:03:22. > :03:25.Now, for the first time, we know how much it is costing
:03:26. > :03:28.Figures obtained by BBC Wales show the amount local authorities
:03:29. > :03:48.Last year the bill was more than ?30 million.
:03:49. > :03:54.This is Blaenau Gwent, the second smallest council in Wales, but the
:03:55. > :03:59.second biggest payer when it comes to redundancy cheques. The council
:04:00. > :04:03.has reduced staff by more than many others, around 400, and it has cost
:04:04. > :04:10.more than ?7 million over three years. Figures we have obtained show
:04:11. > :04:14.?17 million was spent by councils across Wales two years ago. By last
:04:15. > :04:19.year, this had almost doubled to more than ?30 million will stop we
:04:20. > :04:24.estimate that in that time, the workforce has been cut by around
:04:25. > :04:27.2500. The Welsh local government Association says councils are the
:04:28. > :04:31.poor relations when it comes to redundancy payments. With others in
:04:32. > :04:36.the public sector getting far higher packages. It says the payments save
:04:37. > :04:45.money in the long run. It is necessary because the budgets are
:04:46. > :04:48.being cut, we have got to think up to 2018, around 900 million will
:04:49. > :04:53.have been cut from local government budgets. And one of the only ways
:04:54. > :04:58.that authorities can manage this is to shed jobs. And there are huge
:04:59. > :05:06.differences depending where you are. Over the past three years,
:05:07. > :05:12.Caerphilly spent just ?170,000. The biggest authority, Cardiff, spent 16
:05:13. > :05:17.million. Powys spent five million and Wrexham, ?800,000. During times
:05:18. > :05:22.of plenty, the cost of redundancies is less of an issue but not when
:05:23. > :05:25.things are tight. Blaenau Gwent has had to make cuts like other
:05:26. > :05:31.councils. This leisure centre has been closed as part of a ?2.6
:05:32. > :05:36.million saving plan. The year before, the very same amount, ?2.6
:05:37. > :05:43.million, was used for what it calls exit packages. Within that, ?1.6
:05:44. > :05:49.million was used for just 25 people. And half ?1 million was used for
:05:50. > :05:53.senior managers. The council says it has been forced to take these
:05:54. > :05:57.measures because of unprecedented budget cuts. What a lot of people
:05:58. > :06:01.get anxious about is when they see people received big golden
:06:02. > :06:06.handshakes and then three months later end up going back into the'
:06:07. > :06:09.authority or a neighbouring local authority and doing very much the
:06:10. > :06:12.same work and that does not seem right or just. Blaenau Gwent is not
:06:13. > :06:19.alone and redundancy payments across Wales will become even more topical
