:00:00. > :00:00.A reminder of the main story, Rolf Harris is beginning a

:00:00. > :00:08.Jail for the leader of a gang of rogue builders who ripped off

:00:09. > :00:29.elderly and vulnerable homeowners for shoddy driveway repairs.

:00:30. > :00:54.Physically pushed people around. Premier presents brought

:00:55. > :00:59.intimidation to those householders. They felt their in a position they

:01:00. > :01:15.could not turn down. Two men involved

:01:16. > :01:18.in a business ripping off vulnerable pensioners for driveway repairs have

:01:19. > :01:21.been jailed for a total Bellway Paving, just one of

:01:22. > :01:24.the names they operated under, was first featured on BBC Wales' X-Ray

:01:25. > :01:27.programme nearly two years ago. Today, the judge at Newport Crown

:01:28. > :01:30.Court said the men had deliberately targeted their elderly victims who

:01:31. > :01:35.lost a total of ?67,000. Rachel Treadaway Williams was

:01:36. > :02:05.in court. This is Tom Connors, the man in

:02:06. > :02:17.charge of Bellway Paving. They are" giving a thumbs up but knowing he

:02:18. > :02:39.faced jail. The judge heard how his business is operating under a

:02:40. > :02:55.variety of names had scammed 40 vulnerable and elderly homeowners.

:02:56. > :03:08.The youngest was 61. The eldest was 98. In total, they lost around

:03:09. > :03:16.?67,000 for gracefully overpriced substandard and often completely and

:03:17. > :03:19.necessary home and driveway repairs. Teddy and and therewith contacted

:03:20. > :03:21.BBC where a couple of years ago. Tom Connors had calmed down for a

:03:22. > :03:39.waterproof membrane he said they needed for their drive.

:03:40. > :03:47.kind in Wales. Tom Connors was on top of the list. It does the end for

:03:48. > :03:51.Bellway Paving. He and other defendants all admitted conspiracy

:03:52. > :04:04.to defraud. He was jailed for 38 months. Two of them had suspended

:04:05. > :04:08.jail sentences. They physically pushed people are put up their

:04:09. > :04:10.presence brought an air of intimidation to householders and

:04:11. > :04:18.they felt they were in a position where they had no choice. The judge

:04:19. > :04:22.said these men had shown a lack of humanity and saw the victims for how

:04:23. > :04:28.much they could take for them. They had been vicious in one case and

:04:29. > :04:30.simply wanted to bleed their victim drive.

:04:31. > :04:32.A Pembrokeshire MP has accused health bosses in West Wales

:04:33. > :04:35.of relying on charities because there aren't enough GPs.

:04:36. > :04:39.Simon Hart was sent a letter from Hywel Dda health board saying

:04:40. > :04:42.the British Red Cross and the RNLI was helping to provide cover over

:04:43. > :04:48.They say this is part of an additional service.

:04:49. > :04:55.8.30am and there's a queue to see the doctor in Tenby.

:04:56. > :05:00.This is a good morning. Today, everyone got an appointment,

:05:01. > :05:03.sometimes they don't. The queues

:05:04. > :05:06.in the morning are quite long, up to about 30 people some mornings.

:05:07. > :05:09.I've just been standing outside here since 7.30 and I got

:05:10. > :05:12.in through the door two minutes ago and I've been told I can't see

:05:13. > :05:14.the doctor until 10.30. Sent away for a cup of tea,

:05:15. > :05:16.basically. Tenby is not unique.

:05:17. > :05:20.Patients across Wales are complaining about the difficulty

:05:21. > :05:24.in getting to see a doctor. Demand is going up and there

:05:25. > :05:30.aren't enough to go around. GPs across the whole of Wales are

:05:31. > :05:32.experiencing considerable pressure on their appointments systems, with

:05:33. > :05:35.the ever increasing complexity of the care that we provide, the demand

:05:36. > :05:37.for appointments, we deal with over 19 million consultations every year,

:05:38. > :05:40.at least. Also, the fact that we have

:05:41. > :05:43.a problem with recruitment and retention of GPs means that there

:05:44. > :05:46.are less GPs to see patients and the ones that are there are struggling

:05:47. > :05:49.to cope with the demand, and certainly I think the situation is

:05:50. > :05:53.only going to get worse. Hywel Dda health board say the situation here

