:00:27. > :00:30.capacity on one project. They have an opinion and they

:00:31. > :00:42.consider it to be valid. I know my decision is correct.

:00:43. > :00:49.Sheila Williams' husband was killed in work - Airbus is fined ?200,000.

:00:50. > :00:51.She tells us it isn't enough. Did Pembrokeshire Council act on

:00:52. > :00:54.warnings about a youth worker - now a convicted paedophile? The

:00:55. > :00:56.Children's Commissioner investigates.

:00:57. > :00:59.She says she was sacked for sipping cocktails - Wales' most successful

:01:00. > :01:05.netball coach breaks her silence in an exclusive interview.

:01:06. > :01:08.And bringing the horrors of trench warfare to life - in history lessons

:01:09. > :01:47.I think the soldiers would have been scared.

:01:48. > :01:49.A reckless decision - just one of the criticisms tonight

:01:50. > :01:53.of plans to spend a billion pounds on a new M4 relief road

:01:54. > :01:55.around Newport, which the Transport Minister has robustly defended.

:01:56. > :01:57.There's been political reaction all day to the surprise announcement

:01:58. > :01:59.yesterday, when Edwina Hart rejected a proposal to upgrade

:02:00. > :02:02.an existing road, saying she would press ahead with plans for a brand

:02:03. > :02:06.Our Political Editor Nick Servini is in Cardiff Bay.

:02:07. > :02:10.We have got an indication of how polarised people are on this subject

:02:11. > :02:12.because for all those who have said it was reckless, there were others

:02:13. > :02:15.who have been campaigning for this for years. I don't think we should

:02:16. > :02:17.be surprised because of the vast amounts of money involved and the

:02:18. > :02:22.legacy element of this project. All of this amid the political fallout

:02:23. > :02:27.over the course of the day. Edwina Hart is the woman under the

:02:28. > :02:30.spotlight. She was sticking by the call.

:02:31. > :02:34.Running smoothly on the M4 at Newport tonight. This is the one day

:02:35. > :02:38.when traffic chaos at the tunnels may have been helpful for the Welsh

:02:39. > :02:44.government as it tries to sell the idea of spending ?1 billion on a new

:02:45. > :02:49.motorway to the south of the city. Selling the idea is going to be a

:02:50. > :02:53.problem, not only in areas like North Wales but within the Labour

:02:54. > :02:57.Party itself. In an unusual development, a number of backbench

:02:58. > :03:02.Labour AM is criticised the decision but today, the transport and economy

:03:03. > :03:06.Minister held firm. Free speech hasn't been abolished in

:03:07. > :03:11.the UK. It has never been abolished in the Labour Party. They feel

:03:12. > :03:18.passionately and they are entitled to say what they wish to say. I have

:03:19. > :03:21.got no problem with that. They consider their opinions to be valid

:03:22. > :03:27.and I know my decision was correct. A projected time frame has been set

:03:28. > :03:32.out. The first contracts awarded in 2015. A local public enquiry a year

:03:33. > :03:37.later with the intention of starting construction in 2018. The project

:03:38. > :03:43.should be competed in 2022. Plaid Cymru hopes that they will

:03:44. > :03:47.never come as it wraps up its opposition to the new road by

:03:48. > :03:52.refusing to take part in any talks with Labour on the budget.

:03:53. > :03:54.We can't work to negotiate a budget with the Welsh government which has

:03:55. > :04:03.taken such a reckless decision to use up the entire Apollo incapacity

:04:04. > :04:07.-- borrowing capacity on one budget. The minister also has a job selling

:04:08. > :04:13.the idea in areas which won't see the benefits. North Wales is

:04:14. > :04:17.overshadowed by a major road and the reaction was less than positive.

:04:18. > :04:20.Everything is South Wales. Can they talk about North Wales for a

:04:21. > :04:26.change? I think they should spend some money

:04:27. > :04:33.into the road into North Wales. We need people to come here. Most of

:04:34. > :04:38.the road is a dual carriageway so to make it wider.

