:01:23. > :01:26.Today, 33-year-old Michael Pearce was jailed for nine years

:01:27. > :01:31.Alfie's grandfather said he's devastated.

:01:32. > :01:35.From Newport Crown Court, Nick Palit reports.

:01:36. > :01:42.The relief was etched on the faces of the whole Sullock family as

:01:43. > :01:46.they left court for the last time. The man responsible for killing

:01:47. > :01:49.Alfie was finally convicted, sentenced and behind bars.

:01:50. > :01:51.But there's still frustration and anger that Michael Pearce was

:01:52. > :01:59.only found guilty of manslaughter not murder.

:02:00. > :02:08.That is a lot of disappointment. We really do not feel justice has been

:02:09. > :02:15.done but it is not an acquittal. It is a result. On behalf of the

:02:16. > :02:20.family, we are devastated that spirits are high at the moment. We

:02:21. > :02:24.look forward to a happier future and let the baby rest in peace.

:02:25. > :02:27.of manslaughter not murder. Last August, Pearce had suggested

:02:28. > :02:29.that he look after six-week old Alfie at his house in Nelson

:02:30. > :02:32.while his new girlfriend Donna Sullock went for her first

:02:33. > :02:35.night out since his birth. But within the space of an hour

:02:36. > :02:37.and a half, Alfie had suffered catastrophic injuries.

:02:38. > :02:40.The court heard Pearce had drunk five pints of beer

:02:41. > :02:43.in this pub earlier in the day and while there suggested to Donna

:02:44. > :02:46.that they had a baby together, she'd dismissed the idea.

:02:47. > :02:55.Sentencing him to nine years in prison, the judge said the baby had

:02:56. > :03:02.died as a result of ten blows off at least one object. The judge said you

:03:03. > :03:06.inflicted multiple injuries. Due to your deniers we will never know

:03:07. > :03:09.whether you were motivated by jealousy.

:03:10. > :03:12.More than 300 fires have been started deliberately across Wales

:03:13. > :03:14.since the school holidays began ten days ago.

:03:15. > :03:17.That's despite warnings from the emergency services that

:03:18. > :03:21.the dry, hot weather can lead to them burning out of control.

:03:22. > :03:39.Good evening. Welcome to the heads of the valleys. Part of the charm

:03:40. > :03:43.and beauty of this part of Wales in the landscape was up beautiful this

:03:44. > :03:51.evening. But it is being ruined by other people deliberately starting

:03:52. > :03:56.grass fires. This is what the grass is like at the moment. It is try

:03:57. > :04:02.after being baked in the sun. When the wind picks up and close it even

:04:03. > :04:13.more, this area is susceptible to deliberate grass fires. Grasslands,

:04:14. > :04:21.scorched, blackened and the fire was started deliberately. What has

:04:22. > :04:25.happened? This is an everyday occurrence was a young teenagers

:04:26. > :04:30.hang around and light fires and disappear. They do not think of the

:04:31. > :04:34.consequences. A lot of these areas are areas of scientific interest to

:04:35. > :04:47.different societies. They take long to regenerate. It kills the wildlife

:04:53. > :04:58.close up already this year. The smoke and the smell hang above this

:04:59. > :05:02.valley for days. Fire is thought to be started deliberately take other

:05:09. > :05:16.scarred last night. Two teenagers have been arrested. South Wales Fire

:05:17. > :05:23.and rescue had to tackle 208 suspected deliberate fires since the

:05:24. > :05:28.start of the holidays. In mid and West Wales it was 103 and in North

:05:29. > :05:43.Wales it was 22. That is 333 deliberate fires. There were also 39

:05:44. > :05:49.hoax calls across Wales. This video shows how people 's lives have been

:05:50. > :05:55.affected. Graphic videos are one tool when working with young people

:05:56. > :06:04.who have been referred by the police and social services. We ask them to

:06:05. > :06:07.think about the consequences and people who do not have a lot of

:06:08. > :06:13.sympathy for young people, I can understand. If we want to help it

:06:14. > :06:19.and prevent it from happening, we need to engage with young people and

:06:20. > :06:24.work with them. Overall, the number of deliberate fires is falling at

:06:25. > :06:32.the emergency services say they still happen to often and still put

:06:33. > :06:36.people 's lives at risk. I understand that officers from the

:06:37. > :06:39.South Wales Fire and Rescue Service met today to try and come up with

:06:40. > :06:44.ideas of how better to get their message across and perhaps come up

:06:45. > :06:48.with other ideas about what activities they can put on to divert

:06:49. > :06:52.young people away from setting fire to this beautiful landscape.

