:00:56. > :00:58.Anglesey planned for the North Wales coast scrapped. Why the change of

:00:59. > :01:01.heart? They are running around, but more

:01:02. > :01:05.than a quarter of four and five-year-olds in Wales are now

:01:06. > :01:09.overweight. Good evening from Glasgow. So much

:01:10. > :01:14.for the friendly games. Welsh weightlifter Gareth Evans has his

:01:15. > :01:17.nose broken in an attack. An Australian competitor admits

:01:18. > :01:22.assaulting him. And from Paris to the podium.

:01:23. > :01:23.Cyclist Geraint Thomas wins bronze, just four days after the gruelling

:01:24. > :01:32.Tour de France. Good evening. The American

:01:33. > :01:36.billionaire who is buying the Murco oil refinery and Milford Haven has

:01:37. > :01:41.told Wales today all 400 staff there will keep their jobs. Today, the

:01:42. > :01:44.Klesch Group confirmed that it will buy the site. The company owner Gary

:01:45. > :01:49.Klesch said that they will now invest tens of millions of pounds to

:01:50. > :01:56.improve the plant. Our reporter is there for us tonight.

:01:57. > :01:58.Jamie, there has been a real sense of relief here since that

:01:59. > :02:03.announcement this morning that this refinery is being sold, but

:02:04. > :02:08.crucially as well, that the workforce will be safeguarded. There

:02:09. > :02:11.has been a cloud of uncertainty hanging over the refinery here and

:02:12. > :02:16.over the wider community for many, many months now. This evening, it

:02:17. > :02:21.seems that cloud is starting to clear. As they went about their work

:02:22. > :02:25.at the Murco oil refinery this afternoon, workers told me they were

:02:26. > :02:29.relieved at hearing the news. It is not clear how much the takeover is

:02:30. > :02:34.worth, but for the people working here, the deal is priceless.

:02:35. > :02:38.Speaking via Skype from Italy, the prospective owner told me he will be

:02:39. > :02:44.retaining the workforce and restarting operations on the site.

:02:45. > :02:46.It is our intention to keep the jobs at Milford Haven, and the other

:02:47. > :02:50.thing I would mention is, everyone always looks at the jobs at the

:02:51. > :03:00.refinery, which oddly are very important, but what is also

:03:01. > :03:05.important are the indirect jobs, a multiple of the four or 500 people

:03:06. > :03:09.we will keep at Milford Haven, you are talking about thousands of jobs

:03:10. > :03:14.that are secured in and around the area of Milford Haven.

:03:15. > :03:17.It has been a worrying time for the people of Milford Haven, and the

:03:18. > :03:22.announcement today is a big boost for a community that has been so

:03:23. > :03:28.reliant on the refinery since it opened more than 40 years ago. The

:03:29. > :03:35.site came into operation in 1973, when it was owned by a Murco. In

:03:36. > :03:38.1981, Murco became a partner, and a major upgrade took place. The

:03:39. > :03:43.refinery was first put up for sale four years ago, and earlier this

:03:44. > :03:47.year, a deal with a potential buyer fell through. This morning, the

:03:48. > :03:53.Klesch Group signed a purchase agreement with Murco's owners,

:03:54. > :03:59.Murphy Oil. Anthony Piatt works as a contractor at Murco. It was just

:04:00. > :04:04.dragging on and on. There were room after room, yes, it is good news, no

:04:05. > :04:11.it is bad news. So, it is a good outcome at the end. So, brilliant.

:04:12. > :04:16.Fantastic news. My husband is there, so brilliant. What is he working

:04:17. > :04:22.there today? He is. I have not heard anything from him today, so this is

:04:23. > :04:25.news to me. Brilliant, good. The Welsh government said the

:04:26. > :04:30.takeover is good news, and is the first step towards securing the

:04:31. > :04:33.refinery's long-term future. This is excellent news. I have been

:04:34. > :04:38.following the events over the last few weeks, and we have been pulling

:04:39. > :04:42.out all the stops to help save those jobs. Marvellous to know there is

:04:43. > :04:45.now a buyer, and those jobs will be saved for Pembrokeshire. They are

:04:46. > :04:52.very well paid jobs, and it would have left an enormous dent in the

