:01:04. > :01:16.Welcome to Wales Today - live from the Commonwealth Games in Glasgow,

:01:17. > :01:20.where it's been a day of drama - but for all the wrong reasons.

:01:21. > :01:26.Team Wales has been rocked by news of another drugs suspension.

:01:27. > :01:30.Reigning European Champion Rhys Williams has been withdrawn from the

:01:31. > :01:37.The 400 metres hurdler, son of Rugby Legend JJ Williams, is

:01:38. > :01:42.the second Welsh athlete to miss the Games over alleged drug violations.

:01:43. > :01:47.He issued a statement saying he is utterly devastated.

:01:48. > :02:03.Rhys Williams is having a really difficult season. Welsh hurdler Rhys

:02:04. > :02:09.Williams did not know when he raced at Hampden Park at a Grand Prix in

:02:10. > :02:15.Glasgow earlier this month that his season is about to get worse. A

:02:16. > :02:20.you're in sample he submitted after the race was found to contain a band

:02:21. > :02:23.substance. He has been suspended from all competitions including the

:02:24. > :02:26.Commonwealth Games for an anti-dumping violation. In a

:02:27. > :02:32.statement, he says he is devastated, as he had never knowingly taken any

:02:33. > :02:36.banned substance and he had always been an advocate of clean sport. He

:02:37. > :02:40.recognised the responsibility for the situation lies with him. His

:02:41. > :02:45.former team-mates like Christian Malcolm don't think he is the sort

:02:46. > :02:49.of person to cheat deliberately. Shocked, as shocked as everyone

:02:50. > :02:55.else. Rhys is a good kid, someone who I know would not knowingly take

:02:56. > :03:00.drugs. It is unfortunate this situation has happened and hopefully

:03:01. > :03:04.we can get to the bottom of it. In recent years, Welsh and British

:03:05. > :03:09.athletics have developed are no excuse culture when it comes to what

:03:10. > :03:14.athletes put in their own bodies. They are given information about

:03:15. > :03:18.what they can and can't take. The advice is strict. Only other

:03:19. > :03:21.drinking from sealed water bottles, and avoiding over-the-counter

:03:22. > :03:27.medicines unless they have been tested in one of the official

:03:28. > :03:33.laboratories. A lot of athletes take supplements and sometimes

:03:34. > :03:38.supplements may be tainted. Athletes are 100% responsible, whether it is

:03:39. > :03:43.a contaminated supplement, you are 100% responsible. He understands

:03:44. > :03:49.that. They will have to suffer the consequences. The sports supplements

:03:50. > :03:55.will be checked as part of the legal process. One of the product he took

:03:56. > :03:59.is manufactured by a company called Mountain Fuel. They are based in

:04:00. > :04:03.Wales. Company bosses are cooperating and carrying out their

:04:04. > :04:08.own tests, as he tries to discover how he gave a positive anti-doping

:04:09. > :04:13.test. Sources close to the company say they are confident they will be

:04:14. > :04:17.cleared of blame. Their website states that products contain no

:04:18. > :04:23.active ingredients on the list of banned substances. Rhys Williams is

:04:24. > :04:29.the second senior Welsh athlete to fail a drugs test in the run-up to

:04:30. > :04:33.the games. Gareth Wharton was also suspended last week. Welsh athletics

:04:34. > :04:38.say there will be an internal investigation. We will make sure we

:04:39. > :04:45.are speaking to everyone involved in performance athletics in Wales,

:04:46. > :04:52.understanding the risks out there and working with Sport Wales and

:04:53. > :04:58.Team Wales to make sure if anything needs to be done, tightening up the

:04:59. > :05:03.education, lessons to be learned, then they will be learned. It is the

:05:04. > :05:09.news that Team Wales least wanted. Today, their management hoped to be

:05:10. > :05:13.talking about medals. As they spoke to the media. Instead, they were

:05:14. > :05:17.interviewed about the third athlete to pull out of the team in

:05:18. > :05:24.controversial circumstances in ten days. It is a tough day but we have

:05:25. > :05:30.a big team, the biggest team ever. Our job is to support that team.

