:00:00. > :00:00.indecent assault against women and children. That's all from the BBC

:00:00. > :00:00.News. Welcome to Wales Today,

:00:00. > :00:00.our top story. Four men from Cardiff arrested

:00:00. > :00:10.on charges which cover a period Deadlock between the governments

:00:11. > :00:18.in London and Cardiff Domestic violence, new legislation

:00:19. > :00:26.to tackle it comes under fire. Can this Swiss-based entrepreneur

:00:27. > :00:30.save hundreds of jobs at Murco Charles begins his summer tour

:00:31. > :00:38.of Wales in Pembrokeshire with Four men

:00:39. > :00:57.from Cardiff are being questioned by police on allegations of slavery and

:00:58. > :01:03.kidnap that span a 26-year period. The police operation involved

:01:04. > :01:06.co-ordinated raids The slavery offences relate to two

:01:07. > :01:14.men, who are safe Four men arrested on alleged slavery

:01:15. > :01:23.and forced labour offences are being held here at Ystrad Mynach Police

:01:24. > :01:26.Station, where they're being Warrants for their arrests were

:01:27. > :01:31.executed this morning at properties in Cardiff and Bristol - and it was

:01:32. > :01:34.here in the Rumney district of Cardiff where Police focused

:01:35. > :01:38.their attention on four houses. Police say the first man they

:01:39. > :01:41.arrested is 57, the others are All are being questioned

:01:42. > :01:45.on suspicion of knowingly or conspiring to hold

:01:46. > :01:49.a person in slavery or servitude or requiring another person to perform

:01:50. > :01:53.forced or compulsory labour. All four are also accused

:01:54. > :01:55.of assault. In addition three

:01:56. > :01:57.of them face allegations Police say

:01:58. > :02:02.the arrests relate to two male victims, whose alleged abuse spanned

:02:03. > :02:26.more than a quarter of a century. In the Rumney area of Cardiff,

:02:27. > :02:46.residents were largely unaware It is an unusual offence to be

:02:47. > :03:10.investigating. The whole nature is becoming prevalent.

:03:11. > :03:15.supported by specially trained officers.

:03:16. > :03:17.The row over who pays for the electrification

:03:18. > :03:20.of the rail network in the South Wales Valleys has intensified.

:03:21. > :03:22.There's been deadlock in recent months as governments in London

:03:23. > :03:26.Now the Welsh Secretary, David Jones, has accused Welsh Government

:03:27. > :03:31.ministers in Cardiff Bay of putting the entire project in jeopardy.

:03:32. > :03:35.Here's our Political Editor, Nick Servini.

:03:36. > :03:40.Who is going to pay for a major part of the biggest upgrade of the rail

:03:41. > :03:43.network in South Wales in decades? Almost exactly two years ago, the

:03:44. > :03:50.deal was announced to extend the electrified line from Paddington to

:03:51. > :03:53.Swansea, and include the Valleys. Amid claim and counter claim,

:03:54. > :03:58.even the First Minister says there's a danger of drift.

:03:59. > :04:02.The UK Government says it has a paper trail on its side.

:04:03. > :04:04.Letters from 2012 showing a deal was agreed for it to pay for the

:04:05. > :04:08.mainline, and the Welsh Government would pay for the Valleys.

:04:09. > :04:11.But the Welsh Government says it has the prime minister on its side.

:04:12. > :04:18.This is what he told me on Wales Today last year.

:04:19. > :04:24.I know we need these infrastructure investments in Wales. This

:04:25. > :04:25.Government is putting the money into the electrification of the railway

:04:26. > :04:32.line to Swansea. Wales Today last year.

:04:33. > :04:33.In recent months it had all gone quiet,

:04:34. > :04:35.until today when the Welsh Secretary told a conference on infrastructure

:04:36. > :04:45.that it was still at risk. It is important that we keep

:04:46. > :04:51.reminding people about how important this project is and that it is in

:04:52. > :04:54.jeopardy. We now expect the Welsh Government to come back and

:04:55. > :04:58.confirmed that they will stick to their deal or that they have

:04:59. > :05:04.alternative sensible proposals that will mean it can go ahead. It is

:05:05. > :05:11.disappointing that the Secretary of State spent a large part of his

:05:12. > :05:17.speech trying to score points. This is about being in government.

