:03:44. > :03:46.part of Rhyl now has three lines of defence against future flooding,
:03:47. > :03:52.The Council and the Welsh Government acknowledge there is still plenty
:03:53. > :03:54.of work to be done elsewhere in the town.

:04:03. > :04:07.We are producing further plans which the Welsh Government will
:04:08. > :04:10.expect from us that will help us to get additional funding to raise

:05:37. > :05:40.putting things into reverse because of what they say is the extent of
:05:41. > :05:48.what they say is the extent there needs. The members of the
:05:49. > :05:53.Conservatives party say this is a perfectly fair way of clearing up
:05:54. > :05:58.the mess. All day today we have had a very detailed difficult
:05:59. > :06:06.discussions of various committees into what is planned. As one Labour
:06:07. > :06:09.honourable member put it, we were stealing our way through the
:06:10. > :06:14.constitutional jungle. I think it will feel like that fully few more
:06:15. > :06:16.months to come. We also learn today what opposition party members
:06:17. > :06:24.thought of having more Assembly members. A much simpler part of the
:06:25. > :06:29.bill is the Assembly gets the ability to control how many
:06:30. > :06:35.honourable members they are. Leanne Wood for Plaid Cymru felt the
:06:36. > :06:38.current 60 could be increased to between 80 and 100. Kirsty Williams
:06:39. > :06:43.for the Liberal Democrats felt there should be an increase, but it would
:06:44. > :06:48.have to run along a reduction in the number of MPs. The leader of the bus
:06:49. > :06:53.Conservatives said an increase in the number of honourable members

:06:59. > :07:03.one direction. But how do you sell out to the public? As one MP put it

:09:27. > :09:33.But the Conservative leader says banning e-cigarettes wouldn't save
:09:34. > :09:36.He's not one of the thousands of people
:09:37. > :09:39.in Wales who use e-cigarettes, but the Tory leader says outlawing
:09:40. > :09:44.Banning people from vaping in enclosed public spaces is the most
:09:45. > :09:47.controversial part of the Welsh Government's public-health bill.
:09:48. > :09:52.There would be a licensing system for tattooing and piercing,
:09:53. > :09:55.a clamp-down on selling tobacco to under 18s through a register of
:09:56. > :10:01.shops, and local councils would have to develop a public toilet strategy.

:10:04. > :10:08.smoking and 40 other countries have already taken similar steps.

:10:32. > :10:37.The Welsh Conservatives say e-cigarettes help regular smokers
:10:38. > :10:41.wean themselves off tobacco and say ministers are just acting
:10:42. > :10:45.I don't think the Government have put a persuasive case forward.
:10:46. > :10:47.Ultimately, what we have to do is ask ourselves,
:10:48. > :10:52.And it does actually seem they are doing it just
:10:53. > :10:55.because they can do it, rather than for any real public health concerns
:10:56. > :11:01.Many other organisations have taken up arms against the bill, including
:11:02. > :11:06.Public Health England says e-cigarette are 95% less
:11:07. > :11:11.The Welsh bill is also opposed by the anti-smoking charity Ash,
:11:12. > :11:17.Lining up to support the move are Public Health Wales,
:11:18. > :11:19.local health boards and the British Medical Association.
:11:20. > :11:24.We just don't know what the effects of having
:11:25. > :11:27.our children taking up e-cigarettes with nicotine in it, which after all
:11:28. > :11:34.We just don't know what the long-term effects of that will be.
:11:35. > :11:36.Down the road from the e-cigarette shop, they've
:11:37. > :11:45.Most of the people we spoke to didn't support a nationwide ban.
:11:46. > :11:47.I think they should be allowed to smoke them, even
:11:48. > :11:53.People are outside smoking cigarettes now
:11:54. > :11:55.and you're passive smoking with them smoking cigarettes.
:11:56. > :11:58.They are just a little bit of vapour, they don't harm anyone.
:11:59. > :12:05.My sister suffers from asthma and she can't cope with e-cigarettes.
:12:06. > :12:09.For her position, she'd have to leave.
:12:10. > :12:14.As things stand, I could use this out here or back in the shop.
:12:15. > :12:22.But really it's the pubs, cafes and restaurants on roads
:12:23. > :12:25.like this that will feel the affect if this ban does come in.
:12:26. > :12:27.Labour doesn't have a majority in the Assembly, the opposition
:12:28. > :12:30.parties are sceptical and Labour will have to do a deal with one
:12:31. > :12:37.Some people living in a village in the Swansea Valley have been
:12:38. > :12:39.told not to expect any mail until it's safe to deliver there
:12:40. > :12:42.again, after the local postwoman was cornered by a dog.

:14:19. > :14:23.journey. Up it is quite far away, especially for a lot of older
:14:24. > :14:29.people. But this former postman says he understands why the service has
:14:30. > :14:34.been suspended. On a couple of occasions I was chased down gardens
:14:35. > :14:39.by dogs in the after. One of my colleagues was injured when a dog
:14:40. > :14:42.came through the glass. Royal Mail says it appreciates the
:14:43. > :14:48.inconvenience to people here, but in the last year there were 140 attacks
:14:49. > :14:54.on postmenopausal women Wales. In area court which covers here there
:14:55. > :14:58.were 19 dog attacks. Despite this being one of the busiest times of
:14:59. > :15:03.year for Post, Royal Mail is confident it is doing the right
:15:04. > :15:09.thing. We have to prioritise staff safety which is what we're doing

:16:15. > :16:27.As a family, it's brought us closer together,

:16:36. > :16:43.friends when he decided to try and swim across the pond.
:16:44. > :16:46.Sadly, Robert Mansfield's death was not unique.

:16:50. > :16:53.here at the Millpond, and now his family would like to see more
