:00:25. > :00:29.Over ?70 million has been invested in Enterprise zones over the last

:00:30. > :00:42.four years, tonight the government defends their performance.

:00:43. > :00:44.Swansea's Kingsway, the former road layout was

:00:45. > :00:50.a contributory factor in the death of a pedestrian, an inquest hears.

:00:51. > :00:53.This Labour insider was appointed to one of Wales' top jobs.

:00:54. > :00:55.Tonight a call for responsibility for hiring

:00:56. > :01:02.and firing commissioners to be taken away from Welsh Government The

:01:03. > :01:05.The head teacher accused of grievous bodily harm, charges later dropped,

:01:06. > :01:09.but it took 12 months, the devastating effect on his family.

:01:10. > :01:12.And Shaun Stocker from Wrexham lost his legs

:01:13. > :01:15.and sight serving in Afghanistan, but he'll march on Remembrance

:01:16. > :01:24.They're a key part of the Welsh government's plans to create jobs

:01:25. > :01:27.and grow businesses, but two of Wales' enterprise zones

:01:28. > :01:31.have delivered only 14 jobs in the last year.

:01:32. > :01:34.While Cardiff and Deeside have been much more

:01:35. > :01:38.successful, questions are being asked tonight about whether the ?70

:01:39. > :01:41.million invested in the enterprize zones has been well spent.

:01:42. > :01:49.Here's our business correspondent, Brian Meechan.

:01:50. > :01:59.Cardiff set its sights on attracting highly paid financial jobs. It's

:02:00. > :02:03.showing signs of success. It's one of the enterprise zones launched in

:02:04. > :02:10.2011. I've been impressed by the arguments

:02:11. > :02:17.put to me. They see that this is something useful to do.

:02:18. > :02:21.Companies in Wales's seven enterprise zones get support.

:02:22. > :02:29.Cardiff more than doubled the jobs created since being set up.

:02:30. > :02:37.That's 536 new rules come paid to dates in March 2014.

:02:38. > :02:42.Deeside is another success story with 473 adage to the previous total

:02:43. > :02:47.of 779. That, Ebbw Vale which targets motor

:02:48. > :02:55.manufacturing only had seven new jobs. Saint Athens which focused on

:02:56. > :03:00.aerospace only sought seven new posts added to its 94 previous

:03:01. > :03:05.created ones. Enterprise zones have had money

:03:06. > :03:08.pouring into them. But this company which makes and designs counting

:03:09. > :03:15.machines, among other things, say they have not seen much of it.

:03:16. > :03:21.If I was told I was an enterprise zone I would look blank and ask what

:03:22. > :03:27.are you talking about? It has not helped us. As a business, I've seen

:03:28. > :03:34.nobody say to me, this is an enterprise zone, we are giving to

:03:35. > :03:39.give you more support. Bosses at this factory in Deeside

:03:40. > :03:45.have seen the benefit. We employed 23 people and had a

:03:46. > :03:50.turnover of 2.8 million. We now have a turnover of 30 million. Without

:03:51. > :03:56.the enterprise zone we would not be as large and successful as we are.

:03:57. > :04:01.If enterprise zones means that people's hearts are raised that

:04:02. > :04:05.businesses are able to create more jobs, it's not unreasonable to

:04:06. > :04:10.monitor that and ask whether they could be performing better.

:04:11. > :04:14.And, at a price tag of over ?17 million that been spent on them

:04:15. > :04:18.since they were set up, it's also not unreasonable to question whether

:04:19. > :04:22.all of them are providing value for money.

:04:23. > :04:27.-- 70 million. I don't know the details of what

:04:28. > :04:30.they are doing, but every enterprise zone is very different with

:04:31. > :04:35.different plans and different starting points. Job creation and

:04:36. > :04:40.job safeguarding is very important, but it is only one measure of

:04:41. > :04:47.success. It's about looking at all the other indicators and measuring

:04:48. > :04:54.success over a longer period. We are just highlighting the need to

:04:55. > :04:57.focus. The government needs to focus and think again about what could be

:04:58. > :05:02.done to make the most of that enterprise.

:05:03. > :05:06.The Welsh government says it is unhelpful to compare zones as they

:05:07. > :05:10.are each unique. Ministers say all of them are making good progress.

