:02:03. > :02:06.advice is strict. Things like only ever jinking from sealed water

:02:07. > :02:08.bottles and avoiding over the counter medicines unless they have

:02:09. > :02:15.been tested in one of the official laboratories. He understands he is

:02:16. > :02:19.responsible. They will have to suffer the consequences. They get

:02:20. > :02:27.tested readily. They were tested, as were many athletes at that event.

:02:28. > :02:31.The sports supplements will now be checked as part of the legal

:02:32. > :02:38.process. One of the products he took is manufactured by a company in

:02:39. > :02:40.Blaenau Gwent. It is understood company bosses are cooperating with

:02:41. > :02:48.the athlete and carrying out their own tests. Sources close to the

:02:49. > :02:52.company say they are confident they will be cleared of any blame. Their

:02:53. > :02:55.website states their products contain no active ingredients on the

:02:56. > :03:01.International Olympic Committee 's band list. Rhys Williams is the

:03:02. > :03:06.second senior Welsh athlete to failing drugs test in the run-up to

:03:07. > :03:08.the Commonwealth Games. Gareth Warburton was also suspended last

:07:56. > :07:58.to access the curriculum. I am very pleased that I managed to get all

:08:05. > :08:08.difficult for parents to go through the process. It is not an easy

:08:09. > :08:14.process to go through. I had to take a year off work. And even then, it

:08:15. > :08:18.was a full-time job. And now there are proposals to change the system.

:08:19. > :08:22.Currently support falls into three categories, statements, school

:08:23. > :08:26.action as school action plus. The proposed changes would see all of

:08:27. > :08:29.the scrapped and replaced with individual development plans. And it

:08:30. > :08:33.is these plans that some say could disadvantage Wales 's most

:08:45. > :08:47.short-changed. There is not the same degree of protection existing at the

:08:48. > :08:52.moment for those with special educational needs as there are in

:08:53. > :08:56.England. I think this White Paper is not doing anything to address that.

:08:57. > :09:00.There is very little understanding at the moment but personally, they

:09:01. > :09:05.do not seem to have the legal status that a statement has. If you have

:09:06. > :09:09.not legally got to do what is on that statement, whether it would be

:09:10. > :09:11.done is questionable. The consultation ends today and the

:09:12. > :09:18.Welsh Government says it will respond that the appropriate time.
