:00:27. > :00:29.Not enough is being done to prevent Muslims from being radicalised here,

:00:30. > :00:33.Former Foreign Office Minister Kim Howells has told BBC Wales

:00:34. > :00:35.successive UK governments and the Muslim communities

:00:36. > :00:38.Meanwhile, there are claims that a strategy set

:00:39. > :00:40.up to counter extremist views is failing in cities like Cardiff.

:00:41. > :00:44.This footage brought the issue of radicalisation firmly to Wales.

:00:45. > :00:46.The propaganda video, thought to have been filmed

:00:47. > :00:48.in Syria, apparently shows two Cardiff men urging others to join

:00:49. > :00:55.Today, Kim Howells told us the problem needs to be tackled head-on.

:00:56. > :00:58.I don't think any government, whether it was the Labour

:00:59. > :01:02.governments of Tony Blair or Gordon Brown, or indeed the Coalition, have

:01:03. > :01:06.really addressed the problem of why it is that so many young people from

:01:07. > :01:09.Muslim communities in Britain are prepared to go out to Syria and Iraq

:01:10. > :01:18.Muslim leaders here in Cardiff have previously admitted that they are

:01:19. > :01:21.struggling to know how to combat what they see as a new phenomenon.

:01:22. > :01:24.This is one of the city's spiritual leaders, an imam at one

:01:25. > :01:27.There is room for improvement in our communities.

:01:28. > :01:30.We have to begin to look at why is it that communities feel

:01:31. > :01:34.The reason for that is they feel that

:01:35. > :01:37.the larger community, particularly in the media, are portraying Muslims

:01:38. > :01:40.as a threat, a harm, a danger and they have produced this

:01:41. > :02:00.Mohammed Islam, a former councillor, told me that people do feel let

:02:01. > :02:03.down by the government and a lack of funding, but not by the imams.

:02:04. > :02:06.In terms of the mosque and imam, they are not responsible

:02:07. > :02:08.and they cannot control any communities at all.

:02:09. > :02:11.In terms of the imam, it is the same as with the church.

:02:12. > :02:14.People will listen, but that will depend on how many people are going

:02:15. > :02:23.In this city park where there were enjoying a game of football

:02:24. > :02:26.after Friday prayers, they told me the problem was not

:02:27. > :02:28.a failure to integrate, but a failure to deal with individuals.

:02:29. > :02:34.I blame the person for that, not the religion.

:02:35. > :02:37.Some people use the name of the religion and to do things.

:02:38. > :02:41.I do not think it is an overall problem, it is

:02:42. > :02:44.a few people who are taking things over the top and they need to be

:02:45. > :02:51.identified and stopped because this is not what our religion is about.

:02:52. > :02:56.In London, this gives centre is at the very heart of the UK's

:02:57. > :03:03.governments to tackle radicalisation. Its strategy is

:03:04. > :03:08.aimed at stopping young Muslim men from becoming radicalised. Today

:03:09. > :03:16.Lord Alex Carlile said when it came to parts of Wales, it was failing.

:03:17. > :03:19.In some cities and some London boroughs that has been implemented

:03:20. > :03:28.successfully. In other places there is evidence, Cardiff, for example,

:03:29. > :03:34.very little was being done in terms of project funding. The suggestion

:03:35. > :03:40.that the brutal beheading of the American journalist James Foley was

:03:41. > :03:43.carried out by a British man has forced governments and communities

:03:44. > :03:45.to look at things again and questioned whether the fight against

:03:46. > :03:50.radicalisation is working. Former Cardiff City manager

:03:51. > :03:52.Malky Mackay has tonight spoken for the first time about alleged

:03:53. > :03:55.offensive text messages he sent. He's apologised,

:03:56. > :04:10.describing them as "completely The text were included in a dossier

:04:11. > :04:16.sent to the Football Association by Cardiff City. We are talking about

:04:17. > :04:23.thousands of text messages that were sent from someone's phone. I only

:04:24. > :04:27.sent three of them. But looking at them, they are completely

:04:28. > :04:30.unacceptable and inappropriate and for that and any offence I have

:04:31. > :04:39.caused, I sincerely apologise for that. That is something that I have

:04:40. > :04:48.done and there is no excuse for that. I am a reader of people, it

:04:49. > :04:49.should not have happened. But first and foremost I am a human being and

:04:50. > :04:56.I have made a mistake. Meanwhile, Cardiff City Football

:04:57. > :04:58.club has called for the boss of the organisation which represents

:04:59. > :05:00.football managers to resign. The League Managers Association

:05:01. > :05:02.described the texts as "banter". The association has apologised

:05:03. > :05:04.but the club says it's "reprehensible" and say Richard

:05:05. > :05:17.Bevan's position is untenable. Has apology has been criticised.