:04:53. > :04:55.economy here. Local politicians have also welcomed the deal. The plant at

:04:56. > :04:59.Milford Haven is an efficient one, the workers there are incredibly

:05:00. > :05:02.professional. I was very pleased to bring Gary Klesch into the sales

:05:03. > :05:07.process seven months ago, because he has a track record in making plants

:05:08. > :05:11.like that even more efficient and successful. So I am optimistic that

:05:12. > :05:13.he can make a difference in secure the long-term future for the Murco

:05:14. > :05:16.oil refinery. Having served in this community so

:05:17. > :05:23.well for so many years, this evening, this fresh hope is that

:05:24. > :05:24.this refinery will continue to provide people with work for years

:05:25. > :05:30.to come. We have also had a statement from

:05:31. > :05:34.the current owners of the refinery, which reads: Murphy Oil is pleased

:05:35. > :05:38.to announce that a deal has been agreed for the sale of the Milford

:05:39. > :05:42.Haven refinery. We have worked tirelessly to find a workable

:05:43. > :05:46.solution that would see the refinery remain open, and are delighted that

:05:47. > :05:49.a positive outcome has been reached. That deal is expected to be

:05:50. > :05:55.completed, or should be completed, before the end of October.

:05:56. > :05:58.Thank you. Sticking with energy, the other end of the country, tonight, a

:05:59. > :06:02.surprise announcement. Developers have pulled the plug on a massive

:06:03. > :06:08.wind farm off Anglesey, which, it is claimed, could have powered 1.7

:06:09. > :06:11.million homes. It is the second big offshore wind farm to be shelved in

:06:12. > :06:15.a period of months. 12 miles off the coast, it would have been the first

:06:16. > :06:16.of three to be built on the so-called Celtic Array, between

:06:17. > :06:27.Anglesey and the Isle of Man. In the scale of things, it seems

:06:28. > :06:28.promotional videos come cheap. The Celtic Array is at the heart of this

:06:29. > :06:38.important growing industry. This is how Centrica and Dong Energy

:06:39. > :06:43.were promoting their Celtic Array development. No longer will stop

:06:44. > :06:47.they have pulled out. An echo of a decision late last year by a company

:06:48. > :06:53.to abandon a project of the South Wales coast. In this case, the

:06:54. > :07:01.Celtic Array people blamed sea bed geology. On Anglesey, the decision

:07:02. > :07:04.is a setback. At Holyhead Towing, a vessel is being built to service

:07:05. > :07:08.wind farms. When this vessel goes to see in a few months, it will most

:07:09. > :07:13.likely work of the East Coast of England, servicing wind farms there.

:07:14. > :07:17.To say this decision today stalls the UK's offshore renewables energy

:07:18. > :07:20.is perhaps going too far, but it certainly brings future wind farm

:07:21. > :07:23.developments of the Welsh coast to a halt.

:07:24. > :07:29.A subsidiary called Turbine Transfers would have bid for work in

:07:30. > :07:32.the Celtic Array. They learnt of the U-turn this morning.

:07:33. > :07:41.The overall timing was still a long way out, and the ground work can all

:07:42. > :07:44.been going on. In essence, there was still plenty to do to get to a point

:07:45. > :07:51.where construction was going to start. So, disappointment more than

:07:52. > :07:54.shock, I think, probably. This leaves Wales without

:07:55. > :07:59.significant offshore wind farm developments and planning, and also

:08:00. > :08:02.shows that there is a huge mist opportunity there for the people of

:08:03. > :08:06.Anglesey to benefit from all of the work that would have come from that

:08:07. > :08:11.wind farm. The island did help to gain from the Celtic Array, although

:08:12. > :08:14.nothing firm had been promised. Policymakers here hoped to use the

:08:15. > :08:17.energy industry, including nuclear as well as renewables, to promote

:08:18. > :08:22.growth. There wasn't any specific job

:08:23. > :08:25.proposals we were aware of. They were opportunities for the Irish sea

:08:26. > :08:29.and for the mainland around that sea, but for Anglesey, it is the

:08:30. > :08:34.potential long-term jobs which have been lost, rather than that specific

:08:35. > :08:37.figures and specific opportunities which are well defined.

