:00:18. > :00:27.Good evening. Four men from Cardiff are being questioned by police

:00:28. > :00:30.tonight on allegations of slavery and kidnap that span a 26 year

:00:31. > :00:38.period. The police operation involved co-ordinated raids by three

:00:39. > :00:41.forces early this morning. The slavery offences relate to two men,

:00:42. > :00:44.who are safe and being supported by police officers.

:00:45. > :00:47.The four men arrested on alleged slavery and forced labour offences

:00:48. > :00:51.are being held here at Ystrad Mynach Police Station, where they're being

:00:52. > :00:54.questioned by detectives. Warrants for their arrests were executed this

:00:55. > :00:59.morning at properties in Cardiff and Bristol. And it was here in the

:01:00. > :01:02.Rumney district of Cardiff where police focused their attention on

:01:03. > :01:05.four houses. Police say the first man they arrested is 57 years old.

:01:06. > :01:10.The others are all in their thirties. All are being questioned

:01:11. > :01:13.on suspicion of knowingly or conspiring to hold a person in

:01:14. > :01:16.slavery or servitude or requiring another person to perform forced or

:01:17. > :01:20.compulsory labour. All four are also accused of assault. In addition

:01:21. > :01:25.three of them face allegations of kidnap and false imprisonment.

:01:26. > :01:28.Police say the arrests relate to two male victims whose alleged abuse

:01:29. > :01:34.spanned more than a quarter of a century. It's an unusual offence to

:01:35. > :01:37.be involved in investigating. But clearly, we are starting to uncover

:01:38. > :01:39.more and more information and intelligence regarding people who

:01:40. > :01:42.are being controlled in environments. And the whole nature

:01:43. > :01:47.of human trafficking is becoming more prevalent across the United

:01:48. > :01:49.Kingdom. In the Rumney area of Cardiff, residents were largely

:01:50. > :01:54.unaware of the police operation this morning. But a local councillor says

:01:55. > :02:00.it's very worrying news. Absolute shock. Because you do not expect it

:02:01. > :02:04.in a suburban area. An area where people know each other. A community,

:02:05. > :02:09.where there are communities. There will be shock and worry. Gwent

:02:10. > :02:12.Police say the allegations from one of the victims covers slavery,

:02:13. > :02:16.servitude and forced labour spanning a period of 26 years. They've

:02:17. > :02:20.confirmed that no one was rescued or recovered from any of the houses

:02:21. > :02:24.this morning. But they will not give any more details about where they

:02:25. > :02:27.are from, or what is alleged to have happened to them, in case it

:02:28. > :02:34.identifies them. The two victims are currently being supported by

:02:35. > :02:37.specially trained officers. The row over who pays for the

:02:38. > :02:42.electrification of the rail network in the South Wales Valleys has

:02:43. > :02:45.intensified. There's been deadlock in recent months as governments in

:02:46. > :02:51.London and Cardiff argue over funding. Now the Welsh Secretary,

:02:52. > :02:54.David Jones, has accused Welsh Government ministers in Cardiff Bay

:02:55. > :02:58.of putting the entire project in jeopardy. Here's our Political

:02:59. > :03:02.Editor Nick Servini. Who is going to pay for a major part

:03:03. > :03:09.of the biggest upgrade of the rail network in South Wales in decades?

:03:10. > :03:12.Almost exactly two years ago, the deal was announced to extend the

:03:13. > :03:16.electrified line from Paddington to Swansea, and include the Valleys.

:03:17. > :03:20.Amid claim and counter claim, even the First Minister says there's a

:03:21. > :03:28.danger of drift. The UK Government says it has a paper trail on its

:03:29. > :03:31.side. Letters from 2012 showing a deal was agreed for it to pay for

:03:32. > :03:34.the mainline and the Welsh Government would pay for the

:03:35. > :03:38.Valleys. But the Welsh Government says it has the Prime Minister on

:03:39. > :03:42.its side. This is what he told me on Wales Today last year. I know we

:03:43. > :03:44.need these infrastructure investments in Wales, this

:03:45. > :03:50.government is putting the money into the electrification up to Swansea

:03:51. > :03:53.and the Valleys lines. In recent months, it had all gone quiet. Until

:03:54. > :03:57.today when the Welsh Secretary told a conference on infrastructure that

:03:58. > :04:01.it was still at risk. It is important to keep reminding people

:04:02. > :04:07.how important this project is, and the fact it is in jeopardy. We want

:04:08. > :04:13.to see this project go ahead and as I say it was witnessed in writing,

:04:14. > :04:16.absolutely clear what it was, so we expect the Wells government to come

:04:17. > :04:20.back and confirmed they will stick to their deal or they have

:04:21. > :04:26.alternative system proposals that mean it will go ahead. It is

:04:27. > :04:32.disappointing he spent a large part of his speech tried to score points.