:04:39. > :04:41.The timing of the announcement was a problem for some because it came

:04:42. > :04:45.before a cross-party assembly committee was due to publish its

:04:46. > :04:48.report on this issue. We have seen a draft copy which says there are

:04:49. > :04:52.grave concerns about the consultation process. The integrity

:04:53. > :04:57.of the consultation could be critical if there is a legal

:04:58. > :05:01.challenge, which the environmental group friends of the Earth says it

:05:02. > :05:05.is considering because of the impact it will have on the Gwent levels.

:05:06. > :05:11.I indicated yesterday there was something like this come when there

:05:12. > :05:15.are passions on all sides. I know we have had a lot of lobbying from

:05:16. > :05:20.areas and there will be a charge but you tell me what major

:05:21. > :05:24.infrastructure projects wouldn't be subject to any challenge? That is

:05:25. > :05:27.the reality of the world we working.

:05:28. > :05:31.This is a decision that splits people and that has been reflected

:05:32. > :05:34.in the language. It has been called with brave and reckless in the past

:05:35. > :05:39.24 hours. What will happen next?

:05:40. > :05:43.I have spoken to some assembly members who have left today for

:05:44. > :05:46.their summer break. They say they believe this decision was pushed

:05:47. > :05:51.through at the last minute with no proper scrutiny. Plaid Cymru's line

:05:52. > :05:58.in the sand position could have implications next year. The decision

:05:59. > :06:05.has been made and outraged AM is only go so far. Is it the right

:06:06. > :06:10.call? The M4 run smoothly at Newport today but the next time there is a

:06:11. > :06:13.major problem, and large chunks of south-east Wales virtually grind to

:06:14. > :06:16.a standstill, you can bet your bottom dollar that the Welsh

:06:17. > :06:19.government will use it as justification for this huge

:06:20. > :06:23.investment, which they say will affect two thirds of the population

:06:24. > :06:27.of the country. That is no comfort if you live in North Wales. I spoke

:06:28. > :06:33.to an assembly member from North Wales earlier and he told me some of

:06:34. > :06:37.his constituents see red when they see that the Welsh government has

:06:38. > :06:41.spent ?50 million on an airport in Cardiff. He said, imagine how they

:06:42. > :06:42.will feel when the Welsh government is going to spend ?1 billion on a

:06:43. > :06:47.road in Newport? The widow of a man who died

:06:48. > :06:49.in an accident at the Airbus plant in Flintshire

:06:50. > :06:52.says the company's ?200,000 fine for breaching health and safety

:06:53. > :06:56.laws isn't sufficient punishment. Donald Williams, was crushed

:06:57. > :07:11.by tractor machinery which he Thank you. The judge says that the

:07:12. > :07:18.?200,000 doesn't reflect the value of the lost life. The widow of

:07:19. > :07:22.Donald Williams says the law doesn't go well enough. The vehicle fitter

:07:23. > :07:29.said giving the job he loved in 2011.

:07:30. > :07:32.It only took a moment for Sheila Williams' life to change forever.

:07:33. > :07:41.62-year-old Donald Williams was coming to the end of a shift at

:07:42. > :07:46.Airbus. He stood at the rear and asked a colleague to start the

:07:47. > :07:50.ignition. The fertiliser spreader lifted and crushed Mr Williams

:07:51. > :07:54.between it and the tractor. His widow believes that health and

:07:55. > :07:58.safety failures need to have tougher consequences.

:07:59. > :08:03.All our lives are valuable and should be seen so by our employers

:08:04. > :08:06.and the government. Having experienced first-hand the system

:08:07. > :08:10.dealing with my husband 's case, I am not convinced the current

:08:11. > :08:15.punishment is sufficient deterrent for companies and I don't feel the

:08:16. > :08:19.level of fine imposed today amounts to much in exchange for a man's

:08:20. > :08:24.life. Airbus admitted a failing, not

:08:25. > :08:31.giving training to those working with tractors and their attachments.

:08:32. > :08:34.Hires in vehicles maintained by third party contractors.