:05:18. > :05:22.Mayfield was that I was here to report on progress that a Welsh

:05:23. > :05:25.Government is making against a lot of obstacles.

:05:26. > :05:28.that it was still at risk. So what are the views of

:05:29. > :05:32.the most important people in all of those, rail commuters themselves?

:05:33. > :05:47.Richard will be paid by the UK Government. They are like primary

:05:48. > :05:48.schoolchildren. Why should we have long journeys when commuters near

:05:49. > :05:54.London have short quick journeys. those, rail commuters themselves?

:05:55. > :05:56.This dispute can't go on forever. At the moment,

:05:57. > :05:57.no-one's giving an inch. Someone will have to or it's

:05:58. > :06:06.going to hit the buffers. Talks are going on behind the

:06:07. > :06:13.scenes. Nothing substantial has been agreed otherwise we would not have

:06:14. > :06:20.the political ground hard day industries -- dispute which has been

:06:21. > :06:25.rumbling on for months. David Jones responded back strongly to the

:06:26. > :06:29.accusation that he has been hostile or that this is some kind of

:06:30. > :06:32.Conservative lead coordinated campaign against the Labour led

:06:33. > :06:36.Welsh Government. That said, is he did speak to hundreds of

:06:37. > :06:42.infrastructure and business leaders today. He said the Welsh Government

:06:43. > :06:50.was putting the project at risk. That will attract attention. We are

:06:51. > :06:54.at the stage where very special engineering planning work has to be

:06:55. > :06:58.paid for and nobody will do that and has that is a commitment that is

:06:59. > :07:02.definitely going to go ahead. Both sides have become entrenched. To try

:07:03. > :07:07.and resolve the situation like that, you need goodwill on both

:07:08. > :07:09.sides. That is no evidence of that at this stage.

:07:10. > :07:11.It'll probably be September before trains can cross

:07:12. > :07:13.the new Briwet Bridge being built across the estuary

:07:14. > :07:17.It was originally hoped they'd run during the summer.

:07:18. > :07:20.The old bridge, which was 150 years old, was closed

:07:21. > :07:27.It?s hoped road traffic will be able to use the bridge by Christmas.

:07:28. > :07:30.Four men who rammed a car off the road and then shot

:07:31. > :07:34.at the people inside have each been sentenced to 12 years in prison.

:07:35. > :07:37.The attack, which happened last September

:07:38. > :07:40.in Newport, was said to have been an attempted revenge killing.

:07:41. > :07:43.Lewis Bridge, Brogan Hooper, Gary Rabjohns and Ryan Battersby

:07:44. > :07:47.were convicted of two counts of conspiracy to murder earlier

:07:48. > :07:52.Anti collision equipment wasn't on board either of the two

:07:53. > :07:57.RAF Tornados that collided over Scotland in 2012, killing three

:07:58. > :08:00.airmen, that's according to air accident investigators.

:08:01. > :08:05.The equipment was recommended, but installation was repeatedly delayed.

:08:06. > :08:10.Flight lieutenant Hywel Poole, from Anglesey was among those who died.

:08:11. > :08:14.Proposals for compulsory lessons on healthy relationships in schools

:08:15. > :08:18.have been dropped from legislation on tackling domestic violence.

:08:19. > :08:22.The Welsh Government says, the idea will be looked at by a review

:08:23. > :08:26.Meanwhile, campaigners say, they are concerned

:08:27. > :08:31.a new bill does not place enough emphasis on violence against women.

:08:32. > :08:47.To drink the pregnancy, several times he did beat me up. I had to go

:08:48. > :08:51.to the doctor. He would say sorry afterwards when he sobered up.

:08:52. > :08:55.Patricia left home in Zimbabwe to start a new life in London.

:08:56. > :08:57.Years later, her abusive ex-husband followed her.

:08:58. > :09:00.She and her daughter got help from a charity in Cardiff.

:09:01. > :09:06.We've change her name to protect her identity.

:09:07. > :09:14.It is not an easy situation. People from outside think it is easy. They

:09:15. > :09:18.think just get out. It is not that easy.

:09:19. > :09:21.protect her identity. Most victims of abuse are women.

:09:22. > :09:23.These UK Government adverts are aimed at teenage boys.

