:01:36. > :01:40.the first time, we know how that it is all costing in redundancy

:01:41. > :01:44.payments. Figures obtained by BBC Wales showed the amount authorities

:01:45. > :01:50.are spending has nearly doubled. Last year the bill was more than ?30

:01:51. > :01:57.million. There are also big variations between councils.

:01:58. > :02:01.This is the second smallest council in Wales, but the second biggest

:02:02. > :02:06.payer when it comes to redundancy cheques. The council is reduced

:02:07. > :02:12.staff here by more than many others, around 400, and it has cost more

:02:13. > :02:16.than ?7 million over three years. Figures we have obtained show ?70

:02:17. > :02:23.million was spent by councils across Wales two years ago. By last year

:02:24. > :02:28.this had almost doubled to more than ?30 million. We estimate that in

:02:29. > :02:34.that time the workforce has been cut by around 2500. The Welsh Local

:02:35. > :02:37.Government Association say councils are the poor relations when it comes

:02:38. > :02:41.to be redundancy payments, with others in the public sector getting

:02:42. > :02:46.far higher packages, and it says the payments save money in the long run.

:02:47. > :02:52.It is necessary because the budgets are being cut. Up to 2018, it is

:02:53. > :02:58.about 900 million that will have been cut from local Government

:02:59. > :03:03.budgets. One of the only ways that authorities can manage this is to

:03:04. > :03:06.shed jobs. And there are huge differences depending where you are.

:03:07. > :03:16.Over the past three years, carefully, next door, spent

:03:17. > :03:24.?170,000. While Cardiff spent ?16 million. Powys spent ?5 million and

:03:25. > :03:31.Wrexham ?800,000. During the time of plenty, the cost of redundancy is

:03:32. > :03:36.less of an issue. But not when things are tight. This leisure

:03:37. > :03:42.centre has been closed as part of a saving plan. The year before, the

:03:43. > :03:47.very same amount, ?2.6 million, was used for what it calls exit

:03:48. > :03:53.packages. Within that, ?1.6 million was used for just 25 people, and

:03:54. > :04:00.half ?1 million was used for four senior managers. The council says it

:04:01. > :04:03.has been forced to take these measures because of unprecedented

:04:04. > :04:06.budget cuts. People will be concerned because the figure has

:04:07. > :04:12.doubled over the last 12 months but what a lot of people get anxious

:04:13. > :04:15.about is when they see people receiving a big golden handshake for

:04:16. > :04:20.redundancies and then a few months later go back into the same local

:04:21. > :04:24.authority or a neighbouring one and doing the same work. There are

:04:25. > :04:30.legitimate questions how local authorities are spending taxpayers'

:04:31. > :04:38.money to make people redundant. So was that view shared on the streets?

:04:39. > :04:43.All they do is put taxes upon the rest of the people. It has all come

:04:44. > :04:48.down two jobs are paid less than they used to be, so when it comes to

:04:49. > :04:54.redundancy payment they are entitled to that money because that is what

:04:55. > :04:58.they were employed as. It will become even more topical if local

:04:59. > :05:03.Government reorganisation happens and many more senior managers are

:05:04. > :05:05.given payoffs. How much they will get will come under intense

:05:06. > :05:09.scrutiny. The Welsh Government has been

:05:10. > :05:13.strongly criticised for its refusal to publish document outlining

:05:14. > :05:18.conclusions of its consultation on the new M4 relief road. The paper

:05:19. > :05:20.was approved by Cabinet last week, two days before the Transport

:05:21. > :05:26.Minister announced her decision to give the new motorway to the South

:05:27. > :05:31.of Newport the go-ahead. Our political report is here. Even more

:05:32. > :05:36.controversy. Yes, this will be the Welsh Government's single weakest

:05:37. > :05:42.capital spend since devolution, with a price tag at estimated at around

:05:43. > :05:47.?1 million. When Edwina Hart gave it the go-ahead last week there was a

:05:48. > :05:50.lot of opposition, on cost grounds, on the environmental impact, and

:05:51. > :05:54.also on the way the decision was taken, announced in assembly the day

