:00:33. > :00:36.but the remaining 18,000 are proving controversial with objectors raising

:00:37. > :00:40.concerns over transport links and building on the green belt.

:00:41. > :00:44.Some critics have said it will ruin Cardiff's reputation

:00:45. > :01:00.The result was not unexpected. The new local development plan for

:01:01. > :01:05.Cardiff approved. The decision came after two hours of debate. I don't

:01:06. > :01:11.want to see a Cardiff that is growing, and with good quality

:01:12. > :01:17.locally -based housing for its workers. In the last two years this

:01:18. > :01:24.Labour administration has started to fix the problem in the city and we

:01:25. > :01:28.will fix the housing shortage we face. What you are going to adopt

:01:29. > :01:34.this evening is a chart of the landowners and building companies to

:01:35. > :01:39.make massive profit in the city and it's us, the citizens, who are going

:01:40. > :01:45.to pay the price. So what will it mean? In 2006 it was proposed that

:01:46. > :01:51.the 41,000 new homes should be built in the city by 2026. 23,000 of these

:01:52. > :01:57.have already been built or have planning approval. But more than

:01:58. > :02:01.13,000 are now planned for five greenfield sites across the city.

:02:02. > :02:05.The council says the local development plan will shape the city

:02:06. > :02:10.for the future in a way which is sustainable and forward-thinking.

:02:11. > :02:14.But others believe development on the scale proposed in the areas

:02:15. > :02:21.earmarked under this plan will bring traffic chaos. Down the road, we

:02:22. > :02:26.know there is going to be a bus lane but in opposite the BBC studios but

:02:27. > :02:31.that will only go so far. When it gets to hear, it is going to be

:02:32. > :02:36.gridlock. Cardiff will get a reputation as a gridlock city.

:02:37. > :02:41.You'll get 20,000 commuters from 20,000 homes coming down that road

:02:42. > :02:44.and they are going to be at a standstill. Those backing the plan

:02:45. > :02:47.believe it it will deliver 40,000 new jobs. It will now be examined by

:02:48. > :02:51.the Welsh Government. Serious concerns

:02:52. > :02:54.about NHS finances in Wales have It comes after the announcement that

:02:55. > :02:58.three Welsh health boards failed to balance their books by the end

:02:59. > :03:01.of the financial year. Cardiff and Vale University Health

:04:23. > :04:26.council's planning blueprint for new housing. It means all of this could

:04:27. > :04:32.become some of the most valuable residential land in Wales. It has a

:04:33. > :04:39.potential increase in value of tens of millions of pounds. So why didn't

:04:40. > :04:43.they wait longer before selling? It is a question I put Chris Holley,

:04:44. > :04:52.the first senior member of the fund to speak openly about the deal. It

:04:53. > :04:59.is a very long trawler process with enormous amounts of illegal

:05:00. > :05:03.activity. Did you think, the value of this land is about to increase

:05:04. > :05:11.traumatically, did you ever ask the question, are we doing the right

:05:12. > :05:17.thing? The one thing I know about planning is that it is the most

:05:18. > :05:24.unpredictable thing you can imagine. It is very difficult to second-guess

:05:25. > :05:31.planning officers. In all 16 sites were sold by the regeneration

:05:32. > :05:35.investment fund for Wales. The sites were sold to the private sector for

:05:36. > :05:42.?21 million. The Welsh Government has said there are serious questions

:05:43. > :05:47.and has brought it under the direct control of ministers. The latest

:05:48. > :05:53.development from South Wales polices confirmation they will be no

:05:54. > :05:58.criminal investigation. I am relieved because I know we did

:05:59. > :06:02.nothing wrong. We followed the guidelines and did everything

:06:03. > :06:09.according to what the governance of any board should do. Staff here at

:06:10. > :06:12.the audit office will be putting the finishing touches on the report this

:06:13. > :06:19.summer and will be focusing on wide at a time when even relatively

:06:20. > :06:23.modest deals done by the public sector go through an open tendering
