:01:59. > :02:05.Minister says leaves his budget 2% short each year. All the party

:02:06. > :02:10.leaders say we think the Barnett formula has served us well and

:02:11. > :02:15.should continue. It is based on population, not need. Labour say

:02:16. > :02:21.they can top up the formula for Wales but won't say how. There are

:02:22. > :02:26.all put Rhys Jones at Westminster. Why should Welsh MPs vote on English

:02:27. > :02:30.issues when MPs from England have no say on health and education in

:02:31. > :02:36.Wales? David Cameron thinks the answer could be to stop non-Welsh

:05:44. > :05:46.in the minimum wage could cause problems for small businesses here.

:05:47. > :05:49.It's after Labour proposed raising it to ?8 an hour

:05:56. > :06:04.But one expert says it could mean tough decisions for some companies.