:05:11. > :05:17.So why do some struggle when others are successful?

:05:18. > :05:23.If you look at the most successful ever that is Canary Wharf in London.

:05:24. > :05:27.It went from a derelict docklands to the financial capital of the UK. It

:05:28. > :05:32.was driven by businesses with support from a government.

:05:33. > :05:40.What we are seeing in Cardiff are thriving businesses with a lot of

:05:41. > :05:45.support from the Welsh government. Firms are moving to Deeside because

:05:46. > :05:49.they are around big companies. The only Manchester near Liverpool. They

:05:50. > :05:54.come to Cardiff because they have three universities and lots of

:05:55. > :05:58.graduates. The only two hours from London. They come here principally

:05:59. > :06:02.for business reasons. If you look at why some of them are

:06:03. > :06:05.struggling, the question is are they the ones being driven by businesses

:06:06. > :06:09.or politicians and where they would like businesses to go.

:06:10. > :06:12.The former design of main road in Swansea city centre was

:06:13. > :06:14.a contributory factor in the death of a 37-year-old man,

:06:15. > :06:18.Daniel Foss was killed when he was hit by a coach

:06:19. > :06:25.The lay-out of the road has recently changed.

:06:26. > :06:40.Daniel Foss died from a serious head injury when he was hit by a coach in

:06:41. > :06:43.September 2013. Today a senior traffic safety consultant gave

:06:44. > :06:46.evidence to the inquest having observed the former layout of the

:06:47. > :06:50.road. He said that the design was a

:06:51. > :06:55.contributory factor in the accident and went on to say that the

:06:56. > :06:59.unconventional stroke was significant to cause an accident.

:07:00. > :07:04.-- unconventional flow. He said changes should have been made

:07:05. > :07:11.earlier. A number of eyewitnesses gave evidence. One described Mr Foss

:07:12. > :07:16.as being in a hurry as he crossed the carriageway. Then, at the centre

:07:17. > :07:25.reservation he described how she and Mr frost look to their left to check

:07:26. > :07:28.for buses. -- Mr Foss. He stepped into the carriageway, and a way of

:07:29. > :07:35.the next line of traffic approaching from his right. Stephen Davis, here

:07:36. > :07:39.in white, was driving the coach that hit Mr Foss. He told the inquest

:07:40. > :07:43.there was little he could have done to avoid him. Changes were

:07:44. > :07:46.introduced here at the start of the month.

:07:47. > :07:49.There is now just one lane for buses travelling in the same direction as

:07:50. > :07:53.the other carriageway. The results on new lane for

:07:54. > :07:58.cyclists. Swansea Council say the extended

:07:59. > :08:02.sympathy to Mr Foss family, but say it would be inappropriate to comment

:08:03. > :08:06.further at this point. The family say it was unlikely that civil

:08:07. > :08:10.proceedings would follow the inquest, so this would be the

:08:11. > :08:12.family's only opportunity for closure.

:08:13. > :08:16.The inquest has been adjourned until 20th of November when we expect to

:08:17. > :08:20.Two people are in hospital with what police have

:08:21. > :08:23.described as life-changing injuries after a crash between two lorries

:08:24. > :08:26.A 50-year-old man from Newport has been arrested

:08:27. > :08:30.on suspicion of causing serious injury by dangerous driving.

:08:31. > :08:32.The crash happened between Monmouth and Raglan

:08:33. > :08:39.50 jobs are being created in north and south Wales with the expansion

:08:40. > :08:47.Prism Medical UK, which makes specialist equipment for handling

:08:48. > :08:50.and moving patients, is creating 29 jobs in Rhyl and 21 in Bridgend.

:08:51. > :08:53.The company has received more than ?360,000 of Welsh Government

:08:54. > :09:00.The remaining homes and businesses in west Wales which

:09:01. > :09:03.have been without running water for two days have been reconnected.

:09:04. > :09:05.That's according to Dwr Cymru Welsh Water.

:09:06. > :09:11.Initially thousands of properties were affected in Pembrokeshire,

:09:12. > :09:13.Carmarthenshire and Ceredigion after a water main burst near Llechryd.

