:00:29. > :00:35.but the siege led to road closures and people were advised to stay

:00:36. > :00:40.away, as Nick Palit reports. Towering

:00:41. > :00:43.above the tranquil waters of Swansea Marina, there was a drama unfolding

:00:44. > :00:48.on the 28th floor this afternoon. Diners and staff at the rooftop

:00:49. > :00:51.Grape and Olive restaurant The alarm was raised at just

:00:52. > :00:56.after 16:00PM and Specialist units,

:00:57. > :00:59.including a tactical response team A fleet of ambulances were

:01:00. > :01:03.on standby. The Police helicopter

:01:04. > :01:06.hovering above. The 90m Meridian Tower is

:01:07. > :01:10.a landmark on the Swansea skyline and is Wales' tallest building,

:01:11. > :01:27.housing numerous luxury apartments. Residents were told to stay indoors

:01:28. > :01:31.and then the lives were closed. After two hours a man was tasered,

:01:32. > :01:36.arrested and a handgun was recovered. I can confirm a hostage

:01:37. > :01:46.situation occurred on the 28th floor. Officers were called at 4pm

:01:47. > :01:50.this evening, where a man had entered a public area and held

:01:51. > :01:55.another male hostage and was in possession of a firearm. We are very

:01:56. > :02:00.professional and well trained officers who have in their

:02:01. > :02:07.possession, what we call less lethal options and Taser is a special

:02:08. > :02:13.device which we can deploy safely to secure an individual. This has been

:02:14. > :02:15.a tense and dangerous situation and it is successful.

:02:16. > :02:18.The Armed siege meant Police closed off roads in and out

:02:19. > :02:20.of the marina for several hours and that caused traffic chaos.

:02:21. > :02:23.At the hotel next to the tower Michelle and Warren Morgans were

:02:24. > :02:26.holding their wedding reception, but at one stage it looked like the

:02:27. > :02:40.It is shocking when you're not allowed to go outside or anywhere

:02:41. > :02:44.from a hotel. It is a shock. A day to remember? Not half. I won't

:03:13. > :03:19.for legal reasons. The abuse, in the Merthyr Tydfil

:03:20. > :03:22.and Caerphilly areas, began in A man described as a

:03:23. > :03:30."master conman" has been sentenced to seven years in prison for

:03:31. > :03:32.defrauding London Welsh Rugby Club. Neil Hollinshead bought

:03:33. > :03:34.the club after tricking officials into believing he had over a

:03:35. > :03:39.million pounds in his bank account. He also claimed to have ties to

:03:40. > :03:42.the Saudi Royal family. Today he was convicted

:03:43. > :03:44.of three counts of fraud There've been fresh calls tonight

:03:45. > :03:50.for the chief executive of Around 200 people, including council

:03:51. > :03:54.workers and members of the public, have been protesting over what they

:03:55. > :03:58.describe as a loss of confidence It comes after police confirmed last

:03:59. > :04:05.month a new investigation was being launched into payments he received

:04:06. > :04:07.in lieu of pension contributions. Our political correspondent

:04:28. > :04:37.this council has been tarnished. The name is Jones. The pensions,

:04:52. > :04:55.In January the County Council road cash payments made to Mr Jones and

:04:56. > :05:00.another senior officer were unlawful. Four months later a police

:05:01. > :05:05.investigation concluded there was no evidence to suggest a criminal

:05:06. > :05:09.offence had taken place. In July, the council decided not to take any

:05:10. > :05:16.further action to reclaim the money, worth more than ?45,000. A

:05:17. > :05:20.week later a new police investigation was launched, after

:05:21. > :05:25.fresh information emerged. It is not the first time we have seen scenes

:05:26. > :05:30.like this. In 2012, staff at another council staged protests against an

:05:31. > :05:33.lawful protest to their chief executives. Back in Pembrokeshire,

:05:34. > :05:37.unions say more council workers would have come out today, but staff

:05:38. > :05:47.were reluctant to demonstrate in public. Morale is poor. With trust

:05:48. > :05:59.and confidence, we have conducted a ballot and within a week we turned

:06:00. > :06:04.that around. We had 98% votes no saying they had no confidence in the

:06:05. > :06:11.chief officer. Believers shiver the council said it is doing a good job

:06:12. > :06:15.and improving services by keeping taxes down. The union representative

:06:16. > :06:19.of Staffs has said they have lost confidence at the man at the top.

:06:20. > :06:24.Someone who is unhappy is Steve Joseph, he left the council 's

:06:25. > :06:30.ruling Independent group. He did not want to speak on camera but told me

:06:31. > :06:34.staff morale in County Hall was low. The council declined to comment

:06:35. > :06:40.today, like all authorities it is frozen staff pay and faces cutbacks.

:06:41. > :06:44.It is also not alone in contracting controversy over the size of

:06:45. > :06:48.salaries. Should the most senior official in the building step aside

:06:49. > :06:49.from his job while the police investigate, some people clearly

:06:50. > :06:53.think so. On the penultimate day