:05:31. > :05:35.They have to focus on their competition. We want to help them

:05:36. > :05:38.perform to their best. Last summer, Williams was celebrating being

:05:39. > :05:44.crowned European champion. Tonight, it is not clear if or when he will

:05:45. > :05:50.be back on the track. Earlier, Ashley spoke to Baroness Tanni

:05:51. > :05:55.Grey-Thompson, who led a review into the anti-dumping policy in 2008. She

:05:56. > :06:05.knows Rhys Williams. This was her reaction. Shock. I haven't been in

:06:06. > :06:12.sport for a long time where there is an adverse finding and there is not

:06:13. > :06:17.a lot of surprise, but with Rhys I never imagined that he would go

:06:18. > :06:21.through something like this. If an athlete hasn't deliberately cheated,

:06:22. > :06:25.how can this failed test happen? The athlete education programme is

:06:26. > :06:28.strong, telling you what your responsibilities. You are

:06:29. > :06:36.responsible for every single thing in your body. There are websites,

:06:37. > :06:42.people to call, officers who you can check every single product you take.

:06:43. > :06:47.The advice these days is be very careful, don't take any products you

:06:48. > :06:58.don't absolutely need, even down to vitamins and minerals. There is no

:06:59. > :07:04.excuse. If in doubt, don't take it. Are you satisfied the education and

:07:05. > :07:09.support programme that is there for Welsh athletes is good enough? Welch

:07:10. > :07:14.athletics have said they will run an internal Lenten -- and in turn

:07:15. > :07:17.linked to best edition into their education and that is important.

:07:18. > :07:21.British athletics did something similar when Dwain Chambers came

:07:22. > :07:26.back into the sport. It was confusing. It is important to figure

:07:27. > :07:32.out what the athletes understood their obligations were. It is a huge

:07:33. > :07:39.blow for Team Wales. It is a blow for athletics. I am grateful that

:07:40. > :07:45.Rhys did not come into the village, because to remove him from the

:07:46. > :07:48.village and for the rest of the team, that is really hard to deal

:07:49. > :08:01.with. And it's been an afternoon

:08:02. > :08:03.of medals for Team wales. It was a dramatic night

:08:04. > :08:06.for our rhythmic gymnasts - they won Live to the Hydro -

:08:07. > :08:21.Catrin Heledd is there. There has been an individual

:08:22. > :08:27.all-round silver for Frankie Jones and a bronze for Laura Halford. For

:08:28. > :08:32.those of you who may not be familiar with the format of this

:08:33. > :08:36.competition, it is 16 gymnasts with four different pieces of operators

:08:37. > :08:40.competing over four hours. The champion was a Canadian. What a

:08:41. > :08:46.result for the Welsh girls. You could tell exactly what it meant for

:08:47. > :08:51.them. As they stood on the podium just behind me for the medals

:08:52. > :08:57.ceremony less than an hour ago, Frankie Jones in floods of tears.

:08:58. > :09:04.She said after tomorrow, that is that. She will finally retire. She

:09:05. > :09:11.has been a fantastic ambassador for the sport and what a way to retire.

:09:12. > :09:16.Let's hope we may be able to change her mind! Tomorrow, more medals

:09:17. > :09:21.could be up for grabs? Yes, they said they wanted some cake this

:09:22. > :09:26.evening. They are not having their cake this evening. 9am tomorrow,

:09:27. > :09:31.they will be back here for the individual apparatus finals, the

:09:32. > :09:37.hoop, the ball, the clubs and the ribbon. We could get more medals.

:09:38. > :09:44.They have hit the target of three and we could have more medals in the

:09:45. > :10:04.hoop and ball. Both could medal and in the clubs, Frankie could do well.

:10:05. > :10:07.The gymnasts really making their mark on these Games.

:10:08. > :10:09.No golds yet, but I'll bring you right up to date

:10:10. > :10:12.with the medal counter a little later in the programme.

:10:13. > :10:15.For now though, the rest of the days news - let's cross to

:10:16. > :10:18.One in five children in Wales has additional learning needs.

:10:19. > :10:20.And tonight there's a warning they'll be worse

:10:21. > :10:23.off than their counterparts in England - if proposed legislation

:10:24. > :10:28.One of the UK's leading education solicitors says new

:10:29. > :10:37.Hayley Thomas has three children with a range of needs.

:10:38. > :10:40.Autism, a heart condition and dyspraxia are all

:10:41. > :10:45.Hayley had to fight for something called a statement

:10:46. > :10:53.That is a document that outlines the child's needs

:10:54. > :10:58.Schools by law have to provide this support outlined in the plan.

:10:59. > :11:00.Around 12,000, 4% of children in Wales, have a statement.

:11:01. > :11:03.Hayley says the process is important.

:11:04. > :11:07.The statement is imperative to give them access to the curriculum.

:11:08. > :11:13.I am pleased very difficult for parents going through the process.

:11:14. > :11:28.Now there are proposals to change the system.

