30. > :05:34.education - that we could see very much a two-tier qualification system

:05:35. > :05:37.opening up here in Wales and across the rest of the United Kingdom.

:05:38. > :05:41.The challenge for the Welsh Government was always going to

:05:42. > :05:44.be to convince employers and universities beyond Wales that our

:05:45. > :05:53.These concerns suggest they might have a way to go.

:05:54. > :05:55.Two more people have been arrested and bailed over the death

:05:56. > :05:58.of an 88-year-old woman at a South Wales hospital.

:05:59. > :05:59.Tegwen Roderick, from Merthyr Tydfil,

:06:00. > :06:02.suffered the injuries at Ysbyty Cwm Cynon in Mountain Ash last month.

:06:03. > :06:06.Two women, aged 58 and 62, were arrested on suspicion

:06:07. > :06:12.of assault and conspiring to pervert the course of justice.

:06:13. > :06:14.The family of Cardiff Blues and Wales centre, Owen Williams,

:06:15. > :06:17.has arrived in Singapore to be by his bedside after the 22-year-old

:06:18. > :06:20.suffered a serious neck injury while playing in a tournament there.

:06:21. > :06:22.Williams was taken to hospital on Sunday after being stretchered

:06:23. > :06:36.The game in Singapore was halted for some time as he was seen by medics.

:06:37. > :06:43.The 22-year-old was taking part in the World Club 10s tournament. The

:06:44. > :06:47.coalition with another player happened in the opening minutes of a

:06:48. > :06:55.match against the Asian Pacific Dragons. Williams was taken off the

:06:56. > :06:59.pitch with a serious neck injury. His club Cardiff Blues have
