:00:33. > :00:35.But John Griffiths loses his post as Minister for Natural Resources,

:00:36. > :00:38.And Jeff Cuthbert is also leaving the government.

:01:09. > :01:13.The First Minister used social media to announce changes to his

:01:14. > :01:16.ministerial team and there was good news for Leighton Andrews, forced to

:01:17. > :01:22.resign as Education Minister over a year ago. He is now back in the fold

:01:23. > :01:27.and in charge of public services. He will be pushing through counsel

:01:28. > :01:30.mergers, a tough challenge for a politician who is not afraid of

:01:31. > :01:35.ruffling feathers. He was talking today about consensus. People have

:01:36. > :01:38.accepted there has to be reformed, there has to be reorganisation, some

:01:39. > :01:44.councillors are talking actively already about a merger. We have now

:01:45. > :01:47.got to seek a consensus across the whole of Wales. Through the

:01:48. > :01:52.afternoon, the First Minister shared news of the reshuffle with his team

:01:53. > :01:57.at his office in Cardiff. Carl Sargeant looked pleased with his new

:01:58. > :02:00.job as natural resources Minister. For others, there is little or no

:02:01. > :02:08.change. Jane Hutt stays as Finance Minister. Edwina Hart has been in

:02:09. > :02:13.the Cabinet since the start of devolution. She also stays put. I am

:02:14. > :02:20.delighted to be staying in the position, delighted that Ken is

:02:21. > :02:22.continuing to be my deputy minister. It shows confidence in the

:02:23. > :02:30.Department and the way we have worked. I think it does show that

:02:31. > :02:34.there is little or no talent on the Labour backbenches and so he was the

:02:35. > :02:39.rift of bringing any real fresh blood into this tired Cabinet. Many

:02:40. > :02:43.of the Cabinet members have been there since 1999. Lesley Griffiths

:02:44. > :02:50.takes responsibility for communities and tackling poverty. Also moving to

:02:51. > :02:56.the backbenches are John Griffiths and former deputy minister Gwenda

:02:57. > :02:59.Thomas. Julie James is the new face in the deputy ministerial team. And

:03:00. > :03:10.there are beefed up roles for other deputies. You go in there nervous

:03:11. > :03:15.and come out delighted. I am amazed. I really am. I think it is the best

:03:16. > :03:21.team I can put in place, a very strong team, I have people who will

:03:22. > :03:25.be working hard towards the election. It will serve the people

:03:26. > :03:30.of Wales well. A new team for the new assembly term which starts next

:03:31. > :03:32.week. But also a line-up which the First Minister believes is equipped

:03:33. > :03:34.to steal Wales through crucial months ahead.

:04:42. > :04:44.latest Welsh politician to pitch into the battle over Scotland's

:04:45. > :04:48.future. We need to make sure they have heard loud and clear that the

:04:49. > :04:51.view from Wales and England and Northern Ireland is we do want them

:04:52. > :05:00.to stay and we do think we will all be diminished if we break apart. Mr

:05:01. > :05:05.Smith and other Labour MPs trooped North. Scottish banks threatened to

:05:15. > :05:18.independence. I noticed the markets this morning revealed they had a

:05:19. > :05:20.contingency. Alex Salmond says it is a technical change that will not

:05:21. > :05:25.affect customers but with other finance custom is -- companies

:05:26. > :05:30.intending to the same, questions over the cost of independence are

:05:31. > :05:33.under intense scrutiny. And the cost to Wales. Another question being

:05:34. > :05:38.scrutinised at a conference in Cardiff today. The Welsh economy

:05:39. > :05:42.will not profit either from any financial turmoil is. It is in the

:05:43. > :05:45.Welsh interest to for these guys to make a nice and it is go through the

:06:44. > :06:46.Scotland votes yes, the power that is currently all hemmed in London,

:06:47. > :06:51.some of it will be transferred to Edinburgh. That gives us an

:06:52. > :06:55.opportunity then to have a national conversation about the kind of

:06:56. > :07:00.powers that we want to hold. Scotland is top billing in the

:07:01. > :07:04.debate about the UK's constitution but Wales may have a part to play if

:07:05. > :07:06.there are knock-on effects for our economy or the powers that the Welsh

:07:07. > :07:08.assembly has, whatever they may be. A scheme which pays farmers

:07:09. > :07:10.and landowners to maintain the countryside is still flawed,

:07:11. > :07:13.according to a Wales Audit Office The Glastir scheme is supposed to

:07:14. > :07:15.protect landscape But today's report says

:07:16. > :07:18.participation is well below the target and some of

:07:19. > :07:26.its objectives cannot be measured. It is no mean feat cleaning certain

:09:37. > :09:41.breezy than it has been but it looks like midweek next week we will start
