:00:47. > :01:09.A drug trafficker and fraudster from Swansea, who's been on the run for

:01:10. > :01:13.years, will be extradited to the UK after being caught in South Africa.

:01:14. > :01:18.Martin Evans was jailed eight years ago but later absconded from prison.

:01:19. > :01:21.Back in the '90s Evans had conned investors in a south Wales ostrich

:01:22. > :01:48.He was one of the UK's most wanted criminals. After three years on the

:01:49. > :01:52.run and a global operation to finding, Martin Evans walked into

:01:53. > :01:53.court and into the glare of the cameras. He was arrested in

:01:54. > :01:58.Johannesburg. Officers swooped while he was getting out of his car at a

:01:59. > :02:02.housing complex. His life as a criminal goes back to decades, when

:02:03. > :02:05.he stepped this ostrich farm near Swansea. He started the business

:02:06. > :02:08.after his double glazing firm import all but failed. He promised

:02:09. > :02:15.investors big profits but come from out of nearly ?1 million. Before he

:02:16. > :02:18.came to trial, he fled to Spain. There he masterminded a

:02:19. > :02:22.multi-million pound drugs and money-laundering operation. He was

:02:23. > :02:28.eventually caught in the US and sentenced to 21 years in jail in

:02:29. > :02:33.2006 stop during a weekend release from prison in 2011, he disappeared

:02:34. > :02:37.and went on the run for three years, sparking an international search

:02:38. > :02:41.which led to South Africa. Evans will remain in jail until the

:02:42. > :02:45.justice minister agrees for him to be extradited to the UK. He told the

:02:46. > :02:48.court he won't be appealing the decision.

:02:49. > :02:51.Just before we came on air I spoke to the BBC's Africa

:02:52. > :02:57.I asked him what happens next to Martin Evans.

:02:58. > :03:04.As you saw there, he looked pretty happy in court and offered no

:03:05. > :03:11.challenge to his extradition. Which means that, in simple terms, it's

:03:12. > :03:16.almost a procedural issue, not much in the way of legal headaches in the

:03:17. > :03:19.days or weeks to come. We're not yet being given any clear idea by the

:03:20. > :03:25.South African authorities exactly how long will keep him. He is

:03:26. > :03:28.remaining in custody. The Magistrates' Court is here in

:03:29. > :03:35.Johannesburg and presumably he's being kept somewhere in this area.

:03:36. > :03:38.There are complicated extraditions, one thinks of Shrien Dewani, took

:03:39. > :03:44.many months for him to get extradited, but the assumption is

:03:45. > :03:49.that Mr Evans will be put on a plane relatively quickly after a few more

:03:50. > :03:54.documents have been signed and agreements reached. This is headline

:03:55. > :04:02.news here. Is it making reports in South Africa? I'm afraid not. There

:04:03. > :04:06.were some cameras in court today but it certainly wasn't a packed

:04:07. > :04:14.courtroom like we are seeing in Pretoria for the Oscar Pretorius --

:04:15. > :04:20.Oscar Pistorius trial. There is some interest, above all, South Africa's

:04:21. > :04:27.be tension as a haven for criminals of all sorts is a real concern --

:05:01. > :05:18.Here is our political editor. The First Minister has tonight laid out

:05:19. > :05:26.what he calls... How much money the Welsh government

:05:27. > :05:29.received from Westminster has been one of the dominant stories in

:05:30. > :05:34.recent years. Much of it is down to one equation, the Barnett Formula

:05:35. > :05:39.has been with us since the 1970s, but a report five years ago found

:05:40. > :05:44.that funding for areas like Alf and education is around ?300 million

:05:45. > :05:49.below what it should be be taken into account the needs of Wales.

:05:50. > :05:55.Ashley Cross health and education. Sensitivity over the way Westminster

:05:56. > :05:58.funds Scotland has meant the many calls to reform Barnet in recent

:05:59. > :06:04.years have come to nothing. But if that's about to change? If there is

:06:05. > :06:07.a repeat of 2010 after next year's general election and the Lib Dems

:06:08. > :06:11.form a coalition government at Westminster, they claim it will be a

:06:12. > :06:17.priority for the party in any coalition talks. I see this

:06:18. > :06:24.commitment in the pre-manifesto is absolutely key, as a party, we have

:06:25. > :06:27.recognised that Wales is not only poorly funded by the Barnett

:06:28. > :06:30.Formula, we are proposing to do something about it, that will be key

:06:31. > :06:35.to us in taking forward negotiations. There has been a

:06:36. > :06:39.sceptical response from the man who wrote the original report that