:05:18. > :05:22.Offences comments made by Malky Mackay have been described as

:05:23. > :05:27.banter. He was letting off steam, that according to the league

:05:28. > :05:31.managers Association. They have since apologised saying they were

:05:32. > :05:36.not trying to catalyse the issue. But Cardiff City are not happy and

:05:37. > :05:44.have asked for the head of that association to stand down. This man

:05:45. > :05:48.shared a dressing room with Malky Mackay for six years. Firstly, I do

:05:49. > :05:56.not think there is any place for any form of racism or sexism in society.

:05:57. > :06:01.I know that the text that has come out over the last few days does not

:06:02. > :06:09.look good, but I know that Malky Mackay is not a rigid. These texts

:06:10. > :06:19.came out after Cardiff City looked into suggestions of bad practice by

:06:20. > :06:23.certain people and pets club. The club says there are many more text

:06:24. > :06:30.than those that have come out. Another player also accused the

:06:31. > :06:40.Malky Mackay of being racist. These quotes suggest there is an unsavoury

:06:41. > :06:44.behaviour in football. It is very poor that senior figures appear to

:06:45. > :06:50.get away with using banter as an excuse while we try to educate young

:06:51. > :06:57.players. We do not believe that this is acceptable, a line must be drawn.

:06:58. > :07:05.One charity said there were 284 incidents of abuse last season. That

:07:06. > :07:13.is a rise of 296% on the previous season. 66% were for racism, 8% were

:07:14. > :07:18.homophobic. It is another unwanted story surrounding Cardiff City.

:07:19. > :07:22.There are also questions about the wider culture in the game and how we

:07:23. > :07:27.can tackle abuse behind the scenes. Two men have been charged with child

:07:28. > :07:30.cruelty offences as a part of the investigation

:07:31. > :07:32.into allegations of historical abuse Keith Evans from Wrexham and Kelvin

:07:33. > :07:35.Horriban from Nottinghamshire are accused of the offences involving

:07:36. > :07:38.a boy aged between nine and 12 They're due to appear in court

:07:39. > :07:42.in October. A woman from Cardiff -

:07:43. > :07:47.who was quarantined with The leader

:07:48. > :07:50.of Swansea Council has been told to expect a leadership challenge after

:07:51. > :07:52.sacking two of his cabinet members. David Phillips dismissed

:07:53. > :07:54.his member for finance, Rob Stewart, and Will Evans,

:07:55. > :07:57.who was in charge of education. Mr Phillips says his team needed to

:07:58. > :07:59.be "fully signed-up" Another Welsh athlete has won

:08:00. > :08:04.a medal for Great Britain at the IPC European Athletics

:08:05. > :08:06.Championships in Swansea. Josie Pearson from Hay-on-Wye -

:08:07. > :08:09.who's the reigning Paralaympic discus champion - won silver

:08:10. > :08:11.in the "club throw", missing out on gold to fellow British athlete,

:08:12. > :08:17.Joanna Butterfield. The weather forecast for the

:08:18. > :08:31.Bank Holiday now, It is looking good for the first

:08:32. > :08:37.half of the weekend. Something drier and brighter but the nights will be

:08:38. > :08:41.chilly. It is a fairly quiet night tonight with just a few showers.

:08:42. > :08:47.Clearer skies so the temperatures will dip. Temperatures getting down

:08:48. > :08:53.to four or five Celsius. That will give us a chilly start to Saturday

:08:54. > :08:59.morning. The odd isolated shower. Most of us can look forward to break

:09:00. > :09:03.and dry conditions. For the rest of the United kingdom, showers for

:09:04. > :09:07.Ireland and Scotland. Towards the East it is brighter, but

:09:08. > :09:14.temperatures struggling at around 14 Celsius. Saturday afternoon will be

:09:15. > :09:19.dry. You can leave the umbrella at home but it won't be chilly in the

:09:20. > :09:23.evening. The average for August is around 19 saw the temperatures are

:09:24. > :09:29.struggling. Tomorrow night it will be chilly, light winds as well so

:09:30. > :09:34.the temperatures will only get to around three or four Celsius. That

:09:35. > :09:39.will mean it will be a cool start on Sunday morning. Closed while second

:09:40. > :09:46.from the West and with that comes the rain. It will make its way

:09:47. > :09:51.eastwards through Monday. Showers will be patchy and nature so drier

:09:52. > :09:56.interludes in between. Monday looks to be a mixture of sunshine and

:09:57. > :09:59.showers but milder conditions for next week.
