:00:48. > :00:52.devolution if they vote no in next week's referendum on independence.

:00:53. > :00:54.But what about Wales? First Minister, Carwyn Jones,

:00:55. > :00:57.says further devolution for Scotland should mean more

:00:58. > :01:00.devolution for Wales. In Glasgow today, Leanne Wood,

:01:01. > :01:04.the leader of Plaid Cymru, hit the campaign trail with

:01:05. > :01:08.the Scottish Nationalists. She says Carwyn Jones' call for more

:01:09. > :01:12.devolution is a sign of panic, because opinion polls are moving

:01:13. > :01:17.in the yes campaign's favour. I think there is every possibility

:01:18. > :01:21.that there will be a knock-on effect when people in Wales, who

:01:22. > :01:24.are suffering from austerity, many people who are working hard and

:01:25. > :01:27.finding it difficult to make ends meet will look to what is happening

:01:28. > :01:30.here in Scotland, will see a successful economy, will see

:01:31. > :01:34.a government that wants to provide social protection for its citizens,

:01:35. > :01:38.and I think people in Wales will want the opportunity to do some

:01:39. > :01:41.of that for ourselves to. Why not?

:01:42. > :01:45.Tomorrow, the First Minister will arrive in

:01:46. > :01:49.Scotland and urge Scots to vote no. He wanted supporters

:01:50. > :01:52.of the union to offer a future vision of devolution across the UK,

:01:53. > :01:56.including in Wales, so this is a clear alternative to independence.

:01:57. > :01:59.This Welsh Labour peer says some people in London may only now be

:02:00. > :02:05.waking up to the idea that Scotland just might vote yes.

:02:06. > :02:10.Carwyn Jones has been calling for a constitutional convention

:02:11. > :02:12.for over two years. Nobody has listened to him and,

:02:13. > :02:15.at last, people are starting to pay

:02:16. > :02:17.attention. The fact is,

:02:18. > :02:20.we should have been discussing this for a number of years.

:02:21. > :02:24.And one of the reasons why it is imperative

:02:25. > :02:29.that Scotland stays with us is that it will be good for Wales.

:02:30. > :02:32.Since 2011, the Welsh Assembly has had full

:02:33. > :02:36.lawmaking in powers devolved fields, such as health and education.

:02:37. > :02:39.Powers to borrow money and vary some taxes are being devolved.

:02:40. > :02:43.These could include some control over how much income tax we pay,

:02:44. > :02:47.but only after a referendum. But what next?

:02:48. > :02:51.Carwyn Jones says full control over income tax shouldn't be devolved,

:02:52. > :02:53.even if it happens in Scotland and, despite Leanne Wood's hopes,

:02:54. > :02:58.opinion polls suggest changes in Scotland will not make Welsh

:02:59. > :03:01.independence more popular. This company in Swansea,

:03:02. > :03:06.which supplied the flags for last week's NATO summit, thinks it might

:03:07. > :03:10.benefit from Scottish independence. I think that, if Scotland went out

:03:11. > :03:13.of the UK, it will mean more business for us, because England is

:03:14. > :03:18.a big friend of Wales commercially and monetarily, so I think that it

:03:19. > :03:21.would actually be a good thing. Probably not the right thing to say,

:03:22. > :03:28.but I think it will be a good thing for us.

:03:29. > :03:31.Many say the contest in Scotland is now too close to call.

:03:32. > :03:34.Whatever the result, there are bound to be implications for Wales.

:03:35. > :03:37.While Scots decide how to vote, politicians here are wondering what

:03:38. > :03:42.will happen to Wales, whether or not the union is broken.

:03:43. > :03:45.The Prime Minister, in the House of Commons today, thanked Wales

:03:46. > :03:50.60 world leaders gathered at the Celtic Manor in Newport last week.

:03:51. > :03:52.David Cameron described the event as a successful coming together

:03:53. > :03:59.I want to thank the local council in Newport, the Welsh Assembly, the

:04:00. > :04:01.First Minister, the secretary of state, our armed services and police

:04:02. > :04:05.and all those who worked so hard to deliver a safe and secure and

:04:06. > :04:07.successful summit, the biggest gathering of world leaders I think

:04:08. > :04:10.that has ever taken place in our country, but most of all,

:04:11. > :04:13.I want to thank the Welsh people for the incredibly warm welcome

:04:14. > :04:23.The Swansea-born Conservative MP, Nigel Evans,

:04:24. > :04:26.has tonight been reselected by his local party to contest next

:04:27. > :04:31.The former Shadow Welsh Secretary was found not guilty of nine sexual

:04:32. > :04:39.Members of his Ribble Valley constituency backed him

:04:40. > :04:44.Home care services for elderly and vulnerable people in Powys have

:04:45. > :04:50.This follows the council announcing it was ending one company's

:04:51. > :04:56.contract, just months after a re-organisation That's prompted an

:05:00. > :05:01.Montgomeryshire Assembly member to call for an investigation into the

:05:18. > :05:26.it became so unreliable, he cancelle it and relies on private help.

:05:27. > :05:31.We're all vulnerable, to a certain extent,

:05:32. > :05:33.and there are ladies and gentlemen older than me,

:05:34. > :05:35.younger than me, that are much more vulnerable than me

:05:36. > :05:38.that must be frightened to death at the moment, and I'm sure...

:05:39. > :05:41.This is a very extreme thing to say, that it will cause deaths.

:05:42. > :05:44.It will cause illness, it will cause more hospitalisation, simply because

:05:45. > :05:47.of the worry that people have got of what's going on in the future.

:05:48. > :05:50.At the time of reorganisation, the council moved care

:05:51. > :05:52.provisions from around 20 companies to just four.

:05:53. > :06:13.The council also said it would carry out a review,

:06:14. > :06:27.but there are now calls for that to be made public.

:06:28. > :06:30.I think the council made a huge botch up of the job

:06:31. > :06:34.but we are where are now and the priority has got to

:06:35. > :06:37.be having proper care for vulnerable and elderly people in our community,

:06:38. > :06:38.which hasn't been the case since May.

:06:39. > :06:41.Gladys Perks runs TLC in Llanidloes, which until the reorganisation

:06:42. > :06:42.provided home care for around 150 people.

:06:43. > :06:45.The agency missed out on a new contract from the council

:06:46. > :06:47.and believes, after the termination of the existing agreement,

:06:48. > :06:52.Not just mine, there's other good agencies out there and some

:06:53. > :06:55.agencies are being put out of work, because they just can't cope.

:06:56. > :06:57.They should be fetching other agencies back in.

:06:58. > :06:59.The carers will work for these agencies,

:07:00. > :07:02.because they know them and hopefully that they will come back.

:07:03. > :07:04.The company Reach said they had been unable to overcome

:07:05. > :07:07.significant challenges in a problematic transition process,

:07:08. > :07:14.they believe there's been very little care in this whole process.