:05:55. > :05:58.before the end of term and a week before the committee published a

:05:59. > :06:01.report on this very topic. The Minister for her part was clear that

:06:02. > :06:06.this was the right decision and she was taking it at this point because

:06:07. > :06:14.she was getting on with governing. What has been said today? It is

:06:15. > :06:20.about transparency. The paper was put forward clue summing up the

:06:21. > :06:25.conclusions of the public consultation. Now an overview of

:06:26. > :06:28.that meeting and documents like this are published on the Welsh

:06:29. > :06:32.Government website but today we have learned that with this document it

:06:33. > :06:36.will not be the case. The Government has decided it will be exempt from

:06:37. > :06:40.disclosure so it will not go up on the website when it would have done.

:06:41. > :06:44.The Welsh Liberal Democrats, for one, have reacted angrily. Here is

:06:45. > :06:49.what they have to say. It is appalling that a consultation that

:06:50. > :06:55.was held to allow the public to contribute to a public debate has

:06:56. > :06:59.been covered up in this way. It ought to be, open and transparent

:07:00. > :07:04.governance. The Government has not told us is

:07:05. > :07:10.the fact reasoning for non-disclosure here. As for the

:07:11. > :07:14.project, Edwina Hart said last week she expects legal challenge. I have

:07:15. > :07:17.spoken to one environmental group currently consulting with lawyers on

:07:18. > :07:22.this. They expect to make a decision on whether to take this first step

:07:23. > :07:22.toward legal action at some point in the next few weeks.

:07:30. > :07:32.Katie Jenkins killed Richard Craddock in Gowerton last

:08:46. > :08:53.Green suffered convocations after an operation for bowel cancer in

:08:54. > :08:57.Haverfordwest. Hywel Dda health board have already admitted failings

:08:58. > :09:01.in his care. 82-year-old Malcolm Green had been

:09:02. > :09:07.in good health. Seen here receiving an MBE from the Queen in 2011. But

:09:08. > :09:12.following year, he was diagnosed with bowel cancer and to June 2012,

:09:13. > :09:17.he went into hospital for a routine operation remove it. Early the next

:09:18. > :09:22.morning, there were signs something was wrong. It was later discovered

:09:23. > :09:25.he was bleeding internally, but a second operation to correct that did

:09:26. > :09:30.not take place until 1pm in the afternoon. By then, it was too late.

:09:31. > :09:35.Mr Green died three days later. The surgeon in charge of his care has

:09:36. > :09:41.now been placed under supervision order on the General medical Council

:09:42. > :09:48.-- while the General medical Council, or GMC, investigate his

:09:49. > :09:51.case. We had understood that the GMC would be having a fitness to

:09:52. > :09:54.practice tribunal and that would be the only action being taken place,

:09:55. > :10:02.and I think it goes to show the catastrophic error made in June

:10:03. > :10:06.2012. The doctor remains employed by Hywel Dda health board but the

:10:07. > :10:10.conditions imposed by the GMC state that for the next year, he must be

:10:11. > :10:16.supervised by unnamed consultant and his work reviewed at least once a

:10:17. > :10:18.fortnight. Mr Green's family are correctly receiving damages against

:10:19. > :10:23.Hywel Dda. 17 people died or drowned in

:10:24. > :10:28.accident around the Welsh coast last year, while 65 lives were saved by

:10:29. > :10:32.lifeboat crews and lifeguards, according to the RNLI. Earlier

:10:33. > :10:37.today, swimmers were rescued after struggling against the tide.

:10:38. > :10:40.Yesterday rescuers were called to 13 incidents on the North Wales coast.

:11:02. > :11:04.on the run after being involved in a conspiracy to bring large amount of

:11:05. > :11:07.cocaine into North Wales has been jailed.

:11:08. > :11:09.Francis Cain from Liverpool was sentenced to nine years

:11:10. > :11:12.for his role in the operation, which had been secretly filmed by police.