:11:29. > :11:31.Currently support falls into three categories.

:11:32. > :11:35.Statements, school action and school action plus.

:11:36. > :11:38.The proposed changes would see all of these scrapped and replaced

:11:39. > :11:43.It is these plans that some say could the same degree

:11:44. > :12:04.of protection does not exist in Wales at the moment

:12:05. > :12:15.There is not the same degree of protection available in Wales. This

:12:16. > :12:28.White Paper is not doing anything to address that.

:12:29. > :12:31.There is little understanding at the moment but we don't think to

:12:32. > :12:37.have the legal status the statement has, which I find concerning.

:12:38. > :12:39.An investigation into allegations of hygiene failings

:12:40. > :12:41.at a poultry processing factory on Anglesey has been ordered

:12:42. > :12:45.It follows claims by a newspaper that safety guidelines were breached

:12:46. > :12:48.at the 2 Sisters Food Group plants in Llangefni and Scunthorpe.

:12:49. > :12:51.No risk to public health has been found and the company has denied

:12:52. > :13:10.What prompted this investigation? The day shift has ended here and

:13:11. > :13:16.there is sensitivity about the fact this plant is in the spotlight. We

:13:17. > :13:21.understand that the audit was due to take place today. 2 Sisters Food

:13:22. > :13:25.Group produces poultry products for major supermarkets, but the article

:13:26. > :13:30.in the Guardian yesterday said after a five-month -- investigation they

:13:31. > :13:34.made allegations of hygiene problems this plant and a plant in

:13:35. > :13:38.Scunthorpe, including carcasses coming into contact with workers'

:13:39. > :13:44.boots and being placed on the production line. The company, in a

:13:45. > :13:48.strongly worded statement, says the article is untrue, inaccurate and

:13:49. > :13:52.misleading. They say any meat which touches the floor is regarded as

:13:53. > :13:56.waste, not fit for human consumption. You have been speaking

:13:57. > :14:01.to the Food Standards Agency. What have they said? They said they would

:14:02. > :14:07.not do interviews at this stage, but they said they have recently carried

:14:08. > :14:11.out an audit at this plant and did an investigation following the

:14:12. > :14:17.allegations in the Guardian. They say they are satisfied the meet the

:14:18. > :14:21.highest hygiene standards. Jeremy Hunt has asked for an extra

:14:22. > :14:26.inspection to make doubly sure, looking at CCTV footage and if they

:14:27. > :14:32.find anything, issuing a warning or maybe a prosecution. What have the

:14:33. > :14:38.supermarkets had to say? Tesco, Sainsbury and Marks Spencer all

:14:39. > :14:43.get their supplies of chicken from here and say they are carrying out

:14:44. > :14:47.their own investigations and should find out shortly what the results of

:14:48. > :14:51.the Food Standards Agency investigation is. Everyone hopes a

:14:52. > :14:58.clean bill of health is given because this is a big employer.

:14:59. > :15:04.The jury in the Alfie Selet murder trial has been sent home for the

:15:05. > :15:08.night after its fifth full day of deliberations. The baby died in

:15:09. > :15:12.Caerphilly last October. His mother's boyfriend Michael Pearce

:15:13. > :15:25.denies murder and an alternative is charge of manslaughter.

:15:26. > :15:28.Glyndwr University says it has sent it's response to the Home Office

:15:29. > :15:31.following the suspension of the licence which enables it to recruit

:15:32. > :15:32.students from overseas. It lost its trusted

:15:33. > :15:36.Home Office investigation into visa fraud. The UK Visas and Immigration

:15:37. > :15:38.Department now has 20 days to respond.

:15:39. > :15:41.The drinks industry sometimes exploits vulnerable people

:15:42. > :15:44.That's according to the Health Minister Mark Drakeford.

:15:45. > :15:47.His comments come as a group of academics support his plans to

:15:48. > :15:50.bring in a minimum price of 50 pence per unit - but will it work?

:15:51. > :16:09.Getting around, put for Ray Preston from Cwmbran it is just soft drinks

:16:10. > :16:14.-- getting a round in. I have spoken to him before about how his family

:16:15. > :16:20.helped him give up heavy drinking, which nearly killed him. It was easy

:16:21. > :16:26.to pick up a glass of whiskey, have a drink, and daughter out of the

:16:27. > :16:33.kitchen and get another one. -- and walk out of the kitchen. I can't go

:16:34. > :16:37.back. A group of academics has told the Welsh Government that to stop

:16:38. > :16:44.people from hitting rock bottom, alcohol should not be sold for less

:16:45. > :16:50.than 50p per unit. That is about ?1 50 per point. It would not make much

:16:51. > :16:55.difference to many brands of cider, apart from ones with high alcohol

:16:56. > :17:02.content. 50p for every unit of alcohol would make no difference to

:17:03. > :17:08.these bottles of wine prices. Some of the drinks industry say there are

:17:09. > :17:13.other ways of reducing the harm that alcohol can cause. But the health

:17:14. > :17:17.minister says he has public opinion on his side with minimum pricing.