:09:24. > :09:25.The Welsh Government launched its own publicity campain to

:09:26. > :09:28.accompany today's bill. But campaigners say that bill

:09:29. > :09:31.doesn't meet their expectations. It no longer carries the title

:09:32. > :09:32.violence against women, it's changed to gender-based violence to reflect

:09:33. > :09:44.the fact that men suffer too. To get appropriate services, you

:09:45. > :09:51.have to look at the extent of violence towards a particular group.

:09:52. > :09:53.the fact that men suffer too. The bill creates the post

:09:54. > :09:57.of a ministerial adviser It'll be his or her job to check that public

:09:58. > :09:59.services live up to the law. Councils and the NHS will have

:10:00. > :10:02.a duty to work together on joint strategies to prevent

:10:03. > :10:04.violence and protect people. And there could be training

:10:05. > :10:09.for staff. For example, nurses could get

:10:10. > :10:12.training to ask and act when they suspect someone is suffering.

:10:13. > :10:15.But what's left out? These children are learning

:10:16. > :10:18.about healthy relationships. A proposal to make these kinds

:10:19. > :10:21.of lessons compulsory hasn't made it into the bill.

:10:22. > :10:22.It'll be looked at by a separate review

:10:23. > :10:31.of the schools curriculum instead. I think it would be much better if

:10:32. > :10:35.we could get something embedded in the curriculum. This is not the

:10:36. > :10:43.right time but it's still a priority. It is gender specific. I

:10:44. > :10:47.do not think people should get hung up about the title.

:10:48. > :10:49.of the schools curriculum instead. The Welsh Government wants

:10:50. > :10:52.people to take a stand. Despite having no power over

:10:53. > :10:54.criminal justice, ministers say they can make a difference.

:10:55. > :10:56.However some of the people who longed for the government to act

:10:57. > :10:58.now ask is it doing enough? The current agreement between WRU

:10:59. > :11:05.and Regions runs out at midnight, Muslims mark the start of Ramadan

:11:06. > :11:19.by cooking food for the homeless. An international company

:11:20. > :11:22.which specialises in taking over troubled businesses has emerged

:11:23. > :11:25.as the most likely buyer of the 400 hundred jobs could be saved

:11:26. > :11:32.if the deal with the Klesch Group Here's our business correspondent,

:11:33. > :11:50.Brian Meechan. Then I could refine it is out there

:11:51. > :11:55.and are a lot of bad ones out there. This man was a partner in an

:11:56. > :12:06.investment bank at 24. Later, he was an adviser to Gerald Ford pulls up.

:12:07. > :12:16.He has wide experience of turning around failing companies. I think we

:12:17. > :12:23.can agree once someone wants to get out of a business, they stop

:12:24. > :12:28.investing. They prefer to sell. This refinery is smaller and older than

:12:29. > :12:31.many others. The international marketplace is fiercely competitive.

:12:32. > :12:37.It was built to make petrol. Demand is now more for diesel. It is in

:12:38. > :12:45.need of extra investment and it has been running at a loss. He realises

:12:46. > :12:50.the problem all companies have is when they analysed their businesses,

:12:51. > :12:56.they make so much money from the operation but when they put that up

:12:57. > :13:02.against the investment and running a refinery and did a fine always lose.

:13:03. > :13:08.This company seems to focus on the one thing which is to make the

:13:09. > :13:13.refinery work. We are told the closure of the refinery would have

:13:14. > :13:20.began immediately if a deal was not done today. The refinery has a wider

:13:21. > :13:26.economic impact. Businesses in towns like Milford Haven and others depend

:13:27. > :13:32.on the refinery. It is estimated at around ?30 million a year is put

:13:33. > :13:38.into the local economy. It supports around 4200 jobs. The group was in

:13:39. > :13:47.discussion to buy a defined route in Essex last year. It did not go ahead

:13:48. > :13:50.and decide to close. The buyer is someone who owns and operates oil

:13:51. > :13:54.refineries in future. He is an industrialist. He was to keep this

:13:55. > :14:04.as an ongoing operation which is crucial. He was to keep this as a

:14:05. > :14:11.dedicated oil refinery with all the jobs and expertise and skills

:14:12. > :14:17.retained on site. The deep natural harbour is one of the main selling

:14:18. > :14:18.points. That is still much more to be done before the deal is

:14:19. > :14:20.completed. Prince Charles has begun

:14:21. > :14:23.his annual summer tour of Wales with The theme this year is celebrating

:14:24. > :14:31.Wales, past, present and future. A warm welcome and some respite

:14:32. > :14:37.today for Prince Charles after the row about whether he is seeking

:14:38. > :14:40.to influence politicians continues. First up was a visit to Cwnd,

:14:41. > :14:46.a food firm who use traditional techniques based in Cross Hands.