:11:13. > :11:15.Ten fellow conspirators were jailed four years ago for a total

:11:16. > :11:22.It was this police surveillance which helped identify the players in

:11:23. > :11:25.a conspiracy to bring class-A drugs from Liverpool to North Wales.

:11:26. > :11:30.At one time, cocaine with an estimated street value

:11:31. > :11:33.of ?162,000 was recovered, along with large amounts of cash.

:11:34. > :11:35.The notorious Denbighshire criminal John Gizzi was described as one

:11:36. > :11:39.of the ringleaders and was jailed along with nine other men in 2010.

:11:40. > :11:43.Posters showing their faces were put up around Denbighshire

:11:44. > :11:47.by police to deter others from following in their footsteps.

:11:48. > :11:49.As part of their surveillance operation, officers witnessed

:11:50. > :11:53.John Gizzi receiving a plastic bag from 39-year-old Francis Cain

:11:54. > :11:57.from Liverpool, who was identified as an organiser of the conspiracy.

:11:58. > :12:01.But he fled custody in 2010 and was only recaptured earlier this year.

:12:02. > :12:04.Mold Crown Court heard that he had previously been engaged

:12:05. > :12:07.in serious criminal activity, had been jailed for nine years

:12:08. > :12:11.in 2002 for conspiracy to rob, and was therefore on licence

:12:12. > :12:24.Having evaded justice temporarily, he was jailed for nine years.

:13:08. > :13:12.future in agriculture if they have not been born into farming families?

:13:13. > :13:17.We have been speaking to a teenager struggling to enter the industry.

:13:18. > :13:24.Catch those two lambs and put them out. Sam Davies is 18 years old but

:13:25. > :13:28.since a young age, he has dreamt of being a farmer. He has not grown up

:13:29. > :13:34.in the industry, so to get experience he comes to this farm to

:13:35. > :13:39.work as a volunteer. He does not get paid, because the business is fully

:13:40. > :13:44.staffed with family members. I just want to get out there. I do not want

:13:45. > :13:50.to be stuck in, doing something I'm not really enjoying in life. If I'm

:13:51. > :13:56.outdoors, on a farm, that is perfect for me. I would love it. There are

:13:57. > :14:00.so many sons and daughters with the experienced ready to go to work.

:14:01. > :14:06.It's not impossible by any means. Sam has the ability to do it and

:14:07. > :14:12.he's committed to that. He will find something, but where and which it

:14:13. > :14:15.will be difficult to say. Sam lives in a former mining area with his

:14:16. > :14:19.family who have no background in farming. He has been studying

:14:20. > :14:22.agriculture at college and should now be working as a paid apprentice

:14:23. > :14:29.on a farm, but he cannot get a placement. Unless you have got

:14:30. > :14:33.family, then it is very very difficult to get into, and yes I

:14:34. > :14:39.find it frustration. I want to support him as much as I can. There

:14:40. > :14:43.was plenty of support for farmers at the Royal Welsh Show this week.

:14:44. > :14:47.Hundreds came to showcase their animals. Many of the farmers who

:14:48. > :14:51.come here to the Royal Welsh Show compete as a family. The livestock

:14:52. > :14:54.owners train their sons and daughters to take over the business

:14:55. > :14:58.in the future but many admit that without being born into the

:14:59. > :15:03.industry, it is difficult to get a job as a farmer. You have got to own

:15:04. > :15:08.a farm before starting because there is so much money involved. It is

:15:09. > :15:13.unbelievable, the money for farm, over 1 million. The Welsh Government

:15:14. > :15:17.says there is a scheme in place to help young farmers with five years

:15:18. > :15:21.of experience, but they are working on their latest rural development

:15:22. > :15:24.programme, which could include supporting people without

:15:25. > :15:27.experience. Sam says he would welcome any help available but in

:15:28. > :15:32.the meantime, you'll keep volunteering until he can get a

:15:33. > :15:39.full-time job. Team Wales are still hopeful of a

:15:40. > :15:43.medal on day one of the Commonwealth Games. Let's join Clare in Glasgow.

:15:47. > :15:49.winding down for Team Wales. Yes, medals could be won tonight.