:08:35. > :08:37.We accept the findings of the investigation and the shortcomings

:08:38. > :08:44.that led to this tragic incident. Have cooperated with the subsequent

:08:45. > :08:49.health and safety investigation. I want to provide assurance that the

:08:50. > :08:59.Mac takes the safety of our dash of Airbus takes the safety of our

:09:00. > :09:01.employees seriously. Mrs Williams and her family are

:09:02. > :09:05.still living with the consequences of the failings and says the proven

:09:06. > :09:11.that it has since made are a positive step that only the threat

:09:12. > :09:14.of harsher punishment will force companies to offer greater

:09:15. > :09:18.protection to workers. The judge said the death of Donald Williams

:09:19. > :09:23.was avoidable and when it claims to these tractors, he and his

:09:24. > :09:29.colleagues were working on a trial and error basis. He said he was

:09:30. > :09:31.satisfied that since this incident, Airbus had tightened its reporting

:09:32. > :09:34.procedures and health and safety. A woman who stabbed a businessman

:09:35. > :09:37.in the neck in his car has pleaded Swansea Crown Court heard

:09:38. > :09:40.Katie Ann Jenkins killed It happened at Sterry Road in

:09:41. > :09:44.Gowerton, after he gave her a lift. Jenkins had been on trial for

:09:45. > :09:47.murder but changed her plea, which Labour will select

:09:48. > :09:55.a successor to the Neath MP Peter The party made the decision

:09:56. > :09:59.at a meeting earlier this week. The selection process is already

:10:00. > :10:03.proving controversial, with Labour members in Cynon Valley

:10:04. > :10:05.saying they will not co-operate with the decision

:10:06. > :10:11.for an all-women shortlist there. Two people, a man and his former

:10:12. > :10:15.wife, have been found guilty at Cardiff Crown Court of sexual

:10:16. > :10:18.and physical offences against their The offences took place in the

:10:19. > :10:23.Caerphilly and Merthyr Tydfil areas. The judge described the case as the

:10:24. > :10:27.worst he's ever had to deal with. Caroline Evans is outside

:10:28. > :10:33.Cardiff Crown Court. Caroline, what can you tell us

:10:34. > :10:38.about this case? We're talking here about abuse

:10:39. > :10:41.which took place from the 1990s up until last year when the man

:10:42. > :10:46.at the centre of this was arrested. As you'll appreciate the defendants

:10:47. > :10:49.can't be named in order to protect the identity of their victims, but I

:10:50. > :10:53.can tell you that this came to light after one of the victims who is now

:10:54. > :10:56.grown up was sent to prison himself for serious sexual abuse of children

:10:57. > :11:00.and there he told police what had Was this family completely

:11:01. > :11:12.unknown to the authorities? During the trial here we learned

:11:13. > :11:20.that the children WERE known to social services,

:11:21. > :11:22.they were on the "at risk" register We were also told that police were

:11:23. > :11:29.called to investigate after one of the children made an allegation, but

:11:30. > :11:32.no prosecution followed back then. Today Gwent police gave this

:11:33. > :11:43.reaction to the verdict. In the last 16 months, more than 30

:11:44. > :11:45.police officers have worked on the case and some of them have been

:11:46. > :11:50.truly shocked at the gravity of the crimes committed. The outcome

:11:51. > :11:54.demonstrates that together with the Crown Prosecution Service, we are

:11:55. > :11:56.committed to prosecuting this type of offence, regardless of the time

:11:57. > :11:59.that has passed. We understand the judge said

:12:00. > :12:02.this was one of the worst cases Yes, after the verdicts were given

:12:03. > :12:07.he thanked the jury for sitting through the case saying it was

:12:08. > :12:09.an awful experience for them. He told the man and woman that

:12:10. > :12:12.it was inevitable that they But he adjourned sentence

:12:13. > :12:17.until next month while he considers A childhood dream realised -

:12:18. > :12:23.why golfer Rhys Enoch wishes his brother could be there to watch

:12:24. > :12:28.him make his Open debut. And bringing the horrors

:12:29. > :12:30.of trench warfare to life - in The Children's Commissioner for

:12:31. > :12:44.Wales has begun an investigation into how Pembrokeshire Council dealt

:12:45. > :12:48.with the case of a youth worker - Mik Smith stayed in his job

:12:49. > :12:53.for seven years after an inquiry into allegations he had behaved

:12:54. > :12:57.inappropriately towards children. The council leader today

:12:58. > :12:59.apologised for failures and said he Now a convicted paedophile,

:13:00. > :13:04.Mik Smith has been sentenced to six But from 2005 until 2012 this senior

:13:05. > :13:15.youth worker was able to continue having contact with children,

:13:16. > :13:17.despite repeated concerns In 2005 a whistleblower warned

:13:18. > :13:26.council bosses about Mr Smith's behaviour and an investigation was

:13:27. > :13:52.launched but in the end Mr Smith was I have expressed regret about the

:13:53. > :13:57.failings that have been but in terms of lessons learned, I think the

:13:58. > :14:02.evidence that has already been received about an excellent Estyn

:14:03. > :14:05.outcome, in which we have been removed from special measures.