:17:18. > :17:22.They see an industry which is sometimes exploitative of vulnerable

:17:23. > :17:28.people, which prices its products at a level which does them harm.

:17:29. > :17:32.Members of the public regard this as a sensible, modest contribution,

:17:33. > :17:39.just one strand in a wider picture. What does raise make of the plans?

:17:40. > :17:45.50p is the right unit price to be consulting on and we have no

:17:46. > :17:51.proposals to go beyond that. A lot of what he said makes sense. I don't

:17:52. > :17:54.think minimum pricing is the complete answer. They should stop

:17:55. > :17:59.the supermarkets, nightclubs and other licensed premises from making

:18:00. > :18:06.the offers, all you can drink, 241. The idea of a 50p minimum unit would

:18:07. > :18:11.not have made any difference to you? No, I would have kept drinking.

:18:12. > :18:17.Plans for minimum pricing have been referred to the European court of

:18:18. > :18:27.justice, to decide if it is it EU rules.

:18:28. > :18:30.People with genuine disabilities are being refused blue badges

:18:31. > :18:32.for parking, following a crackdown to prevent abuse of the system.

:18:33. > :18:34.That's according to Liberal Democrat Assembly Member, Peter Black,

:18:35. > :18:37.who says he's helped several people win appeals against councils.

:18:38. > :18:39.Councils took over eligibility tests from GPs two years ago.

:18:40. > :18:41.The Welsh Government said tighter regulations ensured consistency,

:18:42. > :18:45.The hot weather has seen the Coastguard deal with more than

:18:46. > :18:48.2,500 incidents in the past month - ranging from struggling swimmers to

:18:49. > :18:51.The Agency is asking people to take safety precautions, including using

:18:52. > :18:54.beaches with lifeguards, checking tide times and always using

:18:55. > :19:02.Technology pioneered in Pembrokeshire is being used to track

:19:03. > :19:06.A company based in Solva has developed new mobile

:19:07. > :19:08.phone technology to record the birds' position.

:19:09. > :19:13.The app is free and can be used in remote areas without wi-fi.

:19:14. > :19:16.It's inventor told our reporter Abigail Neal how

:19:17. > :19:28.mapping these sightings could help protect the birds.

:19:29. > :19:36.Vultures. We love to hate them, vultures may suffer in the public

:19:37. > :19:41.relations stakes but the truth is they need admirers now more than

:19:42. > :19:46.ever. Under threat, they are disappearing. They have been

:19:47. > :19:49.poisoning these vultures. 98% of vultures in West Africa have

:19:50. > :19:53.disappeared, mainly from poachers putting out poison to kill them

:19:54. > :19:59.deliberately. So they don't lead the game scouts to the Kills, where they

:20:00. > :20:04.have killed rhinos and elephants. From his office in Solva, Doctor

:20:05. > :20:11.Davies-macro has set up a project to try and map the state of all African

:20:12. > :20:16.birds of prey, or raptors. -- Dr Davidson. His company has created a

:20:17. > :20:22.free raptor For bird-lovers in Africa to use. You point the phone

:20:23. > :20:26.at the Bird and it calculates its position accurately will stop it

:20:27. > :20:33.gets recorded. You specify a distance, and approximate distance.

:20:34. > :20:36.It takes away all the headache of managing geographic information.

