0:00:34 > 0:00:37Two of Wales' enterprise zones, which are a key part of the Welsh

0:00:37 > 0:00:40government's plans to create jobs and grow businesses, only delivered

0:00:40 > 0:00:4114 jobs in the last year.

0:00:41 > 0:00:44While other areas have been much more successful, questions are being

0:00:44 > 0:00:46asked tonight about whether the ?70 million invested in the enterprize

0:00:46 > 0:00:56zones has been well spent.

0:00:56 > 0:00:59Cardiff has set its sights on attracting high-paying financial

0:00:59 > 0:01:02jobs down the M4 from London and it is showing signs of success.

0:01:02 > 0:01:04It is one of the enterprise zones launched

0:01:04 > 0:01:05by the Welsh Government in 2011.

0:01:05 > 0:01:08I have been quite impressed by the arguments that have been put

0:01:08 > 0:01:12to me by various areas and parts of Wales and are likely to be put

0:01:12 > 0:01:21in the future that they see that this is something useful to do.

0:01:21 > 0:01:26Companies in Wales' southern enterprise zones

0:01:26 > 0:01:27get financial and business support.

0:01:27 > 0:01:30In the last year to March, Cardiff more than doubled the number

0:01:30 > 0:01:32of jobs created since being set up.

0:01:32 > 0:01:34That is 536 new roles, compared with four

0:01:34 > 0:01:36and 55 jobs prior to March 2014.

0:01:36 > 0:01:38Deeside, which deals with manufacturing, was the other success

0:01:38 > 0:01:41story, with 473 jobs being added in the same period, compared to

0:01:41 > 0:01:42its previous total of 479.

0:01:42 > 0:01:44Ebbw Vale 's enterprise zone, which targets automotive

0:01:44 > 0:01:49manufacturing, only had seven new jobs to add to its total of 172.

0:01:49 > 0:01:52While St Athan, which focuses on aerospace,

0:01:52 > 0:01:56also only saw seven new posts added to its 94 previously created ones.

0:01:56 > 0:01:59Enterprise zones have certainly had money pouring into them but this

0:01:59 > 0:02:01manufacturing company, which amongst other things makes and designs

0:02:01 > 0:02:06counting machines, says they have not seen much of it in Ebbw Vale.

0:02:06 > 0:02:09Being an enterprise zone here does not mean anything to us.

0:02:09 > 0:02:11The answer is no.

0:02:11 > 0:02:21As a business, I have seen no one say to me,

0:02:21 > 0:02:28this is an enterprise zone and we are going to give you more support

0:02:28 > 0:02:32on this and more support on that.

0:02:32 > 0:02:34KK Foods is in the successful Deeside enterprise zone.

0:02:34 > 0:02:36Bosses here to see the benefit.

0:02:36 > 0:02:38We arrived here ten years ago.

0:02:38 > 0:02:41We employed 23 people and we had a turnover of 2.4 million.

0:02:41 > 0:02:45We now employ over 400 people and we have a turnover of 30 million.

0:02:45 > 0:02:48Without the enterprise zone and all it brings, we would not be as large

0:02:48 > 0:02:49and successful as we are now.

0:02:49 > 0:02:53If having enterprise zones means that people's hopes are being

0:02:53 > 0:02:56raised, that businesses will be able to create more jobs, it is not

0:02:56 > 0:02:58unreasonable to monitor that and ask whether they could be performing

0:02:58 > 0:03:01better and at a price tag of over ?70 million that has been

0:03:01 > 0:03:05spent on them since they were set up, it is also not unreasonable to

0:03:05 > 0:03:07question whether all of them are providing value for money.

0:03:07 > 0:03:09Those running the enterprise zones are defending

0:03:09 > 0:03:18their record against the critics.

0:03:18 > 0:03:21Job creation, job safeguarding, is very important but it is only

0:03:21 > 0:03:34one measure of success and I think it is about looking at all the

0:03:34 > 0:03:37other indicators and also measuring success over a longer period.

0:03:37 > 0:03:39Where we are seeing enterprise zones not performing as strongly as we

0:03:39 > 0:03:43would like them to, the government needs to focus and think again about

0:03:43 > 0:03:46what can be done differently to make the most of that enterprise zone.

0:03:46 > 0:03:48The Welsh Government says it is unhelpful to compare the zones

0:03:48 > 0:03:49as each one is unique.

0:03:49 > 0:03:56Ministers say all of them are making good progress.

0:04:21 > 0:04:23Prism Medical UK, which makes specialist equipment for handling

0:04:23 > 0:04:26and moving patients, is creating 29 jobs in Rhyl and 21 in Bridgend.

0:04:26 > 0:04:28The company has received more than ?360,000 of Welsh Government

0:04:32 > 0:04:35The former layout of a main road in Swansea city centre was

0:04:35 > 0:04:37a contributory factor in the death of a 37-year-old man,

0:04:37 > 0:04:38an inquest has heard.

0:04:38 > 0:04:41Daniel Foss was killed when he was hit by a coach

0:04:41 > 0:04:42on the Kingsway two years ago.

0:04:42 > 0:04:44The lay-out of the road has recently changed.

0:04:52 > 0:04:55Daniel Foss died from a serious head injury after he was hit

0:04:55 > 0:04:58by a coach travelling along Swansea 's Kingsway in September 2013.

0:04:58 > 0:05:01Today a senior traffic safety consultant gave his evidence to

0:05:01 > 0:05:04the inquest, having observed the former layout of the road.

0:05:04 > 0:05:06Mark Stevenson said the design was a contributory factor

0:05:06 > 0:05:11in the accident and went on to say the unconventional flow

0:05:11 > 0:05:16was sufficient to cause an accident and that despite mitigation measures

0:05:16 > 0:05:18put in place, changes should have been made earlier.

0:05:18 > 0:05:21Earlier this week, we heard evidence from a number of eyewitnesses

0:05:21 > 0:05:24and one described Daniel Foss as appearing to be in a hurry as he

0:05:24 > 0:05:27crossed this first carriageway where traffic approaches from the left.

0:05:27 > 0:05:34Then at the central reservation, the same eyewitness described how both

0:05:34 > 0:05:38she and Daniel Foss looked to their left to check for oncoming buses and

0:05:38 > 0:05:41despite the fact there was a red man showing for pedestrians, he stepped

0:05:41 > 0:05:43into the carriageway, unaware of the next line of traffic

0:05:43 > 0:05:44approaching from his right.

0:05:44 > 0:05:47Steven Davis, seen here with the white hair and glasses, was driving

0:05:47 > 0:05:55the coach that hit Daniel Foss.

0:05:55 > 0:05:59He told the inquest there was very little he

0:05:59 > 0:06:02could have done to avoid him.

0:06:02 > 0:06:05Changes were introduced year at the start of the month.

0:06:05 > 0:06:08It now has just one lane for buses travelling in the same

0:06:08 > 0:06:09direction as the other carriageway.

0:06:09 > 0:06:11There is also a new lane for cyclists.

0:06:11 > 0:06:14Swansea Council says it extends its sympathies to Daniel Foss 's family

0:06:14 > 0:06:17but that it would be inappropriate to comment further at this point.

0:06:17 > 0:06:20Representing the family of Daniel Foss, Christian Howells said it was

0:06:20 > 0:06:26unlikely that civil proceedings would follow this inquest,

0:06:26 > 0:06:32therefore this would be the families only opportunity for closure.

0:06:32 > 0:06:37The inquest has been adjourned until Friday the 20th of November

0:06:37 > 0:06:45where we expect to hear the coroner 's conclusions.
