:04:05. > :04:09.fly-tipping everyday, four every hour. It costs the Welsh taxpayer
:04:10. > :04:11.more than ?2 million to clear it up.
:04:12. > :04:16.But several local authorities in Wales including Newport now use
:04:17. > :04:21.these hand-held GPS devices to crack cases of live pigs -- fly-tipping
:04:22. > :04:25.and records the location and type of waste being dumped, feeding the
:04:26. > :04:30.information to a central database so that offers can find out where there
:04:31. > :04:36.is a crime and how often it is being committed. That micro-officers can
:04:37. > :04:37.find out. It is a real tool, we can install overt surveillance cameras
:04:38. > :04:44.and techniques. We need justification to establish
:04:45. > :04:48.these covert surveillance sites and this will give us that.
:04:49. > :04:53.Less than one mile away, fire crews are dreading the banks of the River
:04:54. > :04:56.Usk in Newport city centre, painstakingly removing detritus that
:04:57. > :05:01.has been dumped in the river, usually at night, is everything from
:05:02. > :05:06.bicycles to sections of scaffolding. In the past four years, emergency