:08:38. > :08:43.When it was first announced, the Celtic Array held great promise in

:08:44. > :08:47.terms of jobs and investment. That seems to have come to nothing. They

:08:48. > :08:51.few miles along the coast, this wind farm is nearing completion. Could

:08:52. > :08:56.this turn out to be Wales' final large-scale offshore wind farm

:08:57. > :08:59.project? And assault on the Welsh

:09:00. > :09:02.weightlifter Gareth Evans of the Commonwealth Games has led to

:09:03. > :09:05.another weightlifter being expelled from the games. The police were

:09:06. > :09:11.called to the athletes village in Glasgow yesterday. Now, live to

:09:20. > :09:25.early this morning. A stray Lee weightlifter Francois Etoundi, who

:09:26. > :09:28.won a bronze medal, pleaded guilty in court this afternoon to

:09:29. > :09:31.head-butting Mr Evans, whose nose was broken in the attack. The

:09:32. > :09:36.Australian has now had his Commonwealth Games accreditation

:09:37. > :09:40.removed. Weightlifter Gareth Evans came to

:09:41. > :09:43.Glasgow to try to win a Commonwealth medal, but now he will remember the

:09:44. > :09:49.friendly games for a different reason. A fellow athlete attacked

:09:50. > :09:55.him and broke his nose. This is the entrance to the sprawling athletes'

:09:56. > :09:58.village, where thousands of competitors, including Team Wales,

:09:59. > :10:03.are being housed the duration of the games. Police were called here at

:10:04. > :10:06.6am yesterday morning, where they arrested the Australian weightlifter

:10:07. > :10:12.Francois Etoundi. Today, at Glasgow Sheriff's court, the 29-year-old,

:10:13. > :10:15.who won a bronze medal on Sunday, pleaded guilty to head-butting

:10:16. > :10:20.Gareth Evans during an altercation. The court heard a problem arose

:10:21. > :10:23.between the two men after Mr Evans' girlfriend hugged Francois Etoundi

:10:24. > :10:29.as he was being congratulated by other athletes for winning a medal.

:10:30. > :10:33.Today, the Sheriff's court ordered it indeed to pay ?400 to Mr Evans,

:10:34. > :10:37.and he had is accreditation removed, so he can be part of Sunday's

:10:38. > :10:41.closing ceremony. Many athletes from all countries have finished

:10:42. > :10:45.competing and relaxing in the village until the games come to a

:10:46. > :10:49.close in three days. We understand that Team Wales' chief Brian Davies

:10:50. > :10:54.has reminded has athletes to make sure they maintain what he calls the

:10:55. > :11:00.impeccable standard of behaviour as part of Team Wales' current conduct.

:11:01. > :11:03.Away from that story, there has been plenty of Welsh interest in the

:11:04. > :11:07.sporting competition today. I will bring you news of a well earned

:11:08. > :11:12.bronze medal for cyclists Geraint Thomas in a few minutes. Now, back

:11:16. > :11:19.council has told BBC Wales she apologises for using racially

:11:20. > :11:24.offensive language at a council meeting. Myth and we Alexander used

:11:25. > :11:28.the end word in a debate on Tuesday. Powys council says she has

:11:29. > :11:37.been severely reprimanded, but tonight, there are calls for her to

:11:38. > :11:40.resign. Alexander is an independent

:11:41. > :11:43.councillor, also known for her work as a writer and broadcaster. At the

:11:44. > :11:47.council meeting, she said elderly and vulnerable people in her ward,

:11:48. > :11:50.whose first language is Wells, are treated badly by health workers when

:11:51. > :11:54.they go to English hospitals and when they are visited at home. She

:11:55. > :11:59.used the N word in her description of that treatment, adding that

:12:00. > :12:02.language and culture are being trampled on. Council Alexander has

:12:03. > :12:05.apologised for using the word, saying she was trying to make a

:12:06. > :12:13.reference to the American writer Maja Angeli. In the book, I Know Why

:12:14. > :12:19.The Caged Bird Sings, Maja Angeli gives an account of growing up in

:12:20. > :12:22.the American South in the 1930s. In one chapter, Shearer is a white

:12:23. > :12:31.dentist refusing to treat her because she is black. Myfanwy

:12:32. > :12:35.Alexander says she used the word to try and draw a parallel between that