:05:54. > :05:55.in Tenby has been caused by the resignation of four GPs which

:05:56. > :05:58.they haven't been able to replace. But it's been their response to

:05:59. > :06:01.questions about how they're going to handle the busy tourist season

:06:02. > :06:02.that has angered the local MP. The health board say they've

:06:03. > :06:05.commissioned additional services from the charitable sector,

:06:06. > :06:12.including the British Red Cross and the RNLI to support Tenby over

:06:13. > :06:14.the summer months. Lifeguards team up with

:06:15. > :06:20.the ambulance service to deal with 999 calls

:06:21. > :06:22.and can even administer some drugs. The lifeguards are here seven days

:06:23. > :06:24.a week. They've got all the kit

:06:25. > :06:28.and they're trained. They're more than happy to come

:06:29. > :06:36.and help with anything so it's just a great resource

:06:37. > :06:40.for the public to use. Partnership working is not new

:06:41. > :06:42.but there are fears it could be used as a stop-gap.

:06:43. > :06:44.To be told that actually the slack is going to be taken up

:06:45. > :06:47.by, for example, the RNLI seems to me to be absurd.

:06:48. > :06:49.The RNLI have got a busy summer ahead of them.

:06:50. > :06:52.They've got lots of things that they've got to do.

:06:53. > :06:59.They're a charity, and people pay their taxes to get a

:07:00. > :07:01.good doctor service here in Tenby. Campaigners argue that uncertainty

:07:02. > :07:03.over the future of Withybush Hospital is undermining

:07:04. > :07:06.attempts to recruit medical staff in Pembrokeshire.

:07:07. > :07:07.Hywel Dda say they are working with Tenby surgery to resolve

:07:08. > :07:10.the staffing issues. Wales' largest health board still

:07:11. > :07:12.has more work to do until it's fully fit for purpose,

:07:13. > :07:16.according to a report out today. The study of Betsi Cadwaladr

:07:17. > :07:19.University Health Board was carried out by Healthcare Inspectorate Wales

:07:20. > :07:22.and the Wales Audit Office. It follows

:07:23. > :07:25.a highly critical report last year, which led to the former chairman

:07:26. > :07:29.and vice chair stepping down. The health board says progress

:07:30. > :07:45.has been made but it recognises We found that progress is being made

:07:46. > :07:50.in detecting the issue of infection control and prevention of infection.

:07:51. > :08:00.That is a lot of work to be done in that area. We broadly acknowledged

:08:01. > :08:00.the progress and had work the board has made in these areas but that is

:08:01. > :08:02.significant work to be done still. A coroner who investigated

:08:03. > :08:05.the death of a man after he was ejected from a nightclub has warned

:08:06. > :08:07.that others could die At an inquest last month

:08:08. > :08:11.a jury concluded the actions of two officers contributed to

:08:12. > :08:25.the death of Hywel Hughes. These stills from CCTV footage shows

:08:26. > :08:28.Hywel Hughes grappling with security men outside a nightclub. He was

:08:29. > :08:34.seriously injured but nobody realised. He was pinned to the

:08:35. > :08:42.ground and he was handcuffed and tried to the police car. He died

:08:43. > :08:46.later that night. Police had taken him to the custody suite ten miles

:08:47. > :08:56.away. He died of asphyxia caused by his injuries. It is concluded last

:08:57. > :09:02.month that the way he was that it contributed part to his death. The

:09:03. > :09:06.coroner warns unless there are changes, that is the coroner warns

:09:07. > :09:07.unless there are changes, that is in her report, the QC calls for

:09:08. > :09:11.improved police training and guidance on positional asphyxia. She

:09:12. > :09:22.questions the design of some police cars. They impede an officer 's

:09:23. > :09:27.ability to see and hear AGT me. She says she is also concerned about

:09:28. > :09:30.training and the lack of a requirement for doorstep to have

:09:31. > :09:36.first aid qualifications. This evening, both with police said it

:09:37. > :09:41.had received a copy of the report. It has also gone to the Home

:09:42. > :09:47.Secretary. If that is reliable evidence that is a fault and that

:09:48. > :09:58.fault leads to a real risk of injury or death, of course, they will

:09:59. > :10:09.address it. Two security men were cleared by a jury of manslaughter in

:10:10. > :10:14.2005. Charges of misconduct related dismissed for two others. The family

:10:15. > :10:22.has campaigned to find out by he died. The coroner now says efforts

:10:23. > :10:24.are being made to make sure nothing similar happened again.