:06:40. > :06:44.concluded that the Welsh government should get more money from

:06:45. > :06:47.Westminster. It is possible that Northern Ireland would be able to

:06:48. > :06:51.say in a year or two that it is underfunded as well pull stop in

:06:52. > :06:58.that case, they will ask for a top up. You then get a select the

:06:59. > :07:00.English public that anybody who is underfunded gets a top up at

:07:01. > :07:05.somebody who is underfunded gets a top up back. Nice work if you can

:07:06. > :07:10.get it, but I don't know how well that will play. There are plenty of

:07:11. > :07:13.hurdles to overcome but there could be Begovic and is of hurdles to

:07:14. > :07:20.overcome but there could be Begovic and is. It is the main reason why he

:07:21. > :07:27.doesn't want ministers who in Cardiff to have control over income

:07:28. > :07:30.tax. If there is more money from Westminster in future, it could make

:07:31. > :07:38.it more likely that ministers here have responsibility some of the big

:07:39. > :07:41.taxes we all pay. The funding of devolved government is being thrown

:07:42. > :07:51.into focus by the Scottish referendum. Expect there to be more

:07:52. > :07:58.in the months ahead. How realistic is this millions of pounds flooding

:07:59. > :08:01.from Westminster? The Treasury haven't given an inch on this in the

:08:02. > :08:05.five years since the report, so even if the Lib Dems form part of a

:08:06. > :08:10.coalition, it will be a tall order for them. One of the main reasons I

:08:11. > :08:15.say that is whoever forms the next UK Government, they will face a

:08:16. > :08:20.tight set of financial conditions. There is not going to be less money

:08:21. > :08:23.for Scotland, regardless of the referendum, so any new money for

:08:24. > :08:27.Wales will have to come from other budgets, they would have to be cut,

:08:28. > :08:33.as you believe that will lead to a perception that exists that Wales

:08:34. > :08:38.has an overly generous settlement from the Westminster government.

:08:39. > :08:42.That said, the Lib Dems have gone further than all the other parties

:08:43. > :08:45.on this but they are not the only party talking about it. Labour are

:08:46. > :08:53.talking about addressing a specific set of issues in relation to Wales,

:08:54. > :08:57.and the big unknown is the Scottish referendum. Maybe it does throw up

:08:58. > :09:07.up particular set of circumstances, and momentum, for a change and this

:09:08. > :09:13.which hasn't happened until now. The former Welsh Conservative leader's

:09:14. > :09:17.duties will consist of managing the legislative framework in the Lord.

:09:23. > :09:24.A row has broken out over whether schools should have

:09:25. > :09:26.their opening times disrupted during the NATO Summit.

:09:27. > :09:29.Schools in the Vale of Glamorgan have been advised to start late

:09:30. > :09:32.and close early during the summit, which is being held in Newport,

:09:33. > :09:35.The local MP says he's worried about the problems it could pose

:11:09. > :11:13.things too far. Schools in Cardiff and Newport will be at the risk of

:11:14. > :11:18.more disruption than schools in places like the Vale of Glamorgan.

:11:21. > :11:27.but once in the Vale of Glamorgan closing? In Newport, 49 out of 54

:11:28. > :11:33.schools will be closed or partially closed on Friday. In Cardiff, 63,

:14:17. > :14:20.Wales. The company owns a third of them, the others are in dependent

:14:21. > :14:27.but get their fuel from Murco. The deal will see Motor Fuel Group take

:14:28. > :14:33.ownership of the 25 stations owned by Murco in Wales and 200 others

:14:34. > :14:37.across the UK. MFG will also take over responsibility for transporting

:14:38. > :14:42.fuel to the independently owned forecourts. Many of them are in rule

:14:43. > :14:47.areas, if they closed, they wouldn't be replaced so it is good news that

:14:48. > :14:52.the motorists are going to have access to that local fuelling

:14:53. > :14:58.facility, often with a shop, and that is going to happen with jobs,

:14:59. > :15:04.and all the people that supply the filling station. Today's

:15:05. > :15:08.announcement comes less than a fortnight after Murphy Oil revealed

:15:17. > :15:24.--. Murco's future is suddenly much clearer. A new company coming at it

:15:25. > :15:28.in the form of motor fuel will be able to put its own business model

:15:39. > :15:44.the convenience stores and that sort of thing that exists in many of

:15:45. > :15:47.these garages already. The fuel stations will continue to operate

:15:48. > :15:49.under the Murco banner and the sale is expected to be completed before

:17:42. > :17:48.and elderly at home and of course economic pressures apply regardless