:04:33. > :04:39.This is about being in government. And as far as I am concerned, my

:04:40. > :04:43.view is I was here to report on progress that Welsh Government is

:04:44. > :04:47.making against a lot of obstacles. So what are the views of the most

:04:48. > :04:54.important people in all of those? Rail commuters themselves. It should

:04:55. > :05:03.all be paid by the UK. We does it end? The blurb elected to be here

:05:04. > :05:09.responsibly and end up behaving like primary school children. -- people

:05:10. > :05:15.are elected. Why should we get slow trains computer people in London? --

:05:16. > :05:18.compared to people? This dispute can't go on forever. At the moment,

:05:19. > :05:21.no-one's giving an inch. Someone will have to or it's going to hit

:05:22. > :05:25.the buffers. And staying with the railways.

:05:26. > :05:28.It'll probably be September before trains can cross the new Briwet

:05:29. > :05:31.Bridge being built across the estuary near Penrhyndeudraeth in

:05:32. > :05:34.Gwynedd. It was originally hoped they'd run during the summer. The

:05:35. > :05:37.old bridge, which was 150 years old, was closed because of safety

:05:38. > :05:41.concerns. It's hoped road traffic will be able to use the bridge by

:05:42. > :05:45.Christmas. Four men who rammed a car off the

:05:46. > :05:48.road and then shot at the people inside have each been sentenced to

:05:49. > :05:51.12 years in prison. The attack, which happened last September in

:05:52. > :05:54.Newport, was said to have been an attempted revenge killing. Lewis

:05:55. > :05:57.Bridge, Brogan Hooper, Gary Rabjohns and Ryan Battersby were convicted of

:05:58. > :06:01.two counts of conspiracy to murder earlier this month.

:06:02. > :06:04.Anti-collision equipment wasn't on board either of the two RAF Tornados

:06:05. > :06:09.that collided over Scotland in 2012, killing three airmen, according to

:06:10. > :06:16.air accident investigators. The equipment was recommended, but

:06:17. > :06:26.installation repeatedly delayed. Flight Lieutenant Hywel Poole from

:06:27. > :06:29.Anglesey was among those who died. Proposals for compulsory lessons on

:06:30. > :06:31.relationships have been dropped from legislation on tackling domestic

:06:32. > :06:35.violence. The Welsh Government says the idea will be looked at by a

:06:36. > :06:38.review of the school curriculum instead. Campaigners say they are

:06:39. > :06:42.concerned a new bill does not place enough emphasis on violence against

:06:43. > :06:45.women. I think that it would be much better if we can get something

:06:46. > :06:49.embedded in the curriculum. So I don't think this is the right time.

:06:50. > :06:53.But it is still a priority. It is not gender neutral. It is gender

:06:54. > :06:57.specific. Because it is specifically the services for men and women, so

:06:58. > :07:01.it is gender specific. And I do not think people should get hung up on

:07:02. > :07:05.the title. What is really, really important is what is in the bill.

:07:06. > :07:08.Prince Charles has begun his annual summer tour of Wales with visits to

:07:09. > :07:12.three family businesses. The theme this year is "Celebrating Wales,

:07:13. > :07:15.past, present and future". Earlier, he visited a company which makes

:07:26. > :07:28.Williams, who suffered a serious neck injury during a tournament in

:07:29. > :07:32.Singapore, is back in Wales after being flown home by air ambulance.

:07:33. > :07:35.The 22-year-old centre sustained what his club called a significant

:07:36. > :07:38.injury to his spinal cord and vertebrae. He's now being assessed

:07:39. > :07:43.by specialists at the University Hospital of Wales in Cardiff.

:08:59. > :09:03.Celsius on Anglesey and 22 in Monmouthshire. Another largely dry

:09:04. > :09:07.and sunny day on Wednesday. Turning slightly warmer. Temperatures

:09:08. > :09:13.creeping up in the low twenties for most of Wales. So high pressure

:09:14. > :09:16.continues to dominate on Wednesday. But a front approaching from the

:09:17. > :09:21.north-west of the UK brings signs of a change. Thursday will still be

:09:22. > :09:30.very humid in South East Wales. But turning cloudier and eventually a

:09:31. > :09:33.bit cooler from the north and west. A few showers possible as that front

:09:34. > :09:36.sinks southwards. Some uncertainty about the end of the week. Probably

:09:37. > :09:39.remaining warm Friday. But cloudier and breezier. And signs of something

:09:40. > :09:47.slightly cooler and more unsettled as we head into the weekend.