:10:25. > :10:27.North Wales Police officers will travel to Crete to join the search

:10:28. > :10:30.for Arthur Jones, who's been missing on the island for two weeks.

:10:31. > :10:33.They'll be joined by a member of the North Wales Mountain Rescue team.

:10:34. > :10:37.The 73-year-old is said to be a keen walker, and hasn't been seen since

:10:38. > :10:46.Llangollen International Eisteddfod could be missing several groups

:10:47. > :10:48.of competitors next week after they've been refused

:10:49. > :10:51.Organisers say some of the performers from countries

:10:52. > :10:54.including India, Russia and Nepal have been competing for years.

:10:55. > :10:56.The Home Office says it won't comment without knowing the details

:10:57. > :11:03.Is London 'starving' museums and galleries here of funding?

:11:04. > :11:05.That's the view of the head of National Museum Wales,

:11:06. > :11:07.who's told this programme that a disproportionate amount

:11:08. > :11:09.of public and private money is given to organisations

:11:10. > :11:20.Our arts and media correspondent Huw Thomas reports.

:11:21. > :11:29.London's museums, the jewel in Britain's cultural crown or a weight

:11:30. > :11:38.around the institutions based outside the M25. The bus of the

:11:39. > :11:45.National Museum of Wales says the London museums get more than they

:11:46. > :11:50.deserve. Half ?1 billion goes to the national institutions in London. It

:11:51. > :11:54.makes a huge difference. Half ?1 billion of play that many also

:11:55. > :11:59.goes. This means the rest of the United Kingdom is relatively starved

:12:00. > :12:09.of funding for it at and cultural provision. The paintings of Richard

:12:10. > :12:14.Wilson at the neutral in Cardiff. Holding exhibitions like this is

:12:15. > :12:17.expensive. The museum would receive ?23 million in funding from the

:12:18. > :12:24.assembly government. It is effectively a cat. These galleries

:12:25. > :12:27.already boast an impressive collection of art but that is a

:12:28. > :12:31.sense that for all the effort to display the treasures that are

:12:32. > :12:36.housed here, the museum is still outclassed and underfunded and paid

:12:37. > :12:41.to the wealth that reaches its London competitors. The sponsorship

:12:42. > :12:45.deals may be the only way to David money to Wales but one expert on the

:12:46. > :12:53.arts believes it is time for creative fundraising. Think about

:12:54. > :13:00.what you can do in Cardiff. You could change the planning system,

:13:01. > :13:07.you could have camouflaged subsidies by encouraging low rates. You can

:13:08. > :13:14.give tax breaks. Cardiff was created by a private individual. In

:13:15. > :13:17.testimony from London will not be easy. The government admits as a

:13:18. > :13:21.disparity. Fears for how the birdlife of

:13:22. > :13:25.Skomer Island will be monitored in future as researchers suffer

:13:26. > :13:35.a cut in funding. Labour Party members in the

:13:36. > :13:38.Cynon Valley have gone on strike in Labour has insisted its candidate

:13:39. > :13:42.for the seat at the general election must be a woman, despite local party

:13:43. > :13:57.members wanting to choose from a We feel we have been treated

:13:58. > :14:03.shabbily by the party. If you are the party is not snowing and the

:14:04. > :14:05.consultation process was a sham. We believe we have not got a proper

:14:06. > :14:11.right of hearing or appeal. Our political correspondent

:14:12. > :14:17.Daniel Davies joins us now. Is this damaging for labour?

:14:18. > :14:19.Well they won't want it to spread to other seats

:14:20. > :14:27.because there'll be eight seats with all-women shortlists.

:14:28. > :14:30.Mr Williams says the biggest contribution party member make

:14:31. > :14:33.is to choose candidates. And when their local MP Ann Clwyd

:14:34. > :14:35.stands down next year, Mr Williams and his comrades

:14:36. > :14:38.in the Cynon Valley Constituency Labour Party wanted a free choice

:14:39. > :14:40.of male and female candidates. They've been overruled

:14:41. > :14:43.and the result is this, pictures Labour didn't want you to

:14:44. > :14:46.see, hundreds of empty envelopes and unused books of stamps sitting

:14:47. > :14:51.in boxes at Mr Williams' house Hirwaun because of this strike.