:06:53. > :06:55.60 jobs are set to go at the Legal and General offices in Cardiff.

:06:56. > :06:57.Those at risk work in the annuities department.

:06:58. > :06:59.The company says its decision follows UK Government

:07:00. > :07:06.It's begun a formal consultation, but is looking to redeploy staff.

:07:07. > :07:08.Gwent Police are investigating a complaint against

:07:09. > :07:11.their chief constable, Jeff Farrer, and a number of senior officers,

:07:12. > :07:15.after the acquittal of two men in a fraud case earlier this year.

:07:16. > :07:18.The force says, the complaint, against six officers,

:07:19. > :07:21.including the former Chief Constable, Carmel Napier,

:07:22. > :07:27.is being "assessed", after it was passed on by the police watchdog.

:07:28. > :07:30.Two years ago, with his mental health spiralling out of control,

:07:31. > :07:36.David Wyn Jones killed his wife and son at their home near Porthmadog.

:07:37. > :07:40.Now the agencies which dealt with him have been told they should

:07:41. > :07:45.A serious case review suggests that with hindsight,

:07:46. > :07:48.health professionals, the police and social services should have

:07:49. > :07:55.Although it concedes the outcome may have not been different.

:07:56. > :08:17.A father in torment. His family at risk and nobody seemed to

:08:18. > :08:20.acknowledge the risk. He thought his wife had turned against him for that

:08:21. > :08:31.the authorities knew all about David Jones. His family had dealings with

:08:32. > :08:34.five K professionals. According to the report, information was not

:08:35. > :08:41.properly shared. The report says that was no evidence that the cake

:08:42. > :08:47.coordinator and psychiatrist discussed the case regularly. It

:08:48. > :08:58.says there were missed opportunities and protocols were not properly

:08:59. > :09:04.followed. Whether discussing the case details holistically within the

:09:05. > :09:09.team would have avoided this tragedy we do not know if it would have been

:09:10. > :09:15.the case. It is a difficult balance between an eventuality and privacy

:09:16. > :09:18.and dealing with sensitive methods and having concerns about how

:09:19. > :09:25.information will be shared with other agencies and within the

:09:26. > :09:33.community. The report says it left its mark on all the professionals

:09:34. > :09:36.that dealt with the case. I know this sort of incident will be

:09:37. > :09:43.difficult to a fight but I am sure something could have been done to

:09:44. > :09:48.help this family. At Crown Court, David Jones admitted the

:09:49. > :09:50.manslaughter of his wife and son on the grounds of diminished

:09:51. > :09:52.responsibility for the plea was sent to a secure unit for an indefinite

:09:53. > :09:55.period. Earlier this year we told you

:09:56. > :09:58.about the new flagship education policy which shared twenty million

:09:59. > :10:00.pounds among forty Tonight there are claims that

:10:01. > :10:04.in order to fund that policy, money will be taken from schemes that

:10:05. > :10:07.benefit schools right across Wales. Our education correspondent,

:10:08. > :10:11.Arwyn Jones, has been speaking to a headmaster who says it'll have

:10:12. > :10:25.a significant impact. In May, the Welsh Government

:10:26. > :10:28.announced a list of 40 schools that will be involved in the new

:10:29. > :10:32.programme aimed at raising standards in some of our most challenging

:10:33. > :10:37.schools. Schools challenge cost ?20 million. ?12 billion has come from

:10:38. > :10:43.extra money given by the UK Government and the other ?8 million

:10:44. > :10:48.has been found from within the Welsh Government own education budget.