:12:36. > :12:39.incident and how her people feel about cross-border health care. It

:12:40. > :12:43.was an insensitive word to use, but it was used in the course of

:12:44. > :12:50.defeating prejudice, not encouraging it. Perhaps that was both clumsy and

:12:51. > :12:54.insensitive, and I definitely deserve my reprimand. I was

:12:55. > :12:58.absolutely shocked, because in the 21st-century, you don't expect to

:12:59. > :13:05.hear this sort of language, especially from a public servant. I

:13:06. > :13:09.don't think that comparing the treatment to the end that word is at

:13:10. > :13:13.all even comparable. The Liberal Democrats in Powys have

:13:14. > :13:18.tonight called for Myfanwy Alexander to resign from her Cabinet role,

:13:19. > :13:20.something she says she will not do. Powys council has referred the

:13:21. > :13:24.matter to the public services ombudsman.

:14:45. > :14:50.of over 1000 children, starting primary school. 26%, more than a

:14:51. > :14:56.quarter, were overweight, with 11% of those considered obese. Merthyr

:14:57. > :15:02.Tydfil had the highest proportion of overweight children, with 34%.

:15:03. > :15:07.Gwynedd and Bridgend had 30%, and the Vale of Glamorgan and

:15:08. > :15:12.Monmouthshire had the lowest, with 22 and 21%. Public Health Wales said

:17:48. > :17:52.figures in the tourism industry are calling for a cut in VAT. Tourism

:17:56. > :18:03.industry say the margins are tight, and they recommend a reduction from

:18:04. > :18:08.20% to 7% to bring the UK in line with the rest of Europe.

:18:09. > :18:12.Wales has it all to offer as a holiday destination. That is the

:18:13. > :18:16.message from the latest tourism advert. But marketing alone is not

:18:17. > :18:20.enough. Leading figures in the industry say the margins are tight.

:18:21. > :18:25.Mike Morgan is the owner of this hotel near Abergavenny. He explains

:18:26. > :18:27.to me how a cut in VAT is needed to put them on a level playing field

:18:28. > :18:32.with the rest of Europe. The economic argument is a given,

:18:33. > :18:37.really. This would produce a large number of jobs, and there are plenty

:18:38. > :18:40.of studies that show it would produce additional revenue for the

:18:41. > :18:43.Treasury. I think we just have to bite the bullet and be brave in some

:18:44. > :18:48.situations and make a real difference to the people of Wales,

:18:49. > :18:51.and in this case, the UK. This activity centre in Brecon is

:18:52. > :18:55.packed during the summer holidays with children making the most of the

:18:56. > :19:00.high wire activities. But the owners here feel they are the ones walking

:19:01. > :19:03.a financial tightrope. A cut in VAT means they could be more

:19:04. > :19:06.competitive. Maybe we want to introduce a

:19:07. > :19:11.brand-new type of activity, and that could cost is 10,000 or ?20,000 to

:19:12. > :19:16.set up. It takes time to save that money. With a reduction, we could

:19:17. > :19:20.save a bit more to reinvest in the industry. Tourism allows job

:19:21. > :19:23.creation and income into very rural areas that no other industry can

:19:24. > :19:28.really now achieve, not even farming in some areas, so it is incredibly

:19:29. > :19:32.important, and as I say, 20% really puts Welsh rural tourism on an

:19:33. > :19:36.unlevel playing field to some of their competitors abroad.

:19:37. > :19:39.In Aberystwyth, where seafront hotels showed no vacancy signs and

:19:40. > :19:45.holiday-makers make the most of the beach, this time of year is vital.

:19:46. > :19:51.Tourism is one wales' largest industries, bringing in a vast

:19:52. > :19:55.amount of money, and across the UK, it brings in billions of pounds the

:19:56. > :20:04.Treasury as well. So how realistic is it to ask you large cut of ten or

:20:05. > :20:11.15% in V8 T? Relying on VAT as a way of making life easier is not a

:20:12. > :20:14.realistic way ahead at this moment. Because of the state of the national

:20:15. > :20:18.finances still. So, businesses here will have to

:20:19. > :20:21.rely on a busy summer so they can still hit their targets.

:20:22. > :20:24.Speaking of which, let me take you back to the Commonwealth Games to