:14:06. > :14:07.In this week's Week In Week Out programme the mother

:14:08. > :14:10.of an eight-year-old boy Smith later went on to abuse called for the

:14:11. > :14:13.chief executive of Pembrokeshire council Bryn Parry Jones to resign

:14:14. > :14:16.over the way complaints about Mik Smith were handled.

:14:17. > :14:21.Today the council were told the Welsh Children's Commissioner

:14:22. > :14:24.has already begun looking into the case, and this may increase

:14:25. > :14:33.As I said here today, you couldn't expect the chief executive to know

:14:34. > :14:40.everything about every individual member of staff that the children's

:14:41. > :14:41.Commissioner, on the weekend programme, said that the buck

:14:42. > :14:46.stopped with him. That is true. The council was given assurances

:14:47. > :14:49.today that no evidence of criminal None of the managers

:14:50. > :14:52.from the former Education department who were involved in Mik Smith's

:14:53. > :15:05.case still work for the authority. That meeting also heard that no

:15:06. > :15:08.further action will be taken to recover ?50,000 of salary

:15:09. > :15:14.supplements paid to the Chief Executive. The Wales Audit Office

:15:15. > :15:24.investigation found the payments to be unlawful. The meeting decided not

:15:25. > :15:29.to try and claim back the money. Aerospace industry will share more

:15:30. > :15:34.funding. It will be used to develop more environmentally friendly

:15:35. > :15:36.planes. Airbus and other Welsh -based and police are set to

:15:37. > :15:39.benefit. S4C needs to do more to ensure

:15:40. > :15:42.viewers tune in to its channel That's according to the chair

:15:43. > :15:45.of the S4C authority. The channel's annual report showed

:15:46. > :15:48.more than 20,000 fewer Welsh speakers watched S4C last year

:15:49. > :15:50.compared with the year before. But the report also showed people

:15:51. > :15:57.were watching more hours per week. Claire's here now with

:15:58. > :15:58.tonight's sport. The former head coach of the Wales

:15:59. > :16:03.netball team says she was sacked last month for sipping cocktails

:16:04. > :16:06.by a pool after a team victory Melissa Hyndman had transformed

:16:07. > :16:12.the national team's fortunes, lifting them into

:16:13. > :16:14.the world's top 10 and qualifying But in an exclusive interview,

:16:15. > :16:21.she's told our sports reporter Ashleigh Crowter she's done nothing

:16:22. > :16:35.wrong, and doesn't understand why This is the week that Melissa

:16:36. > :16:40.thought would be the high point of her coaching career but instead of

:16:41. > :16:44.taking the Wales and will him to Glasgow for the Commonwealth Games,

:16:45. > :16:47.she is spending the week at home with her family after being sacked

:16:48. > :16:51.out of the blue a few weeks ago. The sports governing body never revealed

:16:52. > :16:58.the reasons for her dismissal in June but now Melissa Hyndman has

:16:59. > :17:03.decided to speak out. For me it was important to clear my

:17:04. > :17:07.name but also for my reputation, why I was fired. When you hear

:17:08. > :17:15.allegations on the TV, you immediately think horrible things so

:17:16. > :17:18.I wanted to make sure that people understood the reasons why.

:17:19. > :17:23.What are the reason that you have been given for your sacking?