:10:49. > :10:52.That is causing problems. Plaid Cymru says ?5 million of that money

:10:53. > :11:03.will come from the grants in particular. But the school is

:11:04. > :11:06.relying on the many those grants ring in, it could have serious

:11:07. > :11:14.knock-on effects. Schools that have had many already allocated to them

:11:15. > :11:19.to raise standards will have planned for this and are now having to find

:11:20. > :11:25.funding is and extra resources the government has not prepared for.

:11:26. > :11:29.This School in Newport relies on the grants that could be in line for

:11:30. > :11:34.cuts. The headmaster says it will have a significant impact. You are

:11:35. > :11:39.hitting the ability of other schools to improve further. We were given a

:11:40. > :11:45.good rating but we want to be excellent. This Welsh Government

:11:46. > :11:50.went schools like this to be excellent. The start hitting grants,

:11:51. > :11:55.it will be difficult for schools to sustain improvement wherever they

:11:56. > :12:01.are whether they are in most need or whether they are adequate or at good

:12:02. > :12:07.and when to move to excellent. In a statement, it was said the Welsh

:12:08. > :12:11.Government had been transparent about the challenges it faces and

:12:12. > :12:16.will look at where the money will be found over the summer. Then schools

:12:17. > :12:18.return in September, they will want to know what the truth is about what

:12:19. > :12:21.will have to be cut. Much more to come

:12:48. > :12:50.year old Claire Dyer, from Swansea, fight to stop her being moved to

:12:51. > :12:55.a specialist unit in Brighton. A court hearing will take place

:12:56. > :13:10.at the end of the week. As she dates a scrapbook of time

:13:11. > :13:15.spent with her daughter, the mother knows it may become more difficult

:13:16. > :13:20.to see her eldest child. We were not able to speak to clear because she

:13:21. > :13:28.was not able to leave the Swansea unit where she is currently being

:13:29. > :13:32.cared for. Claire has severe autism. For the last two years, she has been

:13:33. > :13:38.looked after a short distance from her home for that they had but has

:13:39. > :13:44.decided she should be spent to a specialist centre several hours away

:13:45. > :13:50.in Brighton. She is heartbroken. She does not want to go that far. We are

:13:51. > :14:01.the one constant in her life. She is five hours away, it will never work.

:14:02. > :14:06.Her parents acknowledge her behaviour can be challenging and

:14:07. > :14:09.they say moving her so far from home will make a difficult situation

:14:10. > :14:15.worse. The health board says it cannot, 20 legal processes ongoing.

:14:16. > :14:20.Autism charities say they would like to see better provision of care for

:14:21. > :14:26.autistic people in Wales. Some units are available but because the

:14:27. > :14:31.spectrum is so wide and the needs are so different, it is difficult to

:14:32. > :14:36.pinpoint exactly what sort of services you can put in one place.

:14:37. > :14:39.In an ideal world, we would have units that could cater for the needs

:14:40. > :14:46.of people on the spectrum on a regional basis. She was due to move

:14:47. > :14:50.today but her family managed to get an injunction. A hearing will take

:14:51. > :14:55.place on Friday to decide what happens next.

:14:56. > :14:57.The Conservatives say the Welsh Government has been spending too

:14:58. > :15:05.The total cost of the subsidy rose to more than ?420,000 last year.

:15:06. > :15:09.The Government says the criticism is misleading and a new contract means

:16:15. > :16:22.money it costs the taxpayer. Some of the recent options:

:16:23. > :16:36.The subsidy is to cost about ?261,000. It went up to more than

:16:37. > :16:41.?400,000 when meals with subsidised. When other departments have to make

:16:42. > :16:49.swingeing cuts in some cases, why has this been exempt? These are

:16:50. > :16:58.people not on a particularly high salary. This is just a minor work. A

:16:59. > :17:05.government source described the conservative attack as hypocrisy.

:17:06. > :17:09.Conservative assembly members eat at a canteen in the assembly where

:17:10. > :17:11.subsidy cost more than ?300,000 last year.

:17:12. > :17:14.It was an ambitious total but Team Wales have hit their medal