:20:37. > :20:43.That information is fed back here to West Wales. So far, they have been

:20:44. > :20:49.sent 60,000 recordings. You can see how that changes over time. It is

:20:50. > :20:55.going to be a longer term project than we envisaged. That is where the

:20:56. > :21:00.real value will come in terms of saying what is happening to the

:21:01. > :21:06.populations from the bird of prey point of view, but also saying what

:21:07. > :21:11.is happening to the habitat and environment from our point of view,

:21:12. > :21:17.because the raptors can indicate the health of an entire ecosystem. The

:21:18. > :21:21.challenge is how to make the app so popular that technology developed

:21:22. > :21:24.here in Wales can make a difference to the survival of species thousands

:21:25. > :21:35.of miles away. At one point this afternoon

:21:36. > :21:39.the medals were coming in thick and fast for Team Wales -

:21:40. > :21:42.it was hard to keep up! Let me bring you an update

:21:43. > :21:44.on how some It was silver this afternoon for

:21:45. > :21:48.Elena Allen in the skeet shooting. She was beaten to gold by

:21:49. > :21:50.Australian Laura Coles. It's Wales' 22nd shooting medal

:21:51. > :21:54.in Commonwealth Games history. Para-cyclist Matt Ellis and his

:21:55. > :21:57.pilot Ieuan Williams won bronze in In the Velodrome earlier the Welsh

:21:58. > :22:03.pair broke the Games record and were in gold medal position,

:22:04. > :22:06.but stronger rides from Australia and then eventual winners Scotland

:22:07. > :22:20.meant they has to settle for third. Disappointment in the last hour of

:22:21. > :22:24.the Cardiff cyclist Owain Doull. He had a chance of claiming bronze in

:22:25. > :22:28.the four kilometre individual pursuit, but was beaten by a New

:22:29. > :22:38.Zealand competitor. The Welshman finished fourth.

:22:39. > :22:40.Over in the pool tonight, Calum Jarvis goes into the final

:22:41. > :22:43.of the 200 metre freestyle full of confidence after he broke the

:22:44. > :22:48.Also in finals are Jemma Lowe in the 100 metre butterfly and the men's

:22:49. > :22:52.There are times when you just know a competitor is really enjoying

:22:53. > :22:54.themselves and that was certainly the case for weightlifter

:22:55. > :22:57.Just look how pleased he was with his performance.

:22:58. > :23:00.He lifted 150 kilograms with his first attempt in the clean and

:23:01. > :23:05.The painter and decorator from Holyhead topped

:23:06. > :23:10.the B group and although it'll take something special to snatch a medal,

:23:11. > :23:13.his family who've travelled up from North Wales will be there

:23:14. > :23:29.We knew he was going to lift well. He was really up for it this

:23:30. > :23:35.morning. We spoke before he went into lift. He was really confident.

:23:36. > :23:42.He felt really good. We were keeping our fingers crossed. It is pride in

:23:43. > :23:46.how he lifts, pride in his country, it bursts out of him. He has to show

:23:47. > :23:52.it off. Bare this time yesterday -

:23:53. > :23:57.but as we approach the end of day Three silvers coming

:23:58. > :24:00.from the gymnastics And two bronze -

:24:01. > :24:04.Laura Halford at the gymnastics Now a busy day tomorrow,

:24:05. > :24:09.the Rugby sevens starts. Wales play three matches tomorrow

:24:14. > :24:16.Michaela Breeze is in action That's all from us -

:24:17. > :24:22.on day two at the Games. A day that showed the two sides

:24:52. > :24:57.over the weekend with a change Still

:25:00. > :25:02.feel cooler and fresher. A relief to those of you who

:25:03. > :25:08.don't like the heat and humidity. This evening,

:25:09. > :25:10.generally fine and dry. Cumulus clouds will disappear and

:25:11. > :25:17.another warm night for most of us. Tomorrow's chart shows a small area

:25:18. > :25:26.of low pressure near Scotland. A cold front over Ireland

:25:27. > :25:30.and that's heading our way. The sunshine hazy with patches

:25:31. > :25:39.of high cloud. Feeling warm with hardly a breath

:25:40. > :25:43.of wind. During the day,

:25:44. > :25:45.cloud will increase spreading from I wouldn't rule out

:25:46. > :25:52.an isolated shower, otherwise dry. Temperatures not as high as today,

:25:53. > :26:00.especially on the west coast. So warm or very warm with

:26:27. > :26:31.the beach this weekend, Saturday the warmest day although not as sunny

:26:32. > :26:37.as today with increasing cloud. The sea temperature

:26:45. > :26:48.showers on Monday will clear. Tuesday and Wednesday mostly dry

:26:49. > :26:53.and still on the warm side. Our picture this evening is

:26:54. > :26:55.from Maddy Ottaway. The hot and humid weather is

:26:56. > :27:21.on its last legs. The headlines. The reigning European

:27:22. > :27:25.champion Rhys Williams is out of the Commonwealth Games after failing a

:27:26. > :27:31.drugs test. The 400 metre hurdler, son of JJ Williams, is the second

:27:32. > :27:36.Welsh athlete to miss the games over alleged drugs violations. He says he
