:00:55. > :00:58.From Cardiff Bay to the streets of Scotland, Welsh politicians

:00:59. > :01:01.from both sides of the debate have been making their case - including

:01:02. > :01:04.the Welsh Secretary of State, who was in Glasgow today, campaigning

:01:05. > :01:11.But Stephen Crabb recognises a mood for change, that could see more

:01:12. > :01:17.powers devolved to Wales and the issue of underfunding addressed.

:01:18. > :01:20.The work of the commission that identified this

:01:21. > :01:24.?300 million figure that's important work, it is work we are looking

:01:25. > :01:29.I think going forward, as part of the rethink

:01:30. > :01:32.of the British constitution, we do need to be looking at funding

:01:33. > :01:35.He also hinted at a shift in position

:01:36. > :01:39.which could see unrestricted income tax powers for Wales.

:01:40. > :01:41.I have always been open-minded to what we call

:01:42. > :01:44.the lock step that applies to income tax powers in Wales.

:01:45. > :01:48.I think as Scotland is getting a new swathe of taxation powers,

:01:49. > :01:52.I think it is right that we look again at the lock step and probably

:01:53. > :01:57.These are issues to be addressed if Scotland votes No and the

:01:58. > :01:59.Better Together campaign is confident that's the way the vote

:02:00. > :02:03.will go, after the latest polls all suggest it has a slender lead

:02:04. > :02:08.But supporters of independence say it's all to play for.

:02:09. > :02:12.Welsh Nationalists are buzzing with excitement at the possibility.

:02:13. > :02:15.And hope the energising of political debate in Scotland will

:02:16. > :02:22.In Wales, yes, we can take inspiration from this.

:02:23. > :02:26.But a few years behind but it means that the people of Wales are also

:02:27. > :02:30.asking - well if Scotland can decide on its own future and the people

:02:31. > :02:32.of Scotland aren't that different from us, their situation isn't that

:02:33. > :02:36.Scotland going independent, for example,

:02:37. > :02:43.would leave Wales as practically the lone Celtic voice in Westminster.

:02:44. > :02:45.Does that leave them in a very weak position?

:02:46. > :02:50.And, on the one hand it might inspire people in Wales to fight

:02:51. > :02:58.In some ways, I would like that they would but Wales is in a very

:02:59. > :03:01.different position to Scotland in terms of economics and things.

:03:02. > :03:04.Whatever happens tomorrow, there is a promise that change is coming to

:03:05. > :03:07.this place, the Scottish Parliament but it is far less certain where

:03:08. > :03:17.that leaves Wales, as that conversation has only just begun.

:04:33. > :04:34.Almost half of smokers here have been offered illegal tobacco.

:04:35. > :04:36.That's according to the anti-smoking group ASH.

:04:37. > :04:39.In the first research of its kind, the findings also suggest Wales has

:04:40. > :04:41.a larger market in under-the-counter cigarettes than

:04:52. > :04:54.Trying to stamp out a trade worth millions.

:04:55. > :04:57.A team led by Trading Standards searching for illegal cigarettes

:04:58. > :05:04.But soon the dogs sniff something out.

:05:05. > :05:09.We have got an indication of a tobacco product down there.

:05:10. > :05:15.Several illegal packs hidden inside a printer.

:05:16. > :05:18.They have a very small quantity under the counter, just to show,

:05:19. > :05:26.and then they will have a larger stash somewhere else in the store.

:05:27. > :05:41.If someone is found guilty of selling these,

:05:42. > :05:46.there is a fine and up to ten years in prison and this team say they are

:05:47. > :05:54.They recently seized ?40,000 worth of illegal cigarettes in two days.

:05:55. > :05:57.Regular cigarettes imported duty free from abroad.

:05:58. > :05:58.Illicit cigarettes for the black market.

:05:59. > :06:02.Most are sold from private homes but many can be bought under the

:06:03. > :06:06.Organised criminals have been linked to this.

:06:07. > :06:09.Typically, at around ?4 per packet, they are half the price

:06:10. > :06:21.If you can access illegal packets for half the price

:06:22. > :06:24.of retail tobacco, it makes it very easy to start smoking.

:06:25. > :06:25.Adult smokers are not motivated to quit.

:06:26. > :06:33.Mark George is a 19-year-old youth worker and says more

:06:34. > :06:36.and more young people are deliberately seeking out illegal

:06:37. > :06:39.smokes. People who smoke illegal cigarettes are off college for a

:06:40. > :06:55.week. Tests have found high levels of undesirable substances.

:06:56. > :06:57.The Welsh Government says ?7,000 extra will be spent

:06:58. > :07:00.on sniffer dogs and, in the backyard of another Cardiff grocery store,

:07:01. > :07:04.It looks like they have arrived a little too late.

:07:05. > :07:05.We have found evidence of illicit tobacco.

:07:06. > :07:08.The hundreds of cigarettes that were once inside have gone but

:07:09. > :07:10.despite this disappointment, they know it will not be long

:07:11. > :07:24.The Cardiff City manager Ole Gunnar Solskjaer is expected to
