:01:12. > :01:17.powers devolved to Wales and the issue of underfunding addressed.

:01:25. > :01:29.I think going forward, as part of the rethink
:01:30. > :01:32.of the British constitution, we do need to be looking at funding

:01:42. > :01:44.the lock step that applies to income tax powers in Wales.
:01:45. > :01:48.I think as Scotland is getting a new swathe of taxation powers,
:01:49. > :01:52.I think it is right that we look again at the lock step and probably
:01:53. > :01:57.These are issues to be addressed if Scotland votes No and the
:01:58. > :01:59.Better Together campaign is confident that's the way the vote
:02:00. > :02:03.will go, after the latest polls all suggest it has a slender lead
:02:04. > :02:08.But supporters of independence say it's all to play for.
:02:09. > :02:12.Welsh Nationalists are buzzing with excitement at the possibility.
:02:13. > :02:15.And hope the energising of political debate in Scotland will
:02:16. > :02:22.In Wales, yes, we can take inspiration from this.
:02:23. > :02:26.But a few years behind but it means that the people of Wales are also
:02:27. > :02:30.asking - well if Scotland can decide on its own future and the people
:02:31. > :02:32.of Scotland aren't that different from us, their situation isn't that
:02:33. > :02:36.Scotland going independent, for example,
:02:37. > :02:43.would leave Wales as practically the lone Celtic voice in Westminster.
:02:44. > :02:45.Does that leave them in a very weak position?
:02:46. > :02:50.And, on the one hand it might inspire people in Wales to fight
:02:51. > :02:58.In some ways, I would like that they would but Wales is in a very
:02:59. > :03:01.different position to Scotland in terms of economics and things.
:03:02. > :03:04.Whatever happens tomorrow, there is a promise that change is coming to
:03:05. > :03:07.this place, the Scottish Parliament but it is far less certain where
:03:08. > :03:17.that leaves Wales, as that conversation has only just begun.

:06:34. > :06:36.and more young people are deliberately seeking out illegal
:06:37. > :06:39.smokes. People who smoke illegal cigarettes are off college for a
:06:40. > :06:55.week. Tests have found high levels of undesirable substances.

:06:58. > :07:00.on sniffer dogs and, in the backyard of another Cardiff grocery store,
