:03:07. > :03:09.them elsewhere in more suitable sites, but the peace protesters
:03:10. > :03:18.decided that they were going to camp here. It does not sound very
:03:19. > :03:22.peaceful to me. It sounds like an ultimatum. Less than one mile from
:03:23. > :03:33.the city centre, less than four miles from where the NATO members
:03:34. > :03:39.will stay. Newport council are in a difficult
:03:40. > :03:46.position. Even if 12 people say they want is to elect tents on public
:03:47. > :03:51.land and they do that then it does present safeguarding issues. There
:03:52. > :03:58.are public health and sanitation issues. It is difficult. Setting up
:03:59. > :04:02.a tent on public land is not a criminal offence. Some who have
:04:03. > :04:06.planned to demonstrate say they are willing to negotiate on where they
:04:07. > :04:12.will camp. We are sorry if it will be a
:04:13. > :04:23.problem. We will do our best to make it as incident free as possible.