:09:14. > :09:16.The company has apologised and says it'll be investing

:09:17. > :09:24.The former Children's Commissioner has told BBC Wales that the

:09:25. > :09:26.Welsh Government should not be responsible for appointing

:09:27. > :09:31.It follows a row about the appointment of

:09:32. > :09:35.Sophie Howe, a former Labour councillor and special advisor to

:09:36. > :09:39.the Welsh government, as the new Future Generations Commissioner.

:09:40. > :09:44.Keith Towler says it's raised important issues.

:09:45. > :09:47.It is about, I think, legitimate questions that are asked about

:09:48. > :09:57.I've always taken the view, as the Children's Commissioner, but in

:09:58. > :10:02.relation to all commissioners, that accountability and the appointment

:10:03. > :10:04.of commissioners should be done by the National Assembly of Wales

:10:05. > :10:20.Keith Towler was a commissioner himself until recently, did he have

:10:21. > :10:26.these concerns when he was in the job?

:10:27. > :10:30.Yes, as you say he was children's Commissioner for seven years up

:10:31. > :10:34.until the start of this year. He emphasises that the Welsh government

:10:35. > :10:40.never tried to interfere in his work or pressurise him in his job, or, he

:10:41. > :10:45.says, the process by which he was appointed he had no qualms about

:10:46. > :10:49.that. But, he says ultimately as somebody by appointed by the Welsh

:10:50. > :10:52.government, the same goes for the language commissioner and older

:10:53. > :10:58.People's Commissioner he never felt that he was truly and fully

:10:59. > :11:04.independent. He thinks the answer to addressing that, as we heard, was

:11:05. > :11:08.all commissioners to be appointed by the Assembly rather run the Welsh

:11:09. > :11:13.government. And for the Assembly, as the voice of the people to take

:11:14. > :11:18.charge of that process. What does the Welsh government have

:11:19. > :11:23.to say? Earlier this week we heard that

:11:24. > :11:26.Sophie Howell, someone with strong links to the Labour Party was

:11:27. > :11:31.appointed future generations Commissioner, questions have been

:11:32. > :11:36.raised by some here in Cardiff Bay. The Welsh government have in light

:11:37. > :11:40.that a proper code of conduct was followed and members from all the

:11:41. > :11:45.party were involved in selecting the successful candidate. The First

:11:46. > :11:50.Minister made the formal appointment. Keith Towler thinks

:11:51. > :11:53.that when it comes to political party links, people should resign

:11:54. > :11:57.their membership of political parties if they become a

:11:58. > :12:00.Commissioner. The Welsh government says that they can to clear

:12:01. > :12:07.political affiliations, and there is no requirement to resign. Thank

:12:13. > :12:15.A head teacher from Wales says his family is still

:12:16. > :12:18.suffering after he was accused of grievous bodily harm against a pupil

:12:19. > :12:22.Trystan Williams was forced to live apart from his family for seven

:12:23. > :12:27.There are now questions over the time it takes to investigate

:12:28. > :12:35.Originally from Bangor, Trystan Williams,

:12:36. > :12:38.has been a head in schools for boys with emotional or behavioural issues

:12:39. > :12:42.He's advised the government, and has won several accolades

:12:43. > :12:46.In his last school, they went from being a school

:12:47. > :12:48.the council wanted to shut down, to gaining an 'outstanding'

:12:49. > :12:52.But, from time to time teachers in these schools are faced with

:12:53. > :12:55.And two years ago an accident changed

:12:56. > :13:02.In the process of trying to pick him up off the floor he got hold

:13:03. > :13:08.He had one foot on a mattress and one foot off the mattress.

:13:09. > :13:15.Unfortunately, in that process he sustained an injury to his spleen.

:13:16. > :13:22.But I had absolutely no idea of the catastrophic eventd that would

:13:23. > :13:29.The police investigated for over a year, but Trystan was not charged.

:13:30. > :13:31.And when questioned, the individual involved in the

:13:32. > :13:35.His wife suffered greatly from the ordeal.

:13:36. > :13:38.His sons struggled to sleep, and he became depressed.

:13:39. > :13:41.My family was not protected under any circumstances.

:13:42. > :13:47.To find me completely innocent at the end of the investigation.

:13:48. > :13:52.I still find that quite difficult to come to terms with.

:13:53. > :13:54.The National Union for School Leaders, say these types

:13:55. > :13:57.of incidents occur often and have seen a change in tact from their

:13:58. > :14:00.members when it comes to dealing with challenging situations.

