:00:37. > :00:39.but ministers admit the steel industry in Wales is now in crisis.

:00:40. > :00:41.Industry leaders met in Cardiff earlier, with the Economy Minister

:00:42. > :00:45.saying that she will look at whether business rates could be cut to help.

:00:46. > :00:53.Here's our Economics Correspondent, Sarah Dickins.

:00:54. > :00:56.Welsh steel, a vital industry and a basic ingredient for so many others.

:00:57. > :01:02.Demand for steel around the world has not recovered

:01:03. > :01:08.And the market here at home is facing particular problems.

:01:09. > :01:10.In Wales, steelmakers have high electricity charges, much

:01:11. > :01:16.Business rates that the unions say work against investment.

:01:17. > :01:20.And a high pound makes Welsh steel expensive to sell to others

:01:21. > :01:23.and the money paid for Welsh steel is dropping.

:01:24. > :01:25.We have to look very carefully at our budget.

:01:26. > :01:32.We cannot spend more than we are bringing in in terms

:01:33. > :01:41.We have also got to ensure that we won't be told that we are unfairly

:01:42. > :01:44.helping an injury that is subject to such an stringent restraints

:01:45. > :01:50.Newport docks with its new crane costing ?1.6 million.

:01:51. > :01:53.The docks is handling 20% more cargo than a year ago,

:01:54. > :01:57.Weeks ought a lot of steel here from Newport, we also import to

:01:58. > :02:00.balance that UK market with a number of commodities and

:02:01. > :02:04.There is always a balance and it varies from month-to-month,

:02:05. > :02:08.The price of steel around the world is governed by how much is

:02:09. > :02:11.wanted, how much demand there is for it, and China has been buying a lot

:02:12. > :02:16.That growth is now slowing down and Chinese steel is coming into Europe.

:02:17. > :02:20.It is all part of global demand and that is one of the many factors that

:02:21. > :02:23.Sources in the industry say Tata Steel is losing

:02:24. > :02:28.There is no sign that the Chinese economy is about to pick up

:02:29. > :02:36.There is no sign that the pound is going to get weaker.

:02:37. > :02:38.But you need quick action, don't you?

:02:39. > :02:45.But is why we try to highlight within the four or five asks that we

:02:46. > :02:47.have supported with industry, there is stuff that needs to happen

:02:48. > :02:56.That message from the unions and companies that something needs to be

:02:57. > :02:59.done to help Welsh steel was clearly spelt out to the minister today.

:03:00. > :03:02.She said she is listening but many of steel's problems are

:03:03. > :03:08.The mother of five-year-old Mason Jones, who died from ecoli

:03:09. > :03:11.in his school dinner in 2005, has told BBC Wales that she is

:03:12. > :03:13.considering legal action against the Crown prosecution service.

:03:14. > :03:16.Sharon Jeffreys' attempt to have a new inquest into her son's death

:03:17. > :03:19.was turned down today and says the decision not to pursue a charge

:03:20. > :03:22.of manslaughter against the butcher who supplied the meat was wrong.

:03:23. > :03:37.She's been speaking to our reporter, Caroline Evans.

:03:38. > :03:39.It is ten years since five-year-old Mason Jones died

:03:40. > :03:44.after eating contaminated meat in his school dinner.

:03:45. > :03:47.We live with this every day and it is never going to go away

:03:48. > :03:50.and especially now because there is no justice for him.

:03:51. > :03:58.He was one of more than 150 people infected by the E.Coli

:03:59. > :04:01.bacteria as it spread on meat supplied to 40 schools

:04:02. > :04:06.Tests found the exact same strain which killed Mason was present

:04:07. > :04:12.Its manager, William John Tudor, admitted breaking food safety laws

:04:13. > :04:16.But a case of manslaughter against him was not pursued.

:04:17. > :04:18.The Crown Prosecution Service said there was not enough evidence.

:04:19. > :04:21.In 2010, the coroner decided he could not conclude Mason

:04:22. > :04:38.We do not feel that Mason has received proper justice.

:04:39. > :04:41.They appealed but today they have been told by the High Court that

:04:42. > :04:44.decision will not be overturned and the inquest will not be reopened.

:04:45. > :04:46.Following the inquest, the coroner said he had considered

:04:47. > :04:49.a catalogue of horrific failures at the meat factory and that Mason

:04:50. > :04:52.had probably died as the result of eating meat repaired with this

:04:53. > :04:56.Today Sharon showed me a letter from the CPS admitting it had made

:04:57. > :05:03.a mistake in not pursuing a case for manslaughter

:05:04. > :05:12.and told me she is now considering legal action against them.

:05:13. > :05:14.I believe that this is a miscarriage of justice

:05:15. > :05:17.and my son has been cheated out of justice because of a mistake.

:05:18. > :05:20.We have fought all along, me and Nathan, Mason's dad, along with the

:05:21. > :05:24.family, to try and get some justice for Mason because we believed it was

:05:25. > :05:31.right, we believe we were right and he was unlawfully killed.

:05:32. > :05:42.We were treated appallingly and I believe they need to answer that.

:05:43. > :05:44.The scores on the doors rating system we now

:05:45. > :05:47.have at food outlets was a direct result of Mason's death.

:05:48. > :05:50.enquiry made tougher enforcement one of its key recommendations.

:05:51. > :05:53.Mason's mother says it is a fitting legacy but as the family

:05:54. > :05:56.see it, his death has not been recorded properly and they continue

:05:57. > :06:09.An inquest has heard that an army officer had ordered a young soldier

:06:10. > :06:12.to be brought to him "hot and sweaty" on the day the private died

:06:13. > :06:16.Gavin Williams, who was 22 and from Hengoed

:06:17. > :06:18.near Caerphilly, died of heatstroke in July 2006, after being ordered

:06:19. > :06:27.to carry out intensive exercise as punishment for drunken behaviour.

:06:28. > :06:29.After two days without water, households in north Pembrokeshire

:06:30. > :06:31.are slowly being reconnected to the mains supply.

:06:32. > :06:34.Around 500 properties are still cut off though, with the worst affected

:06:35. > :06:36.areas around Crymych, Boncath, St Dogmaels, Tegryn and Nevern.

:06:37. > :06:37.Welsh Water has been distributing bottled water