:14:52. > :14:57.Selecting a candidate involves writing to party members, booking

:14:58. > :15:01.meeting venues, stuffing envelopes. In the Cynon Valley they're

:15:02. > :15:04.not going to do it. Welsh Labour HQ will

:15:05. > :15:06.have to do it instead. Welsh Labour says it makes no

:15:07. > :15:09.apology for using an all-women shortlist.

:15:10. > :15:14.Only 13 women have ever represented Wales in the House of Commons.

:15:15. > :15:17.Will another be elected as in the Cynon Valley next year?

:15:18. > :15:21.They're on strike, but Mr Williams says he and fellow members won't put

:15:22. > :15:23.up an independent candidate as happened in a very bitter row

:15:24. > :15:31.about all-women shortlists in Blaenau Gwent a few years ago.

:15:32. > :15:33.At this stage, it looks unlikely that this row will

:15:34. > :15:39.cost Labour a seat. It's a nature reserve of

:15:40. > :15:42.international importance but there are concerns tonight that funding

:15:43. > :15:44.cuts could impact on conservation Natural Resources Wales who've

:15:45. > :15:51.taken the decision to cut the grant say they're taking

:15:52. > :15:53.a more holistic approach. Our environment correspondent Iolo

:15:54. > :16:03.ap Dafydd reports At the height of summer, these

:16:04. > :16:07.cliffs are bursting with life. Razorbills, guillemot and her

:16:08. > :16:24.friends are some of the species here. Most of the birds who died

:16:25. > :16:28.here have died from malnourishment. Trying to make sense of how many of

:16:29. > :16:34.these sea birds have been affected by the winter storms is important.

:16:35. > :16:37.Here, there is a large colony of guillemot. That is a comprehensive

:16:38. > :16:46.and specific research into their numbers. That is general on a drink

:16:47. > :16:49.on the island as well of other sea birds. Because of the storms, and

:16:50. > :16:55.additional 5000 guillemots are estimated to have died this year.

:16:56. > :17:00.Sheffield University as funding this assessment and that is concern that

:17:01. > :17:08.this kind of rigorous research is losing government support. It has to

:17:09. > :17:13.be done professionally and regular sleep otherwise you are wasting your

:17:14. > :17:17.time. Counting birds will give you a cute index but ours gives you a more

:17:18. > :17:22.sophisticated measure of what is happening in the population. Other

:17:23. > :17:39.species are monitored but not in such depth. It is admitted that are

:17:40. > :17:45.tough decisions on funding. We tried to make sure we understand every

:17:46. > :17:54.element of the environment so they are not concentrating on one

:17:55. > :18:05.species. Skomer Island is in Wales is only marine nature reserve. It

:18:06. > :18:10.makes good policy when you can back this up with good information. We

:18:11. > :18:15.would like to think this is something they will be putting more

:18:16. > :18:19.effort into doing. Monitoring will also be taking place next year.

:18:20. > :18:22.It's been revealed that a man from Cardiff, who called himself the

:18:23. > :18:25.father of terrorism, tried to travel abroad to join extremists groups.

:18:26. > :18:27.21-year-old Khuram Iqbal has admitted posting links to

:18:28. > :18:30.Woolwich Crown Court heard that he posted more than 500 videos,

:18:31. > :18:34.deemed as the most serious, illegal category.

:18:35. > :18:35.Our reporter Jordan Davies is outside the court

:18:36. > :18:54.He looked straight ahead when evidence against him was read out.