:17:24. > :17:30.Well, the reason mine was because I consumed alcohol on the Cook

:17:31. > :17:35.Islands, which was two years ago. The second reason was deliberate

:17:36. > :17:41.this regard for instruction. I spoke to the players about a player review

:17:42. > :17:44.when I was told not to. Celebrating success with a drink is

:17:45. > :17:49.something that is commonplace in sport at every level. I understand

:17:50. > :17:54.the Chief Executive of Welsh netball back in 2012 had no problem with

:17:55. > :17:59.Melissa Hyndman authority drinking alcohol after the tournament

:18:00. > :18:02.victory. Recently more than 18 months later, Welsh netball, and a

:18:03. > :18:08.new leadership in Cardiff, change their minds and decided it was a

:18:09. > :18:13.serious disciplinary offence. The couple of girls had some

:18:14. > :18:19.cocktails and they were passed to me offered me a sip. Said yes. For

:18:20. > :18:27.cocktails later and I think maybe I had consumed about, in total, about

:18:28. > :18:30.a wine glass for. I drank Coke and water the rest of the time but it

:18:31. > :18:37.wasn't about that, it was that I had consumed some alcohol. I don't deny

:18:38. > :18:43.that. I never did. You really, bitterly let me down.

:18:44. > :18:48.There is no doubt that Melissa Hyndman didn't mind ruffling some

:18:49. > :18:51.feathers. She was dubbed the Sir Alex Ferguson

:18:52. > :18:57.of netball because of her and compromising and sometimes expletive

:18:58. > :19:02.laden team talks. She admits to expressing disagreement with some

:19:03. > :19:06.decisions taken by the management. It got results. Wales climbed from

:19:07. > :19:13.19th to eighth in the world. She also took a side from the bottom of

:19:14. > :19:16.the super league to the play-off final. Welsh netball turned down a

:19:17. > :19:22.request for an interview and wouldn't answer a series of written

:19:23. > :19:23.questions. Instead they issued a statement set out last month,

:19:24. > :19:35.defending it as: Melissa Hyndman Has decided not to

:19:36. > :19:38.appeal against her sacking as she wants to move on with her life but

:19:39. > :19:41.she will be in Glasgow to support team Wales from the stands.

:19:42. > :19:43.Football - Swansea City striker Michu has joined Napoli

:19:44. > :19:46.on a season's loan with an option to buy him after that.

:19:47. > :19:48.The 28-year-old didn't travel to America for Swansea's pre-season

:19:49. > :19:51.Manager Garry Monk had hoped the striker would stay

:19:52. > :20:08.Simon Easterby is to leave the Scarlets to become Ireland's new

:20:09. > :20:09.forwards coach. The former flanker who won 65 caps for Ireland will

:20:10. > :20:25.take up his role in October. A Welsh golfer who's made his debut

:20:26. > :20:29.today at the Open at Royal Lytham says he wishes his brother was

:20:30. > :20:32.around to see him play. Rhys Enoch, from Cardiff, tee-d off this

:20:33. > :20:34.afternoon - but his brother Ben, who'd also been a top golfer, died

:20:35. > :20:38.in a car crash five years ago. Rhys believes his brother will be

:20:39. > :20:41.watching over him as he competes. realisation of a childhood dream for

:20:42. > :20:45.26-year-old Rhys Enoch. But when he clinched the third and final

:20:46. > :20:47.qualifying spot earlier this month it was a bittersweet experience.

:20:48. > :20:50.Rhys' brother Ben - another a talented golfer - also had

:20:51. > :20:53.aspirations to play at the highest level. Sadly, Ben was killed in a

:20:54. > :20:56.car crash on route to this very tournament back in 2009 at the age

:20:57. > :21:10.of just 19. I have never been to this

:21:11. > :21:12.championship but my brother came to one in 2006 so it is nice to have

:21:13. > :21:16.that connection with him. In the practice sessions of the last

:21:17. > :21:20.few days Rhys, with his modest world ranking of 1045, found himself in

:21:21. > :21:23.exalted company. The highlight so far he says was rubbing shoulders

:21:24. > :21:26.with a golfing legend that both he and his brother idolised - Tiger

:21:27. > :21:39.Woods. I just went to hit a few balls to

:21:40. > :21:44.call down so I grabbed the bucket. I have gone over to the left side, put

:21:45. > :21:46.my kids down and I realised that he was just ten feet away from me,

:21:47. > :21:48.hitting balls. Though Cornish by birth - the

:21:49. > :21:51.brothers were of Welsh extraction and chose to represent Wales for

:21:52. > :21:53.their Amateur careers. But back in Truro, where the boys first began

:21:54. > :21:56.playing golf - there's a memorial to Ben. Since his death the family has