:14:47. > :14:48.No one here seemed bothered by yesterday?s headlines that

:14:49. > :14:52.among other things the Prince has sought to persuade

:14:53. > :14:59.the Welsh Government to introduce complimentary medicine on the NHS.

:15:00. > :15:08.Having the monarchy as an influence definitely helps. They only have our

:15:09. > :15:11.interest at heart. We all have opinions.

:15:12. > :15:13.complimentary medicine on the NHS. There was no controversy

:15:14. > :15:16.on this summer tour. Prince Charles was on familiar

:15:17. > :15:19.ground today promoting a cause which he feels passionately about,

:15:20. > :15:27.small scale producers in Wales. He was given a guided tour of Melin

:15:28. > :15:29.Tregwnt woollen mill near Fishguard. The family-run business is part

:15:30. > :15:32.of a scheme to grow the textiles industry in Wales and

:15:33. > :15:42.has recently taken on 20-year-old apprentice weaver Sean Jenkins.

:15:43. > :15:53.Operating the loom is a unique job. It is a skill you can only learn as

:15:54. > :15:55.you go along. It is something I will never forget because I am enjoying

:15:56. > :16:00.it. apprentice weaver Sean Jenkins.

:16:01. > :16:02.And of course, the visit wasn't complete without

:16:03. > :16:05.a complimentary gift of the mill's most popular fashion

:16:06. > :16:10.product fir for a prince plus a teddy bear for grandson George.

:16:11. > :16:17.We gave him a throw and we should give something to the newest member

:16:18. > :16:20.of the family. Of the same material, we made a teddy bear. He was very

:16:21. > :16:24.pleased. a teddy bear for grandson George.

:16:25. > :16:27.Camilla the Duchess of Cornwall will join Prince Charles

:16:28. > :16:28.tomorrow as their summer tour continues on to South Wales.

:16:29. > :16:30.The row over the future of professional rugby in Wales

:16:31. > :16:33.enters a new phase at midnight when the current deal, about how

:16:34. > :16:38.The Welsh Rugby Union and the regions still haven't agreed

:16:39. > :16:43.They need to agree how much money the union hands out,

:16:44. > :16:47.in return for releasing players for international matches.

:16:48. > :16:49.Let?s talk to our sports reporter Ashleigh Crowter.

:16:50. > :17:06.Probably, not much. We're not expecting anything dramatic to

:17:07. > :17:10.happen at midnight. But sides are keen to play down how important this

:17:11. > :17:16.deadline is. Negotiations are still taking place about a new agreement.

:17:17. > :17:19.A lot of talking is going on that neither side wants to make dramatic

:17:20. > :17:33.moves. The agreement is in place now. The agreement sets out how much

:17:34. > :17:35.money the union would give to the legions in agreement that the

:17:36. > :17:51.legions released players for international duty. There has been

:17:52. > :17:57.some progress? Was a big row about European competitions. Many people

:17:58. > :18:00.thought that once Europe was sorted out, the domestic deal would fall

:18:01. > :18:06.into place but that has not happened. The pressure is increasing

:18:07. > :18:11.to get something sorted because the legions depend on this guaranteed

:18:12. > :18:15.funding to run their business and they can only go on for so long

:18:16. > :18:20.without it. The Welsh Rugby Union also needs to know it has access to

:18:21. > :18:23.its top players with the Rugby World Cup coming up.

:18:24. > :18:26.Cardiff Blues rugby player Owen Williams, who suffered a serious

:18:27. > :18:29.neck injury during a tournament in Singapore, is back in Wales after

:18:30. > :18:35.The 22-year-old centre sustained what his club called

:18:36. > :18:37.a significant injury to his spinal cord and vertebrae.

