:00:24. > :00:29.That's the warning tonight after David Cameron, Ed Miliband

:00:30. > :00:32.and Nick Clegg pledged to keep the method for allocating money to

:00:33. > :00:37.the UK's devolved nations in place IF Scotland rejects independence.

:00:38. > :00:52.It may sound like something dreamt up in a room full of test tubes and

:00:53. > :00:56.colourful concoctions like this high-tech ice cream parlour in

:00:57. > :00:59.Cardiff, but the Barnett formula was almost created on the back of an

:01:00. > :01:05.envelope. So says the man who devised it. Lord Barnett came up

:01:06. > :01:09.with a funding system in the late 1970s to provide a short-term method

:01:10. > :01:15.for deciding how much money should be given to the various parts of the

:01:16. > :01:21.UK. At 35 years later, it is still firmly in place. This is the Barnett

:01:22. > :01:27.formula, it may look complicated, it is one of the reasons it has lasted

:01:28. > :01:32.so long, it is relatively easy to calculate. It does have its critics,

:01:33. > :01:36.which they it leaves Scotland overfunded and Wales short-changed.

:01:37. > :01:42.A couple of years ago, the average public expenditure per head was

:01:43. > :01:49.nearly ?9,000, but in Scotland it was more than ?10,100. Here in

:01:50. > :01:57.Wales, it was more than ?9,500, and in Northern Ireland, nearly ?11,000

:01:58. > :02:01.was spent on each citizen. We are about 14% per head better off than

:02:02. > :02:04.basic spending in England. What the formula does not take into account

:02:05. > :02:09.is the cost to providing services here in Wales. High levels of

:02:10. > :02:12.poverty, low levels of population, which makes clear and education much

:02:13. > :02:19.more expensive to provide than in England. Others warn new needs

:02:20. > :02:24.-based formula will not be the best option for Wales. If you open that

:02:25. > :02:29.can of worms, who knows what will happen? I am not persuaded that

:02:30. > :02:35.Wales would automatically win. There are extremely poor areas of

:02:36. > :02:41.England. Wales might not necessarily win. In their attempts to convince

:02:42. > :02:45.Scottish Borders to reject independence, the three main UK

:02:46. > :02:49.parties have now promised to keep the Barnett formula if Scotland

:02:50. > :02:52.votes Now on the Barnett formula if Scotland

:02:53. > :02:59.frustrated people in Wales, who have long campaigned for a new and fairer

:03:00. > :03:05.funding system. Between 2010 and 2020, Wales will lose

:03:54. > :03:58.will call for a debate on its future Two men have gone on trial

:03:59. > :04:03.in Cardiff accused of forcing a vulnerable man to work for them

:04:04. > :04:07.against his will and without pay. Darell Simister from Worcestershire

:04:08. > :04:10.was found last year, in poor health, at the farm

:04:11. > :04:27.on the outskirts of Newport, Timid and vulnerable, that is home

:04:28. > :04:34.Darell Simister was described in court today. The man, now 44, who

:04:35. > :04:39.disappeared 13 years ago, and was found last year in such a state his

:04:40. > :04:45.family said they hardly recognised him. The men accused of keeping him

:04:46. > :04:54.on a farm against his will at father and son, Daniel senior and Daniel

:04:55. > :04:58.junior. Today the junior were told -- the jury were told that Darell

:04:59. > :05:01.Simister first came in contact with the family when he was picked up at

:05:02. > :05:07.the side of the road by the father and offered a few days' work tarmac

:05:08. > :05:10.in. But it is alleged he was taken to the farm on the outskirts of

:05:11. > :05:16.Newport, where he remained for the next 13 years. Working for no pay.

:05:17. > :05:21.Police arrested the father and son in September last year after Darell

:05:22. > :05:25.Simister's family had been looking for him for

:05:26. > :05:30.Simister's family had been looking traced him to the farm, and his

:05:31. > :05:33.brother went there and find him. Today the court heard that duelling

:05:34. > :05:37.his time on the farm he had lived in a shed, worked for no pay, got his

:05:38. > :05:42.food once a day and watched in an animal trough. It is said he worked

:05:43. > :05:49.from 7am until 9pm animal trough. It is said he worked

:05:50. > :05:55.week. And all those years, left only two or three times. Once he was

:05:56. > :05:59.taken to a fear and once to Cardiff on New Year's Eve. It was alleged

:06:00. > :06:04.that on one occasion, he had fallen from a horse onto a concrete floor

:06:05. > :06:10.and fractured his hip. When he was taken to hospital two days later, he

:06:11. > :06:13.was told to give a false name and false story to the doctors. On

:06:14. > :06:19.another occasion, it was said after a fire he ran away. But he was

:06:20. > :06:22.brought back. He told police, he promised to eat less and the damage

:06:23. > :06:27.was paid for. Both defendants deny the charge of requiring another

:06:28. > :06:29.person to perform forced or compulsory labour. The case is

:06:30. > :06:34.expected to take up to six weeks. Police have been given more time

:06:35. > :06:37.to question a man arrested on suspicion of the murder

:06:38. > :06:39.of a 45-year-old woman in Mold. Paramedics were called to help

:06:40. > :06:41.Karen Catherall Police say

:06:42. > :06:44.a full investigation is underway and are appealing for anyone with

:06:45. > :06:47.information to contact them. Football, and Cardiff City have been