:18:55. > :19:00.He called himself the father of terrorism. He has already admitted

:19:01. > :19:07.using social media to spread extremist videos and articles. Some

:19:08. > :19:11.modified the murder of Lee Rigby and the attacks in New York. When police

:19:12. > :19:22.searched his home -- home, they found copies of a catalyst magazine

:19:23. > :19:26.on his laptop. In court today, we also heard that three years ago, he

:19:27. > :19:32.was arrested by Kenyan police in Kinnear close to the order with

:19:33. > :19:37.Somalia will stop it was alleged he was trying to join an extremist

:19:38. > :19:40.group in Somalia and he was deported back to the UK where he was

:19:41. > :19:46.questioned by terror police here but was released without charge for

:19:47. > :19:49.Saturday, we learned that sometime later he was stopped at Heathrow

:19:50. > :19:56.Airport and was booked onto a flight to Turkey. He said it was for a city

:19:57. > :20:01.break. The police did not believe him. Prosecutors today said this was

:20:02. > :20:05.an attempt to join a terrorist cause. Two months later we know he

:20:06. > :20:11.was arrested for distributing extremist material was up something

:20:12. > :20:15.he is pleading guilty to. It will now be up to the judge and

:20:16. > :20:19.appropriate sentence when they return.

:20:20. > :20:22.Sport now, and Wales captain Ashley Williams will still be

:20:23. > :20:25.at Swansea City next season after signing a contract extension.

:20:26. > :20:29.There had been speculation the central defender was a target

:20:30. > :20:34.But he's added another three years to his current deal, which

:20:35. > :20:38.But it looks increasingly likely that Cardiff City captain

:20:39. > :20:42.The Bluebirds have accepted a bid from Queens Park Rangers,

:20:43. > :20:45.although it's possible other clubs could join the race to sign him.

:20:46. > :20:47.Aberystwyth Town's debut in Europe turned into a nightmare.

:20:48. > :20:51.They lost four-nil at League of Ireland side Derry City,

:20:52. > :20:55.after having their goalkeeper sent off in the first half.

:20:56. > :20:58.The second leg of their Europa League qualifying tie will be played

:20:59. > :21:03.In the other matches, Bangor City also lost 4-0 to Stjarnan in

:21:04. > :21:12.Iceland, while Airbus drew one-all with Norwegian side FK Haugesund.

:21:13. > :21:19.No player in the ticket this evening.

:21:20. > :21:21.Well, let's hope there's a bright weekend in store.

:21:22. > :21:36.Time for the weather forecast. Through this evening, we have the

:21:37. > :21:42.rain band pushing through. It will become patchy in the early hours of

:21:43. > :21:49.tomorrow. By dawn, much of the country should be tried. A fairly

:21:50. > :21:53.mild night. Quite blustery out there but hopefully the winds will ease by

:21:54. > :21:56.the early hours of tomorrow morning. Low pressure in charge this weekend.

:21:57. > :22:02.That weather front will clear through. A brief break before we see

:22:03. > :22:07.another weather system coming through by Sunday. First thing

:22:08. > :22:14.tomorrow morning, just a few showers. By the time we get into the

:22:15. > :22:18.afternoon, we can look forward to dry conditions with some sunshine.

:22:19. > :22:23.As you see on the map, the majority of us getting away with a dry

:22:24. > :22:29.Saturday afternoon. Temperatures cooler than recently. It will feel

:22:30. > :22:34.fresher. In the sunshine, feeling pleasant. More sunshine for the

:22:35. > :22:39.evening before sunset. Overnight, clear skies. Just a few showers

:22:40. > :22:47.across the south coast. Temperatures at its lowest around nine Celsius.

:22:48. > :22:51.We go into Sunday, it will start to try and sunny. The showers will get

:22:52. > :23:00.going and it could be heavy at times. How is up to 18 Celsius.

:23:01. > :23:09.Saturday is the best day for outdoor activities. As we head to the start

:23:10. > :23:12.of next week, we have more unsettled conditions. A mixture of sunshine

:23:13. > :23:18.and showers as low pressure remains in charge. High pressure taking

:23:19. > :23:23.charge by the middle of next week. A mixture of sunny spells and also

:23:24. > :23:28.something much drier as well. A beautiful scene today. Thank you for

:23:29. > :23:33.sending that in. Rolf Harris has been jailed

:23:34. > :23:38.for nearly six years for indecently assaulting four girls

:23:39. > :23:41.between the late ?60s and mid-80s. The youngest was just eight

:23:42. > :23:43.at the time. The judge said

:23:44. > :23:45.the veteran entertainer had shown no We'll be back with our next

:23:46. > :23:50.update after the BBC News at Ten. For now though, from all of us on

:23:51. > :23:56.the programme, have a good evening.