:18:38. > :18:40.He's now being assessed by specialists at the University

:18:41. > :18:56.Cricket. Glamorgan reached 220 246 on the close of their second day

:18:57. > :19:08.against Worcestershire. Muslims across Wales will be fasting

:19:09. > :19:10.today, observing But in Cardiff,

:19:11. > :19:14.dozens of volunteers from the Muslim community have joined up with curry

:19:15. > :19:16.houses and takeways across the capital to provide fresh

:19:17. > :19:24.meals for the city's homeless. Cooking up a storm at this Cardiff

:19:25. > :19:27.restaurant. The ingredients are fresh, the

:19:28. > :19:32.food is made to order but it won't be served up to a paying customer.

:19:33. > :19:34.This meal, and 60 more like it, will be given to homeless people

:19:35. > :19:43.in in the capital. It feeds into what we believe. It is

:19:44. > :19:49.our duty to give to the poorest and needy.

:19:50. > :19:50.in in the capital. Mohammad Yakub is

:19:51. > :19:52.the man coordinating all the food distribution.

:19:53. > :19:54.He's manages a project called We Feed, a joint venture

:19:55. > :19:59.between Muslim businesses and volunteers across Cardiff.

:20:00. > :20:03.It provides food for those who need it most, irrespective

:20:04. > :20:06.of religion or culture. From restaurants and takeways,

:20:07. > :20:08.to corner shops and large stores, Muslims from all parts of the city

:20:09. > :20:22.donate fresh meals, fruit and water. It is a big operation because it is

:20:23. > :20:26.unique. They all give heart prepared food.

:20:27. > :20:29.donate fresh meals, fruit and water. All the food is delivered to this

:20:30. > :20:31.homeless hostel in the city centre, where it's handed out to anyone who

:20:32. > :20:34.needs it. All of these volunteers will have

:20:35. > :20:36.gone without food and water for 18 hours, as they've been

:20:37. > :20:39.fasting during Ramadan. That gives them an insight into what

:20:40. > :20:42.it's like for people like Christina. She's been homeless for most of her

:20:43. > :20:46.life and has been coming to this centre since she the age of 14.

:20:47. > :20:47.She says that something as simple as a free, hot meal has made

:20:48. > :21:04.a big difference to everyone here. I enjoyed seeing everyone being

:21:05. > :21:05.happy and having meals. It is a nice opportunity to get used to different

:21:06. > :21:08.cultures. a big difference to everyone here.

:21:09. > :21:11.In recent days, Cardiff's Muslim community has faced

:21:12. > :21:13.the glare of the world's media, for all the wrong reasons.

:21:14. > :21:15.But volunteers say this project reflects what's really happening

:21:16. > :21:18.on the ground and reveals the true meaning of Islam.

:21:19. > :21:23.Sue Charles has tonight weather forecast. How's it looking?

:21:24. > :21:28.Weather's not looking bad at all this week, mainly dry

:21:29. > :21:32.and warm, with sunny spells but a change to something a bit more

:21:33. > :21:37.unsettled by the end of the week. Tonight, any showers petering out

:21:38. > :21:40.then largely dry with light winds. Variable cloud and some clear spells

:21:41. > :21:45.allowing a few localised mist and fog patches to develop by dawn.

:21:46. > :21:49.A mild one with overnight lows between nine and 14 Celsius.

:21:50. > :21:53.Tomorrow, another fine start, dry with plenty of sunshine,

:21:54. > :21:57.warming up quite quickly but as it does, some convective cloud

:21:58. > :22:01.building through the afternoon. Could be thick enough to produce

:22:02. > :22:04.a few isolated light showers, mainly on high ground but staying

:22:05. > :22:10.fine and dry for most with top temperatures between 18 Celsius

:22:11. > :22:13.on Anglesey and 21 in Cardiff. Another largely dry and sunny day

:22:14. > :22:17.on Wednesday and turning slightly warmer with temperatures creeping up

:22:18. > :22:20.in the low 20s for most of Wales. So high pressure continues to

:22:21. > :22:25.dominate on Wednesday but a front approaching from the northwest

:22:26. > :22:31.of the UK brings signs of a change. Thursday will still be very humid in

:22:32. > :22:34.the southeast but turning cloudier and eventually a bit cooler from the

:22:35. > :22:39.north and west with a few showers possible as that fairly weak front