:14:01. > :14:03.There are members of staff in schools who are afraid

:14:04. > :14:09.of intervening, when they should have, in situation where it is

:14:10. > :14:13.essential to intervene, and we do believe that this is because

:14:14. > :14:19.After Trystan Williams was cleared by the CPS, parents at the school

:14:20. > :14:24.called for him to be reinstated, but he never taught there again.

:14:25. > :14:26.Wiltshire council said it would be inappropriate for them to comment

:14:27. > :14:29.And the Professional Standards Department

:14:30. > :14:36.of Wiltshire Police, is conducting an internal investigation.

:14:37. > :14:40.Trystan has now had to take a job to over two and a half hours

:14:41. > :14:44.away from his family, so it still feels like they are being punished.

:15:08. > :15:09.A former soldier from Wrexham will be joining the

:15:10. > :15:12.charity Blind Veterans UK in London this weekend, as they march past

:15:13. > :15:19.At 25 Shaun Stocker is the charity's youngest veteran,

:15:20. > :15:23.and after losing both legs, and his sight in Afghanistan, this will be

:15:24. > :15:28.the first time he'll be able to walk side by side with other veterans.

:15:29. > :15:35.Shaun Stocker was 16 when he joined the 1st Battalion Royal Welsh.

:15:36. > :15:40.And six days away from coming home when he stood

:15:41. > :15:49.Reality shuts down, it felt like I was in a dream.

:15:50. > :15:54.It took a few seconds to figure out what had happened.

:15:55. > :16:01.He woke up weeks later at Birmingham's Selly Oak hospital.

:16:02. > :16:05.Losing my legs was hard, but losing my sight was harder.

:16:06. > :16:12.It wasn't until about a year and a half later that I started to

:16:13. > :16:19.Now I've got 30% in the one eye, which is amazing,

:16:20. > :16:22.I wouldn't be able to live the life I've got now without that 30%.

:16:23. > :16:26.The first few years were really hard.

:16:27. > :16:31.because I was at rock bottom, I was in a wheelchair, I couldn't even see

:16:32. > :16:36.Walking on prosthetics for me was always going to be

:16:37. > :16:40.Shaun has spent the last five years in rehab,

:16:41. > :16:46.But he says it's the support of the charity Blind Veterans

:16:47. > :16:49.which has allowed him to make such big improvements.

:16:50. > :16:54.When I tell people that my life is probably better now,

:16:55. > :16:58.and I'm happier now, people think it's kind of crazy.

:16:59. > :17:00.They ask me, so stepping on a bomb was one of

:17:01. > :17:06.No, that's quite a radical thing to say, it's what you do afterwards.

:17:07. > :17:09.The stuff that you've got in place to make your life better.

:17:10. > :17:13.As the charity's youngest veteran, he's set himself a new challenge.

:17:14. > :17:20.I want to raise as much money and awareness for the charity as I

:17:21. > :17:25.Especially, because it's against all the odds that I'd be

:17:26. > :17:30.able to walk on prosthetics with my eyesight, and the things I had.

:17:31. > :17:39.I want to do it for the charities that helped me.

:17:40. > :17:42.With all the sport news now, here's Tomos Dafydd.

:17:43. > :17:45.Rugby League, and Wales take on Ireland tomorrow knowing that

:17:46. > :17:48.a win or a draw will give them the European Championship trophy

:17:49. > :17:54.A victory would mark a dramatic turn-around

:18:01. > :18:03.After a win over Scotland, and this victory over France the

:19:33. > :19:36.Lewis Rees expects to take to the field for Wales tomorrow, he started

:19:37. > :19:42.These pupils were crowned British Schools' Champions at Wembley having

:19:43. > :19:46.Britain teams and in the traditional heartlands of the rugby league.

:19:47. > :19:52.It helped produce the likes of Jamie Roberts, Rhys Patchell

:19:53. > :19:57.and Nicky Robinson, but rugby league still has a pass to play.

:19:58. > :20:01.Everybody here wants to be the next Jamie Roberts or Rhys Patchell.

:20:02. > :20:05.They want to play for the Cardiff Blues for Wales.

:20:06. > :20:09.The game has changed, the physicality and skills that we
